Evden \u00e7al\u0131\u015fman\u0131n yayg\u0131nla\u015fmas\u0131 \u00fczerine, sendikalar ve meslek odalar\u0131na \u00f6rnek olabilecek, evden \u00e7al\u0131\u015fman\u0131n nas\u0131l \u00f6rg\u00fctlenmesi ve evden \u00e7al\u0131\u015fan i\u015f\u00e7ilerin haklar\u0131n\u0131n nas\u0131l korunmas\u0131 gerekti\u011fi \u00fczerine tavsiyelerini yay\u0131nlad\u0131lar. Politeknik olarak bu tavsiyeleri T\u00fcrk\u00e7eye \u00e7evirdik.<\/strong><\/p>\n<p><strong>Evden \u00e7al\u0131\u015fanlar\u0131n giderek daha fazla \u00fccretsiz mesaiye mecbur b\u0131rak\u0131ld\u0131\u011f\u0131, i\u015f ve sosyal zaman\u0131n birbirine girdi\u011fi, s\u00fcrekli ula\u015f\u0131labilir olman\u0131n getirdi\u011fi stres alt\u0131nda ezildi\u011fi bug\u00fcnlerde bu \u00e7ok \u00f6nemli tavsiyeleri ilginize sunuyoruz.<\/strong><\/p>\n<h5 id=\"giris\"><strong>Giri\u015f<\/strong><\/h5>\n<p>Evden \u00e7al\u0131\u015fma, \u00e7al\u0131\u015fma hayat\u0131n\u0131n bir s\u00fcredir par\u00e7as\u0131. \u00d6rnek vermek gerekirse, 2015 y\u0131l\u0131nda OECD \u00fclkelerinin y\u00fczde 25\u2019i imalat sekt\u00f6r\u00fcnde bir s\u00fcreli\u011fine de olsa evden \u00e7al\u0131\u015fm\u0131\u015f. Bu de\u011fi\u015fim pek \u00e7ok end\u00fcstride de ya\u015fanan daha kapsaml\u0131 dijitalle\u015fme s\u00fcrecinin bir par\u00e7as\u0131yd\u0131 asl\u0131nda. Ancak Covid-19 krizi bu de\u011fi\u015fimi iyice h\u0131zland\u0131rd\u0131, sosyal mesafe kurman\u0131n ve hastal\u0131ktan ka\u00e7\u0131nman\u0131n bir yolu olarak evden \u00e7al\u0131\u015fma bir y\u00f6ntem olarak g\u00f6r\u00fcld\u00fc. Covid-19 krizi ge\u00e7se bile evden \u00e7al\u0131\u015fma art\u0131k \u00e7al\u0131\u015fma hayat\u0131n\u0131n \u00e7ok s\u0131k g\u00f6r\u00fclen kal\u0131c\u0131 bir par\u00e7as\u0131 olaca\u011fa benziyor. D\u00fcnya Ekonomi Forumu&#8217;nun \u0130\u015flerin Gelece\u011fi isimli 2020 raporuna g\u00f6re, patronlar\u0131n y\u00fczde 84\u2019\u00fc i\u015fyerlerini uzaktan \u00e7al\u0131\u015fmaya uygun hale getirmek i\u00e7in dijitalle\u015ftiriyor ve \u00e7al\u0131\u015fanlar\u0131n\u0131n y\u00fczde 44\u2019\u00fcn\u00fc uzaktan \u00e7al\u0131\u015fmaya ge\u00e7irmeyi d\u00fc\u015f\u00fcn\u00fcyorlar. Patronlar\u0131n, i\u015f\u00e7ilerin evden \u00e7al\u0131\u015fmas\u0131na kar\u015f\u0131 olan direnci, pandemi s\u0131ras\u0131nda edinilen verimli evden \u00e7al\u0131\u015fma tecr\u00fcbesiyle y\u0131k\u0131ld\u0131. Patronlar\u0131n ve sendikalar\u0131n yapt\u0131\u011f\u0131 anketlere g\u00f6re, i\u015f\u00e7ilerin pandemi bittikten sonra bile, haftan\u0131n baz\u0131 g\u00fcnleri evden \u00e7al\u0131\u015fmaya e\u011filimli olduklar\u0131 g\u00f6z\u00fck\u00fcyor.