Beklendi\u011fi \u00fczere diyoruz \u00e7\u00fcnk\u00fc, bizler ve TMMOB i\u00e7inde bir\u00e7ok kesim, TMMOB&#8217;nin emekten halktan yana niteli\u011fini ortadan kald\u0131racak bir m\u00fcdahalenin gelebilece\u011fini, \u00e7e\u015fitli ortamlarda s\u00f6zl\u00fc ve yaz\u0131l\u0131 olarak, defalarca dillendirdik.<\/p>\n<p>TMMOB&#8217;ye iktidar\u0131n sald\u0131r\u0131s\u0131n\u0131n somut ad\u0131m\u0131, bilindi\u011fi gibi, Kanun H\u00fckm\u00fcnde Kararnameler (KHK) ile yeniden yap\u0131land\u0131r\u0131lan bakanl\u0131klar \u00fczerinden geli\u015fti. Bu sald\u0131r\u0131; ilgili bakanl\u0131klar eli ile y\u00fcr\u00fct\u00fclen program \u00e7er\u00e7evesinde \u00f6rg\u00fct\u00fcm\u00fcz\u00fc neoliberal d\u00f6n\u00fc\u015f\u00fcm ile uyumlu bir yap\u0131 haline getrmekten ba\u015fka da bir ama\u00e7 ta\u015f\u0131m\u0131yor.<br \/>Asl\u0131nda neoliberalizmin m\u00fchendislik alanlar\u0131na, m\u00fchendislik bilgisi ve eme\u011fi \u00fczerine sald\u0131r\u0131lar\u0131 kar\u015f\u0131s\u0131nda TMMOB, neoliberalizme topyek\u00fcn bir kar\u015f\u0131 \u00e7\u0131k\u0131\u015f yerine, onunla belli alanlarda zaten bir uyum g\u00f6stermi\u015f idi. Bu uyum konusunda yetkili\/yetkin\/uzman m\u00fchendislik ve kamusal denetimin piyasala\u015fmas\u0131 konusundaki tak\u0131nd\u0131\u011f\u0131 tutumlar, iki u\u00e7 \u00f6rne\u011fi olu\u015fturuyor.<\/p>\n<p>M\u00fchendis eme\u011finin niteliksizle\u015ftirilerek g\u00fcvencesizle\u015ftirilmesi ve yo\u011fun emek s\u00f6m\u00fcr\u00fcs\u00fcne tabi tutulmas\u0131n\u0131n \u00f6nemli ad\u0131mlar\u0131ndan biri olan yetkili\/uzman\/yetkin m\u00fchendis uygulamalar\u0131yd\u0131. Bu uygulamalar, neoliberalizmin \u00f6zel bir sald\u0131r\u0131s\u0131 olarak m\u00fchendis eme\u011fi \u00fczerinde piyasa taraf\u0131ndan hayata ge\u00e7irilirken, TMMOB ise bu alana in\u015faat sekt\u00f6r\u00fc ile ili\u015fkilendirilen t\u00fcm alanlar\u0131n uzman\/yetkili\/yetkinlik belgelendirmelerini bilfiil kendisi d\u00fczenleyerek dahil oldu. Bug\u00fcn gelinen noktada AKP, bu uygulamalar\u0131n hayata ge\u00e7irilmesi ile yetinmiyor; Mesleki Hizmetler Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fcn meslek sicillerini, yetkinlik belgelerini tutma ve belgelendirme i\u015flemlerini yapmak olarak tan\u0131mlad\u0131\u011f\u0131 g\u00f6revleri ile bizzat kendi kurumsal mekanizmalar\u0131 ile hayata ge\u00e7irece\u011fini de ifade etmi\u015f oluyor.