Ulusal \u0130\u015f\u00e7i Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Kongresi, 21-23 Nisan 2011 tarihlerinde \u00c7ukurova \u00dcniversitesi Mithat \u00d6zsan Amfisi Konferans Salonlar\u0131nda ba\u015far\u0131yla ger\u00e7ekle\u015ftirilmi\u015ftir. Kongreye 420\u2018si delege, 513\u2018\u00fc konunun ilgilisi olmak \u00fczere 933, toplamda ise 1.000\u2018i a\u015fk\u0131n ki\u015fi kat\u0131lm\u0131\u015f, d\u00fczenlenen sergide 18 firma yer alm\u0131\u015ft\u0131r. MMO, \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131, TTB, T\u0130SK, T\u00dcRK-\u0130\u015e, D\u0130SK, MESS, Limter-\u0130\u015f, \u00fcniversiteler, meslek \u00f6rg\u00fctleri, kamu ve \u00f6zel kurum ve kurulu\u015flar\u0131, m\u00fchendisler, doktorlar, i\u015f\u00e7iler, hem\u015fireler, sa\u011fl\u0131k personeli, teknik personel, meslek y\u00fcksekokulu ve m\u00fchendislik \u00f6\u011frencileri ve ilgi duyanlar\u0131n kat\u0131l\u0131m\u0131yla yap\u0131lan kongrede biri a\u00e7\u0131l\u0131\u015f paneli, bir kapan\u0131\u015f oturumu, d\u00f6rt konferans, alt\u0131 \u00f6zel oturum olmak \u00fczere toplam 18 oturumda 28 bildiri sunulmu\u015ftur. Ayr\u0131ca sergi alan\u0131nda 27 poster bildiri sergilenmi\u015ftir.<\/div>\n<p><\/p>\n<div><\/div>\n<div>Kongrenin panel, konferans ve oturumlar\u0131nda sunulan bildiriler ile yap\u0131lan tart\u0131\u015fma ve \u00f6neriler sonucu olu\u015fturulan sonu\u00e7 bildirisi, a\u015fa\u011f\u0131da kamuoyunun bilgisine sunulmaktad\u0131r.<\/div>\n<div><\/div>\n<div>\u0130\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi (\u0130SG) ile ilgili ulusal politikalar\u0131n olu\u015fturulmas\u0131 ve karar alma s\u00fcrecine TMMOB\u2018ye ba\u011fl\u0131 ilgili meslek odalar\u0131, TTB ve sendikalar\u0131n kat\u0131l\u0131m\u0131 sa\u011flanmal\u0131d\u0131r. \u0130SG alan\u0131ndaki hizmetler kamusal hizmet olarak alg\u0131lanmal\u0131; ilgili meslek \u00f6rg\u00fctleri, i\u015f\u00e7i, i\u015fveren ve h\u00fck\u00fcmet temsilcilerinin kat\u0131l\u0131m\u0131yla bir koordinasyon mekanizmas\u0131 olu\u015fturulmal\u0131d\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>Sosyal hukuk devletinde i\u015f yasalar\u0131 \u00e7al\u0131\u015fanlar\u0131n haklar\u0131n\u0131 korumak ve geli\u015ftirmek amac\u0131n\u0131 temel ilke edinirken, 4857 say\u0131l\u0131 \u0130\u015f Yasas\u0131 ve sonras\u0131nda yap\u0131lan b\u00fct\u00fcn d\u00fczenlemeler i\u015fverenlerin \u00e7\u0131karlar\u0131 do\u011frultusunda \u015fekillendirilmi\u015ftir. Esnek ve kurals\u0131z \u00e7al\u0131\u015fmay\u0131, i\u015f\u00e7ileri ba\u015fka i\u015fverenlere kiralamay\u0131, ta\u015feronla\u015ft\u0131rmay\u0131 yasal hale getiren, k\u0131dem tazminatlar\u0131n\u0131, fazla mesai \u00fccretlerini, sendikal hak ve yetkileri budayan bu yasa ve di\u011fer d\u00fczenlemeler yerine konunun taraflar\u0131n\u0131n kat\u0131l\u0131m\u0131 ile demokratik bir yasa \u00e7\u0131kar\u0131lmal\u0131d\u0131r. \u0130\u015f mevzuat\u0131, ekseni &#8220;insan&#8221; olan \u00e7a\u011fda\u015f bir yap\u0131ya kavu\u015fturulmal\u0131d\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>4857 say\u0131l\u0131 \u0130\u015f Yasas\u0131 ile i\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi uygulamalar\u0131nda &#8220;i\u015f g\u00fcvenli\u011fi m\u00fchendisli\u011fi&#8221; yerine &#8220;i\u015f g\u00fcvenli\u011fi uzman\u0131&#8221; tan\u0131m\u0131 getirilerek m\u00fchendislik ile teknik elemanl\u0131k birbiriyle e\u015fde\u011fer tutulmu\u015f, i\u015f g\u00fcvenli\u011fi m\u00fchendisli\u011fi \u015fekli bir yap\u0131ya d\u00f6n\u00fc\u015ft\u00fcr\u00fclm\u00fc\u015ft\u00fcr. \u0130\u015f g\u00fcvenli\u011fi alan\u0131nda m\u00fchendislere de, teknik elemanlara da ihtiya\u00e7 vard\u0131r, ancak bu ihtiya\u00e7 &#8220;i\u015f g\u00fcvenli\u011fi m\u00fchendisli\u011fi&#8221; ve &#8220;i\u015f g\u00fcvenli\u011fi teknik eleman\u0131&#8221; olarak ayr\u0131 ayr\u0131 tan\u0131mlanmal\u0131 ve bu yap\u0131 i\u00e7erisinde g\u00f6rev, yetki ve sorumluluklar belirlenmelidir.<\/div>\n<div>\u00a0<\/div>\n<div>&#8220;\u0130SG Kanun Tasar\u0131s\u0131 Tasla\u011f\u0131&#8221;; TMMOB, TTB, sendikalar ve \u00fcniversitelerin g\u00f6r\u00fc\u015fleri \u00f6nemsenerek yeniden d\u00fczenlenmeli, bu s\u00fcrecin ard\u0131ndan yasala\u015fmal\u0131d\u0131r. Ayr\u0131ca t\u00fcm i\u015fyerlerinde \u0130\u015f G\u00fcvenli\u011fi M\u00fchendisi \u00e7al\u0131\u015ft\u0131rma zorunlulu\u011fu getirilerek \u00e7al\u0131\u015fma ko\u015fular\u0131 yeniden d\u00fczenlenmelidir. \u0130\u015f G\u00fcvenli\u011fi M\u00fchendisleri \u00fccret y\u00f6n\u00fcnden i\u015fverene ba\u011fl\u0131 olmamal\u0131, \u00fccret \u00e7izelgeleri Bakanl\u0131k ve TMMOB\u2018ye ba\u011fl\u0131 ilgili meslek odalar\u0131yla birlikte belirlenmelidir.<\/div>\n<div>\u00a0<\/div>\n<div>50\u2018den fazla i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran sanayi i\u015fletmelerinde tam zamanl\u0131 i\u015f g\u00fcvenli\u011fi m\u00fchendisi \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131 zorunlu hale getirilmeli. Bu konuda TMMOB\u2018ye ba\u011fl\u0131 ilgili meslek odalar\u0131 etkin bir denetim i\u015flevi \u00fcstlenmelidir.<\/div>\n<div>\u00a0<\/div>\n<div>\u0130SG hizmetleri b\u00fct\u00fcn i\u015f yerlerini ve t\u00fcm \u00e7al\u0131\u015fanlar\u0131 kapsamal\u0131d\u0131r. Ba\u015fta KOB\u0130\u2018ler olmak \u00fczere 50\u2018den daha az i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran i\u015f yerlerinde i\u015f g\u00fcvenli\u011fi m\u00fchendisi istihdam edilmesi ve \u0130SG Kurullar\u0131n\u0131n kurulmas\u0131 yasalarla g\u00fcvence alt\u0131na al\u0131nmal\u0131d\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>\u00d6n\u00fcm\u00fczdeki d\u00f6nemde, m\u00fchendislerin ve doktorlar\u0131n \u0130\u015f G\u00fcvenli\u011fi konusunda lisans sonras\u0131 e\u011fitimlerinin \u00fcniversiteler, kamu kurumu niteli\u011findeki TMMOB\u2018ye ba\u011fl\u0131 ilgili meslek odalar\u0131 ve TTB taraf\u0131ndan verilmesi ve sertifikaland\u0131r\u0131lmas\u0131, b\u00f6ylelikle \u00e7a\u011fda\u015f yakla\u015f\u0131mlar\u0131n \u00fclkemize kazand\u0131r\u0131lmas\u0131 hedeflenmelidir.