Projenin k\u0131y\u0131 \u015feridini kamusal alan olarak d\u00fczenlemek yerine bir al\u0131\u015fveri\u015f merkezi olarak yeniden tasarlanmas\u0131 projeyi bir kent su\u00e7u olarak g\u00f6ren kent savunucular\u0131n\u0131n ele\u015ftirilerinin en ba\u015f\u0131nda geliyor.<\/p>\n<p style=\"font-weight: 400;\">Galataport toplumsal haf\u0131zadan ve \u0130stanbullular\u0131n g\u00fcnl\u00fck pratiklerini ve ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131lamaktan uzak, sadece al\u0131\u015fveri\u015f ve t\u00fcketime dayal\u0131 pratikler \u00fczerine kurulu bir mek\u00e2n olarak kendisini dayat\u0131rken, yak\u0131n zamanda olduk\u00e7a ironik bir foto\u011fraf sergisine de ev sahipli\u011fi yapt\u0131. Hemen yan tarafta yer alan mek\u00e2n \u00f6zel bir etkinlik i\u00e7in kapat\u0131lm\u0131\u015f ve kokteyle kat\u0131lanlar\u0131n da g\u00f6rebildi\u011fi tek manzara da ayn\u0131 yolcu gemisi. Alt katta k\u0131y\u0131da da durum pek farkl\u0131 de\u011fil. Ziyaret\u00e7iler ya l\u00fcks, gurme restoran veya kafelerde oturup soluklan\u0131yorlar ya da k\u0131y\u0131 serinde yolcu gemisinin yan\u0131ndan k\u0131sa bir y\u00fcr\u00fcy\u00fc\u015f yap\u0131p, kruvaziyerle selfie \u00e7ektikten sonra mek\u00e2ndan ayr\u0131l\u0131yorlar. Ortamda denizin mavisini g\u00f6rebilen hi\u00e7 kimse olmamas\u0131na ra\u011fmen, k\u0131y\u0131ya yana\u015fm\u0131\u015f yolcu gemileri ve al\u0131\u015fveri\u015f merkezi aras\u0131na s\u0131k\u0131\u015fm\u0131\u015f insanlar durumu pek yad\u0131rg\u0131yormu\u015f gibi g\u00f6r\u00fcnm\u00fcyorlar. Bu manzaraya bakt\u0131\u011f\u0131m\u0131zda, Galataport k\u0131y\u0131n\u0131n haf\u0131zas\u0131n\u0131 dair pek bir \u015fey sunmasa da modern kent hayat\u0131nda deneyimledi\u011fimiz yabanc\u0131la\u015fmay\u0131 en net g\u00f6zlemleyebilece\u011fimiz mekanlardan biri olabilir.<\/p>\n<p style=\"font-weight: 400;\"><img decoding=\"async\" class=\"alignnone wp-image-38392\" src=\"https:\/\/politeknik.org.tr\/wp-content\/uploads\/2022\/10\/cagdas-2.png\" alt=\"\" width=\"650\" height=\"366\" srcset=\"https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2022\/10\/cagdas-2.png 981w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2022\/10\/cagdas-2-533x300.png 533w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2022\/10\/cagdas-2-768x432.png 768w\" sizes=\"(max-width: 650px) 100vw, 650px\" \/><\/p>\n<p style=\"font-weight: 400;\">Henri Lefebvre, yabanc\u0131la\u015fma kavram\u0131n\u0131 geleneksel Marksist teorideki konumundan al\u0131p bireylerin daha \u00e7ok g\u00fcndelik hayatta k\u00fclt\u00fcrel ve toplumsal ili\u015fkiler \u00fczerinden deneyimledi\u011fi bir olgu olarak yeniden tan\u0131mlamaya \u00e7al\u0131\u015f\u0131r.