Kay\u0131tl\u0131 verilere g\u00f6re son 2 y\u0131lda 7 insan scooter kullan\u0131rken trafikte ya\u015fam\u0131n\u0131 yitirdi.<\/p>\n<p>Scooterlar\u0131n kullan\u0131c\u0131lar ve yayalar a\u00e7\u0131s\u0131ndan bu derece sorunlu hale gelmesine neden olan fakt\u00f6rler neler? Avrupa\u2019da benzer tart\u0131\u015fmalara neden olan scooterlara dair yasal d\u00fczenlemeler neler? T\u00fcrkiye\u2019de neler yap\u0131l\u0131yor, neler yap\u0131lm\u0131yor? K\u0131sa mesafelerde eri\u015filebilirli\u011fin artt\u0131r\u0131lmas\u0131nda olduk\u00e7a etkili bir ula\u015f\u0131m arac\u0131d\u0131r.<\/p>\n<p>Scooterlar\u0131n kullan\u0131m \u015fartlar\u0131na dair resmi kurallar 2021 y\u0131l\u0131nda 2918 say\u0131l\u0131 Karayollar\u0131 Yolcu Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 Kanunu kapsam\u0131nda Ula\u015ft\u0131rma ve Altyap\u0131, \u00c7evre ve \u015eehircilik ile \u0130\u00e7i\u015fleri Bakanl\u0131klar\u0131n\u0131n haz\u0131rlad\u0131\u011f\u0131 &#8216;Elektrikli Skuter Y\u00f6netmeli\u011fi&#8217; ile belirlenmi\u015ftir.<\/p>\n<p>Y\u00f6netmeli\u011fe g\u00f6re; scooterlar\u0131 otoyol, \u015fehirler aras\u0131 karayollar\u0131 ve azami h\u0131z s\u0131n\u0131r\u0131 50 km\/s \u00fczerinde olan karayollar\u0131nda ve yaya yollar\u0131nda s\u00fcr\u00fclmesi yasak. Kullan\u0131m ya\u015f\u0131 15 ve \u00fczeri olarak belirlenirken herhangi s\u00fcr\u00fcc\u00fc belgesi zorunlulu\u011fu getirilmedi. Y\u00f6netmelikte birden fazla ki\u015finin binmesi de yasaklan\u0131rken yayalar, engelliler veya hareket k\u0131s\u0131tl\u0131l\u0131\u011f\u0131 olan ki\u015filerin g\u00fcvenli ve ba\u011f\u0131ms\u0131z hareketlerini, ara\u00e7 ve yaya trafi\u011fini engelleyecek \u015fekilde park edilmesi de y\u00f6netmelik\u00e7e yasakland\u0131.<\/p>\n<p>Elbette bu kurallar\u0131n s\u00fcrekli denetimle hayata ge\u00e7irildi\u011finden s\u00f6z etmek m\u00fcmk\u00fcn de\u011fil! Kamusal denetimin yoklu\u011fu d\u0131\u015f\u0131nda Scooter kazalar\u0131 T\u00fcrkiye \u00f6zelinde baz\u0131 temel sorunlara dayan\u0131yor. T\u00fcrkiye\u2019deki yol altyap\u0131s\u0131ndaki, trafik kurallar\u0131 i\u015fleyi\u015findeki sorunlar, scooter kullan\u0131c\u0131lar\u0131 kaynakl\u0131 hatalar ve hizmet sa\u011flay\u0131c\u0131lardan kaynaklanan sorunlar bir zincir halinde k\u00f6t\u00fc i\u015fleyi\u015fi olu\u015fturuyor.<\/p>\n<h5 id=\"trafik-isleyisindeki-yollardaki-sorunlar-kazalar\">Trafik i\u015fleyi\u015findeki\/yollardaki sorunlar, kazalar<\/h5>\n<p>Scooterler yo\u011funlukla ta\u015f\u0131t yollar\u0131n\u0131 kullan\u0131yorlar. Y\u00f6netmelik scooterlar\u0131n bisiklet yolu veya bisiklet \u015feridi varsa ta\u015f\u0131t yolunda s\u00fcr\u00fclmemesi gerekti\u011fini s\u00f6yl\u00fcyor. Ancak T\u00fcrkiye\u2019de kent i\u00e7indeki yollar, mikromobiliteyi sa\u011flayan scooter vb. k\u00fc\u00e7\u00fck ve hafif ara\u00e7lar i\u00e7in ne yaz\u0131k ki ayr\u0131lm\u0131\u015f bir \u015ferit ya da yol sa\u011flam\u0131yor. Ara\u00e7lardan ayr\u0131lm\u0131\u015f yol, scooter kullan\u0131m\u0131n\u0131n oldu\u011fu kentlerde, \u00e7ok k\u0131s\u0131tl\u0131 g\u00fczergahlarda mevcut. Dolay\u0131s\u0131yla scooterlar \u00e7o\u011funlukla seyahatlerini ara\u00e7larla ayn\u0131 \u015feritten yapmak zorunda kal\u0131yor. Bu kazalara davetiye \u00e7\u0131kar\u0131yor, kullan\u0131c\u0131lar\u0131n g\u00fcvenli\u011fini tehdit ediyor.