Daha fazla ma\u011fduriyet ya\u015fanmamas\u0131 i\u00e7in \u00fczerimize d\u00fc\u015fen sorumluluklar\u0131 yerine getirmek; ama ayn\u0131 zamanda bilimin g\u00f6z\u00fcyle ger\u00e7e\u011fe \u0131\u015f\u0131k tutmak, yeni ac\u0131lar ya\u015fanmamas\u0131 ve ya\u015fananlardan ders \u00e7\u0131kar\u0131lmas\u0131n\u0131 istedi\u011fimiz i\u00e7in buraday\u0131z.<\/div>\n<div><\/div>\n<div>TMMOB t\u00fcm ger\u00e7ekleri cesurca, y\u0131lmadan ifade etmektedir. 1999 depreminin ard\u0131ndan T\u00fcrkiye\u2018nin deprem ger\u00e7e\u011fi enine boyuna tart\u0131\u015f\u0131ld\u0131, bilim insanlar\u0131, meslek odalar\u0131 ve duyarl\u0131 siyaset\u00e7iler s\u00f6z konusu ger\u00e7e\u011fe uygun politikalar\u0131n geli\u015ftirilmesi ve ivedilikle hayata ge\u00e7irilmesi noktas\u0131nda kendi mecralar\u0131nda sorumlular\u0131 uyard\u0131, raporlar haz\u0131rlad\u0131, \u00f6neriler sundu. \u00a0Bu \u00e7al\u0131\u015fmalar dikkate al\u0131n\u0131p acil \u00f6nlem al\u0131nsayd\u0131 bug\u00fcn bu ac\u0131lar ya\u015fanm\u0131yor olacakt\u0131. TMMOB ve ba\u011fl\u0131 odalar\u0131n\u0131n s\u00f6zleri siyasal iktidarlarca dinlenmi\u015f olsayd\u0131 bug\u00fcn buradan, Van\u2018dan sesleniyor olmayacakt\u0131k.<\/div>\n<div><\/div>\n<div>Meslek Odalar\u0131 olarak;<\/div>\n<div><\/div>\n<div>\u2022 \u00a0 1999 depremlerinin \u00fczerinden 12 y\u0131l ge\u00e7mi\u015f olmas\u0131na ra\u011fmen toplumsal ya\u015famda farkl\u0131l\u0131k yarat\u0131lmad\u0131\u011f\u0131n\u0131 ve mevzuatta k\u00f6kl\u00fc, kal\u0131c\u0131 de\u011fi\u015fiklikler ger\u00e7ekle\u015ftirilmedi\u011fini,<\/div>\n<div><\/div>\n<div>\u2022 \u00a0 \u00dclkemizde konutlar\u0131n y\u00fczde 40\u2018\u0131n\u0131n ka\u00e7ak ya da ruhsats\u0131z oldu\u011funu, bina stokunun y\u00fczde 10\u2018unun yenilenmesi, y\u00fczde 30\u2018unun onar\u0131lmas\u0131 gerekti\u011fini, aksi halde olas\u0131 depremlerin afete d\u00f6n\u00fc\u015fece\u011fini,<\/div>\n<div><\/div>\n<div>\u2022 \u00a0 Afet sonras\u0131 \u00f6ncelikli kullan\u0131m grubunda yer alan hastane, okul gibi kamu yap\u0131lar\u0131n\u0131n, yine olas\u0131 bir afette y\u0131k\u0131lma riski ta\u015f\u0131mas\u0131n\u0131n \u00fcrk\u00fct\u00fcc\u00fc oldu\u011funu,<\/div>\n<div><\/div>\n<div>\u2022 \u00a0N\u00fcfusunun y\u00fczde 98\u2018i deprem tehlikesi alt\u0131nda ya\u015fayan bir \u00fclkede, depreme kar\u015f\u0131 \u00f6nlem almaman\u0131n cinayet olaca\u011f\u0131n\u0131,<\/div>\n<div><\/div>\n<div>\u2022 \u00a0 Do\u011fa olaylar\u0131n\u0131n afete d\u00f6n\u00fc\u015fmemesinin yolunun do\u011fru yer se\u00e7iminden ba\u015flayarak sa\u011fl\u0131kl\u0131 ve nitelikli bir yap\u0131 denetim sisteminden ge\u00e7ti\u011fini her platformda dile getirdik.