<a href=\"#_ftn3\" name=\"_ftnref1\">[1<\/a><a href=\"#_ftn3\" name=\"_ftnref1\">]<\/a>\u00c7al\u0131\u015fma hayat\u0131n\u0131n bu \u015fekilde yeniden organize edilmesi i\u015flerin gelece\u011fini etkileyecek ve toplumlar\u0131m\u0131z\u0131 de\u011fi\u015ftirecek. E\u011fer uzla\u015fma emekten yana sendikalar taraf\u0131ndan yap\u0131l\u0131rsa, yayg\u0131n evden \u00e7al\u0131\u015fma, i\u015f\u00e7ilerin refah\u0131n\u0131 ve ya\u015fam kalitesini art\u0131rma potansiyeli ta\u015f\u0131yor. Ancak evden \u00e7al\u0131\u015fman\u0131n i\u015f\u00e7ilerin genel ve sendikal haklar\u0131na olan kapsaml\u0131 etkisi mu\u011flak ve pek \u00e7ok risk ta\u015f\u0131yor. Evden \u00e7al\u0131\u015fman\u0131n yapabilece\u011fi potansiyel etkiler g\u00f6z \u00f6n\u00fcne al\u0131n\u0131rsa, bu yeni \u00e7al\u0131\u015fma bi\u00e7iminin toplu s\u00f6zle\u015fme yoluyla yasal d\u00fczenlemeye al\u0131nmas\u0131 acil \u00f6nem ta\u015f\u0131yor.<\/p>\n<h5 id=\"evden-calismanin-isciler-icin-tasidigi-riskler-ve-firsatlar\"><strong>Evden \u00e7al\u0131\u015fman\u0131n i\u015f\u00e7iler i\u00e7in ta\u015f\u0131d\u0131\u011f\u0131 riskler ve f\u0131rsatlar<\/strong><\/h5>\n<p>\u0130\u015f\u00e7iler evden \u00e7al\u0131\u015fma ile gelen otonomi ve esneklik sayesinde i\u015flerinde daha rahat ettiklerini bildiriyor. \u0130\u015f\u00e7iler kendi zamanlar\u0131n\u0131 nas\u0131l de\u011ferlendireceklerine kendileri karar verebiliyor. Evden \u00e7al\u0131\u015fma daha iyi bir i\u015f-ya\u015fam dengesi i\u00e7in f\u0131rsatlar sunabiliyor. \u0130\u015fe gitmek i\u00e7in harcanan zaman\u0131, \u00e7al\u0131\u015fanlar kendilerine ve ailelerine ay\u0131rabiliyorlar. Ancak deneyimler g\u00f6steriyor ki uzaktan \u00e7al\u0131\u015fma daha fazla \u00e7al\u0131\u015fmaya, ki\u015fisel ve profesyonel ya\u015fam s\u0131n\u0131rlar\u0131n\u0131n giderek belirsizle\u015fmesine sebebiyet verebiliyor. En son yap\u0131lan Avrupa Birli\u011fi \u00e7al\u0131\u015fma \u015fartlar\u0131 ara\u015ft\u0131rmas\u0131na g\u00f6re d\u00fczenli olarak evden \u00e7al\u0131\u015fanlar\u0131n haftada 48 saat veya daha fazla \u00e7al\u0131\u015fma ihtimali ofislerde<a href=\"#_ftn3\" name=\"_ftnref1\">[2<\/a><a href=\"#_ftn3\" name=\"_ftnref1\">]<\/a>\u00e7al\u0131\u015fanlara g\u00f6re 2 kat daha fazla. Yine evden \u00e7al\u0131\u015fanlar\u0131n bo\u015f zamanlar\u0131nda \u00e7al\u0131\u015fma oran\u0131 i\u015fyerlerinden \u00e7al\u0131\u015fanlara g\u00f6re 6 kat daha fazla. Pandemi s\u0131ras\u0131nda, uzaktan \u00e7al\u0131\u015fabilenler daha \u00fcretkendi ve \u00e7al\u0131\u015fma saatleri de olduk\u00e7a uzundu. IndustriAll Europe\u2019un raporuna g\u00f6re bu