{"id":33474,"date":"2020-07-02T15:45:10","date_gmt":"2020-07-02T12:45:10","guid":{"rendered":"http:\/\/politeknik.org.tr\/\/?p=33474"},"modified":"2020-07-03T09:46:42","modified_gmt":"2020-07-03T06:46:42","slug":"mesleki-itibarini-kontenjanlarda-aramak-gokhan-marim","status":"publish","type":"post","link":"https:\/\/eonmeet.com\/pol\/mesleki-itibarini-kontenjanlarda-aramak-gokhan-marim\/","title":{"rendered":"Mesleki itibar\u0131n\u0131 kontenjanlarda aramak! \u2013 G\u00f6khan Mar\u0131m"},"content":{"rendered":"<p>\u0130n\u015faat M\u00fchendisleri Odas\u0131 (\u0130MO) Ankara \u015eubesi Y\u00f6netim Kurulu 11 Haziran 2020 tarihinde bir a\u00e7\u0131klama yaparak &#8221;\u0130n\u015faat M\u00fchendisli\u011fi b\u00f6l\u00fcmlerinde e\u011fitim al\u0131nabilmesi i\u00e7in asgari ba\u015far\u0131 s\u0131ras\u0131n\u0131n 50.000 olarak de\u011fi\u015ftirilmesi ve yeterli akademisyen kadrosu ve imk\u00e2nlar\u0131 olmayan b\u00f6l\u00fcmlerin kapat\u0131lmas\u0131 ve kontenjanlar\u0131n azalt\u0131lmas\u0131 gerekti\u011fini Y\u00fcksek \u00d6\u011fretim Kurulu\u2019na hat\u0131rlat\u0131yor\u2026&#8221; dedi ve konuyla ilgili kampanya ba\u015flatt\u0131. <\/p>\n<p>Yoksulla\u015fan, itibars\u0131zla\u015ft\u0131r\u0131lan, eme\u011fi de\u011fersizle\u015fen in\u015faat m\u00fchendislerinin sorunlar\u0131n\u0131n kontenjan s\u0131n\u0131rlamas\u0131na indirilerek a\u015f\u0131laca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcp, bunu bir \u00e7\u00f6z\u00fcm \u00f6nerisi olarak sunmak nereye d\u00fc\u015fer, biraz daha yak\u0131ndan inceleyelim.<\/p>\n<p>\u00d6ncelikle kontenjan s\u0131n\u0131rlamas\u0131 talebiyle olu\u015fturulan kampanyada belirtilen 50 bin kontenjan s\u0131n\u0131r\u0131 hangi \u00fcniversitelerde b\u00f6l\u00fcm b\u0131rak\u0131r, ona bakal\u0131m. Olur ya iktidar\u0131n kafas\u0131na ta\u015f d\u00fc\u015fer de bu \u00f6neriyi kabul ederse 2019 y\u0131l\u0131 verilerine g\u00f6re Bo\u011fazi\u00e7i \u00dcniversitesi, Orta Do\u011fu Teknik \u00dcniversitesi (ODT\u00dc), \u0130stanbul Teknik \u00dcniversitesi (\u0130T\u00dc) (\u0130ngilizce) \u0130n\u015faat M\u00fchendisli\u011fi b\u00f6l\u00fcmleri haricindeki in\u015faat m\u00fchendisli\u011fi b\u00f6l\u00fcmlerinin kapat\u0131lmas\u0131 gerekecek. \u0130T\u00dc \u0130n\u015faat M\u00fchendisli\u011fi (T\u00fcrk\u00e7e) b\u00f6l\u00fcm\u00fc 2019 y\u0131l\u0131n\u0131 57 bin 140 taban s\u0131ralamas\u0131 ile kapatt\u0131. Benzer \u015fekilde k\u00f6kl\u00fc \u00fcniversitelerden Karadeniz Teknik \u00dcniversitesi (KT\u00dc) \u0130n\u015faat M\u00fchendisli\u011fi (T\u00fcrk\u00e7e) B\u00f6l\u00fcm\u00fc 194 bin 699 s\u0131ralama ile Dokuz Eyl\u00fcl \u00dcniversitesi 118 bin 814 s\u0131ralama ile kapatt\u0131.<br \/>\n<figure id=\"attachment_33475\" aria-describedby=\"caption-attachment-33475\" style=\"width: 718px\" class=\"wp-caption alignnone\"><img decoding=\"async\" src=\"\/wp-content\/uploads\/2020\/07\/kontenjanlar_1.png\" alt=\"\" width=\"650\" height=\"1000\" class=\"size-full wp-image-33475\" \/><figcaption id=\"caption-attachment-33475\" class=\"wp-caption-text\">Baz\u0131 \u00fcniversitelerin in\u015faat m\u00fchendisli\u011fi b\u00f6l\u00fcmleri 2019 y\u0131l\u0131 i\u00e7in taban puan s\u0131ralamas\u0131<br \/><\/figcaption><\/figure> <\/p>\n<p>ODT\u00dc \u0130n\u015faat M\u00fchendisli B\u00f6l\u00fcm\u00fc\u2019nde taban puan s\u0131ralamas\u0131 2014\u2019ten 2019 y\u0131l\u0131na kadar s\u0131ras\u0131yla 13 bin 700, 14 bin 100, 15 bin 200, 17 bin 442, 21 bin 600, 40 bin 603 \u015feklinde tamamland\u0131. <\/p>\n<p>Y\u0131ld\u0131z Teknik \u00dcniversitesi \u0130n\u015faat M\u00fchendisli\u011fi B\u00f6l\u00fcm\u00fc 2016\u2019dan 2019 y\u0131l\u0131na kadar 21 bin 700, 25 bin 459, 31 bin 500, 67 bin 800 s\u0131ralamas\u0131 ile tamamland\u0131. Bu durum hemen hemen t\u00fcm \u00fcniversiteler i\u00e7in ge\u00e7erlidir. <\/p>\n<p>2019 y\u0131l\u0131nda \u00fcniversite yerle\u015ftirme sonu\u00e7lar\u0131n\u0131n ard\u0131ndan \u00f6rg\u00fcn \u00f6\u011fretimdeki 71 bin 233 ve a\u00e7\u0131k \u00f6\u011fretimdeki 25 bin 749 kontenjan bo\u015f kald\u0131. G\u00f6zde b\u00f6l\u00fcmler aras\u0131nda yer alan m\u00fchendislik fak\u00fcltelerinde 16 bin 690 kontenjan bo\u015f kald\u0131. Lisanstaki bo\u015f kontenjanlar\u0131n y\u00fczde 44\u2019\u00fcn\u00fc m\u00fchendislik b\u00f6l\u00fcmleri olu\u015fturdu. Gen\u00e7ler uzun y\u0131llard\u0131r, sadece in\u015faat m\u00fchendisli\u011finde de\u011fil m\u00fchendislikte gelecek g\u00f6remiyorlar, d\u00fcmeni ba\u015fka mesleklere k\u0131rd\u0131lar.  <\/p>\n<p>Bu ko\u015fullarda \u0130MO bu kampanya ile di\u011fer m\u00fchendislik b\u00f6l\u00fcmlerine ya da mesleklere g\u00f6re ayr\u0131cal\u0131k talep etmi\u015f olmuyor mu? \u0130n\u015faat m\u00fchendisli\u011fi b\u00f6l\u00fcm\u00fc kontenjanlar\u0131n\u0131n 50 bin ile s\u0131n\u0131rlanmas\u0131 talebiyle sorunun \u00e7\u00f6z\u00fclece\u011fine inanmak \u2018\u2019Benim i\u015fsiz ordum olmas\u0131n di\u011fer mesleklerin i\u015fsiz ordusuna eklensinler\u2019\u2019 demektir. \u0130htiyaca bakmaks\u0131z\u0131n olu\u015fturulan kontenjanlara topyek\u00fbn m\u00fcdahale etmeden sadece in\u015faat m\u00fchendislerinin kurtuldu\u011fu bir \u00fcniversite e\u011fitiminin olmayaca\u011f\u0131n\u0131 g\u00f6rmek \u00e7ok zor olmasa gerek.<\/p>\n<p>Y\u0131llard\u0131r te\u015fvik edilen, kamu kaynaklar\u0131n\u0131n aktar\u0131ld\u0131\u011f\u0131 ve \u015fi\u015firilmi\u015f kontenjanlarla donat\u0131lan \u00f6zel \u00fcniversitelerin kapat\u0131lmas\u0131, mevcut \u00fcniversitelerin niteli\u011finin artt\u0131r\u0131lmas\u0131 ilk taleplerden biri olmal\u0131d\u0131r. \u00d6zel \u00fcniversitelere kelam etmeden tek bir b\u00f6l\u00fcm i\u00e7in kontenjan s\u0131n\u0131r\u0131 talep etmek kabul edilemez.<\/p>\n<p><strong>\u00c7\u00f6ken in\u015faat i\u015fkolunun alt\u0131nda b\u0131rak\u0131lan in\u015faat m\u00fchendisleri<\/strong><\/p>\n<p>\u0130n\u015faat, AKP iktidar\u0131n\u0131n ekonomisinin can damar\u0131d\u0131r. B\u00fcy\u00fck in\u015faat firmalar\u0131n\u0131n patronlar\u0131 d\u00fcnyada say\u0131l\u0131 in\u015faat firmalar\u0131 aras\u0131na girdi, karlar\u0131 katland\u0131. \u0130n\u015faat i\u015fkolunda \u00e7al\u0131\u015fanlar\u0131n ise mesaisi eksik olmad\u0131,  gecesi g\u00fcnd\u00fcze kar\u0131\u015ft\u0131, i\u015f cinayetleri katland\u0131.