<a href=\"#link2\"><strong>[2]<\/strong><\/a> Buna g\u00f6re i\u015f yerinde eme\u011fine yabanc\u0131la\u015fan i\u015f\u00e7inin yerini modern d\u00fcnya ile birlikte bo\u015f vakitlerinde kolektif ve toplumsal ili\u015fkilerden uzakla\u015fm\u0131\u015f \u201cyabanc\u0131la\u015fm\u0131\u015f\u201d bireyler al\u0131r. Mek\u00e2n sakinlerinin t\u00fcketiciye evrildi\u011fi bu yeni g\u00fcndelik ya\u015famda, ba\u015fkalar\u0131 ile bulu\u015fma, payla\u015fma, bir araya gelme gibi g\u00fcndelik ili\u015fkilerin yerini ev, araba ve al\u0131\u015fveri\u015f merkezi aras\u0131na s\u0131k\u0131\u015fm\u0131\u015f, daha mobilize, bireysel ve t\u00fcketime dayal\u0131 al\u0131\u015fkanl\u0131klar al\u0131r.<\/p>\n<p style=\"font-weight: 400;\">Tasarlanm\u0131\u015f mek\u00e2n ise \u00fcretim ve t\u00fcketim ili\u015fkileri \u00e7er\u00e7evesinde yeniden tan\u0131mlanan bu g\u00fcndelik hayat\u0131n ger\u00e7ekle\u015ftirilmesinde etkili bir ideolojik araca d\u00f6n\u00fc\u015f\u00fcr. Mek\u00e2n hem fiziksel tasar\u0131m\u0131 hem de bar\u0131nd\u0131rd\u0131\u011f\u0131 ve temsil etti\u011fi semboller ve imgeler arac\u0131l\u0131\u011f\u0131 ile mek\u00e2n\u0131 kullananlar\u0131n davran\u0131\u015flar\u0131n\u0131 ve dolayl\u0131 olarak da toplumsal ili\u015fkileri d\u00fczenleme rol\u00fcne sahip olur. E\u011fer bu yeni mek\u00e2n bizim mevcut g\u00fcndelik pratiklerimiz g\u00f6z ard\u0131 edilerek ger\u00e7ekle\u015ftirilirse ya kendimizi tasar\u0131m\u0131n m\u00fcmk\u00fcn k\u0131ld\u0131\u011f\u0131 yeni pratiklere uydurmak zorunda kal\u0131r\u0131z ya da mek\u00e2n\u0131 pratiklerimizi kar\u015f\u0131layamayan \u201cyabanc\u0131\u201d bir d\u00fcnya olarak deneyimleriz. Uzun vadede mek\u00e2n\u0131n m\u00fcmk\u00fcn k\u0131ld\u0131\u011f\u0131 ya da te\u015fvik etti\u011fi g\u00fcndelik ili\u015fkiler al\u0131\u015f\u0131lm\u0131\u015f, s\u0131radan haline gelip norm olarak kabul edilmeye ba\u015flar. Bu y\u00fczden mek\u00e2n sadece belirli bir toplumsal ya\u015fam tarz\u0131n\u0131 desteklemekle kalmaz, bunu bize norm ve s\u0131radan olarak dayat\u0131rken ayn\u0131 zamanda m\u00fcmk\u00fcn olan di\u011fer alternatifleri de g\u00f6r\u00fcnmez k\u0131lar. Lefebvre bu s\u00fcreci ideoloji ve ger\u00e7ekli\u011fin birbirine kar\u0131\u015ft\u0131\u011f\u0131, \u201cmutlak\u201d bilginin politik olarak yeniden \u00fcretildi\u011fi ve bunun sonucunda insan do\u011fas\u0131n\u0131n mitsel bir \u015fekilde yeniden tan\u0131mland\u0131\u011f\u0131 bir s\u00fcre\u00e7 olarak tan\u0131mlar.