durum \u00e7al\u0131\u015fma s\u00fcresinde ve \u00f6denmeyen fazla mesailerde b\u00fcy\u00fck bir art\u0131\u015fa neden oldu. Patronlar, bu verimlilik art\u0131\u015f\u0131n\u0131n yan\u0131 s\u0131ra ofis giderleri, faturalar ve di\u011fer giderlerin azalmas\u0131ndan da k\u00e2r sa\u011flad\u0131lar. \u015eimdiden, pek \u00e7ok \u015firket, beyaz yakal\u0131 \u00e7al\u0131\u015fanlar\u0131n\u0131 uzaktan \u00e7al\u0131\u015fma modeline ge\u00e7irmeyi planl\u0131yor. Covid-19 s\u0131ras\u0131nda, \u00e7al\u0131\u015fanlar\u0131n \u00e7o\u011fu, uzaktan \u00e7al\u0131\u015fmaya s\u00fcratli ge\u00e7i\u015fin yaratt\u0131\u011f\u0131, ekipman ihtiyac\u0131, artan \u0131s\u0131nma, elektrik faturas\u0131 gibi ek giderleri y\u00fcklenmek zorunda kald\u0131. \u00c7al\u0131\u015fanlar ve temsilcilerinin geri d\u00f6n\u00fc\u015fleri \u015funu g\u00f6sterdi. Pandemi s\u0131ras\u0131nda uzayan evden \u00e7al\u0131\u015fma, ergonomik olmayan \u00e7al\u0131\u015fma alanlar\u0131 ve i\u015f arkada\u015flar\u0131yla olan sosyal etkile\u015fimin azalmas\u0131 \u00e7al\u0131\u015fanlar aras\u0131nda fiziksel ve psikolojik gerginlikte belirgin bir art\u0131\u015fa neden oldu.<\/p>\n<p>Evden \u00e7al\u0131\u015fma, s\u00fcrekli ve tam zamanl\u0131 uyguland\u0131\u011f\u0131 takdirde, i\u015f\u00e7iler aras\u0131ndaki kolektif i\u015f ili\u015fkisini k\u0131rd\u0131\u011f\u0131 i\u00e7in, i\u015f\u00e7iler ve sendikalar aras\u0131ndaki ili\u015fkiyi zay\u0131flatma riski ta\u015f\u0131yor. Uzaktan \u00e7al\u0131\u015fanlar\u0131n \u00f6rg\u00fctlenme \u00f6zg\u00fcrl\u00fc\u011f\u00fc ve toplu s\u00f6zle\u015fme haklar\u0131 korunmal\u0131d\u0131r, \u00f6zellikle yeni \u00e7\u0131kan g\u00f6zetleme uygulamalar\u0131 ve yaz\u0131l\u0131mlar\u0131n\u0131n, patronlar\u0131n i\u015f\u00e7ilerin e-postalar\u0131n\u0131, internet hareketlerini izlemesini sa\u011flamas\u0131 ve bu \u015fekilde i\u015f\u00e7ilerin aktivizm ve \u00f6rg\u00fctlenme eylemlerini g\u00f6zetleyebildi\u011fi g\u00f6z \u00f6n\u00fcne al\u0131nmal\u0131d\u0131r. \u0130\u015fgalci g\u00f6zetim sistemlerinin geli\u015fmesi, i\u015f\u00e7ilerin \u00f6zel ya\u015fam\u0131n gizlili\u011fi ve ki\u015fisel verilerinin korunmas\u0131 haklar\u0131n\u0131n ihlali konusunda ciddi bir risk ta\u015f\u0131yor. \u00d6te yandan, evden \u00e7al\u0131\u015fman\u0131n getirdi\u011fi bir di\u011fer risk ise; iki t\u00fcrl\u00fc i\u015f t\u00fcr\u00fc olu\u015fmas\u0131 riskidir, birincisi evden \u00e7al\u0131\u015fmaya m\u00fcsait olan ve dolay\u0131s\u0131yla daha \u00e7ok esneklik bulunan i\u015fler, ikincisi ise uzaktan \u00e7al\u0131\u015fmaya m\u00fcsait olmayan i\u015fler. Bu iki i\u015f t\u00fcr\u00fc