A\u00e7t\u0131\u011f\u0131m\u0131z davay\u0131 s\u00fcrd\u00fcrece\u011fiz.<\/strong><\/span><\/p>\n<p>Uzunca bir s\u00fcre b\u00fcy\u00fck bir gizlilik i\u00e7inde y\u00fcr\u00fct\u00fclen ve i\u00e7inden motorlu kara ara\u00e7lar\u0131n ge\u00e7ece\u011fi Bo\u011faz Karayolu T\u00fcp T\u00fcneli&#8217;nin temeli Ba\u015fbakan taraf\u0131ndan at\u0131ld\u0131.<\/p>\n<p>30 Haziran 2008 tarihinde ihalesi yap\u0131lan, 13 Ocak 2009 tarihinde de y\u00fcklenici firma ile s\u00f6zle\u015fme imzaland\u0131\u011f\u0131 anla\u015f\u0131lan karayolu motorlu ara\u00e7lar t\u00fcp t\u00fcnelinin g\u00fczergah plan\u0131, \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi taraf\u0131ndan 10 Nisan 2009 tarihinde onaylanm\u0131\u015f oldu\u011fu da b\u00f6ylece anla\u015f\u0131lm\u0131\u015f oldu.<\/p>\n<p>Yakla\u015f\u0131k 1 milyar 100 milyon dolara \u00e7\u0131kmas\u0131 beklenen ve Yap-\u0130\u015flet-Devret modeli ile yap\u0131lacak olan projenin i\u015fletme s\u00fcresinin 25 y\u0131l 11 ay olaca\u011f\u0131 da ifade edilmektedir.<\/p>\n<p>\u0130n\u015faat M\u00fchendisleri Odas\u0131 \u0130stanbul \u015eubesi, T\u00fcp T\u00fcnel Projesinin 30 Haziran 2008 tarihinde yap\u0131lan ihalesinin \u015fehircilik ve s\u00fcrd\u00fcr\u00fclebilir ula\u015f\u0131m ilkelerine ayk\u0131r\u0131 oldu\u011fu, gerekli olan fizibilite \u00e7al\u0131\u015fmalar\u0131n\u0131n yap\u0131lmad\u0131\u011f\u0131, toplumsal fayda ve kamu yarar\u0131 bak\u0131m\u0131ndan \u0130stanbul&#8217;a ve \u00fclkemize b\u00fcy\u00fck bir y\u00fck getirece\u011fi gerek\u00e7esiyle Mimarlar Odas\u0131 \u0130stanbul B\u00fcy\u00fckkent \u015eubesi ile birlikte dava a\u00e7m\u0131\u015ft\u0131r.<\/p>\n<p>Ankara 4.\u0130dare Mahkemesi; Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 Demiryollar\u0131 Limanlar ve Hava Meydanlar\u0131 \u0130n\u015faat\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;n\u00fcn, \u0130stanbul Bo\u011faz\u0131 Karayolu T\u00fcp Ge\u00e7i\u015fi i\u015fiyle ilgili olarak bir s\u00f6zle\u015fmenin bulunmad\u0131\u011f\u0131na ili\u015fkin mahkemeye g\u00f6ndermi\u015f oldu\u011fu yaz\u0131 nedeniyle, a\u00e7m\u0131\u015f oldu\u011fumuz dava 06.11.2009 tarihinde reddedilmi\u015ftir.<\/p>\n<p>\u0130halesi yap\u0131lan fakat ihale s\u00f6zle\u015fmesinin yap\u0131lmam\u0131\u015f oldu\u011fu gerek\u00e7esiyle Ankara 4.\u0130dare Mahkemesi taraf\u0131ndan a\u00e7t\u0131\u011f\u0131m\u0131z davan\u0131n red edildi\u011fi Bo\u011faz Karayolu T\u00fcp T\u00fcneli&#8217;nin temeli, 26 \u015eubat 2011 tarihinde Ba\u015fbakan taraf\u0131ndan at\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>\u00dczerinde yeterli \u00f6l\u00e7\u00fcde \u00e7al\u0131\u015f\u0131lmad\u0131\u011f\u0131 anla\u015f\u0131lan ve uzunca bir s\u00fcre kamuoyundan ve ilgili \u00e7evrelerden saklanarak tart\u0131\u015f\u0131lmas\u0131 engellenen, \u0130stanbul Bo\u011faz\u0131 Karayolu T\u00fcp T\u00fcneli&#8217;nin \u0130stanbul Ula\u015ft\u0131rmas\u0131na bir yarar\u0131 olmayaca\u011f\u0131 gibi, ula\u015f\u0131mdan kaynaklanan sorunlar\u0131 daha da