Ara\u015ft\u0131rman\u0131n tamamlanan ilk etab\u0131nda, Ankara \u015eubesi\u2019ne kay\u0131tl\u0131 10 bin \u00fcyeyle telefon g\u00f6r\u00fc\u015fmeleri ger\u00e7ekle\u015ftirildi. \u015eube yetkililerine g\u00f6re, ilk etapta elde edilen sonu\u00e7lar bile Oda\u2019n\u0131n gelecek i\u00e7in izlemesi gereken politik hatt\u0131na \u0131\u015f\u0131k tutacak nitelikte:\u00a0<\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\"><br \/><\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\">Ankara \u015eubesi\u2019nin 9638 \u00fcyesi fiili olarak \u00e7al\u0131\u015f\u0131yor; fiili olarak \u00e7al\u0131\u015fanlar\u0131n 2183\u2019\u00fc ise emekli oldu\u011fu halde \u00e7al\u0131\u015fmaya devam edenler. Toplam emekli say\u0131s\u0131 ise 3682. Emekli in\u015faat m\u00fchendislerinin y\u00fczde 60\u2019\u0131 fiili olarak \u00e7al\u0131\u015fmaya devam ediyor. 1350 \u00fcye i\u015f ararken, bunun 713\u2019\u00fcn\u00fc i\u015fsizler olu\u015fturuyor. \u00d6zel sekt\u00f6rde \u00e7al\u0131\u015fan in\u015faat m\u00fchendislerinin say\u0131s\u0131 7910 iken, kamuda \u00e7al\u0131\u015fan say\u0131s\u0131 1710 ki\u015fi. Fiili olarak \u00e7al\u0131\u015fan 9638 ki\u015finin y\u00fczde 70\u2019i, yani 6767 \u00fcye \u00fccretli \u00e7al\u0131\u015fan pozisyonunda.\u00a0<\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\"><br \/><\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\">\u00c7al\u0131\u015fman\u0131n \u015fu an devam eden ikinci a\u015famas\u0131nda ise yakla\u015f\u0131k 3000 m\u00fchendisle y\u00fcz y\u00fcze yap\u0131lacak g\u00f6r\u00fc\u015fmelerle daha ayr\u0131nt\u0131l\u0131 bir profil haritas\u0131 \u00e7\u0131kar\u0131lmas\u0131 ama\u00e7lan\u0131yor. Kas\u0131m ay\u0131n\u0131n ortalar\u0131nda tamamlanmas\u0131 planlanan ikinci etap sonunda, in\u015faat m\u00fchendislerinin gelir seviyelerinin, sosyo k\u00fclt\u00fcrel durumlar\u0131n\u0131n irdelendi\u011fi, \u00e7al\u0131\u015fma ko\u015fullar\u0131na ili\u015fkin ayr\u0131nt\u0131l\u0131 verilerin oldu\u011fu bir rapor haz\u0131rlanacak ve kamuoyuyla payla\u015f\u0131lacak.\u00a0<\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\"><br \/><\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\">\u0130MO Ankara \u015eubesi Y\u00f6netim Kurulu Sekreter \u00dcyesi <strong>Ferhat Ya\u015far Ar\u0131kan<\/strong>, yapi.com.tr\u2019nin sorular\u0131n\u0131 yan\u0131tlad\u0131.<\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\"><br \/><\/font><\/div>\n<div><strong><font class=\"Apple-style-span\" color=\"#000000\">Ankara \u015eube neden bir \u2018\u00fcye profil ara\u015ft\u0131rmas\u0131\u2019na ihtiya\u00e7 duydu?<\/font><\/strong><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\"><br \/><\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\">Daha \u00f6nceleri de in\u015faat m\u00fchendislerinin profillerini tariflemeye y\u00f6nelik \u00e7al\u0131\u015fmalar yap\u0131lm\u0131\u015f; bu anlamda 1980\u2019lerde de 1990\u2019larda da baz\u0131 giri\u015fimler olmu\u015f. Biz de o \u00e7al\u0131\u015fmalardan esinlenerek, g\u00fcn\u00fcm\u00fcz ko\u015fullar\u0131nda m\u00fchendisin yerini \u00e7\u00f6z\u00fcmlemeye \u00e7al\u0131\u015f\u0131yoruz. Oda y\u00f6netiminde oldu\u011fumuz i\u00e7in bir\u00e7ok m\u00fchendis arkada\u015f\u0131m\u0131zla direkt ileti\u015fim kuruyoruz, \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131 tespit etme \u015fans\u0131m\u0131z oluyor. Ya\u015fad\u0131klar\u0131 s\u0131k\u0131nt\u0131lar\u0131 