TMMOB\u2019ye bu yolla yap\u0131lacak sald\u0131r\u0131lar\u0131 do\u011fru anlayabilmek ve bu sald\u0131r\u0131lar kar\u015f\u0131s\u0131nda TMMOB\u2019nin g\u00fc\u00e7lendirece\u011fi mevzileri belirleyebilmek i\u00e7in \u00f6ncelikle bu iki yeni Bakanl\u0131\u011f\u0131n kurulmas\u0131n\u0131, T\u00fcrkiye\u2019de kurumsalla\u015ft\u0131r\u0131lan neo-liberal politikalar\u0131n yap\u0131sal ad\u0131mlar\u0131ndan biri olarak g\u00f6rmek ve bu yap\u0131sal d\u00f6n\u00fc\u015f\u00fcm\u00fcn neye kar\u015f\u0131l\u0131k geldi\u011fini ve bu d\u00f6n\u00fc\u015f\u00fcmle birlikte geli\u015fecek neo-liberal sald\u0131r\u0131 program\u0131n\u0131n \u015fiddetini iyice tarifleyebilmek gerekiyor. Bu \u00e7er\u00e7evede TMMOB \u2018ye yap\u0131lacak sald\u0131r\u0131n\u0131n ilgili bakanl\u0131klar\u0131n neo-liberal icraatlar\u0131 i\u00e7erisinde TMMOB\u2019yi neo-liberalizme uyumlu bir yap\u0131ya d\u00f6n\u00fc\u015ft\u00fcrme \u00e7al\u0131\u015fmas\u0131ndan ba\u015fka bir \u015fey olmad\u0131\u011f\u0131 a\u00e7\u0131k\u00e7a g\u00f6r\u00fclecektir.<\/p>\n<p>Liberal k\u00f6\u015fe yazarlar\u0131 bile,\u00a0 kurulan yeni bakanl\u0131klar\u0131n basit isim de\u011fi\u015fikliklerinden, baz\u0131 bakanl\u0131klar\u0131n par\u00e7alanarak ba\u015fka bakanl\u0131klar kurulmas\u0131ndan ibaret olmad\u0131\u011f\u0131, yap\u0131sal d\u00f6n\u00fc\u015f\u00fcmler i\u00e7erdi\u011finin fark\u0131nda. \u0130\u00e7inden ge\u00e7ti\u011fimiz AKP\u2019nin ustal\u0131k d\u00f6nemi; neo-liberalizmin kurumsalla\u015fmas\u0131n\u0131n tamamland\u0131\u011f\u0131, kentlerin ve do\u011fan\u0131n kapitalizmin ihtiya\u00e7lar\u0131 do\u011frultusunda yeniden \u015fekillendirildi\u011fi ve halk\u0131n t\u00fcm ya\u015famsal ihtiya\u00e7lar\u0131na y\u00f6nelik topyek\u00fcn ve b\u00fcy\u00fck bir sald\u0131r\u0131 program\u0131n\u0131n h\u0131zland\u0131r\u0131ld\u0131\u011f\u0131 bir d\u00f6nem olarak \u00f6n\u00fcm\u00fczde duruyor. Toplumsal muhalefet cephesi a\u00e7\u0131s\u0131ndan ise Neo-liberal program\u0131n derinle\u015ftirilmesi s\u00fcrecinde, uluslararas\u0131 sermaye ve ona eklemlenmi\u015f yerli sermaye i\u00e7in \u00fclkeyi dikensiz g\u00fcl bah\u00e7esine d\u00f6n\u00fc\u015ft\u00fcrebilmek ad\u0131na toplumsal muhalafetin t\u00fcm unsurlar\u0131n\u0131n tasfiye edilmesi, etkisizle\u015ftirilmesi gereken sert bir d\u00f6nemin ya\u015fanaca\u011f\u0131 a\u015fikar. <\/p>\n<p>Neo-liberal ekonomi-politikalar gere\u011fi bir yandan emek alan\u0131 g\u00fcvencesizle\u015ftirilip, esnek ve kurals\u0131z bir \u00e7al\u0131\u015fma hayat\u0131 ge\u00e7erli olan tek \u00e7al\u0131\u015fma bi\u00e7imi haline getirilirken, g\u00fcvencesizlik sald\u0131r\u0131s\u0131na piyasala\u015ft\u0131rma s\u00fcreci e\u015flik etti. Kamusal hizmet alanlar\u0131n\u0131n piyasala\u015ft\u0131r\u0131ld\u0131\u011f\u0131 s\u00fcre\u00e7 g\u00fcvencesizlik ile