<\/div>\n<div><\/div>\n<div>\u00d6te yandan mevcut yap\u0131 denetim sisteminin eksikliklerini, daha etkin bir yap\u0131 denetim sistemi uygulanmas\u0131 i\u00e7in haz\u0131rlad\u0131\u011f\u0131m\u0131z \u00e7\u00f6z\u00fcm \u00f6nerilerini sorumlularla s\u00fcrekli bir \u015fekilde payla\u015ft\u0131k.<\/div>\n<div><\/div>\n<div>Her y\u0131l Marmara\u2018da ger\u00e7ekle\u015ftirdi\u011fimiz gibi, bu y\u0131l 17 A\u011fustos depreminin y\u0131l d\u00f6n\u00fcm\u00fcnde &#8220;TMMOB Depreme Duyarl\u0131l\u0131k&#8221; y\u00fcr\u00fcy\u00fc\u015f\u00fcm\u00fczde siyasi iktidar\u0131 acilen g\u00f6reve \u00e7a\u011f\u0131rd\u0131k, dinlenmedik.<\/div>\n<div><\/div>\n<div>Bir kez daha buradan, y\u00fcre\u011fimiz yanan yerden, Van\u2018dan sesleniyoruz:<\/div>\n<div><\/div>\n<div>\u00dclkemiz Yerk\u00fcre\u2018nin en etkin ve y\u0131k\u0131c\u0131 deprem ku\u015faklar\u0131ndan birinin \u00fczerinde bulunmaktad\u0131r. Ge\u00e7mi\u015fte bir\u00e7ok y\u0131k\u0131c\u0131 deprem ya\u015fand\u0131\u011f\u0131 gibi, gelecekte de ya\u015fanaca\u011f\u0131 bilinen bir ger\u00e7ekliktir.<\/div>\n<div><\/div>\n<div>Bilime ve m\u00fchendisli\u011fe, akla ve uygarl\u0131\u011fa ayk\u0131r\u0131 olarak siyasal iktidarlarca uygulanan rant politikalar\u0131 nedeniyle, \u00fclkemiz sadece bir &#8220;deprem \u00fclkesi&#8221; de\u011fil bir &#8220;afet \u00fclkesi&#8221; olmu\u015ftur.<\/div>\n<div><\/div>\n<div>Hepimiz biliyoruz: Bug\u00fcn\u00fcn d\u00fcnyas\u0131nda ak\u0131l ve bilim depremin do\u011fas\u0131n\u0131 \u00e7\u00f6zm\u00fc\u015ft\u00fcr. Depremler yerkabu\u011funu olu\u015fturan levhalar\u0131n s\u0131n\u0131rlar\u0131ndaki devingenlik ve de\u011fi\u015fim nedeniyle, bu ortamdaki deformasyonlar ve gerilme birikimlerinin k\u0131r\u0131lma s\u0131n\u0131r\u0131na ula\u015ft\u0131\u011f\u0131nda olu\u015fan ve saniyeler s\u00fcren, Yerk\u00fcre\u2018nin do\u011fal s\u00fcre\u00e7leridir. Bu do\u011fal s\u00fcrecin olu\u015fumu \u00f6nlenemez ve engellenemez. Ancak gerekli tedbirlerle, \u00f6zellikle yap\u0131sal tedbirlerle, can ve mal kay\u0131plar\u0131 azalt\u0131labilir. Bir do\u011fa olay\u0131 olan depremin afete d\u00f6n\u00fc\u015fmesi engellenebilir.<\/div>\n<div><\/div>\n<div>Ger\u00e7ekte hepsi birer do\u011fa olay\u0131 olan deprem, heyelan, \u00e7\u0131\u011f ve kaya d\u00fc\u015fmesi, su bask\u0131n\u0131 vb. olaylar bilin\u00e7sizce verilmi\u015f yer se\u00e7imi kararlar\u0131, m\u00fchendislik verilerinden yoksun imar planlar\u0131, d\u00fc\u015f\u00fck standartlarda ve m\u00fchendislik hizmeti g\u00f6rmemi\u015f yap\u0131 \u00fcretimi, k\u0131saca ranta dayal\u0131, d\u00fc\u015f\u00fck nitelikli, tasar\u0131ms\u0131z ve plans\u0131z kentle\u015fme ve sosyo-ekonomik politikalar sonucu afete, yani insani ve ekonomik y\u0131k\u0131ma d\u00f6n\u00fc\u015fmektedir.