Sermayeden yana tav\u0131r al\u0131r bu gidi\u015fe dur demezse her g\u00fcn daha aza daha \u00e7ok \u00e7al\u0131\u015fmaya, mobbinge, pandeminin sonucu ve teknolojinin getirdi\u011fi olanaklarla daha \u00e7ok denetim ve bask\u0131ya raz\u0131 olacak, s\u0131n\u0131f i\u00e7i rekabet i\u00e7inde ezilen, \u0131rk\u00e7\u0131, \u015fovenist cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131 ile beslenen kendi \u00e7\u0131karlar\u0131n\u0131 her \u015feyin \u00fcst\u00fcnde tutan bireylere daha da \u00e7ok d\u00f6n\u00fc\u015fecektir.<br \/>\nM\u00fchendisler, mimarlar, beyaz yakal\u0131lar, toplumun e\u011fitim alm\u0131\u015f i\u015f\u00e7i s\u0131n\u0131f\u0131 proleterle\u015fiyor, i\u015f\u00e7ile\u015fiyor. Her ge\u00e7en g\u00fcn daha aza daha \u00e7ok \u00e7al\u0131\u015fmak zorunda kald\u0131klar\u0131 bir \u00e7al\u0131\u015fma hayat\u0131 ile y\u00fczle\u015fiyorlar. Bu i\u015f\u00e7ile\u015fme s\u00fcrecinin elbette bir tarihselli\u011fi var. Her meslek alan\u0131 \u00fcyeleri sadece kendi ba\u015f\u0131na geliyor gibi hissetse de birbirlerinden farkl\u0131 h\u0131z ya da ko\u015fullar i\u00e7erisinde t\u00fcm meslekler eriyor, de\u011fersizle\u015fiyor, d\u00f6n\u00fc\u015f\u00fcm ya\u015f\u0131yor. Bilimsel bilgi ve emek g\u00fcc\u00fcndeki d\u00f6n\u00fc\u015f\u00fcm ve de\u011fi\u015fim mesleklerin de\u011fersizle\u015fmesine sebep oluyor. Kapitalizmin ilk evrelerinde manifakt\u00fcr evresiyle, fabrikala\u015fmayla ba\u015flayan yeni i\u015f d\u00fczeni ile kendi i\u015fyerinde \u00e7al\u0131\u015fan zanaatk\u00e2rlar\u0131n ya\u015fad\u0131\u011f\u0131 kaderi \u015fimdiki m\u00fchendisler, mimarlar, avukatlar yani beyaz yakal\u0131lar ya\u015f\u0131yor.<\/p>\n<p>Marx proleterle\u015fmeyi 3 a\u015famada a\u00e7\u0131kl\u0131yor: toplumun i\u015f\u00e7ile\u015fmesi, emek g\u00fcc\u00fcn\u00fcn i\u015f\u00e7ile\u015fmesi ve politik i\u015f\u00e7ile\u015fme.[1]\n<p>Burada toplumun i\u015f\u00e7ile\u015fmesi, i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n b\u00fcy\u00fcmesi, insanlar\u0131n kendi hesaplar\u0131na \u00e7al\u0131\u015ft\u0131klar\u0131 k\u00fc\u00e7\u00fck i\u015fletmeleri ve kendi topraklar\u0131n\u0131 kaybederek, giderek m\u00fclks\u00fczle\u015fip \u00fccretli i\u015f\u00e7i haline gelmelerini ifade eder.<\/p>\n<p>\u0130\u015fg\u00fcc\u00fcn\u00fcn i\u015f\u00e7ile\u015fmesi, i\u015f\u00e7inin \u00e7al\u0131\u015ft\u0131\u011f\u0131 makinan\u0131n basit bir uzant\u0131s\u0131 olarak, kolay kazan\u0131lan becerileri yineler hale gelmesi anlam\u0131na gelir. Bu s\u00fcre\u00e7te i\u015f\u00e7i, sermayenin denetimi alt\u0131nda, yapt\u0131\u011f\u0131 i\u015fin b\u00fct\u00fcn\u00fcne dair fikri olmayan basit bir alete d\u00f6n\u00fc\u015f\u00fcr.<\/p>\n<p>Politik i\u015f\u00e7ile\u015fme ise i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n siyasi bilincinin geli\u015fmesi ve kendisi i\u00e7in s\u0131n\u0131f olmas\u0131d\u0131r.