{"id":33582,"date":"2020-08-11T17:26:07","date_gmt":"2020-08-11T14:26:07","guid":{"rendered":"http:\/\/politeknik.org.tr\/\/?p=33582"},"modified":"2020-08-12T14:10:18","modified_gmt":"2020-08-12T11:10:18","slug":"sehir-pancilari-universite-adaylari-icin-uyardi-mesleki-sorumluluklardan-yoksun-issiz-plancilar-yaratiliyor","status":"publish","type":"post","link":"https:\/\/eonmeet.com\/pol\/sehir-pancilari-universite-adaylari-icin-uyardi-mesleki-sorumluluklardan-yoksun-issiz-plancilar-yaratiliyor\/","title":{"rendered":"\u015eehir panc\u0131lar\u0131 \u00fcniversite adaylar\u0131 i\u00e7in uyard\u0131: Mesleki sorumluluklardan yoksun, i\u015fsiz planc\u0131lar yarat\u0131l\u0131yor"},"content":{"rendered":"<p><strong>\u015eehir Planc\u0131lar\u0131 Odas\u0131 \u00fcniversitelerde ihtiya\u00e7lar\u0131n \u00e7ok \u00f6tesinde artan planlama b\u00f6l\u00fcm\u00fc kontenjanlar\u0131na kar\u015f\u0131 \u00fcniversite adaylar\u0131n\u0131 uyaran bir bas\u0131n a\u00e7\u0131klamas\u0131 yapt\u0131. <\/strong><\/p>\n<p>TMMOB \u015eehir Planc\u0131lar\u0131 Odas\u0131, \u00fcniversitelerde ihtiya\u00e7lar\u0131n \u00e7ok \u00f6tesinde artan \u015fehir ve b\u00f6lge planlama kontenjanlar\u0131 i\u00e7in \u00fcniversite adaylar\u0131n\u0131 uyard\u0131\u011f\u0131, Y\u00d6K\u2019\u00fc g\u00f6reve davet etti\u011fi bir bas\u0131n a\u00e7\u0131klamas\u0131 yapt\u0131. <a href=\"http:\/\/www.spo.org.tr\/genel\/bizden_detay.php?kod=10213&#038;tipi=3&#038;sube=0\" rel=\"noopener noreferrer\" target=\"_blank\">\u2018Gelece\u011fin mesle\u011fi\u2019inden i\u015fsizler ordusuna<\/a> ba\u015fl\u0131\u011f\u0131 ile yay\u0131mlanan a\u00e7\u0131klamada \u00fcniversitelerdeki planlama b\u00f6l\u00fcmlerinin ayr\u0131nt\u0131l\u0131 incelendi\u011fi <a href=\"http:\/\/www.spo.org.tr\/resimler\/ekler\/0cd9258dd166263_ek.pdf?tipi=4&#038;turu=H&#038;sube=0\" rel=\"noopener noreferrer\" target=\"_blank\">\u2018\u015eehir ve B\u00f6lge Planlama B\u00f6l\u00fcmlerinde \u0130stihdam, Akademik Kadro, \u00d6\u011frenci Kapasiteleri, Fiziki Altyap\u0131 ve Donan\u0131m Olanaklar\u0131 Raporu(2019)\u2019<\/a>ndan veriler esas al\u0131n\u0131yor.<\/p>\n<p><strong>\u015eehir ve B\u00f6lge Planlama b\u00f6l\u00fcmlerinin kontenjanlar\u0131 \u00fclkedeki istihdam olanaklar\u0131yla \u00f6rt\u00fc\u015fm\u00fcyor!<\/strong><br \/>\n\u015eehir planc\u0131lar\u0131 a\u00e7\u0131klamada, g\u00fcncel \u015eehir ve B\u00f6lge Planlama kontenjan\u0131n\u0131n y\u00fckseldi\u011fini, buna kar\u015f\u0131l\u0131k kamu ya da \u00f6zel sekt\u00f6rdeki istihdam olanaklar\u0131n\u0131n yetersiz kald\u0131\u011f\u0131n\u0131 ifade etti. A\u00e7\u0131klamada yer alan rapordaki verilere g\u00f6re;<br \/>\n2014 y\u0131l\u0131nda 979 olan kontenjan say\u0131s\u0131, 2019\u2019da 2105\u2019e y\u00fckseldi. Buna kar\u015f\u0131l\u0131k 2015 y\u0131l\u0131nda 607 olan \u015fehircilik b\u00fcrosu say\u0131s\u0131, 2019 y\u0131l\u0131nda yaln\u0131zca 714\u2019e y\u00fckseldi. KPSS Merkezi Atama ile atanan \u015eehir Planc\u0131lar\u0131 say\u0131s\u0131nda ise d\u00fc\u015f\u00fc\u015f ya\u015fand\u0131. <\/p>\n<p><strong>\u015eehir ve B\u00f6lge Planlama b\u00f6l\u00fcmlerinde, akademik kadro, fiziki altyap\u0131 ve mek\u00e2nsal donan\u0131m yeterli de\u011fil!