<\/div>\n<div><\/div>\n<div>Hen\u00fcz haf\u0131zalardan silinmeyen, planlama, mimarl\u0131k-m\u00fchendislik, yap\u0131la\u015fma ve denetim sisteminin t\u00fcm \u00e7arp\u0131kl\u0131\u011f\u0131n\u0131n somut sonu\u00e7lar\u0131ndan biri olan, y\u00fczy\u0131l\u0131n afeti olarak da belirtilen 99 depreminden hi\u00e7bir ders al\u0131nmad\u0131\u011f\u0131, 12 y\u0131l sonra ne yaz\u0131k ki Van depremi ile bir kez daha ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/div>\n<div><\/div>\n<div>\u00dclkemizde 99 depreminden sonra bir arpa boyu yol al\u0131nmad\u0131\u011f\u0131 bug\u00fcn Van\u2018da ve Erci\u015f\u2018te ve y\u00f6re k\u00f6ylerinde binalar\u0131n y\u0131k\u0131lmas\u0131yla ac\u0131 bir \u015fekilde g\u00f6r\u00fclm\u00fc\u015ft\u00fcr.<\/div>\n<div><\/div>\n<div>Bu durum:<\/div>\n<div><\/div>\n<div>M\u00fchendislik, mimarl\u0131k ve \u015fehir planlama disiplinlerinin teknik, bilimsel ve yasal ilkelerinin d\u0131\u015flanmas\u0131n\u0131n do\u011fal bir sonucudur.<\/div>\n<div><\/div>\n<div>M\u00fchendisli\u011fin sanayi, tar\u0131m, kent ve toplum ya\u015fam\u0131na y\u00f6nelik, bilimsel teknik temellerdeki kamusal, toplumsal hizmet niteli\u011fini reddeden anlay\u0131\u015fta \u0131srar edilmesinin bir sonucudur.<\/div>\n<div><\/div>\n<div>Deprem \u00fclkesi ger\u00e7e\u011fi g\u00f6rmezden gelinerek &#8220;yap\u0131 denetimi&#8221; &#8220;risk-afet-sak\u0131n\u0131m planlamas\u0131&#8221;n\u0131n i\u00e7i bo\u015f pop\u00fclist yakla\u015f\u0131mlarla siyasi malzemeye d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesinin sonucudur.<\/div>\n<div><\/div>\n<div>Van G\u00f6l\u00fc k\u0131y\u0131s\u0131nda afet b\u00f6lgesi ilan edilen alanda, kamu kurumlar\u0131n\u0131n yer se\u00e7mesinde ve tar\u0131m arazilerinin, gev\u015fek zemin \u00f6zellikli ovalar\u0131n \u00e7ok katl\u0131 yap\u0131la\u015fmaya a\u00e7\u0131lmas\u0131nda sak\u0131nca g\u00f6rmeyen anlay\u0131\u015f\u0131n bir sonucudur.<\/div>\n<div><\/div>\n<div>En son 648 say\u0131l\u0131 KHK ile getirilen, onlarca yasal d\u00fczenlemeyle \u00fclke geneline yay\u0131lan, adeta ge\u00e7erli sistem haline getirilen ka\u00e7ak yap\u0131la\u015fmay\u0131 \u00f6zendiren &#8220;af&#8221;ta \u0131srar etmenin bir sonucudur. \u00dcst\u00fcne \u00fcstl\u00fck, s\u00f6z konusu Kararname ile Yap\u0131 Denetim Kanunu\u2018nda yap\u0131lan de\u011fi\u015fiklikle \u00fclkemizdeki t\u00fcm k\u00f6ylerin yan\u0131 s\u0131ra, belediyelerin yakla\u015f\u0131k olarak % 70`ini olu\u015fturan, n\u00fcfusu 5000 ki\u015finin alt\u0131ndaki belediyelerin s\u0131n\u0131rlar\u0131 i\u00e7inde ve m\u00fccavir alanlar\u0131ndaki yap\u0131la\u015fmalar da yap\u0131 denetim sistemi d\u0131\u015f\u0131na \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. K\u0131rsal alanda, k\u00f6ylerde plans\u0131z ruhsats\u0131z, m\u00fchendislik hizmeti almam\u0131\u015f yap\u0131la\u015fman\u0131n kap\u0131s\u0131 ard\u0131na kadar a\u00e7\u0131lm\u0131\u015ft\u0131r.