ku\u015fat\u0131lan kent yoksullar\u0131n\u0131n temel kentsel hizmetlerden d\u0131\u015fland\u0131\u011f\u0131 bir s\u00fcre\u00e7 halinde geli\u015firken, kentler sermaye ve kent yoksullar\u0131 aras\u0131nda derinle\u015fen ayr\u0131m\u0131 mek\u00e2nsal olarak da tekrar \u00fcretti. Sermaye bir yandan da kentsel mekanlar\u0131n yeniden \u00fcretilmesi s\u00fcrecini b\u00fcy\u00fck bir sermaye birikim s\u00fcrecine d\u00f6n\u00fc\u015ft\u00fcr\u00fcyor. Gerek piyasala\u015ft\u0131rma s\u00fcreci ile kentsel hizmetlerden d\u0131\u015flanan kent yoksullar\u0131n\u0131n neo-liberal yurtta\u015fl\u0131\u011f\u0131n\u0131n mekan\u0131 olarak kent, gerekse sermayenin kentsel mekanlar\u0131 yeniden \u015fekillendirirek kendi suretinde bir d\u00fcnya yarat\u0131rken bunu b\u00fcy\u00fck bir sermaye birikim s\u00fcrecine d\u00f6n\u00fc\u015ft\u00fcrmesi, kapitalizmin kentlerin ya\u011fmalanmas\u0131 s\u00fcrecinin \u00f6n\u00fcm\u00fczdeki d\u00f6nem sermaye a\u00e7\u0131s\u0131ndan kent yoksullar\u0131n\u0131na sald\u0131r\u0131, kent yoksullar\u0131 a\u00e7\u0131s\u0131ndan ise m\u00fccadele d\u00fczlemi olarak \u00f6ne \u00e7\u0131kaca\u011f\u0131n\u0131 g\u00f6steriyor.<br \/>\u00a0KHK\u2019de \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131n\u0131n g\u00f6revleri aras\u0131nda;\u00a0 mek\u00e2nsal strateji planlar\u0131n\u0131 ilgili kurumlar ile birlikte haz\u0131rlan\u0131rken mahalli idarelerin bu planlara uygunlu\u011funun denetlenmesini \u00f6ng\u00f6r\u00fcyor (madde 2-d). Mek\u00e2nsal strateji planlar\u0131 2010-2014 y\u0131llar\u0131 i\u00e7in,\u00a0\u00a0 Bay\u0131nd\u0131rl\u0131k ve \u0130skan Bakanl\u0131\u011f\u0131 taraf\u0131ndan asl\u0131nda a\u00e7\u0131klanm\u0131\u015f idi. \u0130lgili t\u00fcm Bakanl\u0131klar\u0131n strateji belgeleri haz\u0131rlamalar\u0131 AKP iktidar\u0131 boyunca al\u0131\u015fkanl\u0131k haline gelirken, asl\u0131nda\u00a0\u00a0 bir zamanlar\u0131n DPT\u2019\u0131n\u0131n g\u00f6revini devral\u0131p, DPT\u2019yi de i\u015flevsizle\u015ftirerek,\u00a0 bu yolla planlaman\u0131n olmazsa olmaz\u0131\u00a0 b\u00fct\u00fcnc\u00fcll\u00fc\u011f\u00fc yok ederek, bakanl\u0131klar nezdinde par\u00e7alayarak , yetkiyi yeni bi\u00e7imiyle tekrar merkezile\u015ftiriyor. Mek\u00e2nsal strateji planlar\u0131 ibaresi yeni bakanl\u0131\u011f\u0131n g\u00f6revleri aras\u0131na eklenerek yasal boyut kazan\u0131rken, strateji belgeleri kentsel mekanlar \u00fczerine topyek\u00fbn bir sald\u0131r\u0131 strateji plan\u0131ndan ba\u015fka bir anlam da ta\u015f\u0131m\u0131yor. <\/p>\n<p>Yeni kurulan \u201c \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131na \u201c\u00a0 icraatlar\u0131 ile kentsel rant projelerinin ba\u015f akt\u00f6r\u00fc olan ve Ba\u015fbakanl\u0131\u011fa ba\u011flanarak \u00f6zel yetkilere b\u00fcr\u00fcnd\u00fcr\u00fclen ve denetimsiz k\u0131l\u0131nan TOK\u0130 