D\u00f6nem Ola\u011fan\u00fcst\u00fc Genel Kurulu\u2018nca yap\u0131lmas\u0131 karar alt\u0131na al\u0131nan TMMOB 2. Kad\u0131n Kurultay\u0131 Ankara\u2018da 17-18 Aral\u0131k 2011 tarihinde \u0130MO Teoman \u00d6zt\u00fcrk Toplant\u0131 Salonu\u2018nda ger\u00e7ekle\u015ftirilmi\u015ftir. Kurultaya mimar, m\u00fchendis, \u015fehir planc\u0131lar\u0131 olmak \u00fczere toplam 252 kad\u0131n delege ile kad\u0131n \u00f6rg\u00fctlerinden ve \u00e7e\u015fitli kurumlardan 58 konuk kat\u0131lm\u0131\u015ft\u0131r.<\/div>\n<div><\/div>\n<div>Kapitalizm ve Kad\u0131n, Toplumsal Cinsiyet Rolleri, Kad\u0131na Y\u00f6nelik \u015eiddet, TMMOB\u2018de Kad\u0131n \u00d6rg\u00fctlenmesi konu ba\u015fl\u0131klar\u0131 alt\u0131nda 4 oturumda ger\u00e7ekle\u015ftirilen Kurultay\u0131m\u0131zda, yerel kurultaylarda kabul edilen \u00f6nergeler de\u011ferlendirilmi\u015ftir.<\/div>\n<div><\/div>\n<div>\u00d6ncelikle hepimizi derinden etkileyen Van ilinde ya\u015fanan afet nedeniyle aram\u0131za kat\u0131lamayan Van kad\u0131n \u00fcyelerimizin ac\u0131s\u0131n\u0131 payla\u015f\u0131yor t\u00fcm kad\u0131nlar olarak sevgi ve desteklerimizi bir kez daha sunuyoruz.<\/div>\n<div><\/div>\n<div>Bug\u00fcn TMMOB\u2018nin 380.000 olan toplam \u00fcye say\u0131s\u0131n\u0131n % 19\u2018u kad\u0131nlardan olu\u015fmaktad\u0131r. 2.Kad\u0131n Kurultay\u0131m\u0131z, TMMOB \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcndeki kad\u0131nlar\u0131n \u00f6rg\u00fct i\u00e7indeki temsiliyetinin art\u0131r\u0131lmas\u0131 yolunda at\u0131lan ad\u0131mlardan biridir.<\/div>\n<div><\/div>\n<div>Kad\u0131na y\u00f6nelik ayr\u0131mc\u0131l\u0131k, s\u00f6m\u00fcr\u00fc ve \u015fiddet, e\u015fitsizli\u011fin, s\u0131n\u0131rs\u0131z t\u00fcketimin, s\u00f6m\u00fcr\u00fcn\u00fcn, yoksullu\u011fun sistemle\u015ftirildi\u011fi kapitalizmin do\u011fal sonu\u00e7lar\u0131ndan sadece biridir. Egemen s\u0131n\u0131f\u0131n \u00e7\u0131karlar\u0131na hizmet eden cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131 \u00e7\u00f6z\u00fclmeden \u00f6zg\u00fcr ve e\u015fit bir toplum olu\u015fmas\u0131 m\u00fcmk\u00fcn de\u011fildir.<\/div>\n<div><\/div>\n<div>Kad\u0131nlar\u0131n, kad\u0131n olduklar\u0131 i\u00e7in kar\u015f\u0131 kar\u015f\u0131ya kald\u0131klar\u0131 \u015fiddet, taciz, tecav\u00fcz, g\u00fcvencesizlik gibi sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcnde \u00f6rg\u00fctl\u00fc bir m\u00fccadele verilmesi gerekti\u011fi a\u00e7\u0131kt\u0131r.<\/div>\n<div><\/div>\n<div>Evrilme s\u00fcrecinde kapitalizmin kad\u0131n ile kurdu\u011fu ili\u015fki, ihtiyaca ba\u011fl\u0131 olarak &#8220;ucuz emek &#8211; kutsanm\u0131\u015f annelik&#8221; aras\u0131nda gidip gelmektedir.