<\/p>\n<p>***<\/p>\n<p>Sanayi devrimi ile ortaya \u00e7\u0131kan i\u015f\u00e7ilerin proleterle\u015fme s\u00fcrecinin benzerini \u015fimdi de o d\u00f6nemin \u201cayr\u0131cal\u0131kl\u0131\u201d kesimi m\u00fchendisler, mimarlar, beyaz yakal\u0131lar h\u0131zland\u0131r\u0131lm\u0131\u015f bir \u015fekilde ya\u015f\u0131yor. Fabrikalar\u0131n ilk kuruldu\u011fu d\u00f6nemde ilk \u201cayr\u0131cal\u0131kl\u0131\u201d olarak konumlanan Lockwood\u2019un[2] [3] deyimiyle beyaz bluzlular\u0131n (\u00fcretim arac\u0131 sahiplerine yak\u0131n olan muhasebe, y\u00f6netici sekreterleri, sat\u0131\u015f elemanlar\u0131) ayr\u0131cal\u0131\u011f\u0131n\u0131n kaybolmas\u0131 \u00e7ok uzun s\u00fcrmez. Fabrikalar\u0131n \u00fcr\u00fcn h\u0131z\u0131n\u0131 ve kalitesini art\u0131rmak i\u00e7in m\u00fchendise ihtiyac\u0131n ortaya \u00e7\u0131kmas\u0131 ile birlikte sermayenin, i\u015fverenin sorumlulu\u011fu olan i\u015fi y\u00f6netme ve teknik konular\u0131 y\u00fcr\u00fctme sorumlulu\u011fu m\u00fchendise devredilmi\u015f olur. B\u00f6ylelikle, sermayenin i\u015flevini sermaye yerine getiren orta s\u0131n\u0131f diye de adland\u0131r\u0131lan ayr\u0131cal\u0131kl\u0131 stat\u00fc ve daha y\u00fcksek \u00fccret sahibi olan m\u00fchendis, mimar, avukat gibi beyaz yakal\u0131 kesim ayr\u0131cal\u0131kl\u0131 yerini al\u0131r.<\/p>\n<p>Carchedi\u2019ye[4] g\u00f6re orta s\u0131n\u0131f bug\u00fcn\u00fcn tabiriyle beyaz yakal\u0131lar\u0131n ne hukuksal olarak ne de ekonomik olarak \u00fcretim ara\u00e7lar\u0131na sahiptirler, yine de zamanlar\u0131n\u0131n bir k\u0131sm\u0131n\u0131 sermaye i\u015flevini yerine getirmeye vakfederler. Dolay\u0131s\u0131yla kazan\u00e7lar\u0131 iki bile\u015fenden olu\u015fur: \u00fccret bile\u015feni (kolektif emek\u00e7i i\u015flevini ger\u00e7ekle\u015ftirmeye ba\u011fl\u0131d\u0131r) ve gelir bile\u015feni (k\u00fcresel sermaye i\u015flevini yerine getirmeye ba\u011fl\u0131d\u0131r). Ba\u015fka deyi\u015fle, kazan\u00e7lar\u0131 ancak k\u0131smi olarak emek g\u00fc\u00e7lerinin de\u011feriyle belirlenir, di\u011fer k\u0131s\u0131mlar, i\u015f\u00e7i s\u0131n\u0131f\u0131 kar\u015f\u0131s\u0131ndaki ayr\u0131cal\u0131kl\u0131 konumlar\u0131yla ili\u015fkilidir ve bu, i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n \u00fccretleriyle \u00e7eli\u015fen kazan\u00e7lar\u0131n\u0131 a\u00e7\u0131klar.<\/p>\n<p>\u00d6zetle m\u00fchendislerin, mimarlar\u0131n, beyaz yakal\u0131lar\u0131n ayr\u0131cal\u0131kl\u0131 konumlar\u0131, sermayenin i\u015flevini yerine getirmeden kaynaklanmaktad\u0131r. Ancak bu ayr\u0131cal\u0131kl\u0131 konum da g\u00fcn\u00fcm\u00fczde kaybolmakta, beyaz yakal\u0131lar\u0131n i\u015f\u00e7ile\u015fme s\u00fcrecinin h\u0131zland\u0131\u011f\u0131n\u0131 rahatl\u0131kla s\u00f6yleyebiliriz. Asl\u0131nda eme\u011fin, bilimin, mesle\u011fin niteli\u011fi de\u011fi\u015fmekte eski \u201cayr\u0131cal\u0131kl\u0131\u201d beyaz yakal\u0131 yeni i\u015f\u00e7iyi temsil etmeye ba\u015flamaktad\u0131r. G\u00fcvencesiz \u00e7al\u0131\u015fma ko\u015fullar\u0131nda \u00e7al\u0131\u015fan beyaz yakal\u0131 e\u011fitim alm\u0131\u015f i\u015f\u00e7ilerdir art\u0131k.