{"id":36762,"date":"2021-11-29T22:06:00","date_gmt":"2021-11-29T19:06:00","guid":{"rendered":"http:\/\/politeknik.org.tr\/?p=36762"},"modified":"2021-11-30T15:35:19","modified_gmt":"2021-11-30T12:35:19","slug":"gelin-odtu-ormanina-sahip-cikalim-gokhan-marim-isikhan-guler","status":"publish","type":"post","link":"https:\/\/eonmeet.com\/pol\/gelin-odtu-ormanina-sahip-cikalim-gokhan-marim-isikhan-guler\/","title":{"rendered":"Gelin ODT\u00dc Orman\u0131&#8217;na sahip \u00e7\u0131kal\u0131m &#8211; G\u00f6khan Mar\u0131m \/ I\u015f\u0131khan G\u00fcler"},"content":{"rendered":"<p>ODT\u00dc Orman\u0131, Ankara&#8217;da kent i\u00e7inde kalan neredeyse tek kent orman\u0131. \u0130klim krizi ve buna ba\u011fl\u0131 kurakl\u0131k, g\u0131da krizi gibi konular\u0131 konu\u015ftu\u011fumuz bu g\u00fcnler, kentlerdeki ormanlar\u0131n de\u011ferini bir kez daha hat\u0131rlat\u0131yor (\u015eekil 1-2 ).<\/p>\n<p>WWF (D\u00fcnya Do\u011fay\u0131 Koruma Vakf\u0131) verilerine g\u00f6re d\u00fcnya \u00e7ap\u0131ndaki orman tahribatlar\u0131, orman ve toprak kalitesinin bozulmas\u0131, yery\u00fcz\u00fcndeki toplam sera etkisinde art\u0131\u015fa neden oluyor. 2017 y\u0131l\u0131nda 11,2 milyar ton olan k\u00fcresel karbon sal\u0131n\u0131mlar\u0131n\u0131n 1,3 milyar tonunun, ormans\u0131zla\u015fma ve arazi kullan\u0131m de\u011fi\u015fikliklerinden kaynakland\u0131\u011f\u0131 ifade ediliyor. \u0130klim de\u011fi\u015fikli\u011fi; ormanlar \u00fczerinde olumsuz etkiler yarat\u0131rken, do\u011fal karbon d\u00f6ng\u00fcs\u00fcnde de tahribat olu\u015fturuyor. Ormans\u0131zla\u015fma, iklim de\u011fi\u015fikli\u011fi ile m\u00fccadelede insanl\u0131\u011f\u0131n elini zay\u0131flat\u0131yor. Ankara B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin \u201cBilkent-\u0130ncek Bulvar\u0131 \u00c7evre Yolu Ba\u011flant\u0131s\u0131\u201d ad\u0131yla Ankara&#8217;da yapmaya \u00e7al\u0131\u015ft\u0131\u011f\u0131 11 km\u2019lik yol asl\u0131nda yeni de\u011fil. Bu yolun 4,5 km\u2019lik k\u0131sm\u0131 2017 y\u0131l\u0131nda Melih G\u00f6k\u00e7ek d\u00f6neminde bir gece bask\u0131n\u0131 ile ODT\u00dc Orman\u0131&#8217;na girilip, a\u011fa\u00e7lar kesilerek yap\u0131lmaya ba\u015flanm\u0131\u015ft\u0131. 4,5 km uzunlu\u011funda 50 m.\u2019lik \u015ferit \u015feklinde in\u015fa edilen yol 22,5 hektar orman alan\u0131n\u0131 yok etti. \u015eimdi, Ankara B\u00fcy\u00fck\u015fehir Belediyesi G\u00f6k\u00e7ek d\u00f6neminde yap\u0131lan projenin devam\u0131n\u0131 hayata ge\u00e7irmeye \u00e7al\u0131\u015f\u0131yor. Proje tamamlan\u0131rsa 93 hektarl\u0131k orman daha ODT\u00dc Orman\u0131&#8217;ndan kopar\u0131lacak. (\u015eekil 3).