art\u0131racakt\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, sans-serif; font-size: small; color: #000000; line-height: normal\" class=\"Apple-style-span\">\u015e\u00f6yleki;<\/span><\/p>\n<p><span style=\"font-family: arial, sans-serif; font-size: small; color: #000000; line-height: normal\" class=\"Apple-style-span\"><br \/>&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 T\u00fcnelin Asya ve Avrupa yakalar\u0131nda ba\u011flanaca\u011f\u0131 ana arterler, sabah ve ak\u015fam saatlerinde en \u00e7ok t\u0131kanan arterlerdir. \u0130stanbul Bo\u011faz\u0131 T\u00fcp T\u00fcneli&#8217;nin yap\u0131lmas\u0131yla Kumkap\u0131- Kazl\u0131\u00e7e\u015fme ve Harem -G\u00f6ztepe Kav\u015fa\u011f\u0131 aras\u0131ndaki trafik daha da problemli hale gelecektir.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ula\u015ft\u0131rma bilimi ile uzaktan yak\u0131ndan biraz ilgisi olanlar bilirlerki yol geni\u015fletmeleri ve kav\u015fak yap\u0131mlar\u0131yla sa\u011flanan kapasite art\u0131\u015flar\u0131, k\u0131sa bir s\u00fcre sonra trafi\u011fe \u00e7\u0131kmayan ara\u00e7lar\u0131n trafi\u011fe \u00e7\u0131kmas\u0131n\u0131 sa\u011flar. Yeni ara\u00e7lar\u0131n trafi\u011fe \u00e7\u0131kmas\u0131yla yollar eskisinden \u00e7ok daha fazla dolar ve trafik daha da sorunlu hale gelir. Bu nedenle ilgili g\u00fczergahlar sabah ve ak\u015fam saatlerinde \u00e7ok daha problemli hale gelecek, karayolu t\u00fcnelinin her iki yakadaki \u00e7\u0131k\u0131\u015f yollar\u0131nda ve kav\u015faklarda tarfik daha da sorunlu olacakt\u0131r.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 T\u00fcnel \u00e7\u0131k\u0131\u015flar\u0131ndaki t\u0131kan\u0131kl\u0131k t\u00fcnel i\u00e7inde de t\u0131kan\u0131kl\u0131\u011f\u0131 art\u0131racak, motorlu ara\u00e7lardan kaynaklanacak olan emisyon sal\u0131mlar\u0131 d\u00fc\u015f\u00fcn\u00fclenden \u00e7ok daha fazla olacak, t\u00fcnelin giri\u015flerinden d\u0131\u015far\u0131 at\u0131lan zararl\u0131 gazlar insan ya\u015fam\u0131n\u0131 ve \u00e7evreyi olumsuz olarak etkileyecektir.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 T\u00fcneldeki 2 gidi\u015f 2 geli\u015f olarak tek y\u00f6ndeki 2 \u015feritten saatte 6284 otomobilin ge\u00e7mesi olanak dahilinde de\u011fildir. Yap\u0131lan \u00e7al\u0131\u015fmalar bizlere g\u00f6stermi\u015ftir ki d\u00fcnyan\u0131n bir\u00e7ok \u00fclkesinde bir \u015feritten en fazla 2.200 otomobil ge\u00e7mektedir. \u00dclkemizde yap\u0131lan \u00e7al\u0131\u015fmalara g\u00f6re bir \u015feritten saatte en fazla 1.800 ile 1.900 ara\u00e7 ge\u00e7mektedir. T\u00fcp t\u00fcnelden y\u0131lda 25 milyon arac\u0131n ge\u00e7memesi durumunda, aradaki fark\u0131n Devlet taraf\u0131ndan kar\u015f\u0131lanaca\u011f\u0131 da bilgilerimiz aras\u0131nda bulunmaktad\u0131r. Yukar\u0131daki say\u0131lar d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, 25 milyon araca ula\u015fmak pek de kolay g\u00f6r\u00fclmemektedir.