Uzun \u00e7al\u0131\u015fma saatleri, toz, toprak, g\u00fcr\u00fclt\u00fc, titre\u015fim ve s\u00fcrekli i\u015fin yeti\u015fmesi i\u00e7in yap\u0131lan bask\u0131.<\/p>\n<p>\u015eantiyede \u00e7al\u0131\u015fmak kad\u0131nlar i\u00e7in ise daha zor. Kad\u0131n olduklar\u0131ndan dolay\u0131 de\u011fil. Toplumsal cinsiyet e\u015fitsizli\u011finden dolay\u0131, \u015fantiyeler erkeklere aittir alg\u0131s\u0131ndan dolay\u0131.<\/p>\n<p>Ve <\/p>\n<p>\u201cYap\u0131 yerinde ne \u00e7ay her zaman \u015fekerli<br \/>\nher zaman s\u0131cak,<br \/>\nne ekmek her zaman pamuk gibi yumu\u015fak<br \/>\nne herkes kahraman<br \/>\nne dostlar vefal\u0131 her zaman.<br \/>\nT\u00fcrk\u00fc s\u00f6yler gibi yap\u0131lm\u0131yor yap\u0131<br \/>\nbu i\u015f biraz zor\u201d<\/p>\n<p>Ama kad\u0131nlar i\u00e7in biraz daha zor. <\/p>\n<p>Nereden \u00e7\u0131kt\u0131 derseniz, \u00e7ok de\u011ferli iki arkada\u015f\u0131mla birlikte yapt\u0131\u011f\u0131m\u0131z bir saha ara\u015ft\u0131rmas\u0131n\u0131n sonu\u00e7lar\u0131 bunlar. Halen bu ara\u015ft\u0131rmay\u0131 geni\u015fletmeye \u00e7al\u0131\u015f\u0131yoruz. 102 ki\u015fiyle g\u00f6r\u00fc\u015ft\u00fck, bunlardan 100\u2019\u00fcn\u00fc de\u011ferlendirdik, 70\u2019in \u00fczerinde \u015fantiyeye gittik.<\/p>\n<p>\u0130stanbul ili s\u0131n\u0131rlar\u0131 i\u00e7inde, 53 erkek, 47 kad\u0131n \u015fantiyede \u00e7al\u0131\u015fan teknik personel ile g\u00f6r\u00fc\u015ft\u00fck. Bir makale haline getirip, Birle\u015fik Metal \u0130\u015f Sendikas\u0131n\u0131n, sevgili hocam Av. Dr. Murat \u00d6zveri\u2019nin y\u0131llard\u0131r bizzat \u00f6zverisiyle, eme\u011fiyle bug\u00fcne kadar getirdi\u011fi \u00c7al\u0131\u015fma ve Toplum dergisinde yay\u0131nlama onuruna sahip olduk. Makalenin b\u00fct\u00fcn\u00fcne kaynak\u00e7a k\u0131sm\u0131ndaki linkten ula\u015fabilirsiniz. Ama ben bu yaz\u0131da k\u0131saca T\u00fcrkiye\u2019de \u015fantiyelerde \u00e7al\u0131\u015fan kad\u0131nlara dair baz\u0131 saptamalar yapmak istiyorum. <\/p>\n<p>Ama ilk \u00f6nce genel saptamalar. Bunlar son derece \u00f6nemli:<\/p>\n<p>Yapt\u0131\u011f\u0131m\u0131z anket sonu\u00e7lar\u0131 incelendi\u011finde memnuniyete ili\u015fkin sorulan sorularda en d\u00fc\u015f\u00fck puanlar\u0131n \u201ci\u015f-ya\u015fam dengesi\u201d, \u201c\u00e7al\u0131\u015fan sa\u011fl\u0131\u011f\u0131\u201d ve \u201c\u015fantiyedeki \u00e7al\u0131\u015fma ko\u015fullar\u0131\u201d oldu\u011fu g\u00f6r\u00fcld\u00fc. Ama \u00f6zellikle \u00e7al\u0131\u015fma saatleri ve ayl\u0131k izinler!