T\u00fcm m\u00fccadele alanlar\u0131n\u0131n ekseni politik m\u00fccadeledir.<br \/>\nAncak, her m\u00fccadele alan\u0131n\u0131n kendi \u00f6zg\u00fcnl\u00fckleri ve dinamikleri vard\u0131r.<\/p>\n<p>\u0130\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n ekonomik-demokratik m\u00fccadelesinin tek \u00f6rg\u00fct\u00fc sendikalar de\u011fildir. Ancak, T\u00fcrkiye\u2019de sendikalar\u0131n ba\u015far\u0131s\u0131zl\u0131\u011f\u0131, b\u00fcrokratikli\u011fi, ilgisizli\u011fi vb. nedeniyle olu\u015fturulmaya \u00e7al\u0131\u015f\u0131lan sendika d\u0131\u015f\u0131 \u00f6rg\u00fctlerden de (\u00f6rn. dernekler, komiteler vb.) kitleselle\u015fen ve kal\u0131c\u0131 hale gelen \u00f6rg\u00fct pek olmam\u0131\u015ft\u0131r.<\/p>\n<p>\u00dclkemiz yo\u011fun bir siyasal g\u00fcndeme sahipken ve h\u0131zla tek adam diktat\u00f6rl\u00fc\u011f\u00fcne do\u011fru yol al\u0131rken k\u0131sa vadede sonu\u00e7 vermeyecek \u00e7al\u0131\u015fmalar\u0131 \u00f6n plana \u00e7\u0131karmak ele\u015ftiri konusu olabilir. Ancak, bu \u00e7al\u0131\u015fmalar\u0131n yap\u0131lmas\u0131 siyasal m\u00fccadelelere (K\u00fcrt sorununda bar\u0131\u015f, gerici bask\u0131lara kar\u015f\u0131 \u00f6zg\u00fcrl\u00fck ve laiklik, siyasi bask\u0131lara kar\u015f\u0131 demokratik haklar\u0131n korunmas\u0131 ve geli\u015ftirilmesi vd.) engel de\u011fildir. \u00d6te yandan siyasal s\u00fcre\u00e7lerdeki t\u0131kanmalar\u0131 a\u015facak etkili \u00f6nermelerin bulunmad\u0131\u011f\u0131 da bir ger\u00e7ektir.<\/p>\n<p>2015 7 Haziran sonras\u0131nda demokratik toplumsal g\u00fc\u00e7ler \u00fczerinde artan bask\u0131lar ve sald\u0131r\u0131lar 15 Temmuz darbe giri\u015fimi sonras\u0131nda ilan edilen OHAL ile daha da artm\u0131\u015ft\u0131r. Mevcut \u015fartlarda toplumsal muhalefet direnmeye devam etmekle birlikte, kitlesi ve hareket sahas\u0131 olduk\u00e7a azalm\u0131\u015ft\u0131r. KESK, \u00fcyelerinin 1\/4\u2019\u00fcnden fazlas\u0131n\u0131 kaybetmi\u015ftir. Demokratik i\u015f\u00e7i sendikalar\u0131nda, \u00e7ok k\u00fc\u00e7\u00fck \u00f6l\u00e7ekli baz\u0131 ba\u015far\u0131lar d\u0131\u015f\u0131nda geli\u015fme yoktur. \u0130ktidar yanl\u0131s\u0131 sendikalar\u0131n g\u00fc\u00e7lenmesiyle birlikte demokratik s\u0131n\u0131f sendikalar\u0131nda g\u00f6reli gerileme ya\u015fanmaktad\u0131r. Kitle g\u00f6sterileri, genellikle, ge\u00e7mi\u015f y\u0131llara g\u00f6re \u00f6nemli oranda azalm\u0131\u015f kitlelerle yap\u0131labilmektedir. Bir\u00e7ok g\u00f6steri polisin yasaklamas\u0131yla, sald\u0131r\u0131 tehdidiyle veya sald\u0131r\u0131s\u0131yla engellenmektedir.