<\/div>\n<div><\/div>\n<div>Bug\u00fcn \u00fclkemizde toplumsal cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131, aile i\u00e7i ili\u015fkilerden ba\u015flayarak toplumsal hayat i\u00e7erisinde her d\u00fczeyde ya\u015fanmaya devam etmektedir. \u0130\u015f ya\u015fam\u0131nda, sosyal ya\u015famda, aile i\u00e7i ya\u015famda kad\u0131n\u0131n kad\u0131n olmas\u0131ndan kaynakl\u0131 sorunlar, tarihsel, k\u00fclt\u00fcrel, dinsel fakt\u00f6rler nedeniyle g\u00f6rmezden gelinerek kad\u0131n, indirgemeci bir mant\u0131kla ele al\u0131nmakta ve &#8220;s\u0131\u011f&#8221; politikada malzeme olarak kullan\u0131lmaktad\u0131r.<\/div>\n<div><\/div>\n<div>Meslek se\u00e7imleri ve i\u015f ya\u015fam\u0131nda da cinsiyet\u00e7i i\u015f b\u00f6l\u00fcm\u00fc ciddi bir sorundur. Oysa \u00e7a\u011fda\u015f ya\u015famda kad\u0131n ve erkek, toplumsal i\u015f b\u00f6l\u00fcm\u00fcne kat\u0131ld\u0131klar\u0131 oranda hayata ortak olabilmektedir.<\/div>\n<div><\/div>\n<div>M\u00fchendis, mimar ve \u015fehir planc\u0131s\u0131 kad\u0131nlar\u0131n e\u011fitim sahibi olmalar\u0131 toplumsal rolleri nedeniyle y\u00fcklendikleri sorumluluklar\u0131n\u0131 azaltmamakta, i\u015f ya\u015famlar\u0131ndaki sorunlar\u0131n\u0131 boyutland\u0131rmaktad\u0131r. Ailedeki \u00e7ocuk bak\u0131m\u0131 ve e\u011fitimi, ya\u015fl\u0131 ve hasta bak\u0131m\u0131 t\u00fcm kad\u0131nlar gibi asli vazifeleri olarak g\u00f6r\u00fclmekte ev i\u00e7i emekleri g\u00f6r\u00fcnmez k\u0131l\u0131nmaktad\u0131r. \u0130\u015f yerlerinde ayn\u0131 e\u011fitim ve ayn\u0131 sorumluluklar\u0131 ta\u015f\u0131d\u0131klar\u0131 erkek meslekta\u015flar\u0131na g\u00f6re daha d\u00fc\u015f\u00fck \u00fccretlerle \u00e7al\u0131\u015ft\u0131r\u0131lmakta, i\u015ften \u00e7\u0131kar\u0131lacaklar listesinde ise \u00f6n s\u0131ralarda yer almaktad\u0131r. Do\u011fan\u0131n verdi\u011fi do\u011furganl\u0131k \u00f6zelli\u011fi dezavantaj olmakta, hamile olmak art\u0131k i\u015fe yaramaz eleman olmak anlam\u0131na gelmektedir. Ne zihnen ne de bilgi birikimi olarak erkek teknik elemanlardan hi\u00e7bir eksi\u011fi olmayan kad\u0131nlar\u0131m\u0131za cinsiyet ay\u0131r\u0131mc\u0131l\u0131\u011f\u0131 daha i\u015f ilanlar\u0131nda dayat\u0131lmakta, erkek m\u00fchendis arayan ilanlarla yoluna ket vurulmaktad\u0131r.<\/div>\n<div><\/div>\n<div>Bug\u00fcnk\u00fc siyasi iktidar, kad\u0131na y\u00f6nelik \u015fiddet yasas\u0131 yerine &#8220;Ailenin Korunmas\u0131 Kanunu&#8221;nu \u00e7\u0131karan, kad\u0131n erkek e\u015fitli\u011finin sa\u011flanmas\u0131 i\u00e7in kurulmas\u0131 istenen komisyonu, &#8220;F\u0131rsat E\u015fitli\u011fi Komisyonu&#8221;na \u00e7eviren bir siyasi bak\u0131\u015fa sahiptir.