<\/p>\n<p><strong>\u015eantiyelerde \u00c7al\u0131\u015fma Saatleri<\/strong><\/p>\n<p>\u00c7al\u0131\u015fma saatleri konusunda T\u00fcrkiye OECD \u00fclkeleri aras\u0131nda en k\u00f6t\u00fc durumda malumunuz.  OECD \u00fcyesi \u00fclkeler aras\u0131nda tam zamanl\u0131 \u00e7al\u0131\u015fanlar de\u011ferlendirildi\u011finde, 2016 y\u0131l\u0131nda Kolombiya\u2019n\u0131n ortalama \u00e7al\u0131\u015fma saati 50,1 saat iken, T\u00fcrkiye i\u00e7in bu de\u011fer 49,3 saat olmu\u015f, OECD \u00fclkeleri ortalamas\u0131 ise 40,4 saat olarak kaydedilmi\u015f. Yine OECD istatistiklerine g\u00f6re T\u00fcrkiye\u2019de tam zamanl\u0131 \u00e7al\u0131\u015fanlar\u0131n %81,58\u2019i 40 saatten fazla \u00e7al\u0131\u015f\u0131yor, bu de\u011fer OECD ortalamas\u0131na bak\u0131ld\u0131\u011f\u0131nda %63,95. <\/p>\n<p>Yap\u0131lan saha ara\u015ft\u0131rmas\u0131 sonu\u00e7lar\u0131na bak\u0131ld\u0131\u011f\u0131nda da \u015fantiyelerde \u00e7al\u0131\u015fan teknik elemanlar\u0131n %92\u2019sinin 40 saat \u00fczerinde \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 g\u00f6rd\u00fck. Bu T\u00fcrkiye ortalamas\u0131n\u0131n \u00fczerinde bir rakam.  Bir di\u011fer veri ise 50 saatten fazla \u00e7al\u0131\u015fan ki\u015filerin oran\u0131. T\u00fcrkiye bu konuda birinci durumdad\u0131r, en g\u00fcncel kayna\u011fa g\u00f6re \u00e7al\u0131\u015fanlar\u0131n %33.8\u2019i 50 saatin \u00fczerinde \u00e7al\u0131\u015fmakta olup, %29,5 ile Meksika ikinci s\u0131rada yer almaktad\u0131r.<\/p>\n<p>Saha \u00e7al\u0131\u015fmas\u0131 verileri ise 50 saat \u00fczerinde \u015fantiyede \u00e7al\u0131\u015fan teknik elemanlar\u0131n oran\u0131n\u0131 %72 olarak vermektedir. Ayda izinli g\u00fcn ortalamas\u0131 ise 3,4 olup genel olarak Cumartesi g\u00fcnleri \u00e7al\u0131\u015f\u0131ld\u0131\u011f\u0131 ve baz\u0131 Pazar g\u00fcnleri de mesai olabildi\u011fi yorumu yap\u0131labilir.<\/p>\n<p>Ayda 7-8 g\u00fcn, bir ba\u015fka ifadeyle hafta sonunda \u00e7al\u0131\u015fmayanlar\u0131n oran\u0131 ise yaln\u0131zca %7\u2019dir. Ayn\u0131 kaynak ki\u015finin kendisine ay\u0131rd\u0131\u011f\u0131 zaman i\u00e7in ise T\u00fcrkiye ortalamas\u0131n\u0131 g\u00fcnde 12,6 saat olarak vermekte olup, T\u00fcrkiye burada da son s\u0131rada yer almaktad\u0131r. \u00c7al\u0131\u015fma bulgular\u0131 yorumland\u0131\u011f\u0131nda, haftada 6 saat, g\u00fcnde ortalama 10 saat \u00fczerinden d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, g\u00fcnde en az 1 saatin yolda ge\u00e7irildi\u011fi tahmin edildi\u011finde benzer bir veriye ula\u015fmak m\u00fcmk\u00fcn olacakt\u0131r. <\/p>\n<p>Haftal\u0131k \u00e7al\u0131\u015fma saatleri ve izinlerle