<\/p>\n<p>Gelinen noktada gen\u00e7 m\u00fchendisler gelecek g\u00f6remiyor, mezun olunca i\u015f bulmak zor. Gelecek g\u00f6remiyorlar \u00e7\u00fcnk\u00fc i\u015f bulduklar\u0131nda da \u00e7al\u0131\u015fma saati s\u0131n\u0131rlar\u0131 belirsiz, fazla mesailer \u00f6denmiyor, sistematik mobbing alt\u0131nda \u00e7al\u0131\u015f\u0131yorlar. Liyakatin olmad\u0131\u011f\u0131, projelerin iktidar\u0131n iki duda\u011f\u0131 aras\u0131ndan \u00e7\u0131kacak s\u00f6zle belirlendi\u011fi bu in\u015faat d\u00fczeninde, bilimi, m\u00fchendisli\u011fi icra etmek isteyen meslekta\u015flar\u0131m\u0131z mesleklerini de yapamaz hale geldi. \u201cTeknik olarak uygun de\u011fil\u201d diyen m\u00fchendisler i\u015fitilmez; y\u00f6neticiler, siyasiler b\u00f6yle istiyor denilerek konu kapat\u0131lmak istenir. <\/p>\n<p>Kendi ya\u015fam\u0131n\u0131, birlikte \u00e7al\u0131\u015ft\u0131\u011f\u0131 arkada\u015flar\u0131n\u0131 korumak isteyen, i\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve i\u015f g\u00fcvenli\u011fi tedbirlerine, haklar\u0131na sahip \u00e7\u0131kan m\u00fchendislere, \u201csen y\u00f6neticisin senin taraf\u0131n patronun taraf\u0131\u201d derler. <\/p>\n<p>Kamuda \u00e7al\u0131\u015fsa soyut\/somut eme\u011finin kar\u015f\u0131l\u0131\u011f\u0131n\u0131 arar ama orada da yukardan yap\u0131lan atamalar, gelecek kayg\u0131s\u0131 ve bask\u0131 vard\u0131r. KHK ile bir g\u00fcnde i\u015fine son verilebilir veya bulundu\u011fu yerin \u00e7ok uza\u011f\u0131na g\u00f6nderilebilir. <\/p>\n<p>Yap\u0131 denetimde \u00e7al\u0131\u015fsa imzac\u0131 m\u00fchendis muamelesi g\u00f6r\u00fcr, hem projesini yapar hem de denetleyenidir, denetim sonucu yanl\u0131\u015f bir \u015fey tespit etse d\u00fczelttiremez, mal sahibi ya da projeyi yapan ki\u015fi ayn\u0131 zamanda i\u015fverenidir. <\/p>\n<p>\u0130n\u015faat m\u00fchendisi ve kad\u0131nsan\u0131z i\u015finiz \u00e7ok daha zordur. Kad\u0131ndan in\u015faat m\u00fchendisi olmaz da derler ayn\u0131 i\u015fi de yapsan\u0131z daha d\u00fc\u015f\u00fck \u00fccrete raz\u0131 olman\u0131z\u0131 beklerler. <\/p>\n<p><strong>Angarya, fazla \u00e7al\u0131\u015fma bitsin, istihdam arts\u0131n<\/strong><\/p>\n<p>\u201cBeni vir\u00fcs de\u011fil bu d\u00fczen \u00f6ld\u00fcr\u00fcr\u201d diyen t\u0131r \u015fof\u00f6r\u00fcn\u00fcn feryad\u0131 daha ger\u00e7ek bir d\u00fczleme bas\u0131yor. \u0130n\u015faat m\u00fchendislerinin gelece\u011fini kontenjan s\u0131n\u0131rlamas\u0131 kurtaramaz. \u0130n\u015faat M\u00fchendisleri Odas\u0131\u2019n\u0131n (\u0130MO) \u00fcye say\u0131s\u0131 110 binin \u00fczerine \u00e7\u0131kt\u0131. \u0130MO\u2019ya \u00fcye olmayan meslekta\u015flar da dahil edildi\u011finde 150 bin civar\u0131nda in\u015faat m\u00fchendisinden bahsetmek m\u00fcmk\u00fcn. M\u00fchendislerin y\u00fczde 25\u2019ini i\u015fsiz kabul etsek, 112 bin 500 fiili \u00e7al\u0131\u015fan in\u015faat m\u00fchendisi var diyebiliriz. \u0130n\u015faat m\u00fchendislerinin g\u00fcnde bir saat az \u00e7al\u0131\u015fmas\u0131 ayda yakla\u015f\u0131k 2 milyon 475 bin insan\/saat yeni istihdam\u0131n ortaya \u00e7\u0131kmas\u0131n\u0131 sa\u011flar. Bu da yakla\u015f\u0131k 12 bin 500 in\u015faat m\u00fchendisinin istihdam\u0131n\u0131 sa\u011flar. Sistem\/sermaye tabi ki bunu tercih etmez, yedek i\u015f\u00e7i ordusu olsun ister ki \u00e7al\u0131\u015fanlar\u0131n \u00fccretlerini a\u015fa\u011f\u0131ya \u00e7ekebilsin.
