Ancak AKP iktidar\u0131 acil ihtiya\u00e7lar\u0131 gidermeden depremin y\u0131k\u0131m\u0131n\u0131 f\u0131rsata \u00e7evirmek i\u00e7in kollar\u0131 s\u0131vad\u0131. <a href=\"https:\/\/t24.com.tr\/haber\/kamu-ihalelerinde-21-b-yontemiyle-yapilan-alim-34-milyar-tl-yi-gecti,949986\">T24\u2019te \u00c7i\u011fdem Toker\u2019in yaz\u0131s\u0131na<\/a> g\u00f6re Toplu Konut \u0130daresi&#8217;nin(TOK\u0130) depremden iki hafta sonra ba\u015flatt\u0131\u011f\u0131 kal\u0131c\u0131 deprem konutlar\u0131 ihalelerinin say\u0131s\u0131 53\u2019\u00fc buldu. Bu projelerde 7 ilde toplamda 47,6 milyar TL in\u015faat \u015firketlerine ayr\u0131ld\u0131.<\/p>\n<p>Kamu \u0130hale Kanunu&#8217;nun 21\/b maddesine g\u00f6re ger\u00e7ekle\u015ftirilen ihaleler \u015feffafl\u0131ktan da uzak. 21\/b maddesinde \u201cDo\u011fal afetler, salg\u0131n hastal\u0131klar, can veya mal kayb\u0131 tehlikesi gibi ani ve beklenmeyen veya yap\u0131m tekni\u011fi a\u00e7\u0131s\u0131ndan \u00f6zellik arz eden veya yap\u0131 veya can ve mal g\u00fcvenli\u011finin sa\u011flanmas\u0131 a\u00e7\u0131s\u0131ndan ivedilikle yap\u0131lmas\u0131 gereklili\u011fi idarece belirlenen hallerde veyahut idare taraf\u0131ndan \u00f6nceden \u00f6ng\u00f6r\u00fclemeyen olaylar\u0131n ortaya \u00e7\u0131kmas\u0131 \u00fczerine ihalenin ivedi olarak yap\u0131lmas\u0131n\u0131n zorunlu olmas\u0131\u201d gerek\u00e7esine dayand\u0131r\u0131larak yap\u0131lan ihaleler; a\u00e7\u0131k ihale yerine pazarl\u0131k usul\u00fcyle yap\u0131l\u0131yor.