<\/div>\n<div><\/div>\n<div>Kad\u0131n ve Aileden Sorumlu Devlet Bakanl\u0131\u011f\u0131\u2018n\u0131n yerine &#8220;Aile ve Sosyal Politikalar Bakanl\u0131\u011f\u0131&#8221;n\u0131n kurulmas\u0131 ile kad\u0131n hareketinin m\u00fccadelesi geriletilmeye \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Bu de\u011fi\u015fiklik plan\u0131 ile kad\u0131n erkek e\u015fitli\u011fini sa\u011flamakla g\u00f6revli tek genel m\u00fcd\u00fcrl\u00fck olan Kad\u0131n\u0131n Stat\u00fcs\u00fc Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc bu yeni bakanl\u0131\u011f\u0131n alt\u0131nda yer alarak ve kad\u0131n erkek e\u015fitli\u011fini sa\u011flamakla y\u00fck\u00fcml\u00fc bir kurum olmaktan \u00e7\u0131kar\u0131larak yard\u0131m da\u011f\u0131tma \u00f6rg\u00fct\u00fc haline getirilmektedir.<\/div>\n<div><\/div>\n<div>Bu d\u00fczenleme ile kad\u0131n\u0131n birey olarak tan\u0131mlanmas\u0131na son verilmi\u015f, kad\u0131n aile ve namus ile kurumsal olarak da \u00f6zde\u015fle\u015ftirilmi\u015ftir. TMMOB, kad\u0131n\u0131 g\u00f6rmezden gelen, kad\u0131n\u0131n ki\u015fili\u011fini yok sayan, bakanl\u0131\u011f\u0131n ad\u0131ndan bile &#8220;kad\u0131n&#8221;\u0131 \u00e7\u0131karan bu siyasi anlay\u0131\u015fa kar\u015f\u0131 \u00fclkemizdeki kad\u0131n \u00f6rg\u00fctlerinin y\u00fcr\u00fctt\u00fc\u011f\u00fc aktif m\u00fccadeleyi destekler.<\/div>\n<div><\/div>\n<div>TMMOB, h\u00fck\u00fcmetin kad\u0131na d\u00f6n\u00fck ilkel tutumunu somutla\u015ft\u0131rarak, kad\u0131n\u0131n toplum ya\u015fam\u0131 ve istihdam d\u0131\u015f\u0131nda b\u0131rak\u0131ld\u0131\u011f\u0131 \u00e7a\u011f d\u0131\u015f\u0131 politika ve uygulamalar\u0131 tespit eder ve kamuoyuyla payla\u015f\u0131r. Birli\u011fimiz, bu olumsuzluklar\u0131n giderilmesinde e\u011fitimi bireyin ve toplumun \u00f6zg\u00fcrle\u015fme s\u00fcrecinin bir par\u00e7as\u0131 olarak g\u00f6rmektedir. Ki\u015fileri bask\u0131 alt\u0131na alan, aralar\u0131nda insani e\u015fitsizlikler \u00fcreten, yarat\u0131c\u0131 ve \u00fcretici dinamiklere ket vuran sistemlerde \u00f6zg\u00fcrl\u00fc\u011f\u00fcn ger\u00e7ek anlamda hayat bulmas\u0131 m\u00fcmk\u00fcn de\u011fildir.<\/div>\n<div><\/div>\n<div>Eme\u011fin, haklar\u0131n korunmas\u0131, ya\u015fam standartlar\u0131n\u0131n geni\u015fletilmesi ve insanca bir ya\u015fam, t\u00fcm emek\u00e7ilerin ortak talebidir. Kapitalizmin cinsiyet ayr\u0131m\u0131n\u0131 derinle\u015ftirerek s\u00f6m\u00fcrd\u00fc\u011f\u00fc emek\u00e7ilerin bu sald\u0131r\u0131ya ortakla\u015fa yan\u0131t vermeleri ka\u00e7\u0131n\u0131lmazd\u0131r. Kad\u0131nlar\u0131n, \u00f6rg\u00fctl\u00fc