aras\u0131nda ayr\u0131m olu\u015fmaktad\u0131r. Covid-19 krizi s\u0131ras\u0131nda, imalat, enerji ve maden sekt\u00f6rlerinde evden \u00e7al\u0131\u015fabilen ofis i\u015f\u00e7ileri ile saha da \u00e7al\u0131\u015fmak zorunda olan ve bu y\u00fczden sosyal mesafeye uymak konusunda az g\u00fcvencesi olan imalat i\u015f\u00e7ileri aras\u0131nda ciddi bir ayr\u0131m ya\u015fand\u0131. Sendikalar bu iki i\u015f g\u00fcc\u00fc aras\u0131nda birli\u011fi korumak zorundad\u0131r. Evden \u00e7al\u0131\u015fman\u0131n asli olarak kad\u0131n i\u015f\u00e7iler i\u00e7in d\u00fczenlendi\u011fi d\u00fc\u015f\u00fcncesinin olu\u015fmas\u0131 ve yay\u0131lmas\u0131 riski de bulunmaktad\u0131r. Ev d\u0131\u015f\u0131 ve ev i\u00e7i eme\u011fin kad\u0131n i\u015f\u00e7iler taraf\u0131ndan birle\u015ftirilmesi ve kad\u0131n i\u015f\u00e7ilerin kariyerlerine ve sa\u011fl\u0131klar\u0131na olan risklerin g\u00f6z ard\u0131 edilmesine neden olabilir. Evden \u00e7al\u0131\u015fma ev i\u00e7i eme\u011fin da\u011f\u0131l\u0131m\u0131ndaki e\u015fitsizli\u011fe bir \u00e7\u00f6z\u00fcm olarak g\u00f6r\u00fclmemeli, kad\u0131n ve erke\u011fin ev i\u015flerinde e\u015fit sorumluluk almas\u0131 i\u00e7in bir yol olarak sunulmal\u0131d\u0131r. Dahas\u0131, evden \u00e7al\u0131\u015fma iktidarlar taraf\u0131ndan \u00e7ocuk bak\u0131m\u0131 hizmetinin i\u015f\u00e7ilere sunulmamas\u0131n\u0131n bahanesi olarak kullan\u0131lmamal\u0131d\u0131r.<\/p>\n<h5 id=\"acil-olarak-evden-calismanin-toplumsal-mutabakat3-yoluyla-yasalarca-duzenlenmesi-gerekiyor\">Acil olarak evden \u00e7al\u0131\u015fman\u0131n toplumsal mutabakat<a href=\"#_ftn3\" name=\"_ftnref1\">[3<\/a><a href=\"#_ftn3\" name=\"_ftnref1\">]<\/a> yoluyla yasalarca d\u00fczenlenmesi gerekiyor<\/h5>\n<p>Yukar\u0131da belirtilen sebepler dolay\u0131s\u0131yla, evden \u00e7al\u0131\u015fman\u0131n yasalarca d\u00fczenlenmesi acil bir ihtiya\u00e7. Toplumsal mutabakat bu d\u00fczenlemenin merkezi olmal\u0131d\u0131r. Sendikalar ve meslek odalar\u0131<a href=\"#_ftn3\" name=\"_ftnref1\">[4<\/a><a href=\"#_ftn3\" name=\"_ftnref1\">]<\/a>bu yasal d\u00fczenleme s\u00fcrecinin aktif par\u00e7alar\u0131 olmal\u0131d\u0131r. Covid-19 krizinin ba\u015f\u0131ndan beri \u015eili, Arjantin, Dominik Cumhuriyeti, \u0130spanya ve Fransa ba\u015fta olmak \u00fczere baz\u0131 \u00fclkeler yeni yasal d\u00fczenlemeler ve y\u00f6netmelikler ge\u00e7irdiler. Bunlardan baz\u0131lar\u0131 toplumsal mutabakat ile yap\u0131ld\u0131. Pandemi krizi, \u015firketler seviyesinde de uzaktan \u00e7al\u0131\u015fma ile ilgili i\u015f\u00e7i s\u00f6zle\u015fmelerinin ve \u015firket politikalar\u0131n\u0131n tekrar m\u00fczakere edilmesine