D\u00fcnya \u00fczerinde \u201cprofesyonellerin proleterle\u015ftirilmesi\u201d ifadesi ile kar\u015f\u0131lanan bu uygulamalar\u0131n i\u00e7eri\u011fini ise ba\u011f\u0131ms\u0131z \u00e7al\u0131\u015fma oranlar\u0131n\u0131n azalt\u0131lmas\u0131 ve \u201cprofesyonellerin\u201d salt bir teknik personele d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi, kadrolu \u00e7al\u0131\u015fma yerine s\u00f6zle\u015fmeli \u00e7al\u0131\u015fma ve bunun dolay\u0131m\u0131yla g\u00fcvencesizle\u015ftirme, sendikas\u0131zla\u015ft\u0131rma, yeni a\u00e7\u0131lan \u00fcniversitelerin artt\u0131r\u0131lan kontenjanlar\u0131 ile piyasaya arz edilen m\u00fchendis say\u0131s\u0131ndaki art\u0131\u015f ve yaln\u0131zla\u015ft\u0131r\u0131lan, say\u0131s\u0131 artt\u0131r\u0131lan \u00e7al\u0131\u015fan\u0131n emek g\u00fcc\u00fcn\u00fcn de\u011ferinin gittik\u00e7e d\u00fc\u015f\u00fcr\u00fclmesi olu\u015fturuyor. Sadece kendi konumundan do\u011fru zaten temel bir problem olan i\u015fsizlik ayn\u0131 zamanda \u00e7al\u0131\u015fanlar\u0131n \u00fccretleri \u00fczerinde de bas\u0131n\u00e7 olu\u015fturarak sermayeye \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131 belirlemede muazzam bir avantaj sa\u011flarken bunun sonucu olarak g\u00fcvencesiz, geleceksiz bir i\u015f\u00e7i profili hepimiz i\u00e7in ola\u011fanla\u015fmaya ba\u015fl\u0131yor. M\u00fchendisin i\u015f\u00e7ile\u015fme s\u00fcreci klasik anlamda i\u015f\u00e7inin ba\u015f\u0131na gelen neo-liberal felaketin ayn\u0131s\u0131n\u0131n bizlerin de hikayesi olaca\u011f\u0131n\u0131\/olmaya ba\u015flad\u0131\u011f\u0131n\u0131 a\u00e7\u0131k\u00e7a g\u00f6steriyor. Bu zamana kadar kendi s\u0131n\u0131fsal stat\u00fcs\u00fcn\u00fc i\u015f\u00e7i ile patron aras\u0131ndaki bir yere yerle\u015ftiren m\u00fchendis, sermaye kar\u015f\u0131s\u0131nda gittik\u00e7e bu ara konumunu kaybederek i\u015fsiz ya da g\u00fcvencesiz bir i\u015f\u00e7iye d\u00f6n\u00fc\u015fme e\u011filimi g\u00f6steriyor.<\/p>\n<p>M\u00fchendisler neo-liberalizmin bu uygulamalar\u0131na kar\u015f\u0131l\u0131k verebilmek i\u00e7in m\u00fccadele i\u00e7inde kendi deneyimlerinden yeni bir strateji olu\u015fturma g\u00f6reviyle kar\u015f\u0131 kar\u015f\u0131yad\u0131r. Kampanyam\u0131z bu g\u00f6revi yerine getirmek i\u00e7in yolu a\u00e7mak\/yol olmak amac\u0131ndad\u0131r.<\/p>\n<p><strong>2.) Vesayeti Da\u011f\u0131t\u0131yoruz! S\u00f6ylemi: \u00d6rg\u00fctl\u00fcl\u00fc\u011f\u00fcn Da\u011f\u0131t\u0131lmas\u0131n\u0131n Mant\u0131\u011f\u0131\u2026<\/strong><\/p>\n<p>M\u00fchendisler eme\u011fin de\u011fersizle\u015ftirilmesi s\u00fcrecinde elbette ki yaln\u0131z de\u011filler; bu zamana kadar g\u00f6rece makbul meslekler olarak an\u0131lan doktorluk, mimarl\u0131k, avukatl\u0131k gibi \u00fccretlendirilmesi ve \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131n belirlenmesi