<\/p>\n<p>Di\u011fer yandan, TMMOB birimleri, \u201ckamusal denetim\u201d yapt\u0131klar\u0131 iddias\u0131yla, yapt\u0131r\u0131m yetkilerinden ve b\u00fct\u00fcnc\u00fcll\u00fc\u011f\u00fcnden ar\u0131nd\u0131r\u0131lm\u0131\u015f olan bir denetim anlay\u0131\u015f\u0131n\u0131n uygulay\u0131c\u0131s\u0131 haline geldi.\u00a0 Bunun sonucunda, pek \u00e7ok odan\u0131n b\u00fct\u00e7esinin a\u011f\u0131rl\u0131kl\u0131 k\u0131sm\u0131n\u0131 bu ve benzeri hizmet kalemleri olu\u015fturdu. G\u00fc\u00e7l\u00fc \u00f6rg\u00fct ile paras\u0131 olan \u00f6rg\u00fct kavramlar\u0131n\u0131n ters-d\u00fcz edildi\u011fi bir anlay\u0131\u015f ile gelir elde edilen i\u015fler, \u00f6rg\u00fctlerimizin \u00f6ncelikli i\u015fleri haline getirildi. TMMOB, kategorik olarak, denetim yapan piyasa \u015firketleri ile e\u015fit konumda bir akt\u00f6r g\u00f6r\u00fcn\u00fcmyle, denetimin piyasala\u015fmas\u0131n\u0131n me\u015frula\u015ft\u0131r\u0131lmas\u0131 yoluna ta\u015f d\u00f6\u015femi\u015f oldu.\u00a0 \u0130ktidar\u0131n iki duda\u011f\u0131 aras\u0131nda olan hizmet \u00fcretim alanlar\u0131, TMMOB\u2019nin elinden al\u0131narak, zaten piyasaya a\u00e7\u0131lm\u0131\u015f olan bu alanlar\u0131n, tamamen piyasan\u0131n insaf\u0131na b\u0131rak\u0131lmas\u0131 hedeflenmektedir.<\/p>\n<p>Denetimlerin piyasala\u015ft\u0131r\u0131lmas\u0131na dair at\u0131lan bu ad\u0131mlar bizleri halk\u0131n can g\u00fcvenli\u011finin piyasaya b\u0131rak\u0131larak yok say\u0131lmas\u0131 a\u00e7\u0131s\u0131ndan ilgilendirirken, TMMOB&#8217; de tart\u0131\u015fma gelir kaynaklar\u0131n\u0131n azalmas\u0131 durumunda al\u0131nacak \u00f6nlemlere odaklanm\u0131\u015f durumdad\u0131r.<\/p>\n<p>Sald\u0131r\u0131n\u0131n i\u00e7eri\u011fi politik b\u00fct\u00fcnl\u00fc\u011f\u00fcnden kopart\u0131larak \u201cgelirlere\u201d daralt\u0131l\u0131nca, sald\u0131r\u0131 kar\u015f\u0131s\u0131ndaki \u00f6nlemler de buna g\u00f6re belirlenmeye ba\u015fland\u0131. Sald\u0131r\u0131n\u0131n kar\u015f\u0131s\u0131nda yap\u0131lan g\u00f6rev da\u011f\u0131l\u0131m\u0131nda; oda \u00e7al\u0131\u015fanlar\u0131na gelirleri artt\u0131rmak d\u00fc\u015ferken; y\u00f6netimlere de, Oda \u00e7al\u0131\u015fanlar\u0131n\u0131n k\u0131dem tazminat\u0131n\u0131 hesaplayarak, garanti alt\u0131na almak d\u00fc\u015ft\u00fc.\u00a0 Burada sorun, oda \u00e7al\u0131\u015fanlar\u0131n\u0131n k\u0131dem tazminatlar\u0131n\u0131n hesaplanmas\u0131 de\u011fildir. TMMOB \u00e7al\u0131\u015fanlar\u0131 da dahil olmak \u00fczere t\u00fcm meslekta\u015flar\u0131m\u0131z\u0131n grevli sendikal\u0131 toplus\u00f6zle\u015fme ve ekonomik sosyal haklar\u0131n\u0131n savunucusuyuz. Sorun, oda \u00e7al\u0131\u015fan\u0131 meslekta\u015flar\u0131m\u0131z\u0131n