<\/p>\n<p>Trafik ak\u0131\u015f\u0131nda ve trafik kurallar\u0131na riayette ciddi sorunlar var. Motorlu ara\u00e7lar maksimum 50 km\/s h\u0131zla gitmesi gereken yollarda yeterli h\u0131z kontrol\u00fc olmad\u0131\u011f\u0131 i\u00e7in daha h\u0131zl\u0131 gidiyor. Takip mesafesinin korunmamas\u0131, uygunsuz\/h\u0131zl\u0131 \u015ferit de\u011fi\u015ftirme hamleleri, scooter kullan\u0131c\u0131lar\u0131n\u0131 g\u00f6rmezden gelen davran\u0131\u015flar s\u0131k\u00e7a ya\u015fan\u0131yor. G\u00fcnl\u00fck hayatta kar\u015f\u0131la\u015ft\u0131\u011f\u0131m\u0131z deneyimler, meydana gelen kazalar kurallar\u0131n s\u0131kl\u0131kla ihlal edildi\u011fini g\u00f6steriyor.<\/p>\n<p>Trafi\u011fin ak\u0131\u015f y\u00f6n\u00fcn\u00fcn tersine kullan\u0131m, tek ki\u015filik kullan\u0131lmas\u0131 gereken araca \u00e7o\u011ful binme, trafik ak\u0131\u015f h\u0131z\u0131n\u0131n fazla oldu\u011fu caddelerde kullan\u0131m, hen\u00fcz trafik bilgisine\/e\u011fitimine sahip olmayan ki\u015filerce kullan\u0131m scooterlar\u0131 trafikte tehlikeli hale getiriyor.<\/p>\n<p>S\u00fcr\u00fcc\u00fclerin mutlaka trafik bilgisine sahip olmas\u0131 gerekiyor. Ayr\u0131ca kask vb. ki\u015fisel koruyucu donan\u0131mlar zorunlu tutulmas\u0131 gerekirken bu ba\u015fl\u0131klarda y\u00f6netmelik bir zorunluluk atfetmiyor. Ya\u015f s\u0131n\u0131r\u0131 d\u0131\u015f\u0131nda kullan\u0131c\u0131 ile ilgili bir s\u0131n\u0131rlay\u0131c\u0131 yer alm\u0131yor.<\/p>\n<p>Avrupa\u2019daki d\u00fczenlemeler T\u00fcrkiye\u2019den farkl\u0131 olarak baz\u0131 ek zorunluluklar gerektiriyor. \u0130ngiltere kullan\u0131c\u0131lardan s\u00fcr\u00fcc\u00fc belgesi (Q) zorunlulu\u011fu isterken, \u0130spanya\u2019da kullan\u0131c\u0131lar\u0131n yans\u0131t\u0131c\u0131 giysiler giymesi gerekiyor. \u0130talya\u2019da da yans\u0131t\u0131c\u0131 giysiler zorunlu tutulurken, 14-18 ya\u015f aras\u0131 kullan\u0131c\u0131lar i\u00e7in kask da zorunlu. \u0130sve\u00e7 ve Finlandiya ise t\u00fcm kullan\u0131c\u0131lara kask\u0131 zorunlu tutuyor.<\/p>\n<h5 id=\"kaldirim-isgalleri-yaya-guvenligi\">Kald\u0131r\u0131m i\u015fgalleri, yaya g\u00fcvenli\u011fi<\/h5>\n<p>Di\u011fer bir sorun ise kald\u0131r\u0131m i\u015fgalleri ve yayalar\u0131n g\u00fcvenli\u011fi. Neredeyse t\u00fcm kald\u0131r\u0131mlar park edilmi\u015f scooterlarla dolu. Scooterlara \u00f6zel park alanlar\u0131 yap\u0131lm\u0131\u015f de\u011fil. Konuyla ilgili y\u00f6netmelik topu yerel y\u00f6netimlere at\u0131yor. Yerel y\u00f6netimler de konuyla ilgili hen\u00fcz bir k\u0131s\u0131tlama getirmi\u015f de\u011fil. Kald\u0131r\u0131mlardaki scooter i\u015fgalleri yayalar\u0131n eri\u015fimini de engelliyor. Her g\u00fcn bir yenisi \u00e7\u0131kan hizmet sa\u011flay\u0131c\u0131 \u015firketler ise yaln\u0131zca kazan\u00e7lar\u0131yla ilgileniyor. Yerel y\u00f6netimlerin sorumluluk almak istememesinin bir nedeni de \u015firketlere &#8220;k\u0131\u015ft&#8221; deyince keyiflerinin ka\u00e7ma ihtimalinin olmas\u0131!<\/p>\n<p>Park konusunda belirli alanlar\u0131n se\u00e7ilmesi gerekiyor. Almanya, Hollanda, Fransa\u2019da scooterlar\u0131n park edece\u011fi alanlar belirlenirken, yayalar\u0131n s\u0131k\u00e7a kulland\u0131\u011f\u0131 baz\u0131 akslarda parklanmalar ysaklan\u0131yor. Fakat scooter kullan\u0131m ko\u015fullar\u0131 s\u00fcr\u00fc\u015f ve yaya g\u00fcvenli\u011fini ortadan kald\u0131rmadan d\u00fczenlenmeli ve uygulamalar s\u00fcrekli denetime tabi tutulmal\u0131d\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019de scooter kullan\u0131m\u0131yla ilgili sorunlar ve kay\u0131plar artarken, yayalar\u0131n g\u00fcvenli\u011fi\/eri\u015fimi ihlal edilirken g\u00fcvenli kullan\u0131m\u0131 ve trafik ak\u0131\u015f\u0131n\u0131 sa\u011flamak merkezi ve yerel y\u00f6netimlerin sorumlulu\u011fundad\u0131r. Yasal d\u00fczenlemeyi etkin bir kamusal denetim takip etmelidir.<\/p>\n<p>Trafik ekiplerince yollardaki g\u00fcvenlik \u015fartlar\u0131 sa\u011flanmal\u0131, kurallar\u0131n ihlal edilmedi\u011fi bir i\u015fleyi\u015f sa\u011flanmal\u0131d\u0131r.