ba\u011flant\u0131l\u0131 en \u00f6nemli ba\u015fl\u0131k i\u015f-ya\u015fam dengesidir. Kat\u0131l\u0131mc\u0131lar\u0131n en d\u00fc\u015f\u00fck yan\u0131tlar\u0131 burada g\u00f6r\u00fclmektedir. Bu yaln\u0131zca T\u00fcrkiye\u2019de de\u011fil pek \u00e7ok \u00fclkede de benzer \u00e7al\u0131\u015fmalar\u0131n g\u00f6sterdi\u011fi bir olgudur. S\u00f6zgelimi Watts (2009) in\u015faat sekt\u00f6r\u00fcnde kad\u0131n in\u015faat m\u00fchendislerini \u201caz\u0131nl\u0131k i\u015f\u00e7ileri\u201d olarak tan\u0131mlarken, sekt\u00f6r\u00fcn karakterize eden \u00fc\u00e7 \u00f6zelli\u011fin uzun \u00e7al\u0131\u015fma saatleri, i\u015fte s\u00fcrekli olma k\u00fclt\u00fcr\u00fc (i\u015fte var olmaya \u00e7al\u0131\u015fma, presenteeism) ve i\u015f-aile \u00e7eli\u015fkisi oldu\u011fundan s\u00f6z etmektedir. <\/p>\n<p>\u00d6zetin \u00f6zeti; kad\u0131n teknik elemanlar, \u201caz \u00e7al\u0131\u015fay\u0131m, az kazanay\u0131m, evime daha fazla zaman ay\u0131ray\u0131m\u201d derdindedir. Zira evde ikinci bir mesai onlar\u0131 beklemekte, toplumsal cinsiyet e\u015fitsizli\u011fi m\u00fchendis, mimar dinlememektedir!<\/p>\n<p><strong>Kad\u0131nlar \u015eantiyede Nerede \u00c7al\u0131\u015f\u0131yorlar?<\/strong><\/p>\n<p>Ge\u00e7en haftaki yaz\u0131mda, in\u015faat sekt\u00f6r\u00fcn\u00fcn yap\u0131s\u0131ndan, emek s\u00fcre\u00e7lerinden s\u00f6z etmi\u015ftim. \u015eantiye \u00f6zeline geldi\u011fimizde, teknik personelin temel olarak iki \u201cdepartman\u201d olarak \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 s\u00f6yleyebiliriz. Bunlardan ilki ku\u015fkusuz \u201csaha\u201d ve di\u011feri \u201cteknik ofis\u201d olarak tan\u0131mlanabilir. Ku\u015fkusuz, i\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve i\u015f g\u00fcvenli\u011fi, kontrol te\u015fkilat\u0131 vb. hususlar\u0131 ayr\u0131 departmanlar olarak d\u00fc\u015f\u00fcnmek m\u00fcmk\u00fcnd\u00fcr, ama bu ayr\u0131m genel bir bak\u0131\u015f a\u00e7\u0131s\u0131 verecektir. <\/p>\n<p>Saha \u00e7al\u0131\u015fmalar\u0131 genel olarak denetim, g\u00f6zetim ve e\u011fitim (i\u015f ba\u015f\u0131 e\u011fitimleri) kapsarken, teknik ofis \u00e7al\u0131\u015fmalar\u0131 metraj-ke\u015fif, hakedi\u015f d\u00fczenlemesi, proje kontrol\u00fc, i\u015f program\u0131 kontrol\u00fc\/g\u00fcncelle\u015ftirmesi, r\u00f6leve\/ata\u015fman haz\u0131rlanmas\u0131, bilgisayar ortam\u0131nda \u00e7izim gibi i\u015flerin yap\u0131ld\u0131\u011f\u0131, saha ile s\u00fcrekli etkile\u015fim halinde olan bir birimdir.