Banliy\u00f6 hatt\u0131 g\u00fczerg\u00e2h\u0131nda \u0130stanbul\u2019un g\u00fcney eksenine konumlanan Marmaray Projesi i\u00e7in TCDD&#8217;den al\u0131nacak 2 milyon metrekarelik de\u011ferli gar, liman ve tesis sahalar\u0131 ile b\u00fcy\u00fck bir gayrimenkul rant\u0131 yarat\u0131lacak. <\/p>\n<p> H\u00fck\u00fcmetin ula\u015f\u0131ma \u00e7\u00f6z\u00fcm olaca\u011f\u0131 gerek\u00e7esiyle 8 Aral\u0131k\u2019ta kara in\u015faatlar\u0131 temelini atmaya haz\u0131rland\u0131\u011f\u0131 Marmaray Projesi\u2019nin \u0130stanbul\u2019da yeni bir gayrimenkul rant\u0131 yaratmak i\u00e7in kurguland\u0131\u011f\u0131 ortaya \u00e7\u0131kt\u0131. Cumhuriyet\u2019in \u201cMarmaray Projesi\u201d dosyalar\u0131 kapsam\u0131nda ele ge\u00e7irdi\u011fi \u201cTCDD ve \u0130stanbul B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkanl\u0131\u011f\u0131 \u00fcst d\u00fczey yetkilileri aras\u0131nda TCDD ve \u0130stanbul B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkanl\u0131\u011f\u0131 m\u00fclkiyeti ve tasarufu alt\u0131nda bulunan ta\u015f\u0131nmazlara ili\u015fkin\u201d 9 A\u011fustos 2006 tarihli toplant\u0131 tutana\u011f\u0131nda \u201c\u00d6zellikle \u0130stanbul il s\u0131n\u0131rlar\u0131nda TCDD m\u00fclkiyetindeki ta\u015f\u0131nmazlar\u0131n planlanmas\u0131 hususunda ortak hareket edilece\u011fi hususu kararla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r\u201d deniliyor.<\/p>\n<p><strong>\u0130stasyonlar\u0131 yok edecekler<\/strong><\/p>\n<p>TCDD ad\u0131na Genel M\u00fcd\u00fcr S\u00fcleyman Karaman, \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi ad\u0131na Genel Sekreter Mesut Pekta\u015f ile her iki kurumdan \u00fc\u00e7er \u00fcst d\u00fczey y\u00f6netici tarf\u0131ndan imzalanan tutana\u011f\u0131n ekinde ise, \u201cyenileme ve iyile\u015ftirme\u201d ad\u0131 alt\u0131nda gayrimenkul rant\u0131 yaratmak i\u00e7in kullan\u0131lacak \u0130stanbul i\u00e7indeki toplam 2 milyon metrekarelik 17 TCDD ta\u015f\u0131nmaz\u0131 yer ald\u0131. Bu kapsamda \u201cplanlamas\u0131 yap\u0131lacak alanlar\u0131n i\u00e7inde, 1 milyon metrekarelik Haydarpa\u015fa Gar ve Liman sahas\u0131 olmak \u00fczere, 250 bin metrekarelik Bah\u00e7e\u015fehir sahas\u0131, 150 bin metrekarelik Halkal\u0131 ve 120 bin metrekarelik Sirkeci garlar\u0131\u201d da bulunuyor. Proje ile ilgisi bulunmayan Bah\u00e7e\u015fehir sahas\u0131, Yakac\u0131k Hastane Sahas\u0131 ile Altunizade\u2019deki 75 parsel alan\u0131n\u0131n olmas\u0131 da \u201ckurgulaman\u0131n rant yaratma amac\u0131 ta\u015f\u0131d\u0131\u011f\u0131n\u0131 g\u00f6stermesi a\u00e7\u0131s\u0131ndan\u201d dikkati \u00e7ekti.