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ula\u015ft\u0131rma ile ilgili yap\u0131lan \u00e7al\u0131\u015fmalara g\u00f6re bir t\u00fcnel yolda bir saatte 2000 ta\u015f\u0131t trafik olmas\u0131 durumunda ak\u0131m h\u0131z\u0131n\u0131n 54 km\/saat de\u011fil, en fazla 30 km\/saat mertebesinde olabilece\u011fi hesaplanmaktad\u0131r. Trafi\u011fin t\u00fcnel i\u00e7erisinde daha da yava\u015flamas\u0131 nedeniyle, t\u00fcnel havaland\u0131rmas\u0131 bu noktada ciddi bir problemle kar\u015f\u0131la\u015facakt\u0131r.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 G\u00fcnde 70 bin 80 bin arac\u0131n kent merkezine ve en sorunlu yollara \u00e7\u0131kmas\u0131 demek, zaten ta\u015f\u0131ma kapasitesinin \u00fcst\u00fcnde dolu ve t\u0131kal\u0131 olan bu yollar\u0131n tamamen t\u0131kanaca\u011f\u0131n\u0131 g\u00f6stermektedir. Bu durumu g\u00f6rmek i\u00e7in ula\u015ft\u0131rma uzman\u0131 olmaya gerek yoktur.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 T\u00fcp T\u00fcnel Projesi&#8217;nin, kamu kayna\u011f\u0131 kullan\u0131lmadan Yap-\u0130\u015flet-Devret modeliyle yap\u0131lm\u0131\u015f olmas\u0131, projeyi yapan kurulu\u015fun 25 y\u0131l 11 ay boyunca proje pay\u0131 ve katk\u0131 pay\u0131 ve devlet garantileri ile yat\u0131r\u0131m ve i\u015fletme giderlerini de geri alaca\u011f\u0131 anlam\u0131na gelmektedir. A\u00e7\u0131k\u00e7as\u0131\u00a0projenin gelecekteki gelirlerinden belirli bir s\u00fcre vazge\u00e7ilmektedir. Ayr\u0131ca bu projeye ili\u015fkin \u00e7evre d\u00fczenlemeleri, ortaya \u00e7\u0131kan gaz\u0131n etkileri ve di\u011fer maliyetlerin bedelini de b\u00fcy\u00fck bir olas\u0131l\u0131kla bu kentte ya\u015fayanlar \u00f6deyecektir.<\/p>\n<p>Sonu\u00e7 Olarak\u00a0<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0 Karayolu Bo\u011faz Ge\u00e7i\u015f Projesi, \u0130stanbul&#8217;un ula\u015f\u0131m ve trafik sorunlar\u0131n\u0131 daha da b\u00fcy\u00fctecektir. Mevcut kent ve ula\u015ft\u0131rma planlar\u0131yla \u00e7eli\u015fen, bu planlarda yer almayan ve tarihi yar\u0131madada motorlu ara\u00e7 trafi\u011fini azaltmay\u0131 ama\u00e7layan planlama ilkelerine de ayk\u0131r\u0131d\u0131r.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0 S\u00fcrd\u00fcr\u00fclebilir bir ula\u015ft\u0131rma sistemi i\u00e7in \u0130stanbul&#8217;un rayl\u0131 sistem projelerinin ve marmaray\u0131n h\u0131zla tamamlanmas\u0131 gerekmektedir. Buna kar\u015f\u0131n 3.K\u00f6pr\u00fc ve T\u00fcp T\u00fcnel projesi ekonomik ve \u00e7evresel s\u00fcrd\u00fcr\u00fclebilir bir ula\u015f\u0131m politikas\u0131na da ayk\u0131r\u0131d\u0131r.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0 Bug\u00fcnk\u00fc \u015fartlarda bile \u00f6zellikle sabah ve ak\u015fam saatlerinde \u00f6nemli \u00f6l\u00e7\u00fcde t\u0131kanan G\u00f6ztepe trafi\u011fi ile Sirkeci-Florya sahil yolu trafi\u011fine, Bo\u011faz T\u00fcp T\u00fcneli projesi ile binlerce yeni otomobil ilave etmek , insan odakl\u0131 \u00e7\u00f6z\u00fcm yerine, rant odakl\u0131 bir siyaseti hakim k\u0131lmaktad\u0131r.