Rapora g\u00f6re katliam\u0131n nedenleri, hatt\u0131n teknik eksiklere ra\u011fmen a\u00e7\u0131lmas\u0131, yanl\u0131\u015f trafik y\u00f6netim sistemi ve manevra y\u00f6n\u00fcn\u00fcn de\u011fi\u015ftirilmesi olarak s\u0131raland\u0131. Bilirki\u015filer, d\u00f6nemin TCDD Genel M\u00fcd\u00fcr\u00fc \u0130sa Apayd\u0131n&#8217;\u0131n da aralar\u0131nda bulundu\u011fu 9 y\u00f6neticinin kusurlu oldu\u011funu belirtti.<\/strong><\/p>\n<p>Ankara-Konya seferini yapan Y\u00fcksek H\u0131zl\u0131 Tren (YHT) ile k\u0131lavuz trenin 13 Aral\u0131k 2018\u2019de Ankara\u00a0Yenimahalle\u2019deki Mar\u015fandiz istasyonunda \u00e7arp\u0131\u015fmas\u0131 sonucu <a href=\"\/pamukova-corlu-ankara-katliama-davet-var-sorumlular-ayni-politeknik\/\" rel=\"noopener noreferrer\" target=\"_blank\">9 ki\u015fi ya\u015fam\u0131n\u0131 yitirmi\u015f, 46 ki\u015fi yaralanm\u0131\u015ft\u0131.<\/a> Kazayla ilgili Ankara Cumhuriyet Ba\u015fsavc\u0131l\u0131\u011f\u0131&#8217;nca y\u00fcr\u00fct\u00fclen soru\u015fturmada olu\u015fturulan bilirki\u015fi heyeti raporunu tamamlad\u0131. Sputnik&#8217;in haberine g\u00f6re Eski\u015fehir Teknik \u00dcniversitesi Rayl\u0131 Sistemler Program\u0131 \u00f6\u011fretim \u00fcyelerinden olu\u015fan 3 ki\u015filik bilirki\u015fi heyetinin haz\u0131rlad\u0131\u011f\u0131 12 sayfal\u0131k raporda, kazan\u0131n 3 &#8216;k\u00f6k&#8217; nedeninin bulundu\u011fu, d\u00f6nemin TCDD Genel M\u00fcd\u00fcr\u00fc \u0130sa Apayd\u0131n&#8217;\u0131n da aralar\u0131nda bulundu\u011fu 9 y\u00f6neticinin kusurlu ve meydana gelen katliam\u0131n sorumlusu oldu\u011fu belirtildi.<\/p>\n<p><strong>Hat eksiklerle a\u00e7\u0131ld\u0131<\/strong><\/p>\n<p>Bilirki\u015filer, \u00e7arp\u0131\u015fmaya neden olan fakt\u00f6rlerden birincisinin, teknik gerekliliklere ra\u011fmen hatt\u0131n eksikleri oldu\u011fu halde i\u015fletmeye a\u00e7\u0131lmas\u0131 oldu\u011funu ifade etti. Raporda, Ankara-Sincan hatt\u0131n\u0131n, planlanan trafik y\u00f6netim sistemi &#8216;ETCS\/ERTMS&#8217; devreye girmeden, imalat tamamlanmadan, proje kapsam\u0131 bitmeden ve gerekli zaman tan\u0131nmadan i\u015fletmeye a\u00e7\u0131ld\u0131\u011f\u0131 vurguland\u0131.<\/p>\n<p>Raporda, &#8220;Ankara-Sincan h\u0131zl\u0131 tren hatt\u0131n\u0131 imalat\u0131 tamamlanmadan, ETCS\/ERTMS sistemi gerekleri olmadan i\u015fletmeye a\u00e7t\u0131\u011f\u0131 i\u00e7in TCDD Genel M\u00fcd\u00fcr\u00fc \u0130sa A. kusurludur. Kazan\u0131n birinci &#8216;k\u00f6k&#8217; nedeni, hatt\u0131n eksikleri oldu\u011fu halde a\u00e7\u0131lmas\u0131, di\u011fer bir ifadeyle hatt\u0131n a\u00e7\u0131lmas\u0131 i\u00e7in acele edilmesidir&#8221; denildi.<\/p>\n<p><strong>Trafik y\u00f6netim sistemi yanl\u0131\u015f<\/strong><\/p>\n<p>\u00c7arp\u0131\u015fmaya neden olan fakt\u00f6rlerden ikincisinin de \u2018trafik y\u00f6netim sisteminin yanl\u0131\u015f olmas\u0131\u2019 oldu\u011funu a\u00e7\u0131klayan bilirki\u015filer, raporda \u015funlar dile getirildi: &#8220;Yeni geli\u015ftirilen trafik y\u00f6netim sisteminin s\u00f6z konusu d\u00fczenlemelere uygun olmas\u0131 zorunluluktur. Yanl\u0131\u015f bir trafik y\u00f6netim sistemi kurulmas\u0131 kazan\u0131n ikinci &#8216;k\u00f6k&#8217; nedenidir. Hatt\u0131n erken a\u00e7\u0131lmas\u0131ndan kaynakl\u0131 ETCS\/FRTMS ile y\u00f6netilemeyece\u011finden, bunun yerine Genel M\u00fcd\u00fcr Yard\u0131mc\u0131s\u0131 Ali \u0130hsan U, TCDD Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc Daire Ba\u015fkan\u0131 M\u00fckerrem A. imzal\u0131 yaz\u0131 ile yeni trafik y\u00f6netim sistemi