<\/p>\n<p><strong>Alternatif g\u00fczergah m\u00fcmk\u00fcn iken orman k\u0131y\u0131m\u0131nda \u0131srar ediliyor<\/strong><\/p>\n<p>Ankara B\u00fcy\u00fck\u015fehir Belediyesi, Kuzey-G\u00fcney yol aks\u0131n\u0131n ihtiya\u00e7 oldu\u011funu bilimsel verilerle iddia ediyorsa alternatif bi\u00e7imde ODT\u00dc Orman\u0131&#8217;na el s\u00fcrmeden projeyi g\u00fcncelleyebilir. \u015eekil 3\u2019 te g\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere ODT\u00dc Orman\u0131&#8217;na girmeden \u0130hsan Do\u011framac\u0131 Bulvar\u0131 kullan\u0131larak in\u015fa edilecek 6.5 km\u2019lik ek ba\u011flant\u0131 ihtiyac\u0131 kar\u015f\u0131layabilir. B\u00f6ylece 93 ha orman da yok edilmemi\u015f olur. Ankara B\u00fcy\u00fck\u015fehir Belediyesi bunu yapmak yerine G\u00f6k\u00e7ek d\u00f6neminden kalan projeyi yapmaya \u00e7al\u0131\u015f\u0131yor.<\/p>\n<p><img decoding=\"async\" class=\"alignnone size-large wp-image-36765\" src=\"http:\/\/politeknik.org.tr\/wp-content\/uploads\/2021\/11\/ekran-resmi-2021-11-29-213004-966x1024.png\" alt=\"\" width=\"966\" height=\"1024\" srcset=\"https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2021\/11\/ekran-resmi-2021-11-29-213004-966x1024.png 966w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2021\/11\/ekran-resmi-2021-11-29-213004-283x300.png 283w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2021\/11\/ekran-resmi-2021-11-29-213004-768x814.png 768w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2021\/11\/ekran-resmi-2021-11-29-213004.png 992w\" sizes=\"(max-width: 966px) 100vw, 966px\" \/><\/p>\n<p><strong>Ad\u0131m ad\u0131m yok edilmek istenen ODT\u00dc Orman\u0131<\/strong><\/p>\n<p>1985 y\u0131l\u0131ndan g\u00fcn\u00fcm\u00fcze kadar gelen her foto\u011frafta da g\u00f6r\u00fclmektedir ki, ODT\u00dc Orman\u0131 yollarla s\u00fcrekli b\u00f6l\u00fcn\u00fcyor, yok ediliyor. 1985-2004 y\u0131llar\u0131 aras\u0131nda \u00e7ekilen foto\u011fraflar kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda Turan G\u00fcne\u015f Bulvar\u0131 ve \u00e7evresinin\u00a0 ODT\u00dc Orman\u0131&#8217;n\u0131 nas\u0131l ikiye b\u00f6ld\u00fc\u011f\u00fc g\u00f6r\u00fclebilir. 2004-2015 y\u0131llar\u0131 kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda ise Malazgirt Bulvar\u0131 ile ODT\u00dc Orman\u0131&#8217;n\u0131n bir k\u0131sm\u0131n\u0131n t\u0131rpanlad\u0131\u011f\u0131 g\u00f6r\u00fclebilir. Ayr\u0131ca o d\u00f6nemde Malazgirt Bulvar\u0131&#8217;n\u0131n Konya yolu trafi\u011fini rahatlatt\u0131\u011f\u0131 s\u00f6ylense de belirli bir s\u00fcre sonra Malazgirt Bulvar\u0131 da, Konya yolu da t\u0131kanmaya ba\u015flam\u0131\u015ft\u0131r. Ormans\u0131zla\u015fma, karbon sal\u0131n\u0131m\u0131n\u0131n artmas\u0131na sebep oluyor. K\u00fcresel \u0131s\u0131nman\u0131n en \u00f6nemli sonu\u00e7lar\u0131 bilindi\u011fi \u00fczere s\u0131cak hava dalgalar\u0131, orman yang\u0131nlar\u0131, kurakl\u0131k, sel gibi ola\u011fand\u0131\u015f\u0131 iklim olaylar\u0131. D\u00fcnyam\u0131z sanayi \u00f6ncesi d\u00f6neme g\u00f6re 1,1 derece daha s\u0131cak. Daha s\u0131cak bir atmosfer ayn\u0131 zamanda daha fazla nem tutulmas\u0131 anlam\u0131na geliyor. Bu da sel riskini art\u0131ran a\u015f\u0131r\u0131 ya\u011f\u0131\u015flara neden olabiliyor. Ayr\u0131ca buharla\u015fmay\u0131 art\u0131ran s\u0131cakl\u0131k art\u0131\u015f\u0131, daha yo\u011fun kurakl\u0131klara yol a\u00e7\u0131yor. Bu konudaki fark\u0131ndal\u0131k her ge\u00e7en g\u00fcn daha da