<\/div>\n<div>\u0130SG Kurullar\u0131n\u0131n i\u015flevsel hale getirilmesi, bu kurullar\u0131n e\u011fitilmi\u015f ve yetkilendirilmi\u015f ki\u015filerden olu\u015fturulmas\u0131 sa\u011flanmal\u0131d\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>\u0130SG Kurullar\u0131, taraflar\u0131n e\u015fit say\u0131da temsil edildi\u011fi demokratik yap\u0131lar olarak d\u00fczenlenmeli ve tavsiye de\u011fil yapt\u0131r\u0131m g\u00fcc\u00fcne sahip kurullara d\u00f6n\u00fc\u015ft\u00fcr\u00fclmelidir.<\/div>\n<div>\u0130SG; \u0130\u015f G\u00fcvenli\u011fi M\u00fchendisi, \u0130\u015fyeri Hekimleri, \u0130\u015fyeri Hem\u015fireleri ve Sa\u011fl\u0131k Memurlar\u0131ndan olu\u015fan bir ekip taraf\u0131ndan hayata ge\u00e7irilmektedir. Ancak \u0130SG\u2018ye y\u00f6nelik hekim ve m\u00fchendislerin g\u00f6revleri, \u00e7al\u0131\u015fma usul ve esaslar\u0131 y\u00f6netmeliklerde bir \u015fekilde belirtilmi\u015f olmas\u0131na ra\u011fmen, i\u015fyeri hem\u015firelerinin g\u00f6revleri, \u00e7al\u0131\u015fma usul ve esaslar\u0131n\u0131n da tan\u0131mlanmas\u0131nda problem bulunmaktad\u0131r. 19 Nisan 2011 tarihli Resmi Gazete\u2018de yay\u0131mlanan &#8220;Hem\u015firelik Y\u00f6netmeli\u011finde De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Y\u00f6netmelik&#8221;te say\u0131lan &#8220;\u0130\u015f Sa\u011fl\u0131\u011f\u0131 Hem\u015firesi&#8221; g\u00f6rev yetki ve sorumluluklar\u0131na ili\u015fkin bir\u00e7ok husus hem kavram olarak, hem de g\u00f6rev olarak i\u015f mevzuat\u0131nda yer almamaktad\u0131r. \u0130\u015fyeri hekimleri, i\u015fyeri sa\u011fl\u0131k memurlar\u0131 ve i\u015fyeri hem\u015firelerinin mesleki ba\u011f\u0131ms\u0131zl\u0131klar\u0131 sa\u011flanmal\u0131d\u0131r.<\/div>\n<div>\u00c7al\u0131\u015fanlara \u0130SG\u2018yle ilgili s\u00fcrekli e\u011fitim verilerek bilin\u00e7lendirilmelidir. E\u011fitim almam\u0131\u015f \u00e7al\u0131\u015fana i\u015fba\u015f\u0131 yapt\u0131r\u0131lmamal\u0131d\u0131r. Bu e\u011fitimler \u00f6zerk olmal\u0131 ve ilgili meslek \u00f6rg\u00fctleri taraf\u0131ndan verilmelidir.<\/div>\n<div>\u00a0<\/div>\n<div>A\u011f\u0131r ve tehlikeli i\u015flerde \u00e7al\u0131\u015fanlar i\u00e7in al\u0131nmas\u0131 gerekli meslek e\u011fitimi TMMOB\u2018ye ba\u011fl\u0131 ilgili Meslek Odalar\u0131 taraf\u0131ndan verilmeli ve sertifikaland\u0131r\u0131lmal\u0131d\u0131r.<\/div>\n<div>E\u011fitim ve \u00f6\u011fretim m\u00fcfredat\u0131, orta\u00f6\u011frenimden ba\u015flanarak \u0130SG konusunu da i\u00e7erecek \u015fekilde yeniden d\u00fczenlenmeli, b\u00fct\u00fcn okullarda \u0130SG e\u011fitimi yap\u0131lmal\u0131, \u00fcniversitelerin ilgili fak\u00fcltelerinde \u0130SG k\u00fcrs\u00fcleri kurulmal\u0131, t\u00fcm \u00e7al\u0131\u015fanlar hak ve sorumluluklar\u0131 konusunda s\u00fcrekli olarak bilin\u00e7lendirilmelidir.