TEM Otoyolu boyunca kentin do\u011fusu ile bat\u0131s\u0131 aras\u0131nda uzanan, ya\u011f lekesi \u015feklinde b\u00fcy\u00fcyerek do\u011fal yap\u0131y\u0131 tahrip eden, niteliksiz bir yap\u0131 stoku ve Sultanbeyli ve Sar\u0131gazi gibi yerle\u015fmeleri olu\u015fturan s\u00fcre\u00e7lerin tekrarlanmas\u0131na neden olacak geli\u015fmelerin \u00f6n\u00fcne ge\u00e7ilmesi haz\u0131rlanan Plan\u2019da esas al\u0131nm\u0131\u015ft\u0131r. \u00c7\u00fcnk\u00fc, \u0130stanbul\u2019un do\u011fal e\u015fikleri benzer bir s\u00fcreci ya\u015famayacak derecede hasar g\u00f6rd\u00fc\u011f\u00fcnden, su toplama havza alanlar\u0131n\u0131n ve ormanlar\u0131n daha fazla yok olmas\u0131na neden olacak geli\u015fmelerden <br \/>ka\u00e7\u0131n\u0131lmas\u0131 gerekmektedir.\u201d denilmektedir. <\/p>\n<p>Son g\u00fcnlerde \u0130stanbul bo\u011faz\u0131na yap\u0131lmak istenen 3. K\u00f6pr\u00fc ile ilgili ba\u015flat\u0131lan zemin et\u00fcd\u00fc \u00e7al\u0131\u015fmalar\u0131 nedeniyle ba\u015flayan a\u011fa\u00e7 kesimi bas\u0131nda de\u011fi\u015fik bi\u00e7imlerde yer al\u0131yor. Yap\u0131lmak istenen bu k\u00f6pr\u00fc y\u00fcr\u00fcrl\u00fckteki yasalara g\u00f6re yasa d\u0131\u015f\u0131, gayrime\u015fru, \u0130stanbul halk\u0131n\u0131n ya\u015fam\u0131n\u0131 daha da zorla\u015ft\u0131racak ve baz\u0131 sermaye \u00e7evrelerine yeni karlar sa\u011flayacak bir projedir. <\/p>\n<p>\u2022 Yasad\u0131\u015f\u0131d\u0131r \u00e7\u00fcnk\u00fc; \u0130stanbul ile ilgili (h\u00fck\u00fcmet ya da belediyeler taraf\u0131ndan yap\u0131lm\u0131\u015f)hi\u00e7bir planlamada b\u00f6yle bir k\u00f6pr\u00fc \u00f6nerilmemektedir. Daha \u00f6nce al\u0131nm\u0131\u015f S\u0130T karalar\u0131nda 3. K\u00f6pr\u00fcn\u00fcn zararlar\u0131 a\u00e7\u0131k\u00e7a ortaya konulmu\u015ftur. T\u00fcrkiye\u2019nin imzalad\u0131\u011f\u0131 <br \/>bir\u00e7ok uluslararas\u0131 s\u00f6zle\u015fmeye ayk\u0131r\u0131d\u0131r. Bu verilere dayan\u0131larak, bir\u00e7ok ki\u015fi ve kurum taraf\u0131ndan bu proje yarg\u0131ya ta\u015f\u0131nm\u0131\u015f durumdad\u0131r. Bu davalar\u0131n biri ile bu projenin \u00e7evre yollar\u0131n\u0131n Sakarya ili s\u0131n\u0131rlar\u0131nda kalan k\u0131sm\u0131 ilgili idare mahkemesi taraf\u0131ndan iptal edilmi\u015f ve di\u011fer davalar hen\u00fcz sonu\u00e7lanmam\u0131\u015ft\u0131r. <\/p>\n<p>\u2022 Gayrime\u015frudur \u00e7\u00fcnk\u00fc; Bilindi\u011fi gibi \u0130stanbul\u2019un trafik sorunu y\u0131llard\u0131r \u00e7\u00f6z\u00fclemeyen bir haldedir. 1973 ve 1989 y\u0131llar\u0131nda iki bo\u011faz k\u00f6pr\u00fcs\u00fc yap\u0131lm\u0131\u015ft\u0131r. Bu iki k\u00f6pr\u00fc, Bo\u011fazdan ge\u00e7en ta\u015f\u0131t say\u0131s\u0131n\u0131 30 kat art\u0131r\u0131rken yolcu say\u0131s\u0131n\u0131 4 kat bile art\u0131ramam\u0131\u015ft\u0131r. <br \/>Yeni k\u00f6pr\u00fc ile ara\u00e7 trafi\u011fi daha da artacak ancak ta\u015f\u0131nan yolcu say\u0131s\u0131nda \u00f6nemli bir art\u0131\u015f olmayacakt\u0131r. K\u00f6pr\u00fcden transit ge\u00e7i\u015flerin pay\u0131 ise % 2 dolay\u0131ndad\u0131r ve artma olas\u0131l\u0131\u011f\u0131 yoktur. Di\u011fer yandan, iki