art\u0131yor. H\u00fck\u00fcmetler, sekt\u00f6rler, belediyeler ad\u0131m atmakta ge\u00e7 kal\u0131yor. Ankara B\u00fcy\u00fck\u015fehir Belediyesi 2020 y\u0131l\u0131nda iklim de\u011fi\u015fikli\u011fiyle m\u00fccadele kapsam\u0131nda \u0130klim De\u011fi\u015fikli\u011fi ve Uyum \u015eube M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fc kuruyor. Ancak ayn\u0131 belediyenin ODT\u00dc Orman\u0131&#8217;n\u0131 t\u0131rpanlayan yol konusundaki \u0131srar\u0131n\u0131 anlamakta zorlan\u0131yoruz. Biz gelece\u011fimiz i\u00e7in ODT\u00dc Orman\u0131&#8217;n\u0131 t\u0131rpanlayan yol yerine, toplu ula\u015f\u0131ma, metroya daha \u00e7ok b\u00fct\u00e7e ayr\u0131lmas\u0131n\u0131 istiyor, yeni metro hatlar\u0131n\u0131n eklenmesini talep ediyoruz. Avrupa ba\u015fkentleri aras\u0131nda havaalan\u0131na metro ya da hafif rayl\u0131 sistemi olmayan tek ba\u015fkent Ankara kalm\u0131\u015ft\u0131r. Ankara kentinin \u00f6nceli\u011fi yap\u0131lmak istenen yol projesi de\u011fildir.<\/p>\n<p><strong>\u00d6ncelikli altyap\u0131 projeleri yap\u0131labilir<\/strong><\/p>\n<p>Ankara&#8217;da i\u00e7me sular\u0131 g\u00fcvenilir de\u011fil, altyap\u0131 delik de\u015fik, kente su sa\u011flayan i\u00e7me suyu \u015febekelerinde kay\u0131p-ka\u00e7ak oran\u0131 olduk\u00e7a y\u00fcksek. \u015eebekeye ar\u0131t\u0131lmadan verilmesi uygun olmayan K\u0131z\u0131l\u0131rmak hatt\u0131 hala mevcut. Bu hat ne i\u00e7me suyu \u015feklinde, ne de sulama ama\u00e7l\u0131 kullan\u0131labiliyor. Ankara&#8217;da i\u00e7me suyuna g\u00fcven kalmad\u0131\u011f\u0131 gibi t\u00fcm evlere damacana suyu girmi\u015f durumda. Ya\u011fmur suyu \u015febekesi bir\u00e7ok yerde yok. En ufak bir ya\u011fmurda, t\u00fcm Ankaral\u0131lar su bask\u0131nlar\u0131ndan tedirgin oluyor. Ankara \u00c7ay\u0131 yaz aylar\u0131nda kanalizasyon kokuyor, kanalizasyon \u015febekesinin yetersiz oldu\u011fu ve koku probleminin oldu\u011fu bir\u00e7ok b\u00f6lge var. Dahas\u0131n\u0131 s\u0131ralayabiliriz. Bu ko\u015fullarda Ankara halk\u0131n\u0131n ihtiya\u00e7lar\u0131 aras\u0131nda \u00f6nceli\u011fin bu yol olmad\u0131\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz ve yol projesinin tekrar de\u011ferlendirilmesi gerekti\u011fini dile getiriyoruz.<\/p>\n<p><strong>Projeden vazge\u00e7ilmelidir<\/strong><\/p>\n<p>Melih G\u00f6k\u00e7ek d\u00f6neminde yap\u0131lan otoban gibi yollar\u0131n, dal\u0131\u015f t\u00fcnelli alt ge\u00e7itlerin bu kente verdi\u011fi tahribat ortadayken toplumcu belediyecili\u011fin \u00f6nceli\u011finin kentlilerin ya\u015fam kalitesini art\u0131racak projeler oldu\u011funu biliyoruz. Bu yol yerine yan\u0131nda h\u00e2lihaz\u0131rda mevcut olan \u0130hsan Do\u011framac\u0131 Bulvar\u0131 de\u011ferlendirilmelidir. Bu projeye yap\u0131lacak harcamalar\u0131n kentin acil ihtiyac\u0131 olan altyap\u0131lara ayr\u0131lmas\u0131n\u0131n daha do\u011fru oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyoruz. Projeye yol veren protokol iptal edilmeli, kaz\u0131s\u0131 ve dolgusu yap\u0131lan b\u00f6lge tekrar a\u011fa\u00e7land\u0131r\u0131lmal\u0131d\u0131r.