di\u011fer alanlara g\u00f6re ayr\u0131cal\u0131kl\u0131 olan t\u00fcm kesimler bu s\u00fcreci payla\u015f\u0131yorlar. Emek g\u00fcc\u00fcn\u00fcn de\u011ferinin d\u00fc\u015f\u00fcr\u00fclmesine odaklanan bu hamleleri \u00e7al\u0131\u015fanlar\u0131n \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcn\u00fc da\u011f\u0131tmaya \u00e7al\u0131\u015fan yeni bir strateji ile destekleyen sermaye, odalar\u0131n ve birli\u011fimizin g\u00fcc\u00fcn\u00fcn azalt\u0131lmas\u0131na d\u00f6n\u00fck bir\u00e7ok uygulamay\u0131 da y\u00fcr\u00fcrl\u00fcl\u00fc\u011fe sokmaya \u00e7al\u0131\u015f\u0131yor\/\u00e7al\u0131\u015facak \u00f6n\u00fcm\u00fczdeki g\u00fcnlerde. G\u00fc\u00e7l\u00fc ve direngen sendikalar\u0131n yerini iktidar\u0131n arka bah\u00e7esi olarak i\u015fleyen sendikal yap\u0131lar\u0131n ald\u0131\u011f\u0131 80\u2019lerden itibaren i\u015f\u00e7i ve memurlar\u0131n kaybetmi\u015f oldu\u011fu mevzii ve haklar g\u00f6z \u00f6n\u00fcne al\u0131n\u0131rsa, m\u00fchendislerin de i\u00e7inde yer ald\u0131\u011f\u0131 toplulu\u011fun gelece\u011fini tahmin etmek \u00e7ok zor olmasa gerek. Mevcut iktidar\u0131n en ba\u015ftan beri, vesayet sisteminin tasfiye edilmesinin bile\u015fenleri olarak g\u00f6stermeye \u00e7al\u0131\u015ft\u0131\u011f\u0131 ama esas olarak neo-liberal uygulamalar\u0131n\u0131 engelsizce devreye sokabilmek i\u00e7in hedef se\u00e7ti\u011fi TMMOB, Tabipler Odas\u0131 ve Barolar \u00fczerindeki planlar\u0131n\u0131 ve bu alanlar\u0131 ele ge\u00e7irme \u00e7abalar\u0131n\u0131 g\u00fcvencesizle\u015ftirme\/geleceksizle\u015ftirme perspektifinden okursak \u00e7ok daha anlaml\u0131 bir g\u00f6r\u00fcnt\u00fc elde ederiz.<\/p>\n<p>M\u00fchendislerin tek \u00f6rg\u00fctl\u00fc g\u00fcc\u00fc olan TMMOB hem \u00fcyelerini hem de bu sald\u0131r\u0131 kar\u015f\u0131s\u0131nda kamusal sorumluluk bilincini tasfiye etmek isteyenlerin da\u011f\u0131tmak istedi\u011fi kendi \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcn\u00fc koruma g\u00f6revi ile kar\u015f\u0131 kar\u015f\u0131yad\u0131r. Kampanyam\u0131z bu s\u00fcrece dair bilin\u00e7lilik olu\u015fturabilme ve birli\u011fimizi gelecek sald\u0131r\u0131lara kar\u015f\u0131 uyan\u0131k tutma amac\u0131ndad\u0131r.<\/p>\n<p><strong>3.) Sadece \u00fcyesine de\u011fil t\u00fcm yurtta\u015flara kar\u015f\u0131 sorumlu bir kurum: TMMOB\u2026<\/strong><\/p>\n<p>\u0130n\u015faat m\u00fchendislerinin oldu\u011fu gibi di\u011fer t\u00fcm m\u00fchendislerin de \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc olan TMMOB\u2019nin olduk\u00e7a zorlu iki g\u00f6revi e\u015f zamanl\u0131 olarak yerine getirmesi gerekiyor. Birli\u011fimiz, bir yandan \u00fcyelerine y\u00f6nelmi\u015f olan g\u00fcvencesizlik ve i\u015fsizlik sald\u0131r\u0131lar\u0131na kar\u015f\u0131 \u00e7\u0131kmak zorundayken di\u011fer yandan da \u00fcyelerinin mesleki geli\u015fimi