emek muhalefetinin asli unsuru olarak, birlik \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc i\u00e7erisinden ba\u015flamak \u00fczere toplumsal muhalefetin t\u00fcm katmanlar\u0131nda temsil ve te\u015fvik edilmesi son derece \u00f6nemlidir. Kad\u0131n m\u00fccadelesi, g\u00fc\u00e7l\u00fc toplumsal ve s\u0131n\u0131fsal temellere dayanmal\u0131 ve &#8220;toplumsal cinsiyet e\u015fitli\u011fi&#8221; \u00a0bak\u0131\u015f a\u00e7\u0131s\u0131n\u0131 yans\u0131tmal\u0131d\u0131r.<\/div>\n<div><\/div>\n<div>TMMOB, t\u00fcm \u00fcyelerinin cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131na kar\u015f\u0131 bilin\u00e7lendirilmesi, toplumsal cinsiyet e\u015fitli\u011fi ve fark\u0131ndal\u0131\u011f\u0131n\u0131n i\u00e7selle\u015ftirilmesi i\u00e7in \u00e7aba sarf eder.<\/div>\n<div><\/div>\n<div>\u00dclkemizde; ba\u015fta kad\u0131na y\u00f6nelik \u015fiddetin \u00f6nlenmesi olmak \u00fczere kad\u0131na, ya\u015fam\u0131n i\u00e7inde hak etti\u011fi yerin kazand\u0131r\u0131lmas\u0131 i\u00e7in TMMOB, s\u00f6ylemini &#8220;toplumsal cinsiyet e\u015fitli\u011fi&#8221; temelinde olu\u015fturarak kamuoyuyla payla\u015f\u0131r.<\/div>\n<div><\/div>\n<div>Birli\u011fimiz, egemen s\u0131n\u0131f\u0131n \u00e7\u0131karlar\u0131na hizmet eden cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131 sorunu \u00e7\u00f6z\u00fclmeden, demokratik bir toplum yarat\u0131lmas\u0131n\u0131n m\u00fcmk\u00fcn olmayaca\u011f\u0131n\u0131n fark\u0131ndad\u0131r. Bu nedenle kad\u0131n ve erke\u011fin e\u015fit bir \u015fekilde, yan yana ya\u015fam\u0131n her alan\u0131n\u0131 payla\u015fmas\u0131n\u0131 ve omuz omuza m\u00fccadele etmesini savunmaya devam edecektir.<\/div>\n<div><\/div>\n<div>Yasalarla ger\u00e7ekle\u015ftirilen \u00f6zelle\u015ftirme, ta\u015feronla\u015ft\u0131rma uygulamalar\u0131 ve esnek \u00e7al\u0131\u015fman\u0131n yayg\u0131nla\u015fmas\u0131yla, kad\u0131n eme\u011finin s\u00f6m\u00fcr\u00fcs\u00fc artmaya devam etmekte, kad\u0131nlar daha \u00e7ok d\u00fc\u015f\u00fck \u00fccretli i\u015flere mahk\u00fbm hale getirilmektedir.<\/div>\n<div><\/div>\n<div>Meslek se\u00e7iminde ve mesle\u011fe haz\u0131rl\u0131kta belirleyici olan cinsiyet\u00e7i i\u015f b\u00f6l\u00fcm\u00fc ve toplumsal kabullerin de\u011fi\u015fimi i\u00e7in, e\u011fitim s\u00fcre\u00e7lerinde cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131n\u0131n ortadan kald\u0131r\u0131lmas\u0131na y\u00f6nelik e\u011fitimin her a\u015famas\u0131nda kullan\u0131lan cinsiyet\u00e7i dil ve bak\u0131\u015f\u0131n de\u011fi\u015ftirilmesi gerekmektedir.