<\/strong><br \/>\nA\u00e7\u0131klamada b\u00f6l\u00fcmlerin akademik kadro, fiziki altyap\u0131 ve mek\u00e2nsal donan\u0131m gibi \u00f6zellikleriyle yetersizli\u011fi vurgulanarak 2020 y\u0131l\u0131 kontenjan ve akademik kadro verilerine ili\u015fkin a\u015fa\u011f\u0131daki verilere yer veriliyor:<\/p>\n<p>-14 b\u00f6l\u00fcmde Profes\u00f6r \u00fcnvanl\u0131 akademisyen olmad\u0131\u011f\u0131,<br \/>\n-8 B\u00f6l\u00fcmde Profes\u00f6r veya Do\u00e7ent \u00fcnvanl\u0131 akademisyen bulunmad\u0131\u011f\u0131,<br \/>\n-10 b\u00f6l\u00fcmde 4 ve alt\u0131nda toplam \u00f6\u011fretim \u00fcyesi oldu\u011fu,<br \/>\n-1 b\u00f6l\u00fcmde hi\u00e7 \u00f6\u011fretim \u00fcyesi kadrosu olmad\u0131\u011f\u0131, 1 b\u00f6l\u00fcmde 1, 2 b\u00f6l\u00fcmde 2, 3 b\u00f6l\u00fcmde ise yaln\u0131zca 3 \u00f6\u011fretim \u00fcyesinin oldu\u011fu; bu okullarda \u00f6\u011fretim \u00fcyesi ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131n\u0131n 124-144 aras\u0131nda de\u011fi\u015fti\u011fi;<br \/>\n-2011 y\u0131l\u0131nda TUPOB taraf\u0131ndan yay\u0131mlanan raporda ideal s\u0131n\u0131f mevcudunun 25-40 aras\u0131nda olmas\u0131 gerekti\u011fi y\u00f6n\u00fcndeki \u00f6l\u00e7\u00fcte yaln\u0131zca 2 b\u00f6l\u00fcm\u00fcn uydu\u011fu; minimum \u00f6\u011fretim \u00fcyesi say\u0131s\u0131n\u0131n 12 olmas\u0131 y\u00f6n\u00fcndeki \u00f6l\u00e7\u00fcte ise 33 b\u00f6l\u00fcmden yaln\u0131zca 6\u2019s\u0131n\u0131n uydu\u011fu g\u00f6ze \u00e7arpmaktad\u0131r.<\/p>\n<p><strong>Y\u00d6K\u2019le yap\u0131lan g\u00f6r\u00fc\u015fmeler sonu\u00e7suz b\u0131rak\u0131ld\u0131, 2020 y\u0131l\u0131nda kontenjanlar yine artt\u0131!<\/strong><\/p>\n<p>\u015ePO 2019 y\u0131l\u0131nda haz\u0131rlad\u0131\u011f\u0131 rapor do\u011frultusunda Y\u00d6K\u2019le(Y\u00fcksek \u00d6\u011fretim Kurumu) g\u00f6r\u00fc\u015fm\u00fc\u015f, b\u00f6l\u00fcm kontenjanlar\u0131n\u0131n mevcut haliyle kalmas\u0131 ile i\u015fsizlik ve lisans e\u011fitimlerindeki nitelik sorununun artarak s\u00fcrece\u011fi, bu nedenle kontenjanlar\u0131n d\u00fc\u015f\u00fcr\u00fclmesi uyar\u0131 ve \u00f6nerilerini sunmu\u015ftu. G\u00f6r\u00fc\u015fmede yeni b\u00f6l\u00fcm a\u00e7mak yerine, az say\u0131daki lisans b\u00f6l\u00fcmlerine gerek akademik kadro, gerekse fiziki altyap\u0131 deste\u011finin sa\u011flanmas\u0131 gerekti\u011fi vurgulanm\u0131\u015ft\u0131. Ayr\u0131ca y\u00fcksek lisans ve doktora gibi alt b\u00f6l\u00fcm dallar\u0131n\u0131n kamu deste\u011fi ile g\u00fc\u00e7lendirilmesi gerekti\u011fi \u00f6nerilere eklenmi\u015fti.