Ba\u015fkan\u0131n\u0131n getirilmesi ise, ilgili bakanl\u0131\u011f\u0131n nas\u0131l bir talan Bakanl\u0131\u011f\u0131 olaca\u011f\u0131 konusunda AKP\u2019nin niyetini gizlemeye dahi ihtiya\u00e7 duymad\u0131\u011f\u0131n\u0131n g\u00f6stergesi. Bakanl\u0131\u011f\u0131n, se\u00e7im s\u00fcrecinde a\u00e7\u0131klanan \u00e7\u0131lg\u0131n -teknik olarak pekala m\u00fcmk\u00fcn, ancak uygulanmas\u0131n\u0131n topluma faydas\u0131 olmad\u0131\u011f\u0131 i\u00e7in bizler i\u00e7in anlams\u0131z ama ululararas\u0131 sermaye i\u00e7in \u00e7ok anlaml\u0131 &#8211; projelerin yani b\u00fcy\u00fck bir talan\u0131n icrac\u0131l\u0131\u011f\u0131n\u0131 \u00fcstlenece\u011fi a\u00e7\u0131k.<\/p>\n<p>\u015eehircilik ekseninde tart\u0131\u015fmaya a\u00e7\u0131lan \u00e7evre ise; kentsel ya\u015fam\u0131n do\u011fa \u00fczerindeki tahakk\u00fcm ve tahribat\u0131n\u0131, yada ekolojik sistemin bir b\u00fct\u00fcn olarak ele al\u0131narak s\u00fcrd\u00fcr\u00fclebilmesini ama\u00e7lamay\u0131p, kent ya\u015fam\u0131n\u0131n \u00fcretti\u011fi \u00e7evre etkileri \u00fczerine yo\u011funla\u015fan ve kent-do\u011fa ili\u015fkisinde \u00f6nc\u00fcl olan\u0131 kent olarak belirleyen ve sermayeye; kirletebilme, tahrip edebilme hakk\u0131 tan\u0131yan bir anlay\u0131\u015f\u0131n \u00fcr\u00fcn\u00fcd\u00fcr. Ad\u0131 \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 olan bir Bakanl\u0131\u011f\u0131n g\u00f6revlerinin s\u0131raland\u0131\u011f\u0131 2. Maddede on be\u015f alt ba\u015fl\u0131ktan sadece \u00fc\u00e7\u00fcn\u00fcn \u00e7evre ile ilgili olmas\u0131-i\u00e7erikten ba\u011f\u0131ms\u0131z olarak- \u00f6nc\u00fcl olan\u0131n kent oldu\u011funun say\u0131sal g\u00f6stergesi olarak g\u00f6r\u00fclebilir.<\/p>\n<p>Do\u011fan\u0131n metala\u015ft\u0131r\u0131lmas\u0131 ve tahribat\u0131na kar\u015f\u0131 y\u00fckselen su hakk\u0131 m\u00fccadelesinin ana hatlar\u0131ndan biri haline gelen HES kar\u015f\u0131t\u0131 k\u00f6yl\u00fclerin, derelerine sahip \u00e7\u0131kan m\u00fccadelenin \u00f6znelerinin uzun zamand\u0131r tetikte bekledi\u011fi \u201cSu Bakanl\u0131\u011f\u0131\u201dn\u0131n\u00a0\u00a0 \u201cOrman ve Su \u0130\u015fleriBakanl\u0131\u011f\u0131\u201d olarak kurulmas\u0131 ise KHK\u2019de de s\u0131k s\u0131k dile getirildi\u011fi gibi su kaynaklar\u0131n\u0131n s\u00fcrd\u00fcr\u00fclebilmesi, mera, otlak alanlar\u0131n d\u00fczenlenmesi, havzalar\u0131n b\u00fct\u00fcnc\u00fcl planlanmas\u0131 gibi tehlikeli arg\u00fcmanlar\u0131 bar\u0131nd\u0131r\u0131yor. Bu yap\u0131lanma, sermayenin, yeni sermaye birikim rejimi olarak son d\u00f6nemde \u00f6ne \u00e7\u0131kan Do\u011fan\u0131n metala\u015ft\u0131r\u0131lmas\u0131-tahribat\u0131n\u0131n par\u00e7a par\u00e7a Bakanl\u0131klar eli ile y\u00fcr\u00fct\u00fclen b\u00f6l\u00fcm\u00fcn\u00fcn sonuna gelinerek, t\u00fcm s\u00fcrecin tek elde toplanarak merkezile\u015ftirilmesinin