<\/p>\n<p style=\"font-weight: 400;\">Galataport da tasarlanm\u0131\u015f mek\u00e2n olarak benzer bir ideolojik rol\u00fc yerine getiriyor. Bireyin k\u0131y\u0131 ile olan ili\u015fkisini kent sakinlerinin ihtiya\u00e7lar\u0131 \u00fczerinden \u015fekillenmi\u015f ve daha kolektif deneyimlerden uzakla\u015ft\u0131r\u0131larak, gurme restoranlar, kafeler, l\u00fcks ma\u011fazalar ve dev kruvaziyer gemileri aras\u0131nda s\u0131k\u0131\u015ft\u0131rarak yeni bir norm olarak ba\u015ftan tan\u0131ml\u0131yor.<\/p>\n<h5 id=\"kamusal-olanin-disneylestirilmesi\" style=\"font-weight: 400;\"><strong>Kamusal olan\u0131n &#8216;disneyle\u015ftirilmesi&#8217;<\/strong><\/h5>\n<p style=\"font-weight: 400;\">Proje sahibi Do\u011fu\u015f ve Bilgili Holding yak\u0131n zamanda, Galataport`un kamusal bir mek\u00e2n olmad\u0131\u011f\u0131n\u0131 kan\u0131tlayan yeni bir uygulamaya ge\u00e7tiler. \u00a0Galataport&#8217;un b\u00fct\u00fcn giri\u015f \u00e7\u0131k\u0131\u015flar\u0131na g\u00fcvenlik kontrolleri ve x-ray cihazlar\u0131 yerle\u015ftirildi. Art\u0131k Galataport proje alan\u0131ndaki 1,2 km`lik sahil \u015feridine eri\u015febilmek i\u00e7in al\u0131\u015fveri\u015f merkezi ya da restoran ve kafeleri kullanmak istemesek bile g\u00fcvenlik kontrol\u00fcnden ge\u00e7memiz gerekiyor. \u00d6zellikle Galataport`un internet sitesinde kendisini \u201cmahalle konseptinde\u201d tasarlanm\u0131\u015f bir mek\u00e2n olarak sunmas\u0131 olduk\u00e7a ironik.<a href=\"#link3\"><strong>[3]<\/strong><\/a> En az\u0131ndan hala mahallelerimize x-ray cihazlar\u0131ndan ge\u00e7erek girmek zorunda olmad\u0131\u011f\u0131m\u0131z\u0131 d\u00fc\u015f\u00fcn\u00fcrsek, Galataport\u2019un mahalle konseptinden \u00f6te Sharon Zukin`in \u201cdisneyle\u015ftirme\u201d olarak tan\u0131mlad\u0131\u011f\u0131 konsepte daha \u00e7ok uydu\u011funu d\u00fc\u015f\u00fcn\u00fcyorum.<\/p>\n<p style=\"font-weight: 400;\">Zukin 1950`lerden sonra Amerika\u2019n\u0131n \u201cideal\u201d kamusal alanlar\u0131n\u0131 Disneyland konseptinde buldu\u011funu iddia eder.<a href=\"#link4\"><strong>[4]<\/strong><\/a> Kamusal alanlar\u0131n yapay, basit ve konforlu t\u00fcketim mek\u00e2nlar\u0131na d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesini disneyle\u015ftime olarak tan\u0131mlar ve \u00fc\u00e7 a\u015famadan bahseder: (1) halka a\u00e7\u0131k alanlar\u0131n temizlenmesi, yenilenmesi ve at\u0131l konumundan kurtar\u0131lmas\u0131 (2) mek\u00e2n\u0131n \u00f6zelle\u015ftirilmesi, (3) g\u00fcvenlik ve kontrol sistemleri arac\u0131l\u0131\u011f\u0131 ile g\u00f6zetimin artt\u0131r\u0131lmas\u0131. Bu yakla\u015f\u0131mla olu\u015fturulan yeni kentsel mekanlar, restoranlar, kafeler, m\u00fczeler, tarihi yap\u0131lar ve hatta sanat eserleri ve sokaklar \u201cstandartla\u015ft\u0131r\u0131lm\u0131\u015f, seri \u00fcretilmi\u015f, basit t\u00fcketim mallar\u0131\u201d haline gelirken, kullan\u0131c\u0131lar\u0131n mekanla olan ili\u015fkisi de \u201ct\u00fcketici\u201d ya da en iyi ihtimalle \u201cziyaret\u00e7i\u201d olmaya indirgenir.