Raporda, olaydan sonra yap\u0131lan onar\u0131m i\u015flerinin tekni\u011fine uygun yap\u0131lmad\u0131\u011f\u0131, ayn\u0131 yerde benzer olaylar\u0131n meydana gelmesinin ka\u00e7\u0131n\u0131lmaz oldu\u011fu belirtildi<\/strong><br \/>\n<a href=\"\/wp-content\/uploads\/2018\/09\/imo_1.jpg\"><img decoding=\"async\" width=\"756\" height=\"389\" src=\"\/wp-content\/uploads\/2018\/09\/imo_1.jpg\" alt=\"\" class=\"alignnone size-full wp-image-29831\" \/><\/a><\/p>\n<p>TMMOB \u0130n\u015faat M\u00fchendisleri Odas\u0131, Tekirda\u011f \u00c7orlu\u2019da yolcu treninin raydan \u00e7\u0131kmas\u0131na ili\u015fkin inceleme ve de\u011ferlendirme raporunu kamuoyuyla payla\u015ft\u0131. Bug\u00fcn (5 Eyl\u00fcl) TMMOB \u0130n\u015faat M\u00fchendisleri Odas\u0131 \u0130stanbul \u015eubesinde ger\u00e7ekle\u015ftirilen a\u00e7\u0131klamay\u0131 TMMOB \u0130n\u015f\u015fat M\u00fchendisleri Ba\u015fkan\u0131 Cemal G\u00f6k\u00e7e okudu.<\/p>\n<p><strong>Su\u00e7lu ya\u011fmur de\u011fil; yapan, yapt\u0131ran, denetlemeyen<\/strong><br \/>\nYetkililerin ortaya \u00e7\u0131kan afetlerin nedenleri de\u011fil, sonu\u00e7lar\u0131 \u00fczerinde durmas\u0131n\u0131 ele\u015ftiren G\u00f6k\u00e7e, felaketin su\u00e7unun a\u015f\u0131r\u0131 ya\u011fmurlara y\u00fcklenemeyece\u011fini s\u00f6yledi:<\/p>\n<p>Demiryolu hatt\u0131n\u0131n tar\u0131m arazileri i\u00e7inden ge\u00e7ti\u011fi g\u00f6r\u00fclmektedir. Tar\u0131m arazilerinin ge\u00e7ti\u011fi yerlerde zeminin ta\u015f\u0131ma g\u00fcc\u00fc zay\u0131f olur. \u00c7ekilen foto\u011fraflarda balast ve alt balast tabakalar\u0131n\u0131n yetersizli\u011fi nedeniyle i\u015flevini yitirdi\u011fi hatta tabii zemin i\u00e7inde kayboldu\u011fu g\u00f6r\u00fclmektedir. Teknik olarak bu durma balast yutulmas\u0131 denilmektedir.<\/p>\n<p>Demiryolu hatt\u0131 yap\u0131l\u0131rken g\u00f6\u00e7me, \u00e7\u00f6kme ve tabaka kaymas\u0131 ve bo\u015falmas\u0131 ile ilgili bilgiler dikkate al\u0131nmam\u0131\u015ft\u0131r. Ayr\u0131ca ya\u011fan ya\u011fmurlar dikkate al\u0131narak gerekli olan bak\u0131m ve kontrollerin yap\u0131lmad\u0131\u011f\u0131, bu kazan\u0131n sadece en son ya\u011fan ya\u011fmurlara ba\u011flanmamas\u0131 gerekti\u011finin bilinmesini de istiyoruz!<\/p>\n<p>Su\u00e7lu ya\u011fmur de\u011fildir! Yapanlar, yapt\u0131ranlar ve yap\u0131lm\u0131\u015f olan yap\u0131lar\u0131 denetlemeyenlerdir.<a href=\"\/wp-content\/uploads\/2018\/07\/corlu_1.jpg\"><img decoding=\"async\" width=\"756\" height=\"389\" src=\"\/wp-content\/uploads\/2018\/07\/corlu_1.jpg\" alt=\"\" class=\"alignnone size-full wp-image-29654\" \/><\/a><\/p>\n<p><strong>Bulgular kamuoyuyla payla\u015f\u0131lmal\u0131<\/strong><br \/>\nDemiryolunun g\u00fcvenlik s\u0131ralamas\u0131nda ula\u015ft\u0131rma t\u00fcrleri aras\u0131nda \u00fcstlerdeki yerini ald\u0131\u011f\u0131n\u0131 belirten G\u00f6k\u00e7e, \u201cDemiryolu g\u00fcvenlidir, ancak onu g\u00fcvenli yapan arka planda sistemi y\u00f6netenlerin g\u00fcvenlik anlay\u0131\u015f\u0131d\u0131r\u201d dedi. G\u00f6k\u00e7e, \u201cBir kamu hizmeti olan demiryolu ula\u015ft\u0131rmas\u0131ndan sorumlu olanlar\u0131n ba\u015fl\u0131ca g\u00f6revlerinden biri, demiryolu olaylar\u0131n\u0131\/kazalar\u0131n\u0131 \u015feffaf ve nesnel bi\u00e7imde de\u011ferlendirip, elde edilen bulgular\u0131 kamuoyuyla payla\u015fmak, benzerlerinin tekrar etmemesi i\u00e7in al\u0131nacak \u00f6nlemleri belirleyip hayata ge\u00e7irmektir.\u201d diye ekledi.