sa\u011fland\u0131\u011f\u0131 ve sald\u0131r\u0131n\u0131n da h\u0131zlanaca\u011f\u0131 anlam\u0131na geliyor. <br \/>Bu zamana kadar \u00f6zellikle piyasa denetleme ve d\u00fczenleme kurullar\u0131 vas\u0131tas\u0131yla i\u015fletilen y\u00f6neti\u015fim modeli ile ba\u011f\u0131ms\u0131z kurullar ad\u0131 alt\u0131nda olu\u015fturulan halk\u0131n ve siyaset ve yarg\u0131 kurumlar\u0131n\u0131n denetiminden muaf tutulan do\u011frudan sermaye s\u0131n\u0131f\u0131n\u0131n sekt\u00f6r temsilcileri ad\u0131 alt\u0131nda anti- demokratik bi\u00e7imde kurullarda yer alarak karar verici konuma getirilmeleri sa\u011flanm\u0131\u015f, kamusal alan sermayenin iktidar alan\u0131 olarak \u015fekillenmi\u015ftir.\u00a0\u00a0\u00a0 Bakanl\u0131klar\u0131n yeniden olu\u015fturulmas\u0131 da bu d\u00f6n\u00fc\u015f\u00fcm\u00fcn son halkalar\u0131ndan biridir. Bu g\u00fcne kadar ba\u011f\u0131ms\u0131z kurullar da\u00a0 karar verici olan sermaye, art\u0131k Bakan Yard\u0131mc\u0131l\u0131\u011f\u0131 konumu ile do\u011frudan icra yetkisine de sahip olacakt\u0131r.<\/p>\n<p>\u015eehircilik ve \u00c7evre Bakanl\u0131\u011f\u0131n\u0131n KHK kararnamesinde yer alan meslek \u00f6rg\u00fctlerine y\u00f6nelik sald\u0131r\u0131lar,\u00a0 ancak bu bakanl\u0131klar\u0131n ifade ettikleri yap\u0131sal d\u00f6n\u00fc\u015f\u00fcm s\u00fcreci ve kurulma ama\u00e7lar\u0131 ve AKP\u2019nin ustal\u0131k d\u00f6nemi \u00fczerinden tart\u0131\u015fmaya a\u00e7\u0131labilir. AKP\u2019nin ustal\u0131k d\u00f6neminin toplumsal muhalefet unsurlar\u0131na a\u00e7\u0131ktan bir sald\u0131r\u0131y\u0131 i\u00e7erece\u011fi, TMMOB\u2019nin de bu sald\u0131r\u0131dan nasibini alaca\u011f\u0131 zaten biliniyordu. DDK\u2019n\u0131n ba\u015flatt\u0131\u011f\u0131 meslek \u00f6rg\u00fctlerine y\u00f6nelik denetim bu sald\u0131r\u0131n\u0131n milad\u0131n\u0131 olu\u015fturmu\u015f idi. Ancak beklenenin aksine do\u011frudan TMMOB yasas\u0131n\u0131 de\u011fi\u015ftirmek yerine, s\u00f6z konusu Bakanl\u0131\u011fa meslek odalar\u0131na ili\u015fkin mevzuat\u0131 d\u00fczenlemek, meslek mensuplar\u0131n\u0131n sicil kay\u0131tlar\u0131n\u0131 tutmak yetkileri verilmektedir. \u015eimdiye kadar, m\u00fchendis ve mimar odalar\u0131n\u0131n do\u011frudan veya ilgili Bakanl\u0131\u011f\u0131n onay\u0131yla \u00e7\u0131kard\u0131\u011f\u0131 y\u00f6netmeliklerle meslek alanlar\u0131n\u0131n d\u00fczenlenmesi yetkisi ise meslek odalar\u0131n\u0131 d\u0131\u015flayarak sadece Bakanl\u0131\u011fa verilmek istenmektedir.\u00a0\u00a0 Bu yolla m\u00fchendis ve mimar odalar\u0131n\u0131n, \u00fcyeleri ile kurdu\u011fu en somut ba\u011flardan birini de ortadan kald\u0131rarak, g\u00fc\u00e7lerini azaltmakta ve etkinlik alanlar\u0131n\u0131 da s\u0131n\u0131rland\u0131rmaktad\u0131r.