<\/p>\n<p>\u015eantiyede \u00e7al\u0131\u015fan kad\u0131nlar\u0131n hemen hemen hepsi teknik ofiste \u00e7al\u0131\u015fmaktad\u0131r! Peki neden? \u00c7\u00fcnk\u00fc oras\u0131 ofistir, di\u011feri \u015fantiyenin tozlu, imalat ortam\u0131d\u0131r kad\u0131nlar \u00e7al\u0131\u015famaz. Peki neden? Nedeni yoktur, i\u015fte \u00f6yle\u2026 Burada b\u00f6yle yazmak kolay\u0131m\u0131za geliyor, ama bir y\u00fcksek lisans \u00f6\u011frencimin ifadesi hala beni etkiler: \u201cBe\u015f y\u0131ll\u0131k deneyimim var, sahada yap\u0131lmas\u0131 gereken ciddi i\u015fler var ve benim denetlemem gerek, yeni mezun bir \u00e7ocu\u011fu ald\u0131lar ve benim yerime g\u00f6nderdiler, yaln\u0131zca erkek oldu\u011fu i\u00e7in!\u201d.  <\/p>\n<p>En iyi \u00f6\u011frencilerimden birisi olan \u2026.\u2019in t\u00fcrbanl\u0131 ve muhafazakar bir \u00e7evreden geldi\u011fini de bir olgu olarak belirtmek isterim. Ama kendisiyle yapt\u0131\u011f\u0131m\u0131z g\u00f6r\u00fc\u015fmede en rahats\u0131z oldu\u011fu hususun, \u015fantiyelerdeki cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131 oldu\u011funun alt\u0131n\u0131 somut \u00f6rneklerle \u00e7izmi\u015f benim ufkumu a\u00e7m\u0131\u015ft\u0131..<\/p>\n<p>Kad\u0131nlar ile Erkekler hangi konularda farkl\u0131 d\u00fc\u015f\u00fcn\u00fcyor?<\/p>\n<p>Tersinden bakal\u0131m, en yak\u0131n d\u00fc\u015f\u00fcnd\u00fckleri ba\u015fl\u0131k kad\u0131n ve erkek teknik elemanlar\u0131n i\u015f-ya\u015fam dengesi! Ya\u015famak i\u00e7in zaman ay\u0131ramamak, sevdikleriyle zaman ge\u00e7irememek kad\u0131n ve erkek \u015fantiyede \u00e7al\u0131\u015fan teknik elemanlar\u0131n ortak sorunu. \u015eantiyedeki fiziksel ko\u015fullar\u0131n kad\u0131nlara uygun olmamas\u0131 en ay\u0131rt edici ba\u015fl\u0131klar aras\u0131nda yer al\u0131rken, en ama en ciddi ba\u015fl\u0131\u011f\u0131n \u201ccinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131\u201d oldu\u011fu anla\u015f\u0131l\u0131yor.<\/p>\n<p>Bu soruyu hem \u201c\u015fantiyeyi b\u0131raksan\u0131z ne i\u00e7in b\u0131rak\u0131rd\u0131n\u0131z\u201d hem \u201c\u015fantiyedeki stres fakt\u00f6rleri nelerdir\u201d ba\u015fl\u0131klar\u0131 i\u00e7inde sordu\u011fumuzda da ayn\u0131 sonu\u00e7larla kar\u015f\u0131la\u015f\u0131yoruz. Makaleyi okursan\u0131z daha kapsaml\u0131 sonu\u00e7lar\u0131 g\u00f6rmeniz m\u00fcmk\u00fcn. Ama baz\u0131 ifadeleri, k\u0131smen de de\u011fi\u015ftirerek a\u015fa\u011f\u0131ya kopyalad\u0131m:<\/p>\n<p>Verilen yan\u0131tlar \u015fantiyede \u00e7al\u0131\u015fan kad\u0131n teknik elemanlar\u0131n yakla\u015f\u0131k d\u00f6rtte birinin cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131na maruz kald\u0131\u011f\u0131n\u0131 