<br \/>\u00a0<br \/><strong>Marmaray \u00e7\u00f6z\u00fcm de\u011fil<\/strong><\/p>\n<p>Birle\u015fik Ta\u015f\u0131mac\u0131l\u0131k \u00c7al\u0131\u015fanlar\u0131 Sendikas\u0131 \u00fcyeleri taraf\u0131ndan haz\u0131rlanan raporda da proje ele\u015ftirildi:<\/p>\n<p><em><strong>Projenin g\u00fczerg\u00e2h\u0131 yanl\u0131\u015f:<\/strong><\/em> \u0130stanbul yolcu da\u011f\u0131l\u0131mlar\u0131 incelendi\u011finde yolculuklar\u0131n kuzey y\u00f6nl\u00fc ger\u00e7ekle\u015ftirildi\u011fi bilimsel olarak kan\u0131tlanm\u0131\u015ft\u0131r. \u0130stanbul\u2019un g\u00fcney b\u00f6l\u00fcm\u00fcnde, banliy\u00f6 hatlar\u0131 ekseninde projelendirilen g\u00fczerg\u00e2h yanl\u0131\u015ft\u0131r.<\/p>\n<p><em><strong>Trafi\u011fe \u00e7\u00f6z\u00fcm olmayacak:<\/strong><\/em> \u0130stanbul\u2019da karayollar\u0131 y\u00fczde 91\u2019lik ta\u015f\u0131ma pay\u0131na eri\u015fmi\u015ftir. Bunun y\u00fczde 87\u2019si otomobildir. Trafi\u011fin en \u00e7ok t\u0131kand\u0131\u011f\u0131 noktalar E-5 ve TEM ile ba\u011flant\u0131l\u0131 yollar ve bo\u011faz k\u00f6pr\u00fcleridir. Trafik sorunu, Marmaray Projesi\u2019nin konumland\u0131\u011f\u0131 kentin g\u00fcneyindeki banliy\u00f6 hatlar\u0131nda de\u011fil, nispeten kuzeyde yer alan karayolunda ya\u015fanmaktad\u0131r.<\/p>\n<p><em><strong>Ula\u015f\u0131m rahatlamayacak:<\/strong><\/em> Bir saatte 75 bin yolcu ta\u015f\u0131naca\u011f\u0131 iddias\u0131na g\u00f6re g\u00fcnl\u00fck yolcu say\u0131s\u0131 2.7 milyon ki\u015fidir. Bug\u00fcn bo\u011fazlardan b\u00fct\u00fcn ula\u015f\u0131m ara\u00e7lar\u0131n\u0131 kullanarak ge\u00e7en yolcu say\u0131s\u0131 1 milyon 25 bin ki\u015fi.<\/p>\n<p><em><strong>Yolculuk s\u00fcresi k\u0131salmayacak:<\/strong><\/em> Mevcut banliy\u00f6 hatt\u0131 ile 55 dakika s\u00fcren S\u00f6\u011f\u00fctl\u00fc\u00e7e\u015fme Gebze y\u00f6n\u00fc, proje ile 61 dakikaya \u00e7\u0131kacak, 21-22 dakika s\u00fcren Kazl\u0131\u00e7e\u015fme-Halkal\u0131 TCDD hatt\u0131 ise 27 dakikaya y\u00fckselecektir.<\/p>\n<p><em><strong>Tarih yok edilecek:<\/strong><\/em> Proje ile 150 y\u0131ll\u0131k istasyon binalar\u0131 yok edilecek. Bu durum TCDD ile \u0130stanbul Anakent Belediyesi aras\u0131nda yap\u0131lan toplant\u0131 tutana\u011f\u0131 ve protokol ile belgelenmi\u015f durumdad\u0131r. Sim\u00fclasyon tan\u0131t\u0131mlar\u0131nda da g\u00f6r\u00fcnt\u00fclerin mevcut istasyon ve duraklarla ilgisi yok. <\/p>\n<p>&nbsp;<\/p>\n<p><strong>Banliy\u00f6 hatlar\u0131 kapat\u0131l\u0131yor<\/strong><\/p>\n<p>Marmaray Projesi kapsam\u0131nda TCDD banliy\u00f6 hatlar\u0131n\u0131n 2 yoldan 3 yola \u00e7\u0131kart\u0131lmas\u0131 ve rehabilite edilmesi etab\u0131n\u0131n 8 Aral\u0131k 2008\u2019de resmen ba\u015flamas\u0131 ile \u0130stanbul\u2019un banliy\u00f6 hatlar\u0131 tamamen kapat\u0131lacak. Hatlar yakla\u015f\u0131k 2 y\u0131l devre d\u0131\u015f\u0131 kalacak, in\u015faat i\u00e7in garlardaki tarihi binalar, tarihi kargir k\u00f6pr\u00fcler, alt ge\u00e7itler, demiryolu kenar\u0131ndaki tarihi evler y\u0131k\u0131lacak. Bunun yan\u0131 s\u0131ra \u0130stanbul\u2019un trafi\u011fi de fel\u00e7 olacak.