T\u00fcrkiye\u2019deki meslek standartlar\u0131n\u0131n Avrupa Birli\u011fi\u2019yle uyumlu olarak kurulmas\u0131 MYK\u2019n\u0131n temel g\u00f6revi olarak tan\u0131mlamaktad\u0131r. Bu do\u011frultuda \u00f6nemli k\u0131sm\u0131 Avrupa Birli\u011fi desteklerinden olu\u015fan bir b\u00fct\u00e7eyle meslek standartlar\u0131 haz\u0131rlanmaktad\u0131r. MYK, meclis g\u00fcndeminde yer alan Torba Yasa\u2019daki \u00e7al\u0131\u015fma hayat\u0131na ili\u015fkin maddelerde ama\u00e7lanan esneklik, istihdam edilebilirlik, sermayeye e\u011fitimli ve ucuz i\u015fg\u00fcc\u00fc sunma hedeflerine g\u00f6re \u00e7al\u0131\u015fan bir kurulu\u015f. \u015eimdiye kadar MYK taraf\u0131ndan haz\u0131rlanan 135 kadar meslek standard\u0131 Resmi Gazete\u2019de yay\u0131nlanm\u0131\u015f durumda. <\/p>\n<p>Mesleki Yeterlilik Kurumu ile standart haz\u0131rlanmas\u0131 i\u00e7in protokol imzalayan kurumlar aras\u0131nda i\u015fveren sendikalar\u0131 (\u0130n\u015faat Sanayicileri \u0130\u015fveren Sendikas\u0131 (\u0130NTES), Metal Sanayicileri Sendikas\u0131 (MESS), Tekstil Sanayi \u0130\u015fverenleri Sendikas\u0131 (TTS\u0130S) , \u00c7imento \u0130\u015fverenleri Sendikas\u0131 (\u00c7E\u0130S)); T\u00fcrkiye Esnaf ve Sanatkarlar\u0131 Konfederasyonu (TESK), ticaret odalar\u0131 (\u0130TO, ATO, EBSO), \u00e7e\u015fitli meslek dernekleri yan\u0131 s\u0131ra T\u00fcrk Eczac\u0131lar\u0131 Birli\u011fi (TEB) ve Hak-\u0130\u015f\/\u00c7elik-\u0130\u015f Sendikas\u0131 da yer al\u0131yor. G\u00f6r\u00fc\u015f istenen yerler aras\u0131nda da resmi kurumlardan meslek odalar\u0131na, i\u015f\u00e7i sendikalar\u0131ndan i\u015fveren sendikalar\u0131na, \u00fcniversitelerden meslek derneklerine kadar pek \u00e7ok kurum ve kurulu\u015f yer al\u0131yor. Ancak standartlar\u0131n teknik maddelerin d\u0131\u015f\u0131ndaki b\u00f6l\u00fcmleri \u2013 teknik b\u00f6l\u00fcmlerin ayr\u0131nt\u0131l\u0131 incelemesi liberal ideolojiyi yans\u0131tt\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz. <\/p>\n<p>Meslek Standartlar\u0131nda meslek tan\u0131m\u0131, ilgili yasal d\u00fczenlemeler, \u00e7al\u0131\u015fma ortam\u0131 ve ko\u015fullar\u0131, g\u00f6revler, i\u015flemler ve ba\u015far\u0131m \u00f6l\u00e7\u00fctleri, kullan\u0131lan ara\u00e7, gere\u00e7 ve ekipman, bilgi ve beceriler, tutum ve davran\u0131\u015flar ile \u00f6l\u00e7me, de\u011ferlendirme ve belgelendirme gibi ba\u015fl\u0131klar bulunuyor. Standartlar incelendi\u011finde meslek gruplar\u0131yla ilgili olarak yaz\u0131lan mevzuat\u0131n rastgele ve standard\u0131 haz\u0131rlayanlar\u0131n akl\u0131na esti\u011fi \u015fekilde yaz\u0131ld\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcyor. Ancak, standartlarda \u00e7al\u0131\u015fma saatlerinin esnekli\u011fi neredeyse standart. <\/p>\n<p>\u201cY\u00f6neti\u015fim\u201d