da do\u011fal olarak i\u00e7inde yer ald\u0131\u011f\u0131 topyek\u00fcn bir m\u00fccadele hatt\u0131 ortaya \u00e7\u0131kar\u0131lmadan, tazminatlar\u0131n temel sorun olarak g\u00f6sterilmesidir. <\/p>\n<p>\u00dcniversite s\u0131navlar\u0131na giren ve m\u00fchendislik b\u00f6l\u00fcmlerini tercih etmeyi d\u00fc\u015f\u00fcnen gen\u00e7lere verilen \u201cakredite olmu\u015f \u00fcniversite ve m\u00fchendislik b\u00f6l\u00fcmlerinin tercih edilmesi\u201d tavsiyesi ise neoliberalizm ile uyumda geldi\u011fimiz son noktay\u0131 g\u00f6zler \u00f6n\u00fcne serdi.<\/p>\n<p>Bu \u00f6rnekler konuyu fazla u\u00e7la\u015ft\u0131rsa da, ne yaz\u0131k ki AKP&#8217;nin yeni d\u00f6nemine ili\u015fkin s\u00fcrd\u00fcrd\u00fc\u011f\u00fc fa\u015fist ve s\u00f6m\u00fcrgen politikalar\u0131na kar\u015f\u0131 yap\u0131lacaklar\u0131n -ve TMMOB i\u00e7erisinde tart\u0131\u015fma d\u00fczleminin &#8211; ger\u00e7ek ipu\u00e7lar\u0131n\u0131 olu\u015fturuyor. <\/p>\n<p>\u00d6rg\u00fct y\u00f6neticileri taraf\u0131ndan gelir kalemlerindeki azalmaya kar\u015f\u0131 al\u0131nacak \u00f6nlemler d\u0131\u015f\u0131nda, bir m\u00fccadele program\u0131 a\u00e7\u0131klamas\u0131 ise hala yap\u0131lmad\u0131. \u00d6rg\u00fct\u00fcn ezici \u00e7o\u011funlu\u011funu olu\u015fturan \u00fccretli m\u00fchendis, mimar, \u015fehir planc\u0131lar\u0131n da kapsanamayarak, \u00f6rg\u00fcte yabanc\u0131la\u015fm\u0131\u015f olmas\u0131, do\u011frudan \u00fcye inisiyatifiyle geli\u015fecek bir direni\u015f olas\u0131l\u0131\u011f\u0131n\u0131 da azaltmaktad\u0131r.<\/p>\n<p>Tablonun, vahametinden hareketle biz de Politeknik \u00fcyeleri olarak i\u00e7erisinde yer ald\u0131\u011f\u0131m\u0131z TMMOB&#8217;ye ve &#8211; uzun d\u00f6nemdir ayn\u0131 kesimin a\u011f\u0131rl\u0131kl\u0131 olarak i\u00e7inde temsil edildi\u011fi- siz TMMOB y\u00f6netim kuruluna; s\u00fcrece ili\u015fkin g\u00f6r\u00fc\u015f ve \u00f6nerilerimizi bu a\u00e7\u0131k mektubumuzla iletmek istedik. <\/p>\n<p>&nbsp;<\/p>\n<p>Say\u0131n Y\u00f6netim Kurulu \u00dcyeleri;<\/p>\n<p>\u00d6ncelikli olarak AKP&#8217;nin h\u00fck\u00fcmet olman\u0131n da \u00f6tesinde kurumsalla\u015farak s\u00fcrd\u00fcrd\u00fc\u011f\u00fc neoliberal politikalar, b\u00fct\u00fcnl\u00fckl\u00fc bir program\u0131n par\u00e7as\u0131 olarak ilerliyor. Bu sebeple KHK&#8217;lar ile yetkileri yeniden yap\u0131land\u0131r\u0131lm\u0131\u015f bakanl\u0131klar, meslek odalar\u0131n\u0131 zapturapt alt\u0131na alman\u0131n \u00f6tesinde planlar i\u00e7ermektedir. <\/p>\n<p>AKP&#8217;nin iktidar d\u00f6nemi boyunca