<\/p>\n<p style=\"font-weight: 400;\">Uzunca bir s\u00fcredir \u0130stanbul\u2019da \u00f6zellikle Beyo\u011flu b\u00f6lgesi ve \u0130stiklal Caddesi\u2019nin de benzer bir yakla\u015f\u0131mla konforlu, basitle\u015ftirilmi\u015f bir turizm ve t\u00fcketim alan\u0131na d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesine tan\u0131kl\u0131k ediyoruz. Galataport ile bu yakla\u015f\u0131m k\u0131y\u0131lara do\u011fru geni\u015fletilirken devam eden Hali\u00e7port projesi ile kente daha da yay\u0131lmaya devam edecek gibi duruyor. Toplumsal belle\u011fimizde yer etmi\u015f mekanlar birer birer daha estetik, daha temiz, daha verimli ve k\u00e2rl\u0131 olmak iddias\u0131yla steril t\u00fcketim mek\u00e2nlar\u0131na d\u00f6n\u00fc\u015ft\u00fcr\u00fcl\u00fcrken bir yandan kentle olan g\u00fcndelik ili\u015fkilerimiz de derinden d\u00f6n\u00fc\u015f\u00fcme u\u011fruyor. Ne yaz\u0131k ki Galataport \u0130stanbul`un Karak\u00f6y F\u0131nd\u0131kl\u0131 aras\u0131ndaki k\u0131y\u0131 b\u00f6lgesini kamusall\u0131\u011f\u0131 yok ederek d\u00f6n\u00fc\u015ft\u00fcr\u00fcrken, bu k\u0131y\u0131lar\u0131n eski halini ve neleri kaybetti\u011fimizi de yine Galataport `da yer verilen Ara G\u00fcler sergisinde g\u00f6r\u00fcyoruz. Tart\u0131\u015fmal\u0131 kentsel projelerin sanat\u0131 bir me\u015frula\u015ft\u0131rma arac\u0131 olarak kullanmas\u0131 hem T\u00fcrkiye\u2019de hem d\u00fcnyada olduk\u00e7a yayg\u0131n ba\u015fvurulan bir taktik. Bunun tek sebebini sanat\u0131n yarat\u0131c\u0131 ve sempatik y\u00fcz\u00fcn\u00fc kullanarak tart\u0131\u015fmal\u0131 projeleri aklama ya da muhalif olan \u201c\u00f6teki cenaha\u201d sevimli g\u00f6r\u00fcnerek tepkileri dindirme \u00e7abas\u0131 olarak de\u011ferlendiremeyiz. Sanat ayn\u0131 zamanda d\u00f6n\u00fc\u015ft\u00fcr\u00fclen mek\u00e2nlar\u0131 yeni orta-\u00fcst s\u0131n\u0131f kullan\u0131c\u0131lar\u0131na daha cazip k\u0131labilmek i\u00e7in olduk\u00e7a etkili bir pazarlama arac\u0131 olarak kullan\u0131labiliyor.<\/p>\n<p style=\"font-weight: 400;\">Yine yo\u011fun tepkiler ve itirazlar e\u015fli\u011finde yap-i\u015flet-devret modeliyle d\u00f6n\u00fc\u015ft\u00fcr\u00fclen Hali\u00e7 Tersanesi projesinde de k\u00fclt\u00fcr ve sanat s\u00f6ylemleri olduk\u00e7a bask\u0131n bir \u015fekilde dillendiriliyor. Hali\u00e7port projesi ile tersane i\u015flevinden ar\u0131nd\u0131r\u0131lan b\u00f6lgenin yerine otel, ofis, rezidans, yeme i\u00e7me ve al\u0131\u015fveri\u015f alanlar\u0131 yap\u0131lmas\u0131 planlan\u0131yor.