olan ihtiyac\u0131 artt\u0131rd\u0131. Sekt\u00f6r, \u015firket ve i\u015fyeri seviyesinde toplu s\u00f6zle\u015fmeler evden \u00e7al\u0131\u015fman\u0131n d\u00fczenlenmesinde kilit rol oynamal\u0131d\u0131r, kanunlar\u0131n yeterli olmad\u0131\u011f\u0131 yerlerde bu durum daha \u00f6nemlidir. Sendikalar ve meslek odalar\u0131, evden \u00e7al\u0131\u015fman\u0131n i\u015f\u00e7ilerin i\u015f ve \u00f6zel hayat kalitesini artt\u0131raca\u011f\u0131ndan ve evden \u00e7al\u0131\u015fmayla gelen esnekli\u011fin g\u00fcvencesizlik yaratmayaca\u011f\u0131ndan emin olmal\u0131d\u0131r. Bu amaca ula\u015fmak i\u00e7in, toplumsal mutabakat ve toplu s\u00f6zle\u015fmeler ile \u015fu hedeflere ula\u015fmaya \u00e7al\u0131\u015f\u0131lmal\u0131d\u0131r;<\/p>\n<p><a href=\"#_ftn3\" name=\"_ftnref1\"><\/a><\/p>\n<p>\u25cf Kolektif bir tutum sergilenmeli ve i\u015fin bireyselle\u015ftirilmesinden ka\u00e7\u0131n\u0131lmal\u0131d\u0131r.<br \/>\n\u25cf Sendikal haklar korunmal\u0131 ve desteklenmelidir.<br \/>\n\u25cf \u0130\u015fyerlerinin dijitalle\u015ftirilmesinin i\u015f\u00e7ilerin lehine yap\u0131ld\u0131\u011f\u0131ndan emin olunmal\u0131d\u0131r.<br \/>\n\u25cf Evden \u00e7al\u0131\u015fman\u0131n i\u015f\u00e7ilere ceza veya \u00f6d\u00fcl olarak de\u011fil e\u015fit olarak din, dil, \u0131rk cinsiyet ayr\u0131m\u0131 g\u00f6zetmeksizin liyakate uygun ve d\u00fcr\u00fcst bir \u015fekilde uyguland\u0131\u011f\u0131ndan emin olunmal\u0131.<br \/>\n\u25cf \u0130\u015f\u00e7ilerin i\u015f ve sosyal ya\u015famlar\u0131 aras\u0131ndaki dengeyi d\u00fczeltmeli ve ya\u015fam kalitelerini artt\u0131rmal\u0131.<br \/>\n\u25cf Artan esneklik ve otonom \u00e7al\u0131\u015fman\u0131n i\u015f\u00e7ilerin faydas\u0131na olaca\u011f\u0131ndan emin olunmal\u0131.<br \/>\n\u25cf Evden \u00e7al\u0131\u015fman\u0131n \u00f6zellikle i\u015f g\u00fcvenli\u011fi ve sa\u011fl\u0131\u011f\u0131 a\u00e7\u0131s\u0131ndan i\u015f\u00e7ilere eski \u00e7al\u0131\u015fma bi\u00e7imine g\u00f6re daha az g\u00fcvence sunan bir y\u00f6nteme d\u00f6nmeyece\u011fi garantilenmelidir.<br \/>\n\u25cf Y\u00f6netim modelleri g\u00fcven veren ve otonom \u00e7al\u0131\u015fmay\u0131 destekleyecek \u015fekilde d\u00fczenlenmeli.<br \/>\n\u25cf Evden \u00e7al\u0131\u015fman\u0131n cinsiyet e\u015fitli\u011fini destekleyecek \u015fekilde uyguland\u0131\u011f\u0131ndan emin olunmal\u0131, ev eme\u011finde e\u015fit sorumluluk ilkesinin desteklenmesi sa\u011flanmal\u0131.<br \/>\n\u25cf \u0130\u015f\u00e7ilerin daha \u00e7ok esnek \u00e7al\u0131\u015fma iste\u011fi ile i\u015f\u00e7ilere en uygun g\u00fcvencelerin sa\u011flanmas\u0131 aras\u0131nda do\u011fru bir denge kurulmal\u0131.