<\/p>\n<p>***<br \/>\n20. y\u00fczy\u0131lda i\u015f\u00e7ile\u015fme s\u00fcrecinin en \u00f6nemli g\u00f6stergeleri \u015f\u00f6yle s\u0131ralan\u0131yordu:[5]\n<ul>\n<li>i\u015f\u00e7inin yapt\u0131\u011f\u0131 i\u015f \u00fczerindeki denetimini yitirmesi,<\/li>\n<li>emek g\u00fcc\u00fcn\u00fcn niteliksizle\u015fmesi, yap\u0131lan i\u015fin de\u011fersizle\u015fmesi,<\/li>\n<li>de\u011fi\u015fik alanlardaki eme\u011fin giderek birbirine benzemesi ve tek tiple\u015fmesi,<\/li>\n<li>eme\u011fin sermayeye olan ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131n artmas\u0131<\/li>\n<\/ul>\n<p>\u015eu anda benzer s\u00fcre\u00e7leri ya\u015famayan beyaz yakal\u0131 var m\u0131 acaba diye insan sormadan edemiyor. \u00c7\u00fcnk\u00fc say\u0131lar\u0131 fazla alttan gelen daha donan\u0131ml\u0131 geliyor. Yerine ge\u00e7ebilecek \u00e7ok arkada\u015f\u0131, kendisiyle s\u0131n\u0131f i\u00e7i rekabet eden meslekta\u015f\u0131 var. Yeni geli\u015fen yaz\u0131l\u0131mlar, teknolojiler hem i\u015flerini kolayla\u015ft\u0131r\u0131yor hem de i\u015f \u00fczerindeki denetimi kolayla\u015ft\u0131r\u0131yor. Sermaye karma\u015f\u0131k i\u015fleri bile kolay y\u00f6netebilecek yeni teknoloji ve metotlar geli\u015ftiriyor.<br \/>\n16. y\u00fczy\u0131ldan 20. y\u00fczy\u0131la kadar gelen d\u00f6rt y\u00fcz y\u0131lda sermayenin i\u015f\u00e7ile\u015ftirdi\u011fi, m\u00fclks\u00fczle\u015ftirdi\u011fi, disipline etti\u011fi ve i\u015fe ko\u015ftu\u011fu toplam insan say\u0131s\u0131 yakla\u015f\u0131k 60-70 milyon.[6] 1900\u2019den 2015\u2019e kadar i\u015f\u00e7ile\u015ftirilen n\u00fcfus 3,5 milyar (D\u00fcnya n\u00fcfusu \u015fu anda 7,33 milyar). 115 y\u0131ll\u0131k s\u00fcrede i\u015f\u00e7ile\u015ftirilen n\u00fcfus, d\u00f6rt y\u00fczy\u0131lda i\u015f\u00e7ile\u015ftirilen n\u00fcfusun yakla\u015f\u0131k 50 kat\u0131. Bu i\u015f\u00e7ile\u015ftirmenin en h\u0131zl\u0131 d\u00f6nemi, 2 milyar insan\u0131n i\u015f\u00e7ile\u015fmesi ise 1980-2015 aras\u0131nda ger\u00e7ekle\u015fiyor.<\/p>\n<p>\u0130\u015f\u00e7ile\u015fme s\u00fcreci i\u015fsizlik s\u00fcrecini de birlikte getiriyor. Sermayenin gerekli eme\u011fi aza indirip art\u0131 de\u011feri, k\u00e2r\u0131 art\u0131rma e\u011filimi \u00e7al\u0131\u015fan say\u0131s\u0131n\u0131 azalt\u0131rken m\u00fcmk\u00fcn oldu\u011funca yeni i\u015f alanlar\u0131 yaratarak yeni i\u015f olanaklar\u0131 yaratmaktad\u0131r. Ancak bu iki e\u011filim yedek i\u015fg\u00fcc\u00fc ordusunun, i\u015fsizler say\u0131s\u0131n\u0131n artmas\u0131 y\u00f6n\u00fcndedir.