Daha \u00f6nce HKMO da \u0130stanbul \u015eube M\u00fcd\u00fcrl\u00fc\u011f\u00fc yapm\u0131\u015f m\u00fchendis G\u00fclseren Yurtta\u015f 2007 y\u0131l\u0131nda \u0130stanbul t\u00fcp ge\u00e7i\u015fi \u015fantiyesinde i\u015f makinesinin d\u00fc\u015f\u00fcrd\u00fc\u011f\u00fc devasa bir boru par\u00e7as\u0131n\u0131n alt\u0131nda kalarak hayat\u0131n\u0131 kaybetmi\u015ftir. G\u00fclseren Yurtta\u015f ad\u0131na hukuk m\u00fccadeleleri verilmi\u015f ve an\u0131s\u0131 ya\u015fat\u0131lm\u0131\u015f olmakla birlikte ne o tarihten \u00f6nce ne de sonra meslekta\u015flar\u0131n maruz kald\u0131\u011f\u0131 i\u015f kazalar\u0131na ili\u015fkin bir ara\u015ft\u0131rma yap\u0131lmam\u0131\u015ft\u0131r. T\u00fcm bu eksikliklerden yola \u00e7\u0131k\u0131larak Kocaeli \u00dcniversitesi Harita M\u00fchendisli\u011fi B\u00f6l\u00fcm\u00fcnde bu konuyu kapsayan bitirme tezi \u00e7al\u0131\u015fmas\u0131 yap\u0131lmaktad\u0131r. \u00c7al\u0131\u015fma ekibi, \u0130MO taraf\u0131ndan d\u00fczenlenen 3. \u0130\u015f G\u00fcvenli\u011fi Ve \u0130\u015f\u00e7i Sa\u011fl\u0131\u011f\u0131 Sempozyumu\u2019na ara\u015ft\u0131rmalar\u0131 kapsayan bir bildiriyle kat\u0131lm\u0131\u015ft\u0131r. <\/p>\n<p>\u00d6ncelikli olarak harita i\u015f kolu \u00e7e\u015fitli sekt\u00f6rlerde faaliyet g\u00f6steren m\u00fchendis, tekniker\/teknisyen ve topograf olarak ta tan\u0131mlanabilecek i\u015f\u00e7ilerden olu\u015fan bir i\u015fg\u00fcc\u00fcn\u00fc tan\u0131mlamaktad\u0131r. Harita i\u015f kolunu olu\u015fturan i\u015fg\u00fcc\u00fcn\u00fcn birincil \u00e7al\u0131\u015fma alan\u0131 \u0130n\u015faat sekt\u00f6r\u00fc olup, bunun d\u0131\u015f\u0131nda Maden, Bili\u015fim ve Sanayi sekt\u00f6rleri de istihdam alanlar\u0131 i\u00e7ersinde yer almaktad\u0131r.<\/p>\n<p>Harita i\u015f kolu yap\u0131s\u0131 ve faaliyet s\u00fcrd\u00fcrd\u00fc\u011f\u00fc sekt\u00f6rler g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, az say\u0131da meslek insan\u0131n\u0131n olu\u015fturdu\u011fu \u00e7al\u0131\u015fma gruplar\u0131ndan ve da\u011f\u0131n\u0131k bir i\u015f g\u00fcc\u00fc \u00f6rg\u00fctlenmesinden s\u00f6z edilebilir. \u0130\u015f kolunun en \u00f6nemli \u00f6rg\u00fctlenmesi olan ve sadece m\u00fchendisleri \u00f6rg\u00fctleyen HKMO bir yana b\u0131rak\u0131l\u0131rsa, i\u015f g\u00fcc\u00fcn\u00fcn b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcn\u00fcn \u00f6rg\u00fcts\u00fcz ve ba\u011fla\u015f\u0131ks\u0131z olarak faaliyet y\u00fcr\u00fctt\u00fc\u011f\u00fc rahatl\u0131kla s\u00f6ylenebilir. Harita i\u015f kolu; i\u015fg\u00fcc\u00fcn\u00fcn b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcn\u00fcn i\u015f g\u00fcvenli\u011fi ile ilgili yasalar\u0131n kapsam\u0131 d\u0131\u015f\u0131nda kalan, i\u015f kazalar\u0131 ve i\u015f g\u00fcvenli\u011fi ile ilgili hemen hemen hi\u00e7bir \u00e7al\u0131\u015fman\u0131n yap\u0131lmad\u0131\u011f\u0131, kendi i\u015f kazalar\u0131 hakk\u0131nda veriye sahip olmayan bir i\u015f kolu olarak alg\u0131lanmal\u0131d\u0131r.