e\u011fitim, sa\u011fl\u0131k, bar\u0131nma, su, enerji, ula\u015f\u0131m, g\u0131da gibi s\u0131ralayabilece\u011fimiz kamusal alanlarda piyasala\u015ft\u0131rma uygulamalar\u0131, emek alan\u0131nda g\u00fcvencesiz \u00e7al\u0131\u015ft\u0131rma bi\u00e7imlerinin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131yla paralel olarak ilerledi. Geldi\u011fimiz son a\u015famada bu uygulamalar, AKP&#8217;nin s\u00fcrd\u00fcrd\u00fc\u011f\u00fc politikalara kar\u015f\u0131 olan herkesin, bu d\u00f6neme \u00f6zg\u00fc fa\u015fist uygulamalarla (bask\u0131 ve zor ayg\u0131tlar\u0131yla) kar\u015f\u0131la\u015fabilece\u011fini g\u00f6steriyor. AKP\u2019nin sindirmeye, susturmaya ve yok etmeye d\u00f6n\u00fck sald\u0131r\u0131lar\u0131, muhalefete ve \u00f6zellikle hak m\u00fccadelelerine d\u00f6n\u00fck olarak yo\u011funla\u015f\u0131yor. Yo\u011funla\u015fan bu sald\u0131r\u0131lar, neoliberal program\u0131n derinle\u015ftirildi\u011fi d\u00fczenlemeler e\u015fli\u011finde s\u00fcr\u00fcyor. Bu derinle\u015fme, sular\u0131n, ormanlar\u0131n, topraklar\u0131n gasp edilmesi ve talan\u0131, kentlerdeki rant politikalar\u0131n\u0131n hi\u00e7bir engele tak\u0131lmaks\u0131z\u0131n h\u0131zla s\u00fcrmesi, kamusal alandaki piyasala\u015ft\u0131rman\u0131n tamama erdirilmesi, g\u00fcvencesizli\u011fin emek alan\u0131n\u0131n b\u00fct\u00fcn\u00fcn\u00fc kapsamas\u0131 olarak ger\u00e7ekle\u015fiyor. T\u00fcm bu sald\u0131r\u0131lar, sermaye birikimini artt\u0131racak model kurmaya d\u00f6n\u00fck olarak i\u015fletiliyor. Anayasa de\u011fi\u015fiklikleri, torba yasalar, KHK&#8217;lar da bu d\u00fczenlemelerin yasal dayanaklar\u0131n\u0131 olu\u015fturmak \u00fczere kurgulan\u0131yor. <\/p>\n<p>\u00d6zetle AKP gericilikte ve piyasac\u0131l\u0131kta \u201custal\u0131k\u201d d\u00f6nemine girerken h\u00fck\u00fcmet olman\u0131n \u00f6tesinde iktidar olmay\u0131 \u2018ba\u015farm\u0131\u015ft\u0131r\u2019 ve iktidar\u0131n\u0131 derinle\u015ftirmek i\u00e7in neoliberal d\u00f6n\u00fc\u015f\u00fcm program\u0131n\u0131 ve b\u00fcy\u00fck oranda kapsad\u0131\u011f\u0131 devlet organlar\u0131 ile bask\u0131lar\u0131 kurumsalla\u015ft\u0131rmay\u0131 devam ettirecektir. <\/p>\n<p>Elbette ki AKP&#8217;nin bu d\u00f6nem planlar\u0131 aras\u0131nda emek ve meslek \u00f6rg\u00fctlerinin, ba\u015fka bir ifade ile demokratik kitle \u00f6rg\u00fctlerinin de neoliberal programa uygun hale d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi, \u00f6nemli bir hamle olarak duruyor. Bu hamle, \u00f6ncelikle b\u00fct\u00fcn bu sald\u0131r\u0131y\u0131 g\u00f6rmeden, b\u00fct\u00fcne