<\/p>\n<p>\u00d6nermelerin temel varsay\u0131mlar\u0131 \u015f\u00f6yledir:<\/p>\n<p>\u0130\u015fyeri, sekt\u00f6r, i\u015fkolu ve b\u00f6lge d\u00fczeyindeki \u00f6rg\u00fctlenme giri\u015fimleri t\u00fcm \u00e7al\u0131\u015fmalar\u0131n olmazsa olmaz\u0131d\u0131r. Ancak bu d\u00fczeydeki \u00e7al\u0131\u015fmalar\u0131n biteviye tekrarlanan ve \u00e7ok s\u0131n\u0131rl\u0131 kar\u015f\u0131l\u0131k bulan durumdan \u00e7\u0131kar\u0131labilmesi i\u00e7in daha \u00fcst d\u00fczeyden g\u00fcndem olu\u015fturulmas\u0131 gereklidir. Tek tek i\u015fyerlerindeki \u00f6rg\u00fctlenme giri\u015fimlerinin i\u015f\u00e7ilerde kar\u015f\u0131l\u0131k bulma \u015fans\u0131n\u0131 art\u0131rmak i\u00e7in i\u015f\u00e7ilerin s\u0131n\u0131fsal duyarl\u0131l\u0131klar\u0131n\u0131 art\u0131racak g\u00fcndemler olu\u015fturmak yararl\u0131 olacakt\u0131r. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131 hareketinin en \u00fcst d\u00fczeyden, siyasal alandan, g\u00fcndem ve r\u00fczgar olu\u015fturma olanaklar\u0131, maalesef \u015fu anda g\u00f6r\u00fcnmemektedir.<\/p>\n<p>S\u0131n\u0131f hareketi olduk\u00e7a geri bir noktadad\u0131r. \u00d6nermeler toparlanmaya hizmet etmeyi ama\u00e7lad\u0131\u011f\u0131ndan dolay\u0131, hitap edilen s\u0131n\u0131f kitlesine \u201cu\u00e7uk\u201d gelmemeyi hedeflemelidir.<\/p>\n<p>\u00d6nermeler toplumsal ve siyasal bir \u201cdevrim\u201d olmadan da uygulanabilir olmal\u0131d\u0131r. Ama\u00e7lanan etki sa\u011flanabilirse daha k\u00f6kl\u00fc de\u011fi\u015fimlerin de yolu a\u00e7\u0131labilecektir.<\/p>\n<p>Mevzi savunma m\u00fccadelelerinin yan\u0131nda mevzi kazanma m\u00fccadeleleri verilmelidir. Bu da, kazan\u0131ld\u0131\u011f\u0131nda emek\u00e7ilere g\u00fc\u00e7 ve moral sa\u011flayarak yeni m\u00fccadeleler i\u00e7in \u00f6rg\u00fctlenmelerin g\u00fc\u00e7lenmesini sa\u011flayacak nitelikte g\u00fcndemlere yo\u011funla\u015fmakla m\u00fcmk\u00fcnd\u00fcr.<\/p>\n<p>S\u0131n\u0131f hareketinin bu yaz\u0131da belirtilen talepler d\u0131\u015f\u0131nda da onlarca ba\u015fl\u0131k alt\u0131nda \u00f6nemli taleplerinin oldu\u011fu a\u00e7\u0131kt\u0131r. S\u0131n\u0131f hareketinin t\u00fcm bile\u015fenleri kendi alanlar\u0131 a\u00e7\u0131s\u0131ndan acil ve yak\u0131c\u0131 talepler etraf\u0131ndaki \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcrece\u011fi a\u00e7\u0131kt\u0131r. Buradaki \u00f6nermeler ise ortakla\u015ft\u0131r\u0131larak sonu\u00e7land\u0131r\u0131lmak \u00fczere se\u00e7ilmi\u015f, \u00f6ncelik verilen taleplerdir.