<\/p>\n<p>TCDD m\u00fcd\u00fcrl\u00fcklerine g\u00f6nderilen yaz\u0131l\u0131 emre g\u00f6re 8 Aral\u0131k 2008 tarihinden itibaren Haydarpa\u015fa-Gebze, Sirkeci-Halkal\u0131 aras\u0131nda t\u00fcm tren i\u015fletmecili\u011fi en az 2 y\u0131l s\u00fcreyle durdurulacak. CR1 in\u015faaat\u0131 olarak adland\u0131r\u0131lan TCDD banliy\u00f6 hatlar\u0131n\u0131n 3 yola \u00e7\u0131kart\u0131lmas\u0131 in\u015faat\u0131 i\u00e7in AMD konsorsiyumu, ta\u015feron firmalara istasyonlar\u0131 b\u00f6l\u00fc\u015ft\u00fcrm\u00fc\u015f durumda. <\/p>\n<p>DLH Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc taraf\u0131ndan y\u00fcr\u00fct\u00fclen Marmaray Projesi\u2019nin in\u015faat\u0131 8 Aral\u0131k tarihinde demiryollar\u0131n\u0131n i\u00e7ine girmi\u015f olacak. Haydarpa\u015fa Dayan\u0131\u015fma Platformu bile\u015fenleri, 5793 say\u0131l\u0131 torba kanun ile \u00e7\u0131kart\u0131lmak istenen Demiryolu Yasas\u0131\u2019nda TCDD Y\u00f6netim Kurulu\u2019na s\u0131n\u0131rs\u0131z yetki verildi\u011fini belirttiler. Koruma kurullar\u0131n\u0131n yap\u0131lar\u0131n\u0131n de\u011fi\u015ftirildi\u011fine dikkat \u00e7eken platform yetkilileri, \u201cKurullardan istediklerini ge\u00e7irecekler, demiryolu kanunu ile de TCDD arazi ve gayrimenkullerinin sat\u0131\u015flar\u0131 konusunda ve \u00f6zelle\u015ftirme konusunda y\u00fcr\u00fctme erkine s\u0131n\u0131rs\u0131z yetkiler verilmi\u015f olacak. B\u00f6ylelikle tarihler 8 Aral\u0131k\u2019\u0131 g\u00f6sterdi\u011finde, hukuken kar\u015f\u0131 \u00e7\u0131kma \u015fans\u0131 da kalmayacak. Ne Marmaray\u2019\u0131 durdurmak i\u00e7in ne de Haydarpa\u015fa\u2019n\u0131n gar olarak kalmas\u0131 i\u00e7in!\u201d dediler. <\/p>\n<p>\u0130n\u015faat i\u00e7in hatlar kapat\u0131ld\u0131ktan sonra \u00e7o\u011fu tescilli k\u00fclt\u00fcr ve tarihi yap\u0131 olan istasyon binalar\u0131n\u0131n, depolar\u0131n\u0131n y\u0131k\u0131laca\u011f\u0131, \u00f6zellikle Haydarpa\u015fa-Gebze aras\u0131ndaki demiryolu g\u00fczerg\u00e2h\u0131n\u0131n yan\u0131nda yer alan ye\u015fil alanlar\u0131n yok edilece\u011fi anlat\u0131ld\u0131. \u0130n\u015faatla birlikte, \u0130stanbul trafi\u011finin fel\u00e7 olaca\u011f\u0131, \u00e7evre ve g\u00fcr\u00fclt\u00fc kirlili\u011fi ya\u015fanaca\u011f\u0131; elektrik, haberle\u015fme gibi ileti\u015fim ara\u00e7lar\u0131nda ar\u0131zalar meydana gelece\u011fi ifade edildi. <\/p>\n<p>&nbsp;<\/p>\n<p><strong>Kaynak:<\/strong> Cumhuriyet Gazetesi <\/p>\n","protected":false},"excerpt":{"rendered":"Ne yolculuk s\u00fcresi k\u0131salacak ne de trafik sorununu \u00e7\u00f6zecek.