<\/div>\n<div><\/div>\n<div>TMMOB, ba\u015fta kendi meslek odalar\u0131 olmak \u00fczere, demokratik kitle ve meslek \u00f6rg\u00fctlerinde kad\u0131na y\u00f6nelik \u015fiddetin \u00f6nlenmesi ve toplumsal cinsiyet e\u015fitli\u011finin \u00f6rg\u00fct i\u00e7i hukuka yans\u0131t\u0131larak, i\u015fler ve i\u015flevsel bir ya\u015fam anlay\u0131\u015f\u0131na d\u00f6n\u00fc\u015fmesi yolunda \u00e7al\u0131\u015f\u0131r.<\/div>\n<div><\/div>\n<div>TMMOB b\u00f6lgesel asgari \u00fccret, esnek \u00e7al\u0131\u015fma bi\u00e7imleri gibi e\u015fitsizli\u011fin \u00f6n\u00fcn\u00fc a\u00e7may\u0131 hedefleyen sald\u0131r\u0131lara kar\u015f\u0131 emek \u00f6rg\u00fctleri ile birlikte m\u00fccadele eder, toplumsal muhalefeti g\u00fc\u00e7lendirebilmek i\u00e7in \u00fcyelerini bu konuda bilgilendirerek eylem ve etkinlikler d\u00fczenler.<\/div>\n<div><\/div>\n<div>TMMOB \u00e7al\u0131\u015fma ya\u015fam\u0131 i\u00e7erisindeki cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131n\u0131n sonu\u00e7lar\u0131ndan biri olan kad\u0131nlar ve erkekler aras\u0131ndaki \u00fccret farkl\u0131l\u0131klar\u0131n\u0131n engellenmesi ve &#8220;e\u015fit i\u015fe e\u015fit \u00fccret&#8221; talebinin hayata ge\u00e7irilmesi i\u00e7in di\u011fer emek \u00f6rg\u00fctleriyle birlikte m\u00fccadele eder.<\/div>\n<div><\/div>\n<div>Kad\u0131nlara ve kad\u0131n m\u00fccadelesi verenlere kar\u015f\u0131 \u00f6nyarg\u0131lar\u0131n sonu\u00e7lar\u0131 kad\u0131nlara bask\u0131 ve e\u015fitsizlik olarak geri d\u00f6nmektedir. TMMOB, toplumun patriarkal yap\u0131s\u0131 gere\u011fi kad\u0131n\u0131n cinsiyetinden dolay\u0131 maruz kald\u0131\u011f\u0131 e\u015fitsizli\u011fi gidermek i\u00e7in pozitif destek politikalar\u0131n\u0131 benimser.<\/div>\n<div><\/div>\n<div>Kad\u0131na d\u00f6n\u00fck her t\u00fcrden ayr\u0131mc\u0131l\u0131k ve \u015fiddet ortam\u0131n\u0131 temellendiren nedenler sava\u015f durumlar\u0131nda g\u00fc\u00e7lenir. Eril kavramlar olan militarizm, \u0131rk\u00e7\u0131l\u0131k ve milliyet\u00e7ili\u011fin kendini var etti\u011fi ekonomik ve siyasal temel, kad\u0131n d\u00fc\u015fmanl\u0131\u011f\u0131n\u0131 \u00fcretir ve besler. T\u00fcrk ve K\u00fcrt kad\u0131nlar\u0131 sava\u015f\u0131n yaratt\u0131\u011f\u0131 y\u0131k\u0131mlardan ve bask\u0131lardan benzer bi\u00e7imlerde etkilenmektedir. TMMOB, kad\u0131nlar\u0131n e\u015fitlik temelinde ya\u015fayabilecekleri bir ortam\u0131n sa\u011flanmas\u0131 i\u00e7in K\u00fcrt sorununun demokratik \u00e7\u00f6z\u00fcm\u00fc, anadilde e\u011fitim, sa\u011fl\u0131k ve kamu hizmetlerinin verilmesi ve b\u00f6lgede y\u0131llarca devam eden sava\u015f ortam\u0131n\u0131n bar\u0131\u015fa d\u00f6n\u00fc\u015fmesi i\u00e7in hareket eden Demokratik Kitle \u00d6rg\u00fctleri, kurum, kurulu\u015f ve di\u011fer emek ve meslek \u00f6rg\u00fctleriyle birlikte m\u00fccadele eder.