d\u00f6n\u00fck bir m\u00fccadele hatt\u0131 \u00f6rmeden bertaraf edilemez. \u0130kinci olarak ise \u00f6rg\u00fctlerimizde bu neoliberal d\u00f6n\u00fc\u015f\u00fcm\u00fc kolayla\u015ft\u0131racak zaaflardan ar\u0131nacak bir yeniden yap\u0131land\u0131rmaya gitmek gelmektedir. <\/p>\n<p>&nbsp;<\/p>\n<p>Say\u0131n Y\u00f6netim Kurulu \u00dcyeleri;<\/p>\n<p>Bu do\u011frultuda, TMMOB&#8217;de bug\u00fcnden yar\u0131na derhal ba\u015flanmas\u0131 gereken yap\u0131land\u0131rmaya ili\u015fkin \u00f6nerilerimizi s\u0131ralayacak olursak;<\/p>\n<p>\u2022\u00a0TMMOB, bu d\u00f6neme as\u0131l olarak \u00f6rg\u00fctsel yenilenmeyi ama\u00e7layarak girmelidir.<\/p>\n<p>\u2022\u00a0AKP&#8217;nin gerici, neoliberal siyasi \u00e7izgisine kar\u015f\u0131 b\u00fct\u00fcnc\u00fcl bir m\u00fccadele anlay\u0131\u015f\u0131 ile hareket edilmeli; di\u011fer ilerici emek ve demokrasi g\u00fc\u00e7leriyle ortak m\u00fccadele zeminleri olu\u015fturulmal\u0131d\u0131r.<\/p>\n<p>\u2022\u00a0\u00dc\u00e7y\u00fczelli bini a\u015fan \u00fcye say\u0131s\u0131 ve neredeyse bir o kadar \u00fcye olmayan m\u00fchendis, mimar toplulu\u011funun potansiyel g\u00fcc\u00fcn\u00fcn bilinciyle, TMMOB&#8217;nin mevcut \u00f6rg\u00fctsel mekanizmalar\u0131n\u0131 harekete ge\u00e7irecek bir \u00f6rg\u00fctlenme program\u0131 olu\u015fturulmal\u0131d\u0131r. \u00d6ncelikle a\u011f\u0131rl\u0131kl\u0131 \u00fcye taban\u0131n\u0131 olu\u015fturan \u00fccretli m\u00fchendis, mimar, \u015fehir plabc\u0131lar\u0131 kapsayacak bu program\u0131n y\u00fcr\u00fct\u00fclebilmesi i\u00e7in, Oda ve \u015fubelerde \u00f6rg\u00fctlenme birimleri kurulmal\u0131, i\u015f yeri temsilcilikleri kurulmal\u0131\/harekete ge\u00e7irilmelidir.<\/p>\n<p>\u2022\u00a0Neoliberal d\u00f6n\u00fc\u015f\u00fcm\u00fcn en b\u00fcy\u00fck ad\u0131mlar\u0131ndan biri olan eme\u011fin g\u00fcvencesizle\u015ftirilmesi, \u00e7ok uzun zamand\u0131r m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131 toplulu\u011funu da etkilemektedir. Neoliberal sald\u0131r\u0131n\u0131n p\u00fcsk\u00fcrt\u00fclmesinin en dinamik aya\u011f\u0131n\u0131 da g\u00fcvencesizle\u015fmeye kar\u015f\u0131 y\u00fcr\u00fct\u00fclecek g\u00fcvenli bir gelecek m\u00fccadelesi olu\u015fturacaktad\u0131r. TMMOB bu verili tespitten hareketle \u00fccretli \u00fcyelerinin \u00e7al\u0131\u015fma hayatlar\u0131nda ya\u015fad\u0131klar\u0131 sorunlara kar\u015f\u0131 somut talepler \u00fcreterek, \u00fcyelerinin \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcn\u00fc ve \u00fcyelerinden ald\u0131\u011f\u0131 g\u00fcc\u00fc artt\u0131rmal\u0131d\u0131r. G\u00fcvencesizle\u015fmeye kar\u015f\u0131 somut taleplerle ve di\u011fer emek \u00f6rg\u00fctleriyle y\u00fcr\u00fct\u00fclecek m\u00fccadele, ayn\u0131 zamanda TMMOB&#8217;ye \u00fcye olmayan ve oran\u0131 her ge\u00e7en g\u00fcn artan y\u00fczbinlerce meslekta\u015f\u0131n TMMOB ile ili\u015fki kurmas\u0131n\u0131 kolayla\u015ft\u0131racakt\u0131r.