<\/p>\n<p>25 y\u0131ldan uzun s\u00fcredir devam eden mevzi savunma m\u00fccadelesi, zaman zaman baz\u0131 mevziler bir s\u00fcre i\u00e7in savunulabilse bile, genellikle yenilgiyle sonu\u00e7lanm\u0131\u015ft\u0131r: \u00d6zelle\u015ftirmeler, sosyal haklar\u0131n budanarak piyasala\u015ft\u0131rman\u0131n artmas\u0131, esneklik uygulamalar\u0131, ta\u015feronla\u015ft\u0131rmalar, sendikas\u0131zla\u015ft\u0131rmalar\u2026 Son yirmi y\u0131lda emeklilik ya\u015f\u0131 \u00f6nce 60\u2019a, sonra 65\u2019e \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. Esnek ve g\u00fcvencesiz \u00e7al\u0131\u015ft\u0131rma bi\u00e7imleri yayg\u0131nla\u015fm\u0131\u015f ve yasalla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r.  Pe\u015fpe\u015fe gelen yenilgiler de yeni \u00f6rg\u00fctlenmeleri zorla\u015ft\u0131rmaktad\u0131r. S\u00fcrekli savunmada kalarak s\u0131n\u0131f m\u00fccadelesi konusunda yeni bir enerji olu\u015fturulmas\u0131 m\u00fcmk\u00fcn g\u00f6r\u00fcnmemektedir. Tekel direni\u015fi ve Gezi direni\u015findeki gibi spontan nitelikli patlamalar \u00f6nemli olmakla birlikte, bu t\u00fcr hareketlerin zaferle sonu\u00e7lanmas\u0131 ancak yeni enerjileri a\u00e7\u0131\u011fa \u00e7\u0131karabilmi\u015f olan \u00e7abalar\u0131n sonucu olabilecektir. Son y\u0131llarda k\u0131smen ilerleme olan 3 konu olmu\u015ftur:<\/p>\n<p>Sendikala\u015fmada noter \u015fart\u0131 kalkm\u0131\u015f, \u00fclke d\u00fczeyindeki sendikal yetki baraj\u0131 %10\u2019dan %1\u2019e inmi\u015ftir. Ancak yasadaki de\u011fi\u015fiklik, iplerin bakanl\u0131\u011f\u0131n elinde olmas\u0131n\u0131n da etkisiyle, s\u0131n\u0131f sendikalar\u0131na pek fayda sa\u011flamam\u0131\u015ft\u0131r. \u00d6te yandan, bu durumu zorlayacak \u00f6rnekler de olu\u015fturulamam\u0131\u015ft\u0131r.<\/p>\n<p>Asgari \u00fccretin iyile\u015ftirilmesi talebi \u00f6nce sendikal m\u00fccadelede g\u00fcndem olmu\u015f, sonra ana muhalefet partisinin se\u00e7im vaatleri aras\u0131na girmi\u015ftir. Sonu\u00e7ta iktidar, yine \u00e7ok yetersiz olsa da, asgari \u00fccrete normalde yapmayaca\u011f\u0131 oranda (%30) zam yapm\u0131\u015ft\u0131r.<\/p>\n<p>Kamuda ta\u015feron i\u015f\u00e7ili\u011fine kar\u015f\u0131 m\u00fccadele ise iktidar\u0131n kendi hesaplar\u0131 \u00e7er\u00e7evesinde (tasfiyeler, hak gasplar\u0131, toplumsal taban\u0131 kuvvetlendirme ihtiyac\u0131 vd.) bir kar\u015f\u0131l\u0131k bulmu\u015ftur. Kadroya ge\u00e7i\u015f s\u00fcrecinde ya\u015fanan i\u015f\u00e7i k\u0131y\u0131mlar\u0131na kar\u015f\u0131n \u00f6nemli bir direni\u015f dalgas\u0131 olu\u015fturulamam\u0131\u015f ve s\u00fcre\u00e7 AKP\u2019nin kontrol\u00fcnde ilerlemi\u015ftir.