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0 \u0130stanbul&#8217;da 1000 ki\u015fiye d\u00fc\u015fen otomobil say\u0131s\u0131 yakla\u015f\u0131k olarak 140 mertebesindedir. \u0130stanbul yollar\u0131nda bulunan ara\u00e7 say\u0131s\u0131 2 milyon 330 bin, \u0130stanbul yollar\u0131n\u0131n kapasitesi yakla\u015f\u0131k olarak 1 milyon 315 bin, \u0130stanbul&#8217;da bulunan ara\u00e7 say\u0131s\u0131 ise yakla\u015f\u0131k 2 milyon 800 bin mertebesindedir. Yollar\u0131m\u0131z, k\u00f6pr\u00fclerimiz ve t\u00fcnellerimiz insanlar\u0131 de\u011fil otomobilleri ta\u015f\u0131maktad\u0131r. Otomobil kullan\u0131m\u0131n\u0131 \u00f6zendiren d\u00fczenlemeler yerine, toplu ta\u015f\u0131ma sistemini geli\u015ftiren ve \u00f6zendiren bir politika \u00fcretimi i\u00e7inde olmak, sorunu azalt\u0131r ve \u00e7\u00f6zer.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0 Avrupa kentlerinde 1000 ki\u015fide 550 otomobil, ABD&#8217;de 1000 ki\u015fide 650 otomobil bulunmaktad\u0131r. \u0130stanbul&#8217;da 1000 ki\u015fide 140 ki\u015finin otomobili bulunmaktad\u0131r. \u0130stanbul&#8217;un 15 milyonluk n\u00fcfusuyla 1000 ki\u015fide 400 ki\u015finin otomobil sahibi olmas\u0131 demek, \u0130stanbul&#8217;da 6 milyon otomobil anlam\u0131na gelmektedir. Bu say\u0131y\u0131 \u0130stanbul&#8217;da bulunan hi\u00e7bir yol ta\u015f\u0131maz. Bo\u011faz\u0131n \u00fcst\u00fcn\u00fcde, alt\u0131n\u0131da betonla kapatsan\u0131z sorunu yine \u00e7\u00f6zemezsiniz.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0 Kentsel ula\u015f\u0131m planlamas\u0131 ve politikalar\u0131 otomobillere g\u00f6re de\u011fil, insanlara g\u00f6re d\u00fczenlenmelidir. Yap\u0131lan yat\u0131r\u0131mlar ara\u00e7lar\u0131n ta\u015f\u0131nmas\u0131na g\u00f6re de\u011fil, insanlar\u0131n ula\u015f\u0131mlar\u0131n\u0131 kolayla\u015ft\u0131racak \u015fekilde yap\u0131lmal\u0131d\u0131r. Kent mekanlar\u0131 otomobiller i\u00e7in de\u011fil, insanlar\u0131n kullan\u0131m\u0131na g\u00f6re d\u00fczenlenmelidir.<\/p>\n<p>A\u00e7\u0131k\u00e7as\u0131 kentleri otomobillere uydurmak yerine, otomobilleri kente uydurmak s\u00fcrd\u00fcr\u00fclebilir ula\u015ft\u0131rman\u0131n en ba\u015f alfabesidir. Bir yandan toplu ta\u015f\u0131ma sistemlerini<\/p>\n<p>geli\u015ftirmek, di\u011fer yandan otomobillere ayr\u0131lan mekanlar\u0131 azaltarak otomobil kullan\u0131m\u0131n\u0131 azalt\u0131c\u0131 ve bunu \u00f6zendirici politikalar\u0131 hayata ge\u00e7irmek, \u0130stanbul&#8217;un ula\u015f\u0131m sorununun \u00e7\u00f6z\u00fcm\u00fcne \u00f6nemli \u00f6l\u00e7\u00fcde katk\u0131 sa\u011flar.<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0 \u00dclkemizde ve kentimizde yap\u0131lan di\u011fer \u00f6nemli projelerde ve yat\u0131r\u0131mlarda oldu\u011fu gibi Bo\u011faz T\u00fcp T\u00fcnel Projesi&#8217;nde de a\u00e7\u0131k ve \u015feffaf bir yol izlenmemi\u015ftir. Konu bilimsel bir \u00e7er\u00e7evede tart\u0131\u015f\u0131lmam\u0131\u015f, bilim namusu olan bir\u00e7ok insan ne yaz\u0131k ki yeterli \u00f6l\u00e7\u00fcde bilgi sahibi olamam\u0131\u015flar ve konuyu tart\u0131\u015famam\u0131\u015flard\u0131r. A\u00e7\u0131k\u00e7as\u0131 Bo\u011faz t\u00fcp T\u00fcnel Projesi teknik d\u00fczeyde de tart\u0131\u015f\u0131lmam\u0131\u015ft\u0131r.