g\u00f6rebiliyoruz. \u00d6zellikle 2000\u2019lerden sonra m\u00fchendis profilinin \u00e7ok daha h\u0131zl\u0131 de\u011fi\u015fti\u011fini s\u00f6yleyebiliriz. Yeni d\u00f6nem m\u00fchendisler, ge\u00e7mi\u015fteki gibi kamuda \u00e7al\u0131\u015fan, k\u00f6pr\u00fcler, yollar ve barajlar yapan ayd\u0131n kitle g\u00f6r\u00fcnt\u00fcs\u00fcn\u00fc vermiyor. Bu \u00e7ok a\u00e7\u0131k; bunu, kamudaki m\u00fchendis say\u0131s\u0131n\u0131n \u00e7ok \u00e7ok azalm\u0131\u015f olmas\u0131ndan da tespit edebiliriz. Var olanlar da insiyatifsiz b\u0131rak\u0131l\u0131yorlar, g\u00fcvence sorunu ya\u015f\u0131yorlar. Kamuda art\u0131k \u2018s\u00f6zle\u015fmeli m\u00fchendis\u2019 uygulamas\u0131 daha yayg\u0131n. G\u00fcvenceden yoksun bir m\u00fchendis kimli\u011finin de halka hitap etmesi, eski kimli\u011fini devam ettirebilmesi \u00e7ok zor.\u00a0<\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\"><br \/><\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\">\u00d6zel sekt\u00f6rde de \u00fccretlerin \u00e7ok d\u00fc\u015f\u00fcr\u00fcld\u00fc\u011f\u00fcn\u00fc, haks\u0131z yere i\u015ften \u00e7\u0131karmalar\u0131n yayg\u0131nla\u015ft\u0131\u011f\u0131n\u0131 ve \u00f6zellikle kriz d\u00f6nemlerinde toplu \u015fekilde i\u015ften \u00e7\u0131karmalar\u0131n oldu\u011funu g\u00f6r\u00fcyoruz. Biz de, \u201cg\u00f6zle g\u00f6r\u00fcl\u00fcr bir de\u011fi\u015fim var; ama buna dair kapsaml\u0131 bir \u00e7al\u0131\u015fma yap\u0131lmal\u0131 ve bulgular raporlanmal\u0131\u201d dedik. Bug\u00fcn Odalar, m\u00fchendislerin haklar\u0131na d\u00f6n\u00fck \u00e7al\u0131\u015fmalar y\u00fcr\u00fctmek durumunda, \u00e7\u00fcnk\u00fc \u00e7ok fazla hak gasp\u0131 var.\u00a0<\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\"><br \/><\/font><\/div>\n<div><strong><font class=\"Apple-style-span\" color=\"#000000\">\u00c7al\u0131\u015fman\u0131n \u00f6n ara\u015ft\u0131rma s\u00fcrecinde neler yap\u0131ld\u0131 ve nas\u0131l bir tabloyla kar\u015f\u0131la\u015ft\u0131n\u0131z?<\/font><\/strong><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\"><br \/><\/font><\/div>\n<div><font class=\"Apple-style-span\" color=\"#000000\">Profil \u00e7al\u0131\u015fmas\u0131, Ankara b\u00f6lgesindeki m\u00fchendislerin profilini \u00e7\u0131karmaya d\u00f6n\u00fck bir \u00e7al\u0131\u015fma ve benzerlerine g\u00f6re \u00e7ok daha kapsaml\u0131. \u0130MO Ankara \u015eubesi\u2019nin 20 bin \u00fcyesi var ve bunun yar\u0131s\u0131 ula\u015f\u0131labilir durumda. \u00d6ncelikle bu 10 bin ki\u015fiyi arayarak, \u201ckamuda m\u0131 yoksa \u00f6zel sekt\u00f6rde mi \u00e7al\u0131\u015f\u0131yorsunuz\u201d, \u201c\u00fccretli \u00e7al\u0131\u015fan m\u0131s\u0131n\u0131z, yoksa i\u015f veren mi?\u201d gibi k\u0131sa sorular sorduk. Bu \u015fekilde, ortalama profili g\u00f6rmek istedik. \u0130lgin\u00e7 verilere ula\u015ft\u0131k. \u00d6rne\u011fin, ula\u015ft\u0131\u011f\u0131m\u0131z ki\u015filerin y\u00fczde 82\u2019si \u00f6zel sekt\u00f6rde \u00e7al\u0131\u015f\u0131yor; kamuda \u00e7al\u0131\u015fan y\u00fczde 18\u2019lik bir dilim kalm\u0131\u015f. Bu a\u015famada, en az\u0131ndan 3000 ki\u015fiye ula\u015fmay\u0131 hedefliyoruz. As\u0131l bu \u00e7al\u0131\u015fmayla kapsaml\u0131 bir veriye ula\u015faca\u011f\u0131m\u0131z\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz. \u015eu ana kadar 1400 civar\u0131nda anket yap\u0131ld\u0131. Hepsinin tamamlanmas\u0131yla bir kurul olu\u015fturaca\u011f\u0131z ve sonu\u00e7lar\u0131 raporlay\u0131p bir kitap haline getirece\u011fiz.