<br \/>\n\u015eimdiye kadar g\u00f6r\u00fcnd\u00fc\u011f\u00fc haliyle her \u00fc\u00e7 konudaki sa\u011flanan kazan\u0131mlar geni\u015f kitleler a\u00e7\u0131s\u0131ndan iktidar\u0131n l\u00fctfu olarak sunulabilmekte ve toplumsal muhalefetin kazan\u0131mlar\u0131 olarak g\u00f6r\u00fclmemektedir. Mevzi savunma m\u00fccadeleleri devam etmelidir. Ancak, hak geni\u015fletme \u00e7abalar\u0131 art\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n<p>\u00d6neriler:<\/p>\n<p>Yukar\u0131da aktar\u0131lan tespitlerden hareketle \u00f6n\u00fcm\u00fczdeki d\u00f6nem i\u015f\u00e7i hareketinin \u00f6ne \u00e7\u0131kar\u0131lmas\u0131nda yarar oldu\u011funu d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fcm\u00fcz talep ve \u00f6neriler \u015f\u00f6yledir:<\/p>\n<p>40 saatlik \u00e7al\u0131\u015fma haftas\u0131 m\u00fccadelesi<br \/>\n\u0130\u015fsizlik sigortas\u0131n\u0131n kapsam\u0131n\u0131n geni\u015fletilmesi<br \/>\n\u0130\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve i\u015f g\u00fcvenli\u011fi m\u00fccadelesinin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131<\/p>\n<p>Burada dile getirilen \u00f6nermelerden i\u015fsizlik sigortas\u0131 ile \u0130S\u0130G m\u00fccadelesi toplumsal muhalefetin  g\u00fcndeminde bulunan \u00f6nermelerdir.  Normal \u00e7al\u0131\u015fma s\u00fcrelerinin d\u00fc\u015f\u00fcr\u00fclmesi talebi ise b\u00fcy\u00fck \u00f6rg\u00fctlerin eylem ve taleplerinde olmamakla birlikte, sendikalar\u0131n ve di\u011fer i\u015f\u00e7i\/emek\u00e7i \u00f6rg\u00fctlerinin g\u00fcndeminde yer almaktad\u0131r. <\/p>\n<p>\u0130\u015f\u00e7ilerin \u00f6nemli \u00e7o\u011funlu\u011fu a\u00e7\u0131s\u0131ndan ge\u00e7im s\u0131k\u0131nt\u0131s\u0131n\u0131n ve i\u015fsizlik korkusunun bulundu\u011fu bir ortamda bu talepler tali g\u00f6r\u00fclebilir. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n bir \u00e7ok hakk\u0131n\u0131n gaspedilmekte oldu\u011fu bir d\u00f6nemde mevcut haklar\u0131n bile korunmas\u0131nda sorunlar ya\u015fan\u0131rken bu taleplerin kar\u015f\u0131l\u0131k bulup bulmayaca\u011f\u0131 da anlaml\u0131 bir sorudur.<\/p>\n<p><strong>1) 40 Saatlik \u00c7al\u0131\u015fma Haftas\u0131 \u0130stiyoruz!