<\/p>\n<p>Mesleki Hizmetler Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fcn g\u00f6revleri aras\u0131nda say\u0131lan \u201cMesleki sicil kay\u0131tlar\u0131n\u0131 tutmak ve mesleki yeterlilikleri belgelemek ve kay\u0131tlar\u0131n\u0131 tutmak\u201d sureti ile odalar\u0131n \u00fcyeleri ile zaten s\u0131n\u0131rl\u0131 olan ili\u015fkileri de kopart\u0131lmaktad\u0131r. Ayr\u0131ca finansmanlar\u0131 uluslararas\u0131 sermaye taraf\u0131ndan sa\u011flanarak gelen projelerin m\u00fchendislerinin de transfer edilmesi, bu t\u00fcr proje ve yat\u0131r\u0131mlara meslek odalar\u0131n\u0131n engel te\u015fkil etmemesi, halk\u0131n ya\u015fam alanlar\u0131n\u0131 daraltan yok sayan pek \u00e7ok uygulaman\u0131n daha engelsiz ve sorunsuz yap\u0131labilmesi ama\u00e7lanmaktad\u0131r.<\/p>\n<p>Sermayenin sald\u0131r\u0131 alanlar\u0131 a\u00e7\u0131kt\u0131r. Sermaye bir yandan eme\u011fin g\u00fcvencesizle\u015ftirilmesi sald\u0131r\u0131s\u0131n\u0131 k\u0131dem tazminat\u0131n\u0131n kald\u0131r\u0131lmas\u0131, evde \u00e7al\u0131\u015fma, uzaktan \u00e7al\u0131\u015fma, \u201cesnek \u00e7al\u0131\u015fma\u201d gibi terimler kullanarak derinle\u015ftirirken, kent politikalar\u0131 ile kent yoksullar\u0131n\u0131 kentsel haklardan d\u0131\u015flamakta, kentsel d\u00f6n\u00fc\u015f\u00fcm projeleri, otoyollar, kanallar, k\u00f6pr\u00fcler vb. ile kentsel mekanlar\u0131 sermaye birikim arac\u0131na d\u00f6n\u00fc\u015ft\u00fcrmektedir. Di\u011fer yandan, ba\u015fta HES\u2019ler olmak \u00fczere yenilenebilir enerji olarak adland\u0131r\u0131lan t\u00fcm alanlar\u0131, termik ve n\u00fckleer santral projeleri, do\u011fay\u0131 zehirleyen madenler, end\u00fcstriyel tar\u0131m y\u00f6ntemleri, karbon hesaplar\u0131, biyo\u00e7e\u015fitlili\u011fin metala\u015ft\u0131r\u0131lmas\u0131 vb. uygulamalar ile do\u011fan\u0131n metala\u015ft\u0131r\u0131lmas\u0131\/tahribat\u0131n\u0131 yeni sermaye birikim rejimine d\u00f6n\u00fc\u015ft\u00fcr\u00fcrken i\u00e7ine girdi\u011fi krizi do\u011fan\u0131n ve t\u00fcm canl\u0131 ya\u015fam\u0131n krizine de d\u00f6n\u00fc\u015ft\u00fcrmektedir. <br \/>Bu sald\u0131r\u0131 program\u0131na kar\u015f\u0131 m\u00fccadele; eme\u011fin g\u00fcvencesizle\u015ftirilmesine kar\u015f\u0131 m\u00fccadele, sermayenin kent politikalar\u0131na kar\u015f\u0131 m\u00fccadele ve do\u011fan\u0131n metala\u015ft\u0131r\u0131lmas\u0131\/ tahribat\u0131na kar\u015f\u0131 m\u00fccadele olmak \u00fczere \u00fc\u00e7 ana eksenden y\u00fcr\u00fcyecektir.<br \/>TMMOB\u2019ye yap\u0131lan sald\u0131r\u0131 bu \u00fc\u00e7 sald\u0131r\u0131 ekseninden ele al\u0131nd\u0131\u011f\u0131nda, sald\u0131r\u0131lar kar\u015f\u0131s\u0131nda g\u00fc\u00e7lendirece\u011fimiz mevzilerimiz de ortaya \u00e7\u0131kmaktad\u0131r. Bug\u00fcn TMMOB\u2019nin sald\u0131r\u0131lar kar\u015f\u0131s\u0131nda yapmas\u0131 gereken, t\u00fcm sald\u0131r\u0131 alanlar\u0131ndaki hak m\u00fccadelelerinin \u00f6znesi olabilmekten ge\u00e7mektedir.