g\u00f6stermektedir (Erkeklerde ise bu oran\u0131n 53 ki\u015fide bir ki\u015fidir) Erkek kat\u0131l\u0131mc\u0131lar\u0131n \u00fc\u00e7\u00fc cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131 yapt\u0131\u011f\u0131n\u0131 kabul etmi\u015f (in\u015faat sekt\u00f6r\u00fcn\u00fcn zorluklar\u0131 gerek\u00e7esiyle), kad\u0131nlarda ise iki ki\u015fi yapt\u0131\u011f\u0131n\u0131 s\u00f6ylemi\u015f ancak gerek\u00e7e veya cinsiyet belirtmemi\u015ftir.<\/p>\n<p>Cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131na maruz kalan 12 kad\u0131n teknik elemandan 9\u2019u bunu ayr\u0131ca da belirtmi\u015flerdir (anket formunda \u201ce\u011fer yan\u0131t\u0131n\u0131z evet ise cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131 olay\u0131n\u0131n detaylar\u0131n\u0131 belirtir misiniz\u201d sorusu bulunmaktad\u0131r). Yay\u0131n\u0131m\u0131z\u0131 haz\u0131rlay\u0131p g\u00f6nderdikten sonra ise, ankete kat\u0131lan bir kad\u0131n in\u015faat m\u00fchendisi bana eposta at\u0131p, ya\u015fad\u0131\u011f\u0131 mobbing ve taciz olay\u0131n\u0131 anlatm\u0131\u015ft\u0131.<\/p>\n<p>Bu t\u00fcrden anketlerde \u201cdetay\u0131 belirtir misiniz\u201d k\u0131sm\u0131 genellikle bo\u015f b\u0131rak\u0131l\u0131r, ama kad\u0131n teknik elemanlar genelde yazma veya belki de dertle\u015fme gereksinimi duymu\u015flar ki pek bo\u015f b\u0131rakmad\u0131lar anketin bu k\u0131sm\u0131n\u0131:<\/p>\n<p> \u201cSiz bayans\u0131n\u0131z bu i\u015fi size yapt\u0131r\u0131rd\u0131m ama bayan oldu\u011funuz i\u00e7in yapamazs\u0131n\u0131z gibi yan\u0131tlarla kar\u015f\u0131la\u015ft\u0131m.\u201d<\/p>\n<p>\u201c\u015eantiyede ortalama 30-40 erkek usta-i\u015f\u00e7i ile tek ba\u015f\u0131na \u00e7al\u0131\u015fan bir kad\u0131n mimar olarak sorun olmad\u0131, genel kan\u0131n\u0131n aksine cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131n\u0131 daha \u00e7ok hissetti\u011fim ki\u015filer usta-i\u015f\u00e7i de\u011fil; erkek patron, \u015firketin di\u011fer erkek m\u00fchendis mimarlar\u0131 ve i\u015fi kontrol etmekle y\u00fck\u00fcml\u00fc \u0130l \u00d6zel \u0130daresi\u2019nin kontrol te\u015fkilat\u0131n\u0131n erkek m\u00fchendis mimarlar\u0131 oldu her zaman.\u201d<\/p>\n<p>\u201cBir g\u00f6rev d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde cinsiyet ayr\u0131m\u0131 g\u00f6zetilerek g\u00f6rev payla\u015f\u0131m\u0131 yap\u0131ld\u0131\u011f\u0131na \u015fahit oldum.