yaka aras\u0131ndaki yolcular\u0131n %50\u2019sinden fazlas\u0131n\u0131 ta\u015f\u0131yan toplu ta\u015f\u0131ma ara\u00e7lar\u0131n\u0131n ara\u00e7 trafi\u011fi i\u00e7indeki pay\u0131 %4 bile de\u011filken, <br \/>yolcular\u0131n %30\u2019unu ta\u015f\u0131yan \u00f6zel otomobillerin pay\u0131 %90\u2019d\u0131r. <\/p>\n<p>\u2022 \u0130stanbul halk\u0131n\u0131n ya\u015fam\u0131n\u0131 daha da zorla\u015ft\u0131racakt\u0131r \u00e7\u00fcnk\u00fc; ba\u015fta 1\/ 100.000 \u00f6l\u00e7ekli \u0130stanbul \u00c7evre D\u00fczeni Plan\u0131 olmak \u00fczere, yap\u0131lm\u0131\u015f b\u00fct\u00fcn planlar, ilgili \u00fcniversite ve meslek odalar\u0131n\u0131n yapt\u0131\u011f\u0131 b\u00fct\u00fcn \u00e7al\u0131\u015fmalar ortaya koymaktad\u0131r ki \u0130stanbul\u2019un ya\u015fam kaynaklar\u0131 (temiz hava ve su sa\u011flayan alanlar, g\u0131da kayna\u011f\u0131 tar\u0131m alanlar\u0131 gibi) tehlikeli boyutta tahrip olmu\u015f durumdad\u0131r. Kalan, s\u0131n\u0131rl\u0131 miktardaki korunabilmi\u015f temiz \u2013 sa\u011fl\u0131kl\u0131 alan da bu projenin ge\u00e7ece\u011fi b\u00f6lgede yer almaktad\u0131r. <\/p>\n<p>Ormanlar, arsa spek\u00fclat\u00f6rleri taraf\u0131ndan, en ucuz hatta bedelsiz arazi edinme kaynaklar\u0131 olarak g\u00f6r\u00fclmektedir. <\/p>\n<p>Yap\u0131lan resmi a\u00e7\u0131klamalara g\u00f6re, sat\u0131r aralar\u0131na gizlense de, yap\u0131lmas\u0131 planlanan yolun %70\u2019i hazine arazilerinden ge\u00e7mektedir. Bilindi\u011fi gibi hazine arazileri orman alanlar\u0131, orman i\u00e7i a\u00e7\u0131kl\u0131klar ile mera v.b. do\u011fal ve yaban\u0131l alanlard\u0131r. Bu alanlar; <\/p>\n<p>1. \u0130stanbul halk\u0131n\u0131n ya\u015fam kaynaklar\u0131d\u0131r. <br \/>2. Kamusal alanlar yani toplumun t\u00fcm\u00fcne ait alanlard\u0131r. <\/p>\n<p>Yap\u0131lmas\u0131 planlanan yolun geriye kalan %30\u2019u ise yine \u0130stanbul halk\u0131n\u0131n ya\u015fam kaynaklar\u0131ndan olan tar\u0131m alanlar\u0131ndan ge\u00e7mektedir. <\/p>\n<p>K\u00f6pr\u00fc ile birlikte yap\u0131lacak \u00e7evre yolunun kaplayaca\u011f\u0131 alan 4-5 bin hektar kadard\u0131r (bir hektar yakla\u015f\u0131k iki futbol sahas\u0131 b\u00fcy\u00fckl\u00fc\u011f\u00fcndedir). Topluma resmi olarak a\u00e7\u0131klanmasa da, bu alanda yakla\u015f\u0131k 2,5 milyon a\u011fac\u0131n kesilece\u011fi bilinmektedir. Ancak bundan daha tehlikeli olan, bu yolun \u00e7ekim g\u00fcc\u00fcyle olu\u015facak, orman ve hazine arazilerinin gasp ve i\u015fgal edilmesiyle ortaya \u00e7\u0131kacak olan yerle\u015fimlerdir. %20\u2019si orman alanlar\u0131ndan ge\u00e7en TEM otoyolunun, \u00e7ekim g\u00fcc\u00fcyle olu\u015fan Sultanbeyli ve Sar\u0131gazi gibi yerle\u015fimler, (orman ve hazine arazilerinden gasp ve i\u015fgal edilen b\u00f6l\u00fcmleri) 25.000 hektar b\u00fcy\u00fckl\u00fc\u011f\u00fcndedir. 