<\/p>\n<p>Sonu\u00e7ta, daha az emek g\u00fcc\u00fcyle daha fazla hammadde ve makinenin harekete ge\u00e7irilmesi sa\u011flanmakta, birikim ilerledik\u00e7e bir yandan yeni yat\u0131r\u0131mlar i\u00e7in giderek daha az eme\u011fe ihtiya\u00e7 duyulurken, di\u011fer yandan eski yat\u0131r\u0131m alanlar\u0131nda da \u00fcretkenlik art\u0131\u015f\u0131 sonucu istihdam edilen emek miktar\u0131nda azaltmalara gidilmektedir.[7]\n<p>***<\/p>\n<p>Sermaye yasas\u0131n\u0131n e\u011filimi, o halde, gerekli eme\u011fi en aza indirmekle birlikte m\u00fcmk\u00fcn oldu\u011fu kadar \u00e7ok emek yaratmakt\u0131r. Sermaye bir yandan emek\u00e7i n\u00fcfusu art\u0131rmaya y\u00f6nelirken, bir yandan da bunun bir k\u0131sm\u0131n\u0131 s\u00fcrekli bir art\u0131 n\u00fcfus (sermaye taraf\u0131ndan kullan\u0131lmad\u0131k\u00e7a varl\u0131\u011f\u0131 l\u00fczumsuz olan fazlal\u0131k bir n\u00fcfus) olarak ortaya koyar. Sermayenin e\u011filimi bir yandan insan eme\u011fini (nispi olarak) gereksiz hale getirirken, bir yandan da insan eme\u011fini s\u0131n\u0131rs\u0131z bir \u015fekilde artt\u0131rmakt\u0131r.[8]\n<p>Yedek emek g\u00fcc\u00fc \u00fccretlerin istenmeyen \u015fekilde artmas\u0131na engel olacak sermaye birikiminin canland\u0131\u011f\u0131 d\u00f6nemlerde aktif i\u015fg\u00fcc\u00fcne kat\u0131labilecektir. Uluslararas\u0131 \u00c7al\u0131\u015fma \u00d6rg\u00fct\u00fc\u2019n\u00fcn \u00f6ng\u00f6r\u00fclerine g\u00f6re sanayi sekt\u00f6rlerinde yo\u011funla\u015fmas\u0131 beklenen robot kullan\u0131m\u0131 ve otomasyona dayal\u0131 \u00fcretim bi\u00e7imleri \u00f6n\u00fcm\u00fczdeki y\u00fczy\u0131lda sanayide \u00e7al\u0131\u015fanlar\u0131n en az y\u00fczde 40\u2019\u0131n\u0131 olumsuz etkileyecek; onlarca i\u015f sahas\u0131, yerini robotlar\u0131n d\u00fczenleyece\u011fi i\u015f s\u00fcre\u00e7lerine b\u0131rakacak.[9] Otomasyonun ve yapay zek\u00e2 ile donat\u0131lm\u0131\u015f robotlar\u0131n sanayide yayg\u0131nla\u015fmas\u0131 sonucunda 2030 y\u0131l\u0131na de\u011fin 400 milyon istihdam kayb\u0131n\u0131n ya\u015fanaca\u011f\u0131 tahmin ediliyor. Bu rakam k\u00fcresel emek g\u00fcc\u00fc arz\u0131n\u0131n y\u00fczde 15\u2019ine denk geliyor.[10]\n<p>***<\/p>\n<p>\u0130stihdam e\u011filiminin genel olarak i\u015fsizli\u011fi art\u0131ran e\u011filimine AKP iktidar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fc 80 y\u0131ll\u0131k cumhuriyet d\u00f6neminde a\u00e7\u0131lan \u00fcniversite say\u0131s\u0131n\u0131 katlayarak her ile \u00fcniversite a\u00e7arak hem i\u015fsizli\u011fi \u00f6telemi\u015f, ertelemi\u015f olup hem de \u00fcniversite a\u00e7may\u0131 se\u00e7im vaadine d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. Yani \u00fcniversiteye giremeyip emek g\u00fcc\u00fcne liseden sonra kat\u0131lacak ya da i\u015fsiz bir d\u00f6nem ya\u015fayacakken \u00fcniversiteye gidip bitirdikten sonra benzer s\u00fcre\u00e7leri ya\u015famaktad\u0131r. 1923\u2019ten 2003\u2019e ge\u00e7en 80 y\u0131lda toplam 77 \u00fcniversite a\u00e7\u0131l\u0131rken 2003\u2019ten 2018\u2019e ge\u00e7en 15 y\u0131lda 129 \u00fcniversite a\u00e7\u0131ld\u0131. 