<\/div>\n<div><\/div>\n<div>TMMOB, yeni Anayasa\u2018n\u0131n \u00f6zg\u00fcrl\u00fck\u00e7\u00fc, e\u015fitlik\u00e7i, bar\u0131\u015f ve demokrasinin t\u00fcm kurum ve kurallar\u0131yla i\u015fledi\u011fi sosyal hukuk devleti anlay\u0131\u015f\u0131n\u0131 tesis eden, cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131 ba\u015fta olmak \u00fczere her t\u00fcrl\u00fc ayr\u0131mc\u0131l\u0131\u011f\u0131n \u00f6nlendi\u011fi bir temel metin olarak, toplumsal mutabakatla yap\u0131lmas\u0131 ve toplumsal cinsiyet e\u015fitli\u011finin temel bir anlay\u0131\u015f olarak ya\u015fam\u0131n her alan\u0131nda g\u00fc\u00e7lendirilmesini destekler.<\/div>\n<div><\/div>\n<div>TMMOB \u00fcyelerinin infaza d\u00f6n\u00fc\u015fen tutukluluk s\u00fcrelerinin son bulmas\u0131 ve adil yarg\u0131lanma haklar\u0131n\u0131n g\u00f6zetilmesini destekler.<\/div>\n<div><\/div>\n<div>TMMOB\u2018li kad\u0131nlar; m\u00fchendislik, mimarl\u0131k, \u015fehir planc\u0131l\u0131\u011f\u0131 mesle\u011fini icra ederken, k\u00fclt\u00fcrel miras\u0131n gelecek nesillere aktar\u0131lmas\u0131 ve ya\u015fanabilir bir \u00e7evre i\u00e7in politikalar\u0131n \u00fcretilmesinde ve ya\u015fama ge\u00e7irilmesinde aktif \u00e7al\u0131\u015fma yapar.<\/div>\n<div><\/div>\n<div>Son y\u0131llarda, &#8220;kamu ve toplum yarar\u0131na&#8221; \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcren meslek Odalar\u0131na kar\u015f\u0131 iktidar ve kimi \u00e7evreler, &#8220;i\u015flevsizle\u015ftirme, etkisizle\u015ftirme, sindirme ve tasfiye&#8221; \u00e7abalar\u0131n\u0131 sistematik bi\u00e7imde s\u00fcrd\u00fcrmektedirler. Son olarak 4 Temmuz 2011 tarihinde \u00e7\u0131kar\u0131lan 644 say\u0131l\u0131 Kanun H\u00fckm\u00fcnde Kararname (KHK) ile kurulan \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2018na verilen yetkiler, TMMOB\u2018nin &#8220;\u00f6zerk ve kamusal kimli\u011fini&#8221; yok sayan d\u00fczenlemeler, ayn\u0131 s\u00fcrecin devam\u0131 olarak g\u00fcndeme getirilmektedir&#8230;<\/div>\n<div><\/div>\n<div>Uygar \u00fclke \u00f6l\u00e7\u00fctleri ve demokrasi ile ba\u011fda\u015fmayan, hukuka, Anayasa\u2018ya ve ilgili yasalara a\u00e7\u0131k\u00e7a ayk\u0131r\u0131 olan geli\u015fmeler, k\u00fcresel s\u00f6m\u00fcr\u00fc, rant ve \u00e7\u0131kar politikalar\u0131n\u0131n ya\u015fama ge\u00e7irilmesi i\u00e7in, duyarl\u0131 t\u00fcm kesimlerin ve toplumun sindirilmesi anlam\u0131na gelmektedir<\/div>\n<div><\/div>\n<div>Meslek Odalar\u0131, meslek ortam\u0131n\u0131n ve demokrasinin olmazsa olmaz g\u00fcvenceleridir.
