Ancak bu yaz \u0130stanbul&#8217;da kurulan \u015fantiyeler h\u0131zl\u0131, kurals\u0131z ve &#8220;\u00e7evreye verdi\u011fimiz ge\u00e7ici rahats\u0131zl\u0131ktan dolay\u0131 \u00f6z\u00fcr dileriz&#8221; yaz\u0131l\u0131 bir tabela ile ge\u00e7i\u015ftirilemeyecek kadar tarihi, do\u011fay\u0131 ve insan\u0131 rahats\u0131z edici. \u0130stanbul&#8217;da devam eden ve yap\u0131lmas\u0131 planlanan projelerin derlendi\u011fi \u00d6mer Erbil&#8217;in Radikal gazetesindeki haberi durumu \u00f6zetliyor:<\/strong><\/div>\n<div>\u00a0<\/div>\n<div>\u0130stanbul&#8217;un hemen her k\u00f6\u015fesinden bir in\u015faat kulesi y\u00fckseliyor. K\u00f6pr\u00fc bak\u0131m \u00e7al\u0131\u015fmalar\u0131 s\u0131ras\u0131nda \u0130stanbul trafi\u011fi birbirine girerken yeni yap\u0131la\u015fmalarla \u015fehrin merkezinde yo\u011funlu\u011fu artt\u0131rmak \u015fehircilik kurallar\u0131na da uymuyor. Di\u011fer yandan binlerce y\u0131ll\u0131k tarihin \u00fczerinde bulunan \u015fehirde her yeni proje k\u00fclt\u00fcrel mimariden de biraz daha eksiltiyor. Ye\u015fil alanlar bu projelerle yok edilirken, k\u0131y\u0131 kanunlar\u0131, imar ve koruma yasalar\u0131 da hi\u00e7e say\u0131l\u0131yor. Mahkemelerden gelen ge\u00e7 kararlar projeleri k\u00e2\u011f\u0131t \u00fczerinde iptal ediyor. Mahkeme karar\u0131 \u00e7\u0131kana kadar projeler korkun\u00e7 tahribat\u0131 yapm\u0131\u015f bulunuyor. \u0130\u015fte \u0130stanbul \u2019u mega \u015fantiye haline getiren o tart\u0131\u015fmal\u0131 projeler&#8230;<\/div>\n<div>\u00a0<\/div>\n<div>Gerek h\u00fck\u00fcmet gerekse b\u00fcy\u00fck\u015fehir belediyesi ve il\u00e7e belediyelerinin in\u015faat projelerinin \u00f6n\u00fc arkas\u0131 kesilmiyor. K\u00f6pr\u00fc bak\u0131m ve onar\u0131mlar\u0131na bir de bu projeler eklenince \u0130stanbul mega bir \u015fantiyeye d\u00f6nd\u00fc. Deniz dolgular\u0131 yenileme alanlar\u0131, g\u00f6kdelen in\u015faatlar\u0131, meydan d\u00fczenlemeleri&#8230; Bunlara bir de hen\u00fcz yap\u0131m\u0131na ba\u015flanmayan \u2018Kanal \u0130stanbul \u2019 projesini de eklemek gerekiyor.\u00a0<\/div>\n<div><\/div>\n<div><strong>\u00c7AMLICA TEPES\u0130 <\/strong><\/div>\n<div>Ba\u015fbakan Erdo\u011fan \u2019\u0131n \u201cBir cami yapaca\u011f\u0131z, her yerden g\u00f6z\u00fckecek\u201d diye a\u00e7\u0131klad\u0131\u011f\u0131 proje 250 bin metrekarelik bir rekreasyon alan\u0131. Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 , RT\u00dcK ve B\u00fcy\u00fck\u015fehir Belediyesi\u2019nin ortak \u00e7al\u0131\u015fmas\u0131yla hayata ge\u00e7ecek. \u00c7aml\u0131ca\u2019daki TRT vericisi d\u0131\u015f\u0131nda t\u00fcm vericiler kald\u0131r\u0131lacak. Spor alanlar\u0131, park ve bah\u00e7eler, kafeteryalar, g\u00f6zlem kulesi gibi bir\u00e7ok sosyal alan yer alacak. Caminin denizden y\u00fcksekli\u011fi 608 metre olacak.\u00a0<\/div>\n<div><\/div>\n<div><strong>SEVDA TEPES\u0130\u00a0<\/strong><\/div>\n<div>Suudi Arabistan Kral\u0131 Abdullah\u2019\u0131n 1984\u2019te veliaht prensken 27 milyon dolara ald\u0131\u011f\u0131 Kandilli\u2019deki Sevda Tepesi, Belediye Meclisi\u2019nin ald\u0131\u011f\u0131 kararla imara a\u00e7\u0131ld\u0131. 