2018-2019 d\u00f6neminde faal olan \u00fcniversite say\u0131s\u0131 b\u00f6ylece 206 oldu. Her ile bacas\u0131z fabrika a\u00e7\u0131lm\u0131\u015f aileler \u00e7ocuklar\u0131n\u0131n gelecekleri i\u00e7in t\u00fcm birikimlerini aktararak \u00fcniversite mezunu olmalar\u0131n\u0131 sa\u011flamaya \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. \u00dcniversite a\u00e7\u0131lan il i\u00e7in hem in\u015faat sekt\u00f6r\u00fcn\u00fc canland\u0131ran yeni binalar anlam\u0131na gelmektedir hem de ilin esnaf\u0131 i\u00e7in ekonomik canl\u0131l\u0131k anlam\u0131na gelmektedir. Bu k\u0131sa s\u00fcrede a\u00e7\u0131lan \u00fcniversiteleri kar\u015f\u0131layacak akademik personel olmad\u0131\u011f\u0131 gibi verilen e\u011fitimin kalitesi d\u00fc\u015fm\u00fc\u015f, niteliksizle\u015ftirilmi\u015ftir. Yeni a\u00e7\u0131lan \u00fcniversitelerdeki akademik personel haftan\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131 ders vererek ge\u00e7irmekte bilimsel, akademik \u00e7al\u0131\u015fmalara zaman bulamazken \u00fcniversiteler diploma al\u0131nan ticarethanelere d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. Genel e\u011fitim politikas\u0131 olarak da \u00f6\u011frencileri \u00f6yle ya da b\u00f6yle \u00fcniversiteden mezun etmenin \u00f6nemli oldu\u011fu yeterli e\u011fitim al\u0131p almad\u0131klar\u0131n\u0131n \u00f6nemli olmad\u0131\u011f\u0131 bir politika benimsenmi\u015ftir. B\u00f6ylelikle bir toplumun proleterle\u015fme s\u00fcreci olduk\u00e7a h\u0131zland\u0131r\u0131lm\u0131\u015f olup i\u015fsizlik s\u00fcre\u00e7leri geciktirilmi\u015f ihtiya\u00e7 fazlas\u0131 meslek sahibi \u00fcniversite mezunlar\u0131 olu\u015fturulmu\u015ftur. Erdo\u011fan da 2019 y\u0131l\u0131 Y\u00fcksek\u00f6\u011fretim Akademik Y\u0131l A\u00e7\u0131l\u0131\u015f T\u00f6reni\u2019nde \u201cHer \u00fcniversiteyi bitirdi\u011fi zaman i\u015f sahibi olacak diye de bir \u015fey yok. Bunu d\u00fcnyan\u0131n hi\u00e7bir yerinde bulamazs\u0131n\u0131z\u201d diyerek malumun ilam\u0131n\u0131 yapm\u0131\u015ft\u0131r.<\/p>\n<p>***<\/p>\n<p>Piyasala\u015fma ve i\u015f\u00e7ile\u015fme s\u00fcreci bilimsel \u00e7al\u0131\u015fmalar, bilimsel ke\u015fifler alan\u0131nda \u00e7oktan yerle\u015fmi\u015ftir. Art\u0131k bilimsel geli\u015fmelerde yeni ke\u015fiflerde bilim insanlar\u0131n isimlerini de\u011fil CEO\u2019lar\u0131n \u015firket sahiplerinin (Steve Jobs, Elon Musk, U\u011fur \u015eahin-\u00d6zlem T\u00fcreci gibi) isimlerini \u00e7oktan duyar olduk. Manhattan Projesi\u2019nde sorumlu olan \u00fcnl\u00fc fizik\u00e7i atom bombas\u0131n\u0131n patlat\u0131lmas\u0131ndan sonra g\u00f6revinden ayr\u0131larak, hidrojen bombas\u0131n\u0131n geli\u015ftirilmesi projesine kar\u015f\u0131 \u00e7\u0131km\u0131\u015ft\u0131r.