kurulmu\u015ftur. Bu sistem daha \u00f6nce uygulanan bir sistem de\u011fildir. Olas\u0131 riskleri bilinmemektedir ve literat\u00fcrde kar\u015f\u0131l\u0131\u011f\u0131 yoktur. Bunun uluslararas\u0131 d\u00fczenlemelerde ve uluslararas\u0131 demiryolu a\u011f\u0131nda kar\u015f\u0131l\u0131\u011f\u0131 bulunamam\u0131\u015ft\u0131r. Yeni bir trafik y\u00f6netim sistemi kurulmas\u0131 emniyet a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck bir de\u011fi\u015fikliktir. Bu nedenle, Ali \u0130hsan U. ve M\u00fckerrem A. ile Trafik ve \u0130stasyon Dairesi Ba\u015fkanl\u0131\u011f\u0131 \u015eube M\u00fcd\u00fcr\u00fc Recep K. kusurludur&#8221;. <\/p>\n<p><strong>Manevralar\u0131n kayd\u0131r\u0131lmas\u0131 hata<\/strong><\/p>\n<p>Bilirki\u015filer, \u00e7arp\u0131\u015fmaya neden olan son k\u00f6k nedenin, Ankara&#8217;da YHT trenlerinin manevralar\u0131n\u0131n do\u011fudan bat\u0131ya al\u0131nmas\u0131 oldu\u011funu belirtti. Raporda, TCDD&#8217;nin bat\u0131da bulunan makaslar\u0131n elle tanzim edilerek, kabul ve sevk edilmesine karar verdi\u011fine, YHT manevralar\u0131n\u0131n do\u011fudan bat\u0131ya kayd\u0131r\u0131lmas\u0131ndan 4 g\u00fcn sonra kazan\u0131n meydana geldi\u011fine dikkat \u00e7ekildi. <\/p>\n<p>Raporda &#8220;YHT manevralar\u0131 do\u011fuda yap\u0131ld\u0131\u011f\u0131 zamanlarda do\u011frudan etkili en az 3-4 ki\u015finin kusuruyla kaza olma riski varken, bat\u0131da yap\u0131lmaya ba\u015flay\u0131nca bu say\u0131 1-2 ki\u015fiyi d\u00fc\u015fm\u00fc\u015ft\u00fcr. De\u011fi\u015ftirme nedeniyle kazaya neden olan manuel olarak kullan\u0131lan M74 makas\u0131, manevralar\u0131n do\u011fudan bat\u0131ya al\u0131nmas\u0131yla \u00e7ok \u00f6nemli hale gelmi\u015ftir. Manevralar\u0131n do\u011fudan bat\u0131ya al\u0131nmas\u0131 kazan\u0131n \u00fc\u00e7\u00fcnc\u00fc &#8216;k\u00f6k&#8217; nedenidir. Bu karar\u0131n al\u0131nmas\u0131nda sorumlulu\u011fu bulunan TCDD Genel M\u00fcd\u00fcr Yard\u0131mc\u0131s\u0131 \u0130smail \u00c7, 8. B\u00f6lge M\u00fcd\u00fcr\u00fc Duran Y, 8. B\u00f6lge Servis M\u00fcd\u00fcr\u00fc \u00dcnal S, 8. B\u00f6lge Servis M\u00fcd\u00fcr Yard\u0131mc\u0131s\u0131 V. Erg\u00fcn T. kusurludur&#8221; ifadeleri kullan\u0131ld\u0131.<\/p>\n<p><strong>&#8216;Sinyalizasyon gerekli de\u011fil&#8217; diyen Ula\u015ft\u0131rma Bakan\u0131&#8217;n\u0131n sorumlulu\u011fu ne olacak?<\/strong><\/p>\n<p>Bilirki\u015fi raporunda siyasal sorumlulara ise de\u011finilmedi. Oysa Ula\u015ft\u0131rma ve Altyap\u0131 Bakan\u0131 Mehmet Cahit Turhan, \u00e7arp\u0131\u015fmadan 1 g\u00fcn sonra &#8221;Sinyalizasyon sistemi demiryolu i\u015fletmecili\u011fi i\u00e7in olmazsa olmaz bir sistem de\u011fil&#8221; a\u00e7\u0131klamas\u0131 yaparak, katliam\u0131n nedenlerini gizlemeye \u00e7al\u0131\u015fm\u0131\u015ft\u0131.<\/p>\n<p>Bilirki\u015fi raporu, teknik gerekliliklerin yerine getirilmemesinden kaynakl\u0131 TCDD y\u00f6neticilerini sorumlu ilan etse de, hatt\u0131n farkl\u0131 b\u00f6l\u00fcmlerini farkl\u0131 se\u00e7im d\u00f6nemlerinde siyasi \u015fovla a\u00e7an, halk\u0131n ula\u015f\u0131m g\u00fcvenli\u011fini yok sayan Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 ve AKP iktidar\u0131n\u0131n sorumluluklar\u0131na de\u011finmeyerek de\u011ferlendirmeyi eksik b\u0131rakm\u0131\u015f oldu. <\/p>\n<p><em><strong>politeknik.org.tr<\/strong><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"Ankara\u2019da 9 ki\u015finin ya\u015fam\u0131n\u0131 yitirdi\u011fi tren katliam\u0131n\u0131n soru\u015fturmas\u0131nda bilirki\u015fi raporu tamamland\u0131.