<a href=\"#link5\"><strong>[5]<\/strong><\/a> Yine proje kapsam\u0131nda bulunan m\u00fczeler ve sanat galerileri arac\u0131l\u0131\u011f\u0131 ile de b\u00f6lgenin yeni bir k\u00fclt\u00fcr sanat merkezi haline gelmesi bekleniyor. Zaten bir s\u00fcredir Hali\u00e7port \u201cContemporary \u0130stanbul\u201d gibi \u00e7e\u015fitli sanat etkinliklerine ev sahipli\u011fi yapmaya ba\u015flad\u0131 bile. \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi de bu d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecine b\u00f6lgede planlanan \u0130stanbul Sanat M\u00fczesi, M\u00fczik M\u00fczesi gibi projelerle dahil oldu. Ekrem \u0130mamo\u011flu bu \u00e7al\u0131\u015fmalar\u0131 \u201ck\u00fclt\u00fcr ve sanat\u0131 arka mahallelere ta\u015f\u0131mak\u201d olarak tan\u0131ml\u0131yor.<a href=\"#link6\"><strong>[6]<\/strong><\/a> Ancak b\u00f6lgenin ya\u015fayaca\u011f\u0131 d\u00f6n\u00fc\u015f\u00fcm\u00fcn; tersaneleri i\u015flevsizle\u015ftirmenin yan\u0131 s\u0131ra b\u00f6lgede bulunan mahalle sakinlerinin yerlerinden edilmesine de \u00f6n ayak olmas\u0131 bekleniyor. Bu durumda hangi mahallelilerin k\u00fclt\u00fcr sanatla bulu\u015fturulmas\u0131n\u0131n hedeflendi\u011fini de sorgulamam\u0131z gerekiyor; mevcut mahalle sakinlerinin mi yoksa soylula\u015ft\u0131rma sonras\u0131 b\u00f6lgeye yerle\u015fecek yeni sakinlerinin mi? \u00d6n\u00fcm\u00fczdeki benzer \u00f6rnekler bu tarz mek\u00e2nsal d\u00f6n\u00fc\u015f\u00fcm s\u00fcre\u00e7lerine dahil edilen k\u00fclt\u00fcr sanat projelerinin, en iyi niyetli ya da ileri \u00f6rneklerinde bile, mek\u00e2n\u0131n eski payda\u015flar\u0131n\u0131n ko\u015fullar\u0131n\u0131 iyile\u015ftirmek bir yana onlar\u0131n yerlerinden edilmesini h\u0131zland\u0131ran ve mek\u00e2n\u0131 soylula\u015ft\u0131ran bir araca d\u00f6n\u00fc\u015febildi\u011fini g\u00f6steriyor.<\/p>\n<p style=\"font-weight: 400;\">Eski Hamburg liman\u0131 ve \u00e7evresindeki i\u015f\u00e7i mahallelerinin d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc hedefleyen ve Avrupa\u2019n\u0131n en b\u00fcy\u00fck kentsel d\u00f6n\u00fc\u015f\u00fcm projelerinden Hafencity projesi bu durumun en iyi \u00f6rneklerinden birisi. Hafencity d\u00f6n\u00fc\u015f\u00fcm projesi IBA\u00a0<a href=\"#link7\"><strong>[7]<\/strong><\/a> (Uluslararas\u0131 Yap\u0131 Sergileri) taraf\u0131ndan T\u00fcrkiye&#8217;den al\u0131\u015f\u0131k oldu\u011fumuz tepeden inmeci yakla\u015f\u0131mlar\u0131n aksine daha kat\u0131l\u0131mc\u0131 ve mek\u00e2n\u0131n fiziksel