<\/div>\n<div><\/div>\n<div>Bu durum;<\/div>\n<div><\/div>\n<div>Sosyal devletten ve toplum yarar\u0131 ilkesinden vazge\u00e7ilmesinin sonucudur.<\/div>\n<div><\/div>\n<div>Adeta toplu mezara d\u00f6n\u00fc\u015fen yurtlar gibi ya da kullan\u0131lamaz duruma gelen hastaneler gibi hayati \u00f6neme sahip kamu yap\u0131lar\u0131n\u0131n planma ve denetim kapsam\u0131 d\u0131\u015f\u0131nda b\u0131rak\u0131lmas\u0131n\u0131n bir sonucudur.<\/div>\n<div><\/div>\n<div>\u0130zlenen g\u00fcnl\u00fck politikalarla do\u011fa olaylar\u0131n\u0131n tamam\u0131n\u0131 afet olarak adland\u0131ran, sonu\u00e7lar\u0131n\u0131 da kadere ba\u011flayan, akl\u0131n ve bilimin gerekliliklerini yok sayan anlay\u0131\u015f\u0131n bir sonucudur.<\/div>\n<div><\/div>\n<div>\u00dclkemizde derelerin, vadilerin, ormanlar\u0131n, k\u0131y\u0131lar\u0131n, su havzalar\u0131n\u0131n, deprem tehlikesi i\u00e7eren, k\u0131saca yap\u0131la\u015fmaya uygun olmayan alanlar\u0131n, rant ekonomisinin bask\u0131s\u0131 alt\u0131nda yap\u0131la\u015fmaya a\u00e7\u0131lmas\u0131n\u0131n bir sonucudur.<\/div>\n<div><\/div>\n<div>&#8220;Deprem a\u00e7\u0131s\u0131ndan risk ta\u015f\u0131yan&#8221; b\u00f6lgelerde uygulamak yerine &#8220;kentsel d\u00f6n\u00fc\u015f\u00fcm&#8221;\u00fc &#8220;rantsal d\u00f6n\u00fc\u015f\u00fcm&#8221; olarak g\u00f6ren anlay\u0131\u015f\u0131n bir sonucudur.<\/div>\n<div><\/div>\n<div>\u00dcretimden vazge\u00e7en, ekonomiyi arazi rant\u0131na teslim eden anlay\u0131\u015f\u0131n sonucudur.<\/div>\n<div><\/div>\n<div>Deprem ger\u00e7e\u011fini \u0130stanbul \u00fcst\u00fcnde sanalla\u015ft\u0131ran, Anadolu\u2018yu g\u00f6rmeyen anlay\u0131\u015f\u0131n bir sonucudur.<\/div>\n<div><\/div>\n<div>Bu iktidar\u0131n 9 y\u0131ld\u0131r, depremin tehlike ve risk b\u00fcy\u00fckl\u00fc\u011f\u00fcyle orant\u0131l\u0131 politikalar ve programlar geli\u015ftirme iradesinden yoksunlu\u011funun bir sonucudur<\/div>\n<div><\/div>\n<div>Yine s\u00f6yl\u00fcyoruz, T\u00fcrkiye, depremle ya\u015famaya mecbur bir \u00fclkedir.<\/div>\n<div><\/div>\n<div>Bunun gere\u011fi olarak acilen:<\/div>\n<div><\/div>\n<div>Depremlerden ve di\u011fer b\u00fct\u00fcn do\u011fal ve toplumsal afetlerden korunman\u0131n en temel insan haklar\u0131ndan birisi oldu\u011fu kabul\u00fc politikalar\u0131n temelini olu\u015fturmal\u0131d\u0131r.