ve yasalarca yetkilendirilmi\u015f kendine \u00f6zg\u00fc alanlardaki kamusal sorumluluk bilinciyle \u00fclkenin g\u00fcvenli gelece\u011finin in\u015fas\u0131ndan da sorumludur. Yukar\u0131da ifade etmi\u015f oldu\u011fum, \u00fcyelerine ve kendi \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcne y\u00f6nelik sald\u0131r\u0131lara kar\u015f\u0131 kendini savunabilmek i\u00e7in TMMOB, klasik bir meslek \u00f6rg\u00fct\u00fc olman\u0131n \u00f6tesinde t\u00fcm yurtta\u015flara kar\u015f\u0131 sorumlulu\u011fundan dolay\u0131 \u00fclkenin politik g\u00fcndemine m\u00fcdahale edebilme ufkuna sahip bir m\u00fccadele program\u0131 olu\u015fturmal\u0131d\u0131r.<\/p>\n<p>Odalar\u0131m\u0131z ve birli\u011fimiz TMMOB, \u00fcyelerinin g\u00fcvencesizle\u015ftirilmesi ve i\u015fsizle\u015ftirilmesine, kendi \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcn\u00fcn da\u011f\u0131t\u0131lmas\u0131na ve mesleki, kamusal denetimin tasfiyesine kar\u015f\u0131 durma g\u00f6revi ile kar\u015f\u0131 kar\u015f\u0131yad\u0131r. Kampanyam\u0131z; bu g\u00f6revin yerine getirilebilmesi i\u00e7in t\u00fcm sorunlar\u0131n b\u00fct\u00fcnl\u00fckl\u00fc bir perspektiften ele al\u0131nabildi\u011fi m\u00fctevazi bir m\u00fccadele formu \u00f6rne\u011fi olu\u015fturma amac\u0131ndad\u0131r.<\/p>\n<p><strong>4.) Kampanya: Kendini \u00fcretmeye y\u00f6nelik bir pratik\u2026<\/strong><\/p>\n<p>Hi\u00e7bir hak talebi sokaktan ve i\u00e7inde bulunulan verili tarihsel etkenlerden ba\u011f\u0131ms\u0131z olarak \u00fcretilemez. Mevcut ko\u015fullar ve onlar\u0131n s\u00fcrekli de\u011fi\u015fen yap\u0131s\u0131 kurumlar\u0131n m\u00fccadele dinamiklerini ve yap\u0131s\u0131n\u0131 da farkl\u0131la\u015ft\u0131r\u0131r. Bu nedenle g\u00fcvenceli i\u015f g\u00fcvenli gelecek kampanyas\u0131 m\u00fchendislerin taleplerinin ve onlar\u0131n \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcn\u00fcn g\u00f6revlerinin ortaya \u00e7\u0131kar\u0131lmas\u0131n\u0131n pratik s\u00fcreci olarak ele al\u0131nmal\u0131d\u0131r. Bir yan\u0131yla m\u00fchendislerin kendi sorunlar\u0131na dair bir fark\u0131ndal\u0131k bilincinin yarat\u0131lmas\u0131n\u0131 ama\u00e7layan kampanya di\u011fer yan\u0131yla da kendi mevcut sorunlar\u0131n\u0131 b\u00fct\u00fcnl\u00fckl\u00fc, ba\u011flant\u0131l\u0131 bir \u015fekilde g\u00fcn y\u00fcz\u00fcne \u00e7\u0131karabilmek ve de hen\u00fcz ke\u015ffedilmemi\u015f problemlerini yolda \u00f6\u011frenerek bu b\u00fct\u00fcnl\u00fc\u011fe katabilmekle y\u00fck\u00fcml\u00fcd\u00fcr.<\/p>\n<p>Odalar\u0131m\u0131z ve birli\u011fimiz m\u00fchendislerin mevcut sorunlar\u0131n\u0131, onlar\u0131n kaynakland\u0131klar\u0131 nedenleri ve yol a\u00e7abilece\u011fi sonu\u00e7lar\u0131 \u00f6nceden hesaplamakla ve de bunlara kar\u015f\u0131 diren\u00e7 noktalar\u0131 olu\u015fturmakla y\u00fck\u00fcml\u00fcd\u00fcr.