<\/p>\n<p><strong>Y\u00fczy\u0131ll\u0131k kurumsal birikim heba edildi<\/strong><br \/>\nTCDD\u2019de yap\u0131lan yap\u0131sal de\u011fi\u015fikliklerle kurumsal birikimin ve \u00e7al\u0131\u015fanlar\u0131n deneyim birikimlerinin heba edildi\u011fini belirten G\u00f6k\u00e7e \u015funlar\u0131 s\u00f6yledi:<\/p>\n<blockquote><p>T\u00fcrkiye Demiryolu Ula\u015ft\u0131rmas\u0131n\u0131n Serbestle\u015ftirilmesi Hakk\u0131nda Kanun 2013 y\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir. Bu kanuna g\u00f6re TCDD \u0130\u015fletmesi Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc demiryolu altyap\u0131s\u0131ndan sorumlu tutulurken, yolcu ve y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 hizmetlerinin kurulan TCDD Ta\u015f\u0131mac\u0131l\u0131k A.\u015e. taraf\u0131ndan y\u00fcr\u00fct\u00fclmesi yasala\u015fm\u0131\u015ft\u0131r. Bu d\u00fczenlemeler, demiryollar\u0131nda daha \u00f6nceki y\u0131llarda ba\u015flat\u0131lan personel azaltma uygulamalar\u0131n\u0131n devam\u0131nda yap\u0131lm\u0131\u015ft\u0131r. Yeni yasayla, demiryolu ula\u015ft\u0131rmas\u0131n\u0131n organizasyon bile\u015fenleri ve bunlar aras\u0131ndaki ili\u015fkiler b\u00fcy\u00fck \u00f6l\u00e7\u00fcde yeniden tan\u0131mlanm\u0131\u015f ve olu\u015fturulmu\u015ftur. Bu s\u00fcre\u00e7te y\u00fczy\u0131ll\u0131k kurumsal birikimin ve \u00e7al\u0131\u015fanlar\u0131n deneyim birikimlerinin bir\u00e7o\u011funun heba edildi\u011fi g\u00f6zlenmektedir.<\/p><\/blockquote>\n<p><strong>Ayn\u0131 yerde benzer olaylar\u0131n meydana gelmesi ka\u00e7\u0131n\u0131lmaz<\/strong><br \/>\nG\u00f6k\u00e7e, 8 Temmuz g\u00fcn\u00fc \u00c7orlu\u2019da meydana gelen yolcu treninin raydan \u00e7\u0131kma olay\u0131n\u0131n, s\u00f6z konusu hatt\u0131n demiryolu altyap\u0131s\u0131na ili\u015fkin zay\u0131fl\u0131klar\u0131 ve denetim eksiklerini g\u00f6zler \u00f6n\u00fcne serdi\u011fini belirtti ve olayla ilgili tespitlerini aktard\u0131:<\/p>\n<p>B\u00f6lgede olaydan \u00f6nceki g\u00fcnlerde g\u00f6r\u00fclen k\u0131sa s\u00fcreli \u015fiddetli ya\u011f\u0131\u015flar, yol ve altyap\u0131 tesisleri denetiminin s\u0131kla\u015ft\u0131r\u0131lmas\u0131 i\u00e7in \u00f6nemli bir i\u015faret say\u0131lmal\u0131yd\u0131; ancak, bu verinin yeterince de\u011ferlendirilmedi\u011fi anla\u015f\u0131l\u0131yor.<\/p>\n<p>Olayda \u00f6n planda olan \u00fcst\u00fcndeki dolgu bo\u015falan menfez, trenin raydan \u00e7\u0131kmas\u0131nda do\u011frudan etkili olmay\u0131p, buradan ge\u00e7erken \u015fiddetli sars\u0131nt\u0131 hisseden makinistlerin seri fren yapmas\u0131na neden olmu\u015ftur. Trenin normal fren yapmas\u0131 ya da fren uygulamamas\u0131 halinde, yoluna raydan \u00e7\u0131kmadan devam etmesi muhtemeldi.<\/p>\n<p>\u00d6zel durumlarda treni k\u0131sa mesafede durdurmak i\u00e7in uygulanan seri fren, trenin frenleme i\u015flevlerinden biridir. Kurplu kesimlerde (d\u00f6neme\u00e7lerde) uygulanmas\u0131 g\u00fcvenlik nedeniyle tavsiye edilmezken, yolun do\u011fru kesimlerinde (aliymanlarda) uygulanmas\u0131nda bir sak\u0131nca bulunmamaktad\u0131r. Altyap\u0131s\u0131 ve \u00fcstyap\u0131s\u0131 yeteri kadar iyi durumda olmayan demiryolu hatlar\u0131nda uygulanan seri fren, \u00fcstyap\u0131da burkulma gibi \u00e7e\u015fitli geometrik bozulmalara neden olabilmektedir. \u00c7orlu\u2019daki olayda, uygulanan seri fren raylarda burkulmaya yol a\u00e7t\u0131\u011f\u0131 i\u00e7in trenin raydan \u00e7\u0131kt\u0131\u011f\u0131 de\u011ferlendirilmektedir.<\/p>\n<p>Olaydan sonra menfez dolgusunda ve menfezden sonraki hat kesiminde yap\u0131lan onar\u0131m i\u015flerinin tekni\u011fine uygun yap\u0131lmad\u0131\u011f\u0131 yerinde g\u00f6zlemlenmi\u015ftir.