<\/strong><\/p>\n<p>Kapitalizmin merkez \u00fclkelerinde haftal\u0131k 40 saatlik \u00e7al\u0131\u015fma s\u00fcresinin bir hak olarak tan\u0131nmas\u0131n\u0131n \u00fczerinden uzun zaman ge\u00e7mi\u015ftir. Hatta Almanya, Fransa gibi \u00fclkelerde baz\u0131 i\u015fkollar\u0131nda \u00e7al\u0131\u015fma s\u00fcreleri 35 saate indirilmi\u015ftir. Bu \u00fclkelerde de \u00e7al\u0131\u015fma s\u00fcrelerine ili\u015fkin s\u0131n\u0131rlamalar, esnek \u00e7al\u0131\u015fma bi\u00e7imleriyle birlikte, sermaye lehine a\u015f\u0131nd\u0131r\u0131lmaya \u00e7al\u0131\u015f\u0131lmaktad\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019de yasal olarak haftal\u0131k normal \u00e7al\u0131\u015fma s\u00fcresi kamu \u00e7al\u0131\u015fanlar\u0131 (memurlar) i\u00e7in 40 saat iken i\u015f\u00e7iler i\u00e7in 45 saattir. Ancak T\u00fcrkiye\u2019de haftal\u0131k \u00e7al\u0131\u015fma s\u00fcreleri i\u015f\u00e7ilerin \u00e7o\u011funlu\u011fu i\u00e7in 50 saatin \u00fczerindedir. Ayr\u0131ca, fazla mesai \u00fccretleri bir \u00e7ok i\u015f\u00e7i i\u00e7in b\u00fct\u00e7e denkle\u015ftirmenin \u00f6nemli kaynaklar\u0131ndan birisidir.<\/p>\n<p>35 saatlik \u00e7al\u0131\u015fma haftas\u0131 talebi T\u00fcrkiye\u2019de de de\u011fi\u015fik sendikalar, kurumlar ve \u00e7evreler taraf\u0131ndan dile getirilerek g\u00fcndeme sokulmaya \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Biz de 35 saatlik \u00e7al\u0131\u015fma haftas\u0131 talebini uzun y\u0131llard\u0131r dile getirdik, kararlar ald\u0131k, \u00f6nergeler sunduk. Ancak, s\u0131n\u0131f hareketinin mevcut hali g\u00f6z \u00f6n\u00fcne al\u0131narak talebin k\u0131sa vadede \u201c40 saatlik \u00e7al\u0131\u015fma haftas\u0131\u201d olmas\u0131n\u0131n daha ger\u00e7ek\u00e7i olaca\u011f\u0131 g\u00f6zlemlenmektedir.<\/p>\n<p><strong>Arg\u00fcmanlar:<\/strong><\/p>\n<p>Haftal\u0131k ve ayl\u0131k \u00fccretlerde herhangi bir indirim olmaks\u0131z\u0131n (saat \u00fccretleri art\u0131r\u0131larak) haftal\u0131k \u00e7al\u0131\u015fma s\u00fcresi 40 saate indirilmelidir.<\/p>\n<p>Kamu \u00e7al\u0131\u015fanlar\u0131 40 saat \u00e7al\u0131\u015f\u0131yor. E\u015fitlik ilkesi gere\u011fi t\u00fcm i\u015f\u00e7ilerin \u00e7al\u0131\u015fma s\u00fcresi 40 saat olarak e\u015fitlenmelidir.<\/p>\n<p>D\u00fcnyada ve T\u00fcrkiye\u2019de teknolojinin geli\u015fimiyle emek verimlili\u011finde \u00f6nemli art\u0131\u015flar olmaktad\u0131r. Geli\u015fimden i\u015f\u00e7iler de yarar sa\u011flamal\u0131d\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019de i\u015fsizlik oran\u0131 uzun y\u0131llard\u0131r %10\u2019un alt\u0131na d\u00fc\u015fmemektedir. Bir tarafta a\u015f\u0131r\u0131 \u00e7al\u0131\u015fmalar varken, \u00f6b\u00fcr tarafta i\u015fsizlik vard\u0131r.<\/p>\n<p>40 saatlik \u00e7al\u0131\u015fma haftas\u0131 zaten d\u00fcnyan\u0131n geli\u015fmi\u015f kapitalist \u00fclkelerinde uygulanmaktad\u0131r.