<\/p>\n<p>\u2022\u00a0TMMOB, demokratik \u00f6zerk \u00fcniversite m\u00fccadelesinin aktif bile\u015feni olarak \u00fcniversite gen\u00e7li\u011finin yan\u0131nda yerini almal\u0131, \u00f6\u011frenci komisyonlar\u0131, \u00fcniversitelerin gericile\u015ftirilmesine ve piyasala\u015ft\u0131r\u0131lmas\u0131na kar\u015f\u0131 m\u00fccadele mevzilerine d\u00f6n\u00fc\u015ft\u00fcr\u00fclmelidir. E\u011fitimin niteli\u011finin geli\u015ftirilmesi ad\u0131 alt\u0131nda \u00fcniversitelerde denetimi piyasaya havale eden akreditasyon savunusu terk edilmelidir. <\/p>\n<p>\u2022\u00a0Gen\u00e7 m\u00fchendisleri daha fazla s\u00f6m\u00fcr\u00fc mekanizmalar\u0131n\u0131n i\u00e7ine iten ve onlar\u0131n \u00f6rg\u00fcte yabanc\u0131la\u015fmas\u0131na katk\u0131 koyan, \u00fcyeler aras\u0131nda kast sistemi olu\u015fturarak \u00f6rg\u00fct ile ba\u011flar\u0131n\u0131 kopartan, piyasac\u0131 e\u011fitimin su\u00e7unu sisteme de\u011fil \u00fcyesine y\u00fckleyen yetkin vb m\u00fchendislik uygulamalar\u0131ndan vazge\u00e7ilmelidir.<\/p>\n<p>\u2022\u00a0TMMOB birimlerinde \u00fcye aidatlar\u0131 gelir kalemleri i\u00e7erisinde en d\u00fc\u015f\u00fck orana sahip ba\u015fl\u0131\u011f\u0131 olu\u015fturmaktad\u0131r. Gelirlerin \u00e7ok b\u00fcy\u00fck oran\u0131 hizmet \u00fcretimlerinden ve belgelendirme faaliyetlerinden sa\u011flanmaktad\u0131r. Bu durum ise TMMOB&#8217;nin \u00f6rg\u00fctsel mekanizmas\u0131n\u0131 ve kurullar\u0131ndaki karar alma s\u00fcre\u00e7lerini &#8216;piyasac\u0131la\u015ft\u0131ran&#8217;, bir\u00e7ok gelir kalemini iktidar\u0131n iki duda\u011f\u0131 aras\u0131na ba\u011flayan en b\u00fcy\u00fck zaaf\u0131 olu\u015fturmaktad\u0131r. Bu zaaftan en k\u0131sa zamanda kurtulmak, \u00fcst maddelerde tarif etti\u011fimiz program \u00e7er\u00e7evesinde, hizmet \u00fcretimleri ve belgelendirmeden elde edilen gelirlerin bir plan dahilinde tasfiye edilmesi hedeflenmelidir. \u00dcyeleriyle g\u00fc\u00e7l\u00fc bir TMMOB&#8217;nin tek gelir kayna\u011f\u0131 \u00fcye aidatlar\u0131 olmal\u0131d\u0131r.