<\/p>\n<p>Sekt\u00f6r\u00fcn da\u011f\u0131n\u0131k \u00e7al\u0131\u015fma bi\u00e7imleri, ara eleman d\u00fczeyinde kay\u0131t d\u0131\u015f\u0131 \u00e7al\u0131\u015fman\u0131n \u00e7ok yo\u011fun olmas\u0131, sadece m\u00fchendis kazalar\u0131na ait az say\u0131da vakan\u0131n bildirilmi\u015f olmas\u0131, sekt\u00f6rel bilin\u00e7 ve belle\u011fin yerle\u015fmemi\u015f olmas\u0131 gibi alt alta yaz\u0131ld\u0131\u011f\u0131nda s\u0131f\u0131r d\u00fczeyinde veri anlam\u0131na gelen nedenler sonucu en \u00f6nemli sorun kaza bilgilerine eri\u015fim olarak tan\u0131mlanm\u0131\u015ft\u0131r.<br \/>Ara\u015ft\u0131rma y\u00f6ntemi olarak \u00f6ncelikle anket y\u00f6ntemine ba\u015fvurulmu\u015ftur. HKMO arac\u0131l\u0131\u011f\u0131yla odaya kay\u0131tl\u0131 t\u00fcm m\u00fchendislere anket \u00f6rne\u011fi g\u00f6nderilerek ba\u015flar\u0131ndan ge\u00e7en kazalar\u0131n s\u0131ralanmas\u0131 ve \u00f6rnekler verilmesi istenmi\u015ftir.<\/p>\n<p>Sonu\u00e7lara g\u00f6re kat\u0131l\u0131mc\u0131lar\u0131n y\u00fczde 75\u2019i gibi \u00e7ok y\u00fcksek bir b\u00f6l\u00fcm\u00fc d\u00fc\u015fme, yuvarlanma, kayma gibi arazi ko\u015fullar\u0131ndan kaynaklanan kazalar\u0131 ilk s\u0131raya koymaktad\u0131r. Ta\u015f\u0131t \u00e7arpmas\u0131 ve hayvan sald\u0131r\u0131s\u0131 se\u00e7enekleri de kat\u0131l\u0131mc\u0131lar\u0131n yar\u0131ya yak\u0131n\u0131nca ilk \u00fc\u00e7 risk aras\u0131nda de\u011ferlendirilmi\u015ftir. \u00d6l\u00fcml\u00fc kazalar\u0131n en \u00e7ok ger\u00e7ekle\u015fti\u011fi t\u00fcr ta\u015f\u0131t kazalar\u0131d\u0131r. Onu, i\u015f makinesi kazalar\u0131, elektrik \u00e7arpmalar\u0131 ve d\u00fc\u015fme-yuvarlanma son olarak da ocak-t\u00fcnel kazalar\u0131 izlemektedir. <\/p>\n<p>Veri toplamaya devam edilen bu \u00e7al\u0131\u015fmada \u015fimdiye kadar analiz edilen sonu\u00e7lar\u0131 ise \u015fu \u015fekilde s\u0131ralayabiliriz;<\/p>\n<p>\u0130\u015f kazalar\u0131n\u0131n y\u00fczde seksenlik b\u00f6l\u00fcm\u00fcn\u00fcn ger\u00e7ekle\u015fti\u011fi k\u00fc\u00e7\u00fck ve orta \u00f6l\u00e7ekli i\u015fletmelerde a\u011f\u0131rl\u0131kla \u00e7al\u0131\u015fan harita emek\u00e7ileri, i\u015f g\u00fcvenli\u011fi ve i\u015f kazas\u0131 risklerine dair yeterli bilgiye ve donan\u0131ma kesinlikle sahip de\u011fildir. Bu konuda gerek m\u00fchendislik gerekse ara eleman e\u011fitimi s\u0131ras\u0131nda i\u015f g\u00fcvenli\u011fi derslerinin zorunlu olarak ders programlar\u0131na yerle\u015ftirilmesi, ba\u015fta meslek odalar\u0131 olmak \u00fczere \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc temsil eden organlar\u0131n \u00fcyelerine d\u00fczenli hizmet i\u00e7i e\u011fitim deste\u011fi sa\u011flamalar\u0131 en akla uygun \u00f6nermelerdir.<\/p>\n<p>Harita i\u015f kolundaki i\u015f kazalar\u0131n\u0131n olduk\u00e7a dramatik bir y\u00f6n\u00fc de kaza sonras\u0131nda olu\u015fan hayat g\u00fc\u00e7l\u00fckleridir. \u00d6zellikle i\u015f\u00e7iler d\u00fczeyinde yo\u011fun bir g\u00fcvencesiz kay\u0131t d\u0131\u015f\u0131 \u00e7al\u0131\u015fma s\u00f6z konusudur. G\u00fcvencesizlik, di\u011fer t\u00fcm\u00a0 i\u015f kollar\u0131nda oldu\u011fu gibi temel sorunlardand\u0131r.<\/p>\n<p>Bu \u00e7al\u0131\u015fmada i\u015f kolu d\u00fczeyinde i\u015f kazalar\u0131n\u0131 s\u0131n\u0131fland\u0131rmak, istatistiklerini olu\u015fturmak, al\u0131nabilecek \u00f6nlemlere dikkat \u00e7ekmek ve bunlar\u0131nda \u00f6tesinde i\u015f g\u00fcvenli\u011fi bilincini meslek insanlar\u0131na ta\u015f\u0131mak ama\u00e7lanm\u0131\u015ft\u0131r.