in bir \u00f6rne\u011fini yans\u0131tan meslek standartlar\u0131n\u0131n haz\u0131rl\u0131k s\u00fcreci, sonu\u00e7 olarak ta \u201cy\u00f6neti\u015fim\u201d in i\u015flevlerine uygun standartlar \u00e7\u0131kart\u0131yor: \u201cDe\u011fi\u015fime ayak uyduran, \u00e7evresiyle etkili ileti\u015fim kuran, disiplinli, zaman\u0131 iyi kullanan, verimli \u00e7al\u0131\u015fan\u201d i\u015f\u00e7iler. L\u00fczumlu l\u00fczumsuz bir s\u00fcr\u00fc maddenin s\u0131raland\u0131\u011f\u0131 \u201cTutum ve Davran\u0131\u015flar\u201d aras\u0131nda \u201c\u00f6rg\u00fctlenmek, hakk\u0131n\u0131 aramak, \u00e7al\u0131\u015fma arkada\u015flar\u0131yla dayan\u0131\u015fma i\u00e7inde olmak, iyi \u00e7al\u0131\u015fma ko\u015fullar\u0131 i\u00e7in \u00e7abalamak\u201d gibi \u00f6zellikler ise \u201cy\u00f6neti\u015fim\u201din do\u011fas\u0131 gere\u011fi yer alm\u0131yor. Tutum ve Davran\u0131\u015flar ba\u015fl\u0131\u011f\u0131 alt\u0131nda genellikle belirtilmi\u015f olan \u201cmeslek ahlak\u0131na sahip olmak\u201d \u00f6zelli\u011finin ise \u00f6rne\u011fin i\u015fverenin verdi\u011fi \u00e7evre ve halk kar\u015f\u0131t\u0131 emirleri uygulamamay\u0131 i\u00e7erip i\u00e7ermedi\u011fi standartlarda belirtilmiyor. <\/p>\n<p><strong><u>\u00d6rnekler:<\/u><\/strong><\/p>\n<p>&#8211; Pideci- Seviye 3: MYK taraf\u0131ndan haz\u0131rlan\u0131p 29\/12\/2010 tarihli Resmi Gazetede yay\u0131nlanarak y\u00fcr\u00fcrl\u00fc\u011fe giren Pideci-Seviye 3 standard\u0131nda meslekle ilgili mevzuat i\u00e7inde say\u0131lan 19 adet Kanun ve Y\u00f6netmelik aras\u0131nda 2822 say\u0131l\u0131 Toplu S\u00f6zle\u015fme, Grev ve Lokavt Kanunu yer almakla birlikte 2821 say\u0131l\u0131 Sendikalar Kanunu yer alm\u0131yor. Standartta \u201c\u00c7al\u0131\u015fma Ortam\u0131 ve Ko\u015fullar\u0131\u201d ba\u015fl\u0131\u011f\u0131nda \u201cTatil g\u00fcnlerinde \u00e7al\u0131\u015fma, vardiya usul\u00fc ve fazla \u00e7al\u0131\u015fma s\u00f6z konusu olabilir\u201d deniliyor. \u201cTutum ve Davran\u0131\u015flar\u201d ba\u015fl\u0131\u011f\u0131 alt\u0131nda ise Pideci\u2019den beklenen 22 davran\u0131\u015f standard\u0131 s\u0131ralan\u0131yor. Bunlar aras\u0131nda \u201cAmirlerine ve \u00e7al\u0131\u015fma arkada\u015flar\u0131na do\u011fru ve zaman\u0131nda bilgi aktarmak\u201d, \u201cDe\u011fi\u015fime a\u00e7\u0131k olmak ve de\u011fi\u015fen ko\u015fullara uyum sa\u011flamak\u201d, \u201c\u0130leti\u015fim kurdu\u011fu ki\u015filerle etkili ve g\u00fczel konu\u015fmak\u201d, \u201dVerimli ve ekonomik \u00e7al\u0131\u015fmaya \u00f6zen g\u00f6stermek\u201d gibi maddeler s\u0131ralanm\u0131\u015f. Standard\u0131 haz\u0131rlayan kurulu\u015f \u201cT\u00fcrkiye Esnaf ve Sanatkarlar\u0131 Konfederasyonu (TESK)\u201d olunca farkl\u0131 bir standart