57 d\u00f6n\u00fcm arazide 1700 metrekareden iki kat, yani 3 bin 400 metrekare imar izni verildi. Tepede, iki kattan daha y\u00fcksek yap\u0131la\u015fma olmayacak. Ancak arazi birinci derece do\u011fal sit alan\u0131. Uygulama, ayn\u0131 zamanda K\u0131y\u0131 Kanunu ve 2960 say\u0131l\u0131 Bo\u011fazi\u00e7i Kanunu\u2019na da ayk\u0131r\u0131. Mimarlar Odas\u0131, konuyla ilgili idare mahkemesine dava a\u00e7\u0131yor.\u00a0<\/div>\n<div><\/div>\n<div><strong>TARLABA\u015eI YEN\u0130LEME ALANI\u00a0<\/strong><\/div>\n<div>Tarlaba\u015f\u0131\u2019ndaki 9 ada, 2000 m\u00b2 alana oturmu\u015f, 210\u2019u tescilli sivil mimarl\u0131k \u00f6rne\u011fi olan 278 bina ve bunlar\u0131n aras\u0131ndaki sokaklarla altyap\u0131y\u0131 kaps\u0131yor. Beyo\u011flu Belediyesi 2007\u2019de GAP \u0130n\u015faat ile s\u00f6zle\u015fme imzalad\u0131. Projeye g\u00f6re, GAP \u0130n\u015faat 21 bin metrekare alanda, 63 bin metrekare in\u015faat yapacak. Bina altlar\u0131na 4-5 katl\u0131 otoparklar a\u00e7\u0131lacak. Arka sokaklar konut alan\u0131 olacak. Kamula\u015ft\u0131rma nedeniyle ma\u011fdur olduklar\u0131n\u0131 d\u00fc\u015f\u00fcnenler bir araya gelip 2008\u2019de dernek kurdu ve A\u0130HM\u2019ye gitti.\u00a0<\/div>\n<div><\/div>\n<div><strong>FENER-BALAT YEN\u0130LEME ALANI\u00a0<\/strong><\/div>\n<div>Proje alan\u0131 279.345,91 m\u00b2 ve toplam 59 ada, 909 parselden olu\u015fuyor. Semt sahil k\u0131sm\u0131nda bulunan ye\u015fil alanlar ve konut-ticaret fonksiyonlar\u0131n\u0131n bulundu\u011fu yerle\u015fim alan\u0131 olmak \u00fczere temel olarak iki b\u00f6lgeden olu\u015fuyor. Tarihi miras olarak say\u0131labilecek yap\u0131lar dahilinde 11 tescilli an\u0131t eser, 345 sivil mimarl\u0131k \u00f6rne\u011fi ve 25 sivil mimarl\u0131k \u00f6rne\u011fi bulunuyor. \u0130stanbul 5. \u0130dare Mahkemesi, koruma y\u00fcksek kurulu kararlar\u0131na, \u015fehircilik ilke ve kurallar\u0131na ve hukuka ayk\u0131r\u0131 bularak bu projeyi iptal etti.\u00a0<\/div>\n<div><\/div>\n<div><strong>AYVANSARAY T\u00dcRK MAHALLES\u0130\u00a0<\/strong><\/div>\n<div>Ayvansaray yenileme alan\u0131nda toplam 69 parsel bulunuyor. Bu parsellerden 4`\u00fc an\u0131t eser, 15 tanesi ise sivil mimarl\u0131k \u00f6rne\u011fi, yani tarihi eser kabul ediliyor. Mahallede 81 aile ya\u015f\u0131yor. Toplam 149 hissedar bulunuyor. Projeye g\u00f6re 48 konut, 5 adet ticari d\u00fckk\u00e2n, 1 otel, 2 butik otel, 1 kat otopark\u0131 ve 1 sosyal tesis yap\u0131lmas\u0131 planland\u0131. Bir\u00e7ok evin y\u0131k\u0131m\u0131na ba\u015fland\u0131. Ancak Fener Balat projesinde oldu\u011fu gibi idare mahkemesinin bu projeyi de iptal etmesi bekleniyor.\u00a0<\/div>\n<div><\/div>\n<div><strong>SULUKULE PROJES\u0130\u00a0<\/strong><\/div>\n<div>Nesli\u015fah ve Hatice Sultan Mahalleleri Yenileme Projesini kapsayan, Fatih\u2019teki Sur Koruma Band\u0131\u2019nda yer alan 90 bin metrekarelik b\u00f6lgede, 640 konutun in\u015fas\u0131 2 y\u0131lda bitme noktas\u0131na geldi. B\u00f6lgede yeni yap\u0131lan evler y\u00fcksek gelirli aileler i\u00e7in tasarland\u0131. Sulukule\u2019nin eski sakinleri olan Romanlar, 60 kilometre uzakl\u0131ktaki Kayaba\u015f\u0131 TOK\u0130 konutlar\u0131na g\u00f6nderilmi\u015fti. \u0130stanbul 4. \u0130dare Mahkemesi projeyi, S\u0130T alan\u0131 \u00fczerinde oldu\u011fu ve Romanlar\u0131n m\u00fclkiyet hakk\u0131n\u0131n ihlal etti\u011fi gerek\u00e7esiyle iptal etti.