<\/div>\n<div><\/div>\n<div>&#8220;G\u00fcvenli, sa\u011fl\u0131kl\u0131 ve ya\u015fanabilir bir \u00e7evre&#8221;nin her yurtta\u015f i\u00e7in temel insan hakk\u0131 oldu\u011fu ana ilkesi temelinde yap\u0131 denetim sisteminde kamu denetimini d\u0131\u015flayan sistemden derhal vazge\u00e7ilmelidir.<\/div>\n<div><\/div>\n<div>Bir kamu hizmeti olarak yap\u0131 denetimi sistemini ticari k\u00e2r kayg\u0131s\u0131na teslim eden yasal d\u00fczenlemeler de\u011fi\u015ftirilmelidir.<\/div>\n<div><\/div>\n<div>Yap\u0131 denetiminde istisnalardan vazge\u00e7ilmeli, TOK\u0130, K\u0130PTA\u015e ve benzeri kurulu\u015flar\u0131n \u00fcretti\u011fi yap\u0131lar da dahil olmak \u00fczere t\u00fcm kamu yap\u0131lar\u0131 yasa kapsam\u0131 i\u00e7ine al\u0131nmal\u0131d\u0131r.<\/div>\n<div><\/div>\n<div>Devletin anayasal g\u00f6revlerinden birisi olan sa\u011fl\u0131kl\u0131, g\u00fcvenli ve ya\u015fanabilir kentler kurmak i\u00e7in do\u011fal varl\u0131klar\u0131, ekolojik, tarihi, k\u00fclt\u00fcrel, toplumsal de\u011ferleri koruyan, ya\u015fatan, geli\u015ftiren bir arazi kullan\u0131m\u0131 ve yerle\u015fim politikas\u0131 temelinde b\u00fct\u00fcnc\u00fcl planlama yakla\u015f\u0131m\u0131 benimsenmeli, gerekli finansal ve kurumsal yap\u0131 olu\u015fturulmal\u0131d\u0131r.<\/div>\n<div><\/div>\n<div>Deprem \u00f6ncesi, deprem s\u0131ras\u0131 ve sonras\u0131nda yap\u0131lacak \u00e7al\u0131\u015fmalara ili\u015fkin kamu ve toplum yarar\u0131n\u0131 temel alan Ulusal Deprem Stratejisi, T\u00fcrkiye Deprem Master Plan\u0131 ve Afet Y\u00f6netimi Stratejik Plan\u0131 olu\u015fturulmal\u0131d\u0131r.<\/div>\n<div><\/div>\n<div>Deprem ger\u00e7e\u011fi, her olu\u015fan y\u0131k\u0131c\u0131 depremden sonra, \u0130stanbul ba\u011flam\u0131nda &#8220;fay&#8221; ve &#8220;depremin b\u00fcy\u00fckl\u00fc\u011f\u00fc&#8221; tart\u0131\u015fmalar\u0131yla de\u011fil, \u00fclke genelinde bir ger\u00e7eklik kavray\u0131\u015f\u0131n\u0131 olu\u015fturacak bilimsel temelli e\u011fitim ve bilgilendirme programlar\u0131yla \u00fclke g\u00fcndemine getirilmelidir.<\/div>\n<div><\/div>\n<div>M\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131n\u0131n \u00fclkemizin deprem tehlikesi ve riski konusunda s\u00fcrekli yineledi\u011fi uyar\u0131lar siyasal iktidarca dikkate al\u0131nmal\u0131d\u0131r.<\/div>\n<div><\/div>\n<div>Planlama, mimarl\u0131k ve m\u00fchendislik hizmetleri d\u0131\u015fland\u0131\u011f\u0131nda depremlerde can ve mal kay\u0131plar\u0131n\u0131n artt\u0131\u011f\u0131 ger\u00e7e\u011fi kamunun her kademesinde kabul edilmelidir.