\u201d<\/p>\n<p>\u201cKaba in\u015faat \u015fefli\u011fini kad\u0131nlara b\u0131rakmak istemiyorlar. \u015eantiyeye ba\u015flad\u0131\u011f\u0131m ilk g\u00fcnden beri erkek teknik personeller taraf\u0131ndan kad\u0131nlar\u0131n erkeklerin i\u015flerini yapmamas\u0131 gerekti\u011fine dair ele\u015ftirilere maruz kal\u0131yorum. \u201c<\/p>\n<p>\u201cGece yap\u0131lacak olan bir \u00e7al\u0131\u015fma nedeni ile tek ba\u015f\u0131ma kalamayaca\u011f\u0131m\u0131 d\u00fc\u015f\u00fcnen patronum beni de\u011fil erkek bir \u00e7al\u0131\u015fan\u0131 y\u00f6nlendirdi.\u201d<\/p>\n<p>\u201c\u015eantiyede daha \u00f6nce tan\u0131mad\u0131\u011f\u0131m\u0131z ve yeni \u00e7al\u0131\u015faca\u011f\u0131m\u0131z ekipler geldi\u011fi zamanlarda tek kad\u0131n de\u011fil iki kad\u0131n veya bir kad\u0131n bir erkek mimar ile \u00e7al\u0131\u015fma yap\u0131lmas\u0131n\u0131 \u00f6nermek zorunda kald\u0131m. Tarz\u0131n\u0131 ve \u00e7al\u0131\u015facak ki\u015filerin cinsiyet\u00e7i bak\u0131\u015f a\u00e7\u0131s\u0131, kad\u0131n mimarlar\u0131 k\u00fc\u00e7\u00fcmsemesi ve i\u015fi bu nedenle iyi yapmamas\u0131 gibi durumlarla kar\u015f\u0131la\u015ft\u0131m.\u201d<\/p>\n<p>Ayr\u0131mc\u0131l\u0131kla ilgili sorularda \u00f6zellikle mobbing, taciz veya fiziksel \u015fiddet gibi hususlara girilmemi\u015f, bunun ayr\u0131 bir \u00e7al\u0131\u015fma oldu\u011fundan hareket edilmi\u015f, ancak kat\u0131lanlar\u0131n arzu ettikleri takdirde bunu yazabilmelerinin \u00f6n\u00fc a\u00e7\u0131lm\u0131\u015ft\u0131r. Bu konuda iki kad\u0131n teknik eleman \u015funlar\u0131 yazm\u0131\u015ft\u0131r:<\/p>\n<p>\u201cSaha \u00e7al\u0131\u015fmas\u0131nda 10 adet erkek bah\u00e7\u0131van\u0131n hakaretlerine ve s\u00f6zl\u00fc tacizlerine maruz kald\u0131m. Ba\u011fl\u0131 bulundu\u011fum ta\u015feron firman\u0131n bu konu bilgileri dahilinde olmas\u0131na ra\u011fmen bir yapt\u0131r\u0131m\u0131 olmad\u0131\u011f\u0131 gibi yetkili biri (erkek\/ta\u015feron firmadan ) taraf\u0131ndan istifaya zorland\u0131m, sonunda i\u015f akdim firma taraf\u0131ndan feshedildi. \u0130\u015ften \u00e7\u0131karma sebepleri olarak; bir kad\u0131n olarak sahay\u0131 iyi y\u00f6netemedi\u011fim, erkek bir peyzaj mimar\u0131 olmas\u0131n\u0131n daha iyi olaca\u011f\u0131 gibi \u015feyler s\u00f6ylediler. \u201c<\/p>\n<p>\u201cNeredeyse bileklerime kadar etek giydi\u011fim halde kar\u015f\u0131mdaki erkeklerin yaz\u0131n giydi\u011fim sandalete ve ayak bileklerime g\u00f6zlerini diktiklerine, bunu hi\u00e7 de \u00e7ekinerek de\u011fil a\u00e7\u0131k a\u00e7\u0131k yapt\u0131klar\u0131na tan\u0131k olmu\u015ftum, bu yaln\u0131zca basit bir \u00f6rnek, bak\u0131\u015flar, hafif g\u00fcl\u00fcmseyerek bir \u015fey isteme, konu\u015fma \u00e7ok rahats\u0131z edici.