3. K\u00f6pr\u00fc ile birlikte yap\u0131lmas\u0131 planlanan \u00e7evre yolu TEM otoyolundan daha uzun ve %20\u2019si de\u011fil %70\u2019si orman alanlar\u0131ndan ge\u00e7mektedir. \u0130yimser bir tahminle bu proje 80-100 bin hektar orman v.b. kamu arazisinin gasp ve\/veya i\u015fgal edilmesine neden olacakt\u0131r. Bu alan yakla\u015f\u0131k 40 milyon a\u011fa\u00e7 demek ve bug\u00fcnk\u00fc \u0130stanbul ormanlar\u0131n\u0131n yakla\u015f\u0131k 1\/3\u2019\u00fc b\u00fcy\u00fckl\u00fc\u011f\u00fcndedir. <\/p>\n<p>Konuyla ilgili bir ba\u015fka yan\u0131ltmaca da, TEM otoyolu yap\u0131ld\u0131\u011f\u0131nda \u0130stanbul\u2019un plans\u0131z oldu\u011fu, bug\u00fcn ise 1\/ 100.000 \u00f6l\u00e7ekli \u0130stanbul \u00c7evre D\u00fczeni Plan\u0131\u2019n\u0131n oldu\u011fu ve bu plan\u0131n TEM otoyolunun yaratt\u0131\u011f\u0131 tahribat\u0131 \u00f6nleyece\u011fi resmi beyanlar\u0131d\u0131r. Ne var ki, ne 3. K\u00f6pr\u00fc, ne ABD \u00fcniversitelerinde \u00f6\u011frencilere yapt\u0131r\u0131lan Kuzey \u0130stanbul projesi, ne de Terkos g\u00f6l\u00fc yak\u0131n\u0131na yap\u0131laca\u011f\u0131 s\u00f6ylenen 3. Havaalan\u0131, 1\/ 100.000 \u00f6l\u00e7ekli \u0130stanbul \u00c7evre D\u00fczeni Plan\u0131\u2019nda yer almamaktad\u0131r. Tahribat\u0131 \u00f6nleyece\u011fi iddia edilen \u201cPlan\u201d bu projelerle h\u00fckm\u00fcn\u00fc kaybetmi\u015ftir. <\/p>\n<p>Olsa, olsa gasp ve i\u015fgalin planl\u0131 yap\u0131lmas\u0131n\u0131n arac\u0131 olabilir. <\/p>\n<p>Tahribi ve i\u015fgali s\u00f6z konusu olan alan\u0131n bug\u00fcnk\u00fc piyasa rakamlar\u0131yla de\u011feri en az 150 \u2013 200 milyar TL.\u2019dir. B\u00f6lgede ya\u015fayan insanlara bu ranttan pay alacaklar\u0131 d\u00fc\u015f\u00fcncesi olu\u015fturulmaya \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Oysa ilk k\u00f6pr\u00fc yap\u0131lmadan Ulus Mahallesinde oturanlar\u0131n, ikinci k\u00f6pr\u00fc <br \/>yap\u0131lmadan \u00f6nce Hisar\u00fcst\u00fc ve Armutlu\u2019da oturanlar\u0131n bug\u00fcn nerede olduklar\u0131n\u0131 tespit etmek bile g\u00fc\u00e7t\u00fcr. K\u00f6pr\u00fcler yap\u0131lmadan \u00f6nce bu b\u00f6lgelerde ya\u015fayanlar, orada olu\u015fan ticari ranttan da yararlanamam\u0131\u015flard\u0131r. Yeni k\u00f6pr\u00fc projesi arac\u0131l\u0131\u011f\u0131yla kamusal alanlar\u0131n gasp\u0131 ile yarat\u0131lacak olan y\u00fcz milyarlarca liral\u0131k rant\u0131n TOK\u0130 v.b arac\u0131l\u0131\u011f\u0131yla b\u00fcy\u00fck in\u015fat firmalar\u0131 sermayesine aktar\u0131laca\u011f\u0131n\u0131 \u00f6ng\u00f6rmek i\u00e7in k\u00e2hin olmak gerekmez. <\/p>\n<p>K\u00f6pr\u00fcc\u00fcler, b\u00fct\u00fcn bu ger\u00e7ekleri g\u00f6rerek ya\u015famlar\u0131n\u0131 savunanlar\u0131n ideolojik davrand\u0131klar\u0131n\u0131 iddia ediyorlar. Bu iddian\u0131n sahipleri k\u0131smen hakl\u0131 say\u0131l\u0131rlar. \u00c7\u00fcnk\u00fc 3. K\u00f6pr\u00fc projesi teknik <br \/>ya da sosyal bir gereksinim nedeniyle de\u011fil sermaye ideolojisine g\u00f6re \u00fcretilmi\u015f bir projedir. <\/p>\n<p>\u0130deolojik projenin kar\u015f\u0131t\u0131n\u0131n da ideolojik olmas\u0131 son derece do\u011fald\u0131r. Bu durumun daha do\u011fru ifadesi; ideolojik nedenlerle de\u011fil son derece insani nedenlerle \u0130stanbul\u2019da ya\u015fayan ve ya\u015famlar\u0131n\u0131 savunanlara kar\u015f\u0131, ya\u015fama kar\u015f\u0131, ideolojik bir kar\u015f\u0131 \u00e7\u0131k\u0131\u015ft\u0131r 3.