d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc \u00e7e\u015fitli sosyal projeler ile destekleyen bir s\u00fcre\u00e7 ile ger\u00e7ekle\u015ftiriliyor. IBA b\u00f6ylece mahallenin eski sakinlerinin yerinden edilmesini engelleyerek b\u00f6lgenin heterojen yap\u0131s\u0131n\u0131 korumay\u0131 hedefledi\u011fini belirtiyor. IBA`n\u0131n sundu\u011fu bu sosyal yakla\u015f\u0131m pek \u00e7ok mimar ve planlamac\u0131 taraf\u0131ndan ilerici olarak g\u00f6r\u00fcl\u00fcp takdir toplasa da d\u00f6n\u00fc\u015f\u00fcm\u00fc tamamlanan mahallelerde ger\u00e7ekle\u015ftirilen \u00e7al\u0131\u015fmalar o kadar iyimser sonu\u00e7lar sunmuyor. Wilhelmsburg, Hafencity\u2019de yer alan bizim Tarlaba\u015f\u0131\u2019ndan al\u0131\u015f\u0131k oldu\u011fumuz \u015fekilde kamuoyunda s\u0131kl\u0131kla kriminal faaliyetlerle birlikte an\u0131larak stigmatize edilmi\u015f, g\u00f6\u00e7men ve d\u00fc\u015f\u00fck gelirli sakinlerin yo\u011fun ya\u015fad\u0131\u011f\u0131 eski bir i\u015f\u00e7i mahallesi. Frank Eckardt, Wilhelmsburg\u2019un Hafencity projesi ile maruz kald\u0131\u011f\u0131 d\u00f6n\u00fc\u015f\u00fcm\u00fc inceledi\u011fi \u00e7al\u0131\u015fmada yenileme s\u00fcrecinde evlerini terk eden mahallelilerin \u00e7ok b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcn\u00fcn artan kira fiyatlar\u0131 nedeniyle mahalleye geri d\u00f6nmedi\u011fini g\u00f6steriyor.<a href=\"#link8\"><strong>[8]<\/strong><\/a><\/p>\n<p style=\"font-weight: 400;\">IBA mahallenin d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinde mahalleliler ile birlikle \u00f6zellikle alt k\u00fclt\u00fcrden \u00e7e\u015fitli sanat\u00e7\u0131lar\u0131n, tasar\u0131mc\u0131lar\u0131n ve m\u00fczisyenlerin dahil oldu\u011fu bir seri at\u00f6lyeler ve k\u00fclt\u00fcr sanat projeleri ger\u00e7ekle\u015ftiriyor. Bunlar\u0131n en pop\u00fclerlerinden bir tanesi de \u00fcnl\u00fc y\u00f6netmen Fatih Ak\u0131n ile birlikte ger\u00e7ekle\u015ftirilen \u201cSoul Kitchen\u201d projesi. IBA bu k\u00fclt\u00fcr sanat at\u00f6lyeleri ile mahalle sakinlerinin planlama s\u00fcre\u00e7lerine \u201cinovatif\u201d bir \u015fekilde kat\u0131l\u0131m\u0131n\u0131 sa\u011flad\u0131\u011f\u0131n\u0131 iddia ediyor. Ancak Eckardt, IBA\u2019n\u0131n uygulad\u0131\u011f\u0131 yakla\u015f\u0131m\u0131n mahalle sakinleri a\u00e7\u0131s\u0131ndan sadece ge\u00e7ici ve -m\u0131\u015f gibi bir kat\u0131l\u0131mc\u0131l\u0131\u011f\u0131n \u00f6tesine ge\u00e7emedi\u011fini aksine projeye entelekt\u00fcel destek sa\u011flamak ve gelecekteki yeni sakinlerine pazarlamak i\u00e7in k\u00fclt\u00fcr\u00fcn ara\u00e7salla\u015ft\u0131r\u0131ld\u0131\u011f\u0131n\u0131 \u00f6ne s\u00fcr\u00fcyor.