<\/div>\n<div><\/div>\n<div>Deprem hasar, zarar ve can kay\u0131plar\u0131n\u0131n azalt\u0131lmas\u0131n\u0131n tek yolunun, m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131n\u0131n ortak katk\u0131 ve \u00e7abalar\u0131yla depreme dayan\u0131kl\u0131 yerle\u015fim alanlar\u0131 ve yap\u0131lar tasarlamak ve \u00fcretmek oldu\u011fu bilinmelidir. Bunun i\u00e7in, deprem \u00f6ncesi, s\u0131ras\u0131 ve sonras\u0131nda yap\u0131lacak \u00e7al\u0131\u015fmalarda kamu yarar\u0131 ve \u00fclke \u00e7\u0131kar\u0131 ba\u011flam\u0131nda ulusal bir deprem politikas\u0131 belirlenerek ciddi programlar olu\u015fturulmal\u0131 ve daha da \u00f6nemlisi bunlar ya\u015fama ge\u00e7irilmelidir.<\/div>\n<div><\/div>\n<div>Yerle\u015fme ve yap\u0131la\u015fma ba\u011flam\u0131nda gerekli yasal d\u00fczenlemeler yap\u0131lmal\u0131, yasalar\u0131n uygulanmas\u0131 sa\u011flanmal\u0131d\u0131r.<\/div>\n<div><\/div>\n<div>Sa\u011fl\u0131kl\u0131 ve g\u00fcvenli yap\u0131 \u00fcretim ve denetim s\u00fcrecini ticari bir alan olarak sermayeye teslim eden anlay\u0131\u015f b\u0131rak\u0131lmal\u0131, kamusal denetim etkinle\u015ftirilmelidir.<\/div>\n<div><\/div>\n<div>Deprem ger\u00e7e\u011fini s\u00fcrekli g\u00fcndemde tutmaya y\u00f6nelik \u00e7al\u0131\u015fmalar etkin olarak yap\u0131lmal\u0131, konunun b\u00fct\u00fcn akt\u00f6rlerinin kat\u0131ld\u0131\u011f\u0131 &#8220;Ulusal Deprem Konseyi&#8221; yeniden kurulmal\u0131d\u0131r.<\/div>\n<div><\/div>\n<div>Afet y\u00f6netimi sadece afet sonras\u0131 krizi y\u00f6netmenin \u00f6tesinde, afet \u00f6ncesi zarar azaltmaya y\u00f6nelik risk y\u00f6netimini de esas al\u0131nmal\u0131d\u0131r.<\/div>\n<div><\/div>\n<div>Sosyal devletten ve toplum yarar\u0131 ilkesinden vazge\u00e7ilmesinin a\u011f\u0131r sonu\u00e7lar\u0131n\u0131 ya\u015fad\u0131\u011f\u0131m\u0131z ger\u00e7e\u011fi kabul edilmelidir.<\/div>\n<div><\/div>\n<div>Diyoruz ki:<\/div>\n<div><\/div>\n<div>Halk\u0131m\u0131z do\u011fal olaylarda b\u00f6ylesine a\u011f\u0131r bedeller \u00f6demek zorunda de\u011fildir. Dolay\u0131s\u0131yla y\u0131k\u0131m b\u00fcy\u00fck olmu\u015ftur.<\/div>\n<div><\/div>\n<div>3. \u00a0 \u00a0 \u00a0 Siyasal iktidar\u0131n deprem \u00f6ncesinde afet riskinin azalt\u0131lmas\u0131 do\u011frultusunda gerekli ad\u0131mlar\u0131 atmad\u0131\u011f\u0131 tespit edilmi\u015f, \u00f6zellikle Erci\u015f\u2018te afet y\u00f6netim sisteminin t\u00fcm\u00fcyle iflas etti\u011fi g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Deprem sonras\u0131 tablo; arama kurtarma ekiplerinin ve halk\u0131n \u00f6zverili \u00e7al\u0131\u015fmas\u0131na ra\u011fmen enkaz kald\u0131rma faaliyetleri de \u00a0dahil olmak \u00fczere tam bir karga\u015fa halindedir.<\/div>\n<div><\/div>\n<div>4. \u00a0 \u00a0 \u00a0 Depremin \u00fczerinden 3 g\u00fcn ge\u00e7mi\u015f olmas\u0131na ra\u011fmen evlerinde kalamayanlar\u0131n bar\u0131nma ve \u0131s\u0131nma sorunlar\u0131 ortadan kald\u0131r\u0131lm\u0131\u015f de\u011fildir.