<\/div>\n<div>\u00c7al\u0131\u015fanlar ile i\u015fverenler aras\u0131nda \u0130SG duyarl\u0131l\u0131\u011f\u0131 ve bilincinin olu\u015fmas\u0131 sa\u011fl\u0131kl\u0131 ve g\u00fcvenli i\u015fyerinin olu\u015fumu ile paralellik ta\u015f\u0131maktad\u0131r. Bunun i\u00e7in de g\u00fcvenlik <\/div>\n<div>k\u00fclt\u00fcr\u00fc, aile k\u00fclt\u00fcr\u00fc ve toplumsal i\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve k\u00fclt\u00fcr\u00fc bir arada olu\u015fturulmal\u0131 ve \u00f6zendirilmelidir.<\/div>\n<div>\u00a0<\/div>\n<div>SGK taraf\u0131ndan yay\u0131mlanan \u0130\u015f Kazas\u0131 ve Meslek Hastal\u0131klar\u0131 \u0130statistikleri, \u00f6zellikle tespit edilen meslek hastal\u0131\u011f\u0131 say\u0131s\u0131 ger\u00e7ekleri yans\u0131tmaktan \u00e7ok uzaktad\u0131r. Meslek Hastal\u0131klar\u0131 Hastanesi say\u0131s\u0131n\u0131n art\u0131r\u0131lmas\u0131, hekim, i\u015f\u00e7i e\u011fitimi dahil, meslek hastal\u0131klar\u0131n\u0131n tespitine y\u00f6nelik \u00e7al\u0131\u015fmalar ivedilikle yap\u0131lmal\u0131d\u0131r.<\/div>\n<div>Mesleki Kas \u0130skelet Hastal\u0131klar\u0131; \u00e7al\u0131\u015fan\u0131n i\u015f memnuniyetini, moralini, verimlili\u011fini olumsuz etkileyen \u00f6nemli sa\u011fl\u0131k sorunlar\u0131ndand\u0131r. Bu hastal\u0131klar\u0131n sonu\u00e7lar\u0131ndan korunmak i\u00e7in bilimsel \u00e7al\u0131\u015fmalar yap\u0131lmal\u0131d\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>D\u00fcnyada ve \u00fclkemizde \u00fcrk\u00fct\u00fcc\u00fc boyutlara ula\u015fan \u00e7ocuk eme\u011fi s\u00f6m\u00fcr\u00fcs\u00fc ortadan kald\u0131r\u0131lmal\u0131, \u00e7ocuk i\u015f\u00e7iler rehabilite edilerek, e\u011fitime y\u00f6nlendirilmelidir.<\/div>\n<div>Ucuz i\u015fg\u00fcc\u00fc olarak g\u00f6r\u00fclen kad\u0131n ve eme\u011fine y\u00f6nelik t\u00fcm olumsuz uygulamalar kald\u0131r\u0131larak e\u015fit i\u015fe e\u015fit \u00fccret sa\u011flanmal\u0131d\u0131r.<\/div>\n<div>\u00dclkemizde her konuda oldu\u011fu gibi \u0130SG konusunda da sa\u011fl\u0131kl\u0131 veri ve bilgi toplanamamaktad\u0131r. \u0130\u015fyerlerinde kaza ve meslek hastal\u0131klar\u0131na ait bilgiler bir veri taban\u0131nda toplanmal\u0131, bu bilgilerden \u00f6l\u00e7me ve de\u011ferlendirme ama\u00e7l\u0131 yararlan\u0131lmal\u0131d\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>\u0130SG konusunda \u00e7al\u0131\u015fma ko\u015fullar\u0131 ve bu ko\u015fullar aras\u0131ndaki nedensel ili\u015fkileri ara\u015ft\u0131rmak i\u00e7in, bilimsel ara\u015ft\u0131rma yapacak ara\u015ft\u0131rma kurumlar\u0131 olu\u015fturulmal\u0131, e\u011fitim kurumlar\u0131 \u00f6zendirilmelidir.