<\/p>\n<p>\u2022\u00a0AKP kamusal denetim alanlar\u0131n\u0131n piyasala\u015ft\u0131r\u0131lmas\u0131n\u0131 da hedeflemektedir. Denetimlerin piyasala\u015ft\u0131r\u0131lmas\u0131na dair at\u0131lan bu ad\u0131m bizleri gelir kaynaklar\u0131n\u0131n azalmas\u0131 a\u00e7\u0131s\u0131ndan de\u011fil,\u00a0 halk\u0131n can g\u00fcvenli\u011finin piyasaya b\u0131rak\u0131larak yok say\u0131lmas\u0131 nedeniyle ilgilendirmektedir. TMMOB, denetim alanlar\u0131n piyasala\u015ft\u0131r\u0131lmas\u0131na kar\u015f\u0131 halk\u0131n can g\u00fcvenli\u011fini \u00f6nceleyen b\u00fct\u00fcnl\u00fckl\u00fc ve yapt\u0131r\u0131m yetkisi ile ku\u015fat\u0131lm\u0131\u015f ger\u00e7ek bir kamu denetimini, \u00f6nemli bir m\u00fccadele ba\u015fl\u0131\u011f\u0131 olarak \u00f6ne \u00e7\u0131karmal\u0131d\u0131r.<\/p>\n<p>\u2022\u00a0AKP sald\u0131r\u0131s\u0131n\u0131n temel \u00e7at\u0131\u015fma alanlar\u0131ndan birisi de, do\u011fan\u0131n metala\u015ft\u0131r\u0131lmas\u0131 ve kentlerin ya\u011fmalanmas\u0131na kar\u015f\u0131 geli\u015ftirilen hak m\u00fccadeleleridir. TMMOB, i\u00e7inde bar\u0131nd\u0131rd\u0131\u011f\u0131 23 disiplinin bilimsel teknik bilgisini hak m\u00fccadelelerinin hizmetine sunmal\u0131d\u0131r. \u00dcyelerini seferber ederek, \u00f6rg\u00fctsel mekanizmalar\u0131 ile aktif bir bi\u00e7imde hak m\u00fccadelelerinde yer alarak; halk\u0131n ve \u00fcyelerinin geleceklerine ve ya\u015famalar\u0131na sahip \u00e7\u0131kmal\u0131d\u0131r. Bu m\u00fccadele, \u00fcyelerinin mesleklerini toplumsal sorumlulukla yapmalar\u0131n\u0131 da sa\u011flayacakt\u0131r. <\/p>\n<p>\u2022\u00a0Uygulanacak yap\u0131land\u0131rman\u0131n bir par\u00e7as\u0131 olarak,\u00a0 KHK sald\u0131r\u0131s\u0131na kar\u015f\u0131 da, bir eylem program\u0131 planlanmal\u0131d\u0131r. \u00c7e\u015fitli dok\u00fcmanlar olu\u015fturularak, i\u015fyeri ziyaretleriyle, kapal\u0131 ve a\u00e7\u0131k hava toplant\u0131lar\u0131, stantlar ve kullan\u0131labilecek her t\u00fcrl\u00fc medya arac\u0131l\u0131\u011f\u0131 ile \u00fcyeler bilgilendirilmelidir. Yerelliklerden ba\u015flayarak, dozu, c\u00fcreti ve kitleselli\u011fi giderek artan bir eylem program\u0131 \u00e7\u0131kart\u0131larak, uygulamaya koyulmal\u0131d\u0131r.\u00a0 Sald\u0131r\u0131n\u0131n b\u00fct\u00fcnselli\u011fi, ilerici emek ve meslek \u00f6rg\u00fctlerine ve hak m\u00fccadelelerinin y\u00fcr\u00fct\u00fcc\u00fclerine anlat\u0131larak \u00e7al\u0131\u015fman\u0131n birlikte y\u00fcr\u00fct\u00fclmesi sa\u011flanmal\u0131d\u0131r.<\/p>\n<p>\u00d6nerdi\u011fimiz, m\u00fccadele program\u0131n\u0131n en temel \u00f6zelli\u011fi ise soka\u011f\u0131 hedef alan, uzla\u015fmaz, militan ve kararl\u0131 bir \u00e7izgide uygulanmas\u0131 olmal\u0131d\u0131r.