<br \/>\nY\u00d6K ile yap\u0131lan g\u00f6r\u00fc\u015fmeye ra\u011fmen 2020 y\u0131l\u0131nda a\u00e7\u0131lan yeni b\u00f6l\u00fcmler ile kontenjan\u0131n artt\u0131r\u0131lmas\u0131 a\u00e7\u0131klamada de\u011ferlendirilen \u00f6nemli konu ba\u015fl\u0131klar\u0131ndan biri oldu:<\/p>\n<p><em>S\u00fcrekli geni\u015fleyen ve \u00e7o\u011fu yedek i\u015fsiz ordusu haline gelecek olan \u015eehir Planc\u0131s\u0131 havuzuna kar\u015f\u0131l\u0131k s\u00fcrekli olarak daralacak meslek pratiklerinin iktidarlar a\u00e7\u0131s\u0131ndan patronaj ili\u015fkilerini yaratacaklar\u0131 e\u015fsiz, elveri\u015fli bir ortam ortaya \u00e7\u0131karaca\u011f\u0131 mutlak olarak g\u00f6r\u00fclmektedir. \u0130ktidar partilerinin merkezi ve yerel idareleri ile iyi ili\u015fkileri olan s\u0131n\u0131rl\u0131 say\u0131daki b\u00fcrolar, i\u015f yapma \u015fans\u0131na sahip olabilirken, di\u011ferlerinin uzun s\u00fcreli i\u015fsizlik sarmal\u0131nda &#8220;terbiyeye&#8221; tabi tutulacaklar\u0131 bir i\u015fleyi\u015f, meslek alan\u0131m\u0131z\u0131n gelece\u011fine hakim olacakt\u0131r. Kald\u0131 ki, bu durum g\u00fcn\u00fcm\u00fczde de artan oranda g\u00f6zlemlenmektedir. Yak\u0131n gelecekte bu durum daha da g\u00f6r\u00fcn\u00fcr hale gelecek; i\u015f yapamama riskiyle kar\u015f\u0131la\u015fan b\u00fcrolar\u0131n ve meslekta\u015flar\u0131m\u0131z\u0131n oran\u0131 artt\u0131k\u00e7a yerel ve merkezi iktidarlar\u0131n istedikleri planlama hizmetini, hi\u00e7bir \u015fehircilik ilkesine ba\u011fl\u0131 olmaks\u0131z\u0131n, istedi\u011fi fiyata \u015eehir Planc\u0131lar\u0131na yapt\u0131rma \u015fanslar\u0131 artacakt\u0131r. Yine bu durumun \u00e7arp\u0131c\u0131 \u00f6rnekleri g\u00fcn\u00fcm\u00fczde, kimi kamu ihalelerinde \u015fimdiden g\u00f6r\u00fclmektedir.<\/p>\n<p>S\u0131rf belirli \u015fehirlerde ekonomiye katk\u0131 sunacak t\u00fcketiciler olarak g\u00f6r\u00fclen gelecekte de i\u015fsizler ordusunun eleman\u0131 haline gelmesi ka\u00e7\u0131n\u0131lmaz olan meslekta\u015f adaylar\u0131m\u0131z\u0131n kaderlerinin de\u011fi\u015fmesi hem kendileri hem de \u00fclkemiz a\u00e7\u0131s\u0131ndan olduk\u00e7a \u00f6nem ta\u015f\u0131maktad\u0131r. Sa\u011fl\u0131kl\u0131, g\u00fcvenli kentlerde do\u011fal ve k\u00fclt\u00fcrel de\u011ferleri ile korunmu\u015f, sosyo ekonomik olarak geli\u015fmi\u015f \u00e7evreler i\u00e7erisinde ya\u015famam\u0131zda en \u00f6nemli pay elbette ya\u015fam mekanlar\u0131n\u0131 kurgulayan planc\u0131lar\u0131n olacakt\u0131r. Toplumun geni\u015f kesimlerine toplamda en fazla fayday\u0131 sa\u011flamak \u00fczere iyi e\u011fitim ve \u00f6\u011fretim olanaklar\u0131 ile donat\u0131lm\u0131\u015f gen\u00e7 meslekta\u015flar\u0131m\u0131z\u0131n meslek alan\u0131m\u0131z\u0131n gelece\u011finde s\u00f6z sahibi olmalar\u0131 Odam\u0131z, mesle\u011fimiz ve \u00fclkemiz ad\u0131na birinci amac\u0131m\u0131z ve m\u00fccadele alan\u0131m\u0131zd\u0131r.