<\/div>\n<div>\u00a0<\/div>\n<div>\u0130SG \u00f6nlemleri i\u015fyeri mekan\u0131, teknoloji, \u00fcretimde kullan\u0131lan hammadde, \u00fcretilen \u00fcr\u00fcn, ergonomi v.b. konular daha proje a\u015famas\u0131nda planlanmal\u0131d\u0131r. \u0130SG\u2018nin en <\/div>\n<div>\u00f6nemli bile\u015feni olan &#8220;ergonomi&#8221; sadece \u0130SG alan\u0131nda de\u011fil, her insan\u0131n ya\u015fam felsefesi olmal\u0131 ve bir devlet politikas\u0131 haline getirilmelidir.<\/div>\n<div>\u00dcretim s\u00fcrecinde kullan\u0131lan ekipmanlar ve ki\u015fisel koruyucu donan\u0131mlar\u0131 \u0130SG standart ve mevzuat\u0131na uygun olarak \u00fcretilmeli ve temin edilmelidir. Standart d\u0131\u015f\u0131 malzemelerin piyasaya giri\u015fi ve sunumu engellenmeli ve bu konuda meslek \u00f6rg\u00fctleri, TSE ve ilgili Bakanl\u0131klar kanal\u0131yla bir denetim a\u011f\u0131 olu\u015fturulmal\u0131d\u0131r.<\/div>\n<div>Kazalar\u0131n tekrarlanmas\u0131n\u0131 \u00f6nleyecek \u00f6nlemlerin geli\u015ftirilmesi ve sisteme kazand\u0131r\u0131lmas\u0131n\u0131 hedefleyen reaktif yakla\u015f\u0131mlar yerine, operasyonlardaki tehlikeleri inceleyerek &#8220;nelerin yanl\u0131\u015f gidebilece\u011fini?&#8221; ara\u015ft\u0131ran, \u00f6nceden \u00f6ng\u00f6ren, sonraki a\u015famada &#8220;daha ba\u015fka neler olabilir&#8221; sorusuna yan\u0131t arayan Risk Esasl\u0131 Y\u00f6netim anlay\u0131\u015f\u0131 \u00f6n plana \u00e7\u0131kar\u0131lmal\u0131d\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>\u0130\u015f g\u00fcvencesi ile i\u015f g\u00fcvenli\u011finin birbirini tamamlad\u0131\u011f\u0131 ger\u00e7e\u011finden hareketle, t\u00fcm \u00e7al\u0131\u015fanlar insana yak\u0131\u015f\u0131r &#8220;norm ve standartta&#8221; bir sosyal g\u00fcvenlik \u015femsiyesi alt\u0131na al\u0131nmal\u0131d\u0131r. Sigortas\u0131z ve sendikas\u0131z \u00e7al\u0131\u015ft\u0131rma \u00f6nlenmeli, kay\u0131t d\u0131\u015f\u0131 ekonomi kay\u0131t alt\u0131na al\u0131nmal\u0131d\u0131r. Sendikala\u015fman\u0131n \u00f6n\u00fcndeki engellerin kald\u0131r\u0131lmas\u0131, \u00e7al\u0131\u015fanlar\u0131n sosyal ve ekonomik ya\u015famlar\u0131n\u0131n iyile\u015ftirilmesi sa\u011flanmal\u0131d\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>\u0130SG denetimlerinde ula\u015f\u0131lan i\u015fyeri ve i\u015f\u00e7i say\u0131s\u0131 artt\u0131r\u0131lmal\u0131, riskli i\u015f kollar\u0131nda denetimin etkinli\u011fi yeni denetim y\u00f6ntemlerinin uygulanmas\u0131 ile desteklenmeli, her alanda oldu\u011fu gibi bilim ve teknolojideki geli\u015fmeleri izlemeleri i\u00e7in denetim elemanlar\u0131na daha fazla imk\u00e2nlar sa\u011flanmal\u0131d\u0131r. \u00d6nlem almayan i\u015fverenler i\u00e7in uygulanacak yapt\u0131r\u0131mlar cayd\u0131r\u0131c\u0131 hale getirilmelidir.<\/div>\n<div>\u00a0<\/div>\n<div>Koruyucu sa\u011fl\u0131k hizmetleri yerine tedavi edici sa\u011fl\u0131k hizmetlerinin \u00f6ncelik verildi\u011fi uygulamalar ve aile hekimli\u011fi uygulamalar\u0131ndan vazge\u00e7ilmelidir.