\u00a0<\/div>\n<div><\/div>\n<div><strong>YEN\u0130KAPI MEYDAN PROJES\u0130\u00a0<\/strong><\/div>\n<div>Yenikap\u0131 \u0130DO \u0130skelesi\u2019nden Samatya SSK\u2019n\u0131n \u00f6n\u00fcne 578 bin metrekare alanda deniz doldurulacak. 1 milyon 250 bin ki\u015filik miting alan\u0131, 2 dev otopark yap\u0131lacak. Deniz, karayolu, metro, hafif rayl\u0131 sistem burada bulu\u015facak. Meydan\u0131n alt\u0131nda at\u0131ksu ar\u0131t\u0131lacak. \u0130stanbul Yenileme Alanlar\u0131 Koruma Kurulu siluete ve tarihi yar\u0131madan\u0131n topografyas\u0131na zarar verece\u011fi gerek\u00e7esiyle projeye onay vermemesine ra\u011fmen belediye ihaleye \u00e7\u0131kt\u0131. \u0130haleyi Nas-Nuh-U\u011fra\u015f \u0130n\u015faat konsorsiyumu 31 milyon lira bedelle kazand\u0131.\u00a0<\/div>\n<div><\/div>\n<div><strong>AL\u0130 SAM\u0130 YEN ve L\u0130K\u00d6R FABR\u0130KASI\u00a0<\/strong><\/div>\n<div>Tarihi fabrika y\u0131k\u0131ld\u0131. 2 No\u2019lu K\u00fclt\u00fcr Varl\u0131klar\u0131n\u0131 Koruma Kurulu 5 y\u0131l direnmesine ra\u011fmen \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019na ba\u011fl\u0131 Tabiat Varl\u0131klar\u0131 Komisyonu\u2019nun izniyle y\u0131k\u0131lan fabrikan\u0131n yerine 157 metre y\u00fcksekli\u011finde 2 g\u00f6kdelen yap\u0131l\u0131yor. Mimarlar Odas\u0131 dava a\u00e7t\u0131.\u00a0<\/div>\n<div>Y\u0131k\u0131lan Ali Sami Yen Stad\u0131\u2019n\u0131n yerine de 3 g\u00f6kdelen ve al\u0131\u015fveri\u015f merkezi yap\u0131l\u0131yor. Yakla\u015f\u0131k 160 metre y\u00fcksekli\u011findeki g\u00f6kdelenler \u0130stanbul semalar\u0131nda yeni bir kirlilik olu\u015fturacak. \u0130n\u015faat \u00e7al\u0131\u015fmalar\u0131 devam ediyor.\u00a0<\/div>\n<div><\/div>\n<div><strong>GALATAPORT\u00a0<\/strong><\/div>\n<div>Karak\u00f6y\u2019den Tophane\u2019ye kadar olan 1200 metrelik sahil \u015feridine otoparklar, al\u0131\u015fveri\u015f merkezleri ve 5 y\u0131ld\u0131zl\u0131 oteller yap\u0131lacak. 2 No\u2019lu Koruma Kurulu, \u00d6zelle\u015ftirme \u0130daresi\u2019nin haz\u0131rlad\u0131\u011f\u0131 imar planlar\u0131n\u0131 \u0130stanbul Belediyesi\u2019nin iste\u011fi do\u011frultusunda yeniden d\u00fczenledi. 8 bin metrekarelik alan kaplayan \u0130stanbul Modern\u2019in kald\u0131r\u0131laca\u011f\u0131 ileri s\u00fcr\u00fcld\u00fc. Projenin \u0130mar Yasas\u0131, K\u0131y\u0131 Yasas\u0131, Tabiat Varl\u0131klar\u0131n\u0131 Koruma Kanunu, \u00c7evre Kanunu, B\u00fcy\u00fck\u015fehir \u0130mar Planlar\u0131\u2019na ayk\u0131r\u0131 oldu\u011fu gerek\u00e7esiyle dava a\u00e7\u0131ld\u0131.\u00a0<\/div>\n<div><\/div>\n<div><strong>HAYDARPA\u015eA PROJES\u0130\u00a0<\/strong><\/div>\n<div>1 milyon metrekarelik \u2018 Haydarpa\u015fa Port\u2019 projesi \u0130BB Meclisi\u2019nden ve Koruma Kurulu\u2019ndan onay ald\u0131. Projeye g\u00f6re mevcut gar binas\u0131n\u0131n giri\u015f kat\u0131, demiryolu ula\u015f\u0131m hizmetleri vermeye devam edecek. Ancak \u00fcst katlarda TCDD\u2019nin kulland\u0131\u011f\u0131 ofisler, m\u00fcze, konser, sergi alan\u0131 ve otel olacak. Alana 4 dini tesis yap\u0131lacak. \u0130dari b\u00f6l\u00fcmlerin toplam alan\u0131 7 bin metrekare ile s\u0131n\u0131rland\u0131r\u0131ld\u0131.