beklemek zor olsa gerek. <\/p>\n<p>&#8211; Dozer Operat\u00f6r\u00fc- Seviye 3: Bu standart \u201cT\u00fcrkiye \u0130n\u015faat Sanayicileri \u0130\u015fveren Sendikas\u0131 (\u0130NTES)\u201d taraf\u0131ndan haz\u0131rlanm\u0131\u015f ve \u201c\u0130\u015f Makinalar\u0131 M\u00fchendisleri Birli\u011fi (\u0130MMB)\u201d de yard\u0131mc\u0131 kurulu\u015f olarak haz\u0131rl\u0131k s\u00fcrecinde yer alm\u0131\u015f. \u00c7al\u0131\u015fma Ortam\u0131 \u201coperat\u00f6r vardiya usul\u00fc, esnek mesai zamanlar\u0131nda \u00e7al\u0131\u015f\u0131r\u201d \u015feklinde belirtilmi\u015f. Tutum ve Davran\u0131\u015flar i\u00e7inde say\u0131lan baz\u0131 ba\u015fl\u0131klar: Amirlerine do\u011fru ve zaman\u0131nda bilgi aktarmak; \u00c7al\u0131\u015fma zaman\u0131n\u0131 i\u015f emrine uygun \u015fekilde etkili ve verimli kullanabilmek; De\u011fi\u015fime kar\u015f\u0131 a\u00e7\u0131k olmak ve de\u011fi\u015fen ko\u015fullara uyum sa\u011flamak; Sa\u011fl\u0131\u011f\u0131na \u00f6zen g\u00f6stermek.<\/p>\n<p>&#8211; Kule Vin\u00e7 Operat\u00f6r\u00fc- Seviye 3: Bu standard\u0131 da \u0130NTES haz\u0131rlam\u0131\u015f. \u00c7al\u0131\u015fma Ortam\u0131 ve Ko\u015fullar\u0131\u2019nda belirtilen \u00f6zelliklerden birisi esnek \u00e7al\u0131\u015fmay\u0131 i\u00e7eriyor: \u201cKule vin\u00e7 operat\u00f6rleri esnek \u00e7al\u0131\u015fma saatlerine (fazla mesaili, gece g\u00fcnd\u00fcz vardiyal\u0131) uyum sa\u011flayabilmelidir.\u201d Tutum ve Davran\u0131\u015flar i\u00e7inde ise \u201c\u0130\u015f disiplinine sahip olmak; \u0130\u015fyeri \u00e7al\u0131\u015fma prensiplerine uymak; Sab\u0131rl\u0131 olmak; So\u011fukkanl\u0131 olmak\u201d gibi \u00f6zellikler s\u0131ralanm\u0131\u015f. <\/p>\n<p>&#8211; Eczane Destek Hizmetleri \u00c7al\u0131\u015fan\u0131- Seviye 3: T\u00fcrk Eczac\u0131lar\u0131 Birli\u011fi (TEB) taraf\u0131ndan haz\u0131rlanan bu standart hen\u00fcz taslak halinde. Bir meslek \u00f6rg\u00fct\u00fcn\u00fcn haz\u0131rlad\u0131\u011f\u0131 bu standart ta i\u015fveren \u00f6rg\u00fctlerinin haz\u0131rlad\u0131\u011f\u0131 standartlarla benzer \u00f6zellikler g\u00f6steriyor. \u00c7al\u0131\u015fma ortam\u0131 ve ko\u015fullar\u0131 i\u00e7inde \u201cmesai zamanlar\u0131, i\u015fin gereklerine g\u00f6re esnektir, n\u00f6bet g\u00fcnlerinde geceleri, hafta sonlar\u0131n\u0131 ve tatilleri de i\u00e7eren de\u011fi\u015fken \u00e7al\u0131\u015fma zaman\u0131 d\u00fczenlemelerine sahip olabilmektedir\u201d deniliyor. Eczac\u0131l\u0131\u011f\u0131n gerekleri olarak de\u011ferlendirilebilecek olan bu de\u011fi\u015fken zamanlarda \u00e7al\u0131\u015fman\u0131n kar\u015f\u0131l\u0131\u011f\u0131nda \u00e7al\u0131\u015fana ne t\u00fcr bir kar\u015f\u0131l\u0131k verilece\u011fine ise standartta yer verilmesine gerek duyulmam\u0131\u015f.