<\/p>\n<p>Uzun \u00e7al\u0131\u015fma saatleri meslek hastal\u0131\u011f\u0131, i\u015f kazas\u0131 ve i\u015f cinayeti riskini art\u0131rmaktad\u0131r.<\/p>\n<p>\u00c7al\u0131\u015fma s\u00fcrelerinin azalt\u0131lmas\u0131 i\u015f\u00e7ilerin sosyal ya\u015fama, ailelerine ve kendi geli\u015fimlerine ay\u0131rabilece\u011fi zaman\u0131 art\u0131racakt\u0131r.<\/p>\n<p><strong>2) \u0130\u015fsizlik Sigortas\u0131n\u0131n Kapsam\u0131 ve Faydalar\u0131 Geni\u015fletilmelidir!<\/strong><\/p>\n<p>\u0130\u015f\u00e7i s\u0131n\u0131f\u0131 hareketinin uzun vadedeki hedefi i\u015fsizli\u011fin ortadan kald\u0131r\u0131lmas\u0131d\u0131r. Ancak i\u00e7inde ya\u015fad\u0131\u011f\u0131m\u0131z d\u00f6nemde resmi a\u00e7\u0131k i\u015fsizlik oran\u0131 %10 civar\u0131ndad\u0131r. Emek \u00f6rg\u00fctlerinin hesaplad\u0131klar\u0131 oranlar ise daha da y\u00fcksektir. Ancak 30 milyon ki\u015fiyi bulan i\u015fg\u00fcc\u00fcnde beklenen meslek hastal\u0131\u011f\u0131 say\u0131s\u0131 120 bin ile 360 bin aras\u0131ndad\u0131r. \u0130\u015fe ili\u015fkin sa\u011fl\u0131k sorunlar\u0131 nedeniyle hayat\u0131n\u0131 kaybeden ki\u015fi say\u0131s\u0131n\u0131n ise 10 bin\u2019in \u00fcst\u00fcnde oldu\u011fu tahmin edilmektedir. Ancak SGK\u2019n\u0131n tespit etti\u011fi meslek hastal\u0131\u011f\u0131 say\u0131s\u0131 y\u0131lda 500 civar\u0131nda, meslek hastal\u0131\u011f\u0131 sonucu \u00f6l\u00fcm ise 0\u2019d\u0131r. Meslek hastal\u0131klar\u0131na yakalanan i\u015f\u00e7iler i\u015flerinden \u00e7\u0131kar\u0131lmakta, sigortadan ise yararlanamamaktad\u0131rlar. Meslek hastal\u0131klar\u0131n\u0131n tespit edilmemesi bir yandan i\u015f\u00e7ileri ve ailelerini ekonomik y\u0131k\u0131mla kar\u015f\u0131 kar\u015f\u0131ya b\u0131rakmakta, \u00f6te yandan bu hastal\u0131klar\u0131n \u00f6nlenememesine yol a\u00e7maktad\u0131r. Patronlar meslek hastal\u0131klar\u0131n\u0131 \u00f6nlemek i\u00e7in gerekli \u00f6nlemleri almadan i\u015f\u00e7ileri \u00e7al\u0131\u015ft\u0131rmaya devam etmekte ve her ge\u00e7en g\u00fcn yeni hastal\u0131klara yol a\u00e7maktad\u0131r.<\/p>\n<p>Meslek hastal\u0131klar\u0131 konusu ba\u015fta i\u015f\u00e7i s\u0131n\u0131f\u0131 \u00f6rg\u00fctleri olmak \u00fczere konuyla ilgili b\u00fct\u00fcn \u00f6rg\u00fctlerin g\u00fcndemine al\u0131narak sermaye ve iktidar \u00fcst\u00fcnde bask\u0131 olu\u015fturulmal\u0131d\u0131r. Emek\u00e7ilerin yo\u011fun olarak ya\u015fad\u0131\u011f\u0131 b\u00f6lgelerde bilgilendirme faaliyetleri y\u00fcr\u00fct\u00fclmelidir.
