Deprem g\u00fcvenli kentleri, yap\u0131lar\u0131 in\u015fa etmek, planlamak zorunluluk. Bu merkezi ve yerel y\u00f6netimlerin ortak g\u00f6revi.<\/p>\n<p>\u00dclkenin \u00e7\u00fcr\u00fck yap\u0131 sto\u011fu g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda yerel y\u00f6netimlerin depremle ilgili iktidar\u0131 beklemesi, iktidar\u0131n engellerini gerek\u00e7e g\u00f6stermesi mazur g\u00f6r\u00fclemez. \u0130nisiyatif almak zorundalar.<\/p>\n<p>Her kent i\u00e7in acilen deprem g\u00fcvenli yap\u0131lara ihtiya\u00e7 var ancak uygulamalar bunu tesis etmekten \u00e7ok uzak. \u0130n\u015faat sermayesinin talepleri do\u011frultusunda ilerleyen kentsel d\u00f6n\u00fc\u015f\u00fcm uygulamalar\u0131nda halk m\u00fcteahhit zorbal\u0131\u011f\u0131yla ba\u015f ba\u015fa b\u0131rak\u0131l\u0131yor. Yap\u0131s\u0131n\u0131 g\u00fcvenli hale getirmek isteyen, \u00e7\u00fcr\u00fck yap\u0131da ya\u015fayan kentlilere yerel y\u00f6netimler alternatifler \u00fcretmeli.<\/p>\n<p>6 \u015eubat Mara\u015f Depremleri\u2019nde AFAD\u2019a b\u0131rak\u0131lan acil durum haz\u0131rl\u0131\u011f\u0131n\u0131n sonu\u00e7lar\u0131n\u0131 en ac\u0131 bi\u00e7imde ya\u015fad\u0131k. Yerel y\u00f6netimler bu ko\u015fullara uygun davranmal\u0131, deprem vb. afetler i\u00e7in haz\u0131rl\u0131k yapma sorumlu\u011funa yerine getirmelidir.<\/p>\n<p>\u2022 Yap\u0131lar\u0131n performans analizlerinin \u00fccretsiz yap\u0131lmas\u0131n\u0131 sa\u011flayacak deprem-zemin-beton laboratuvar\u0131 kurulmal\u0131, meslek ve bilim insanlar\u0131 istihdam edilmeli, yap\u0131 sa\u011fl\u0131\u011f\u0131 izleme laboratuvarlar\u0131\/birimleri ile yap\u0131lar d\u00fczenli kontrol edilmeli, konuyla ilgili m\u00fcd\u00fcrl\u00fck veya benzer bir \u00fcst organ kurulmal\u0131d\u0131r. G\u00fcvenli bar\u0131nma hakk\u0131n\u0131n tesisine odaklanan bir bak\u0131\u015f a\u00e7\u0131s\u0131n\u0131n zorunlu tutulmas\u0131 elzemdir.<\/p>\n<p>\u2022 G\u00fc\u00e7lendirmeye uygun yap\u0131lar\u0131n g\u00fc\u00e7lendirilmesi i\u00e7in olanaklar yarat\u0131lmal\u0131, kentte ya\u015fayanlar bilgilendirilmelidir. \u00c7evre ve halk sa\u011fl\u0131\u011f\u0131 i\u00e7in, \u00fclke varl\u0131klar\u0131n\u0131n korunmas\u0131 i\u00e7in g\u00fc\u00e7lendirme se\u00e7ene\u011fi teknik a\u00e7\u0131dan uygun yap\u0131larda \u00e7\u00f6z\u00fcm haline getirilmelidir.<\/p>\n<p>\u2022 Mevcut kentsel d\u00f6n\u00fc\u015f\u00fcm uygulamalar\u0131n\u0131n amac\u0131 kentteki yap\u0131 sto\u011funu iyile\u015ftirmek de\u011fildir. \u0130mar plan\u0131 de\u011fi\u015fiklikleri, kat art\u0131\u015flar\u0131 vb. m\u00fcteahhit karl\u0131l\u0131\u011f\u0131n\u0131 esas alan kentsel d\u00f6n\u00fc\u015f\u00fcm uygulamalar\u0131na son verilmelidir. Kenti, kentte bar\u0131nan halk\u0131 korumak esas olmal\u0131, afete haz\u0131rl\u0131k konusunda b\u00fct\u00fcnc\u00fcl bir plan yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>\u2022 \u0130mar planlar\u0131 yap\u0131l\u0131rken b\u00f6lgelerin deprem tehlike d\u00fczeyleri belirlenmeli, yerle\u015fim alanlar\u0131n\u0131n zemin et\u00fctleri ve mevcut yap\u0131 sto\u011fu ile birlikte de\u011ferlendirilerek; risk haritalar\u0131 \u00fcretilmeli ve hasar g\u00f6rebilirlik katsay\u0131lar\u0131 deprem-zemin-yap\u0131 etkile\u015fimi ba\u011flam\u0131nda hesaplanmal\u0131d\u0131r. Sadece \u00fcst yap\u0131lar de\u011fil kamu yap\u0131lar\u0131 \u00f6ncelikli olmak \u00fczere altyap\u0131 tesisleri, sanayi tesisleri, t\u00fcnel, k\u00f6pr\u00fc, viyad\u00fck vb. yap\u0131lar i\u00e7in de benzer risk ve hasar g\u00f6rebilirlik analizleri yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>\u2022 Yap\u0131 \u00f6nem derecesine g\u00f6re 1-5 y\u0131ll\u0131k periyotlarla yap\u0131 sa\u011fl\u0131\u011f\u0131 kamusal denetime tabi tutulmal\u0131d\u0131r.<\/p>\n<p>\u2022 Yerel y\u00f6netimler, merkezi idarenin \u201cbizden de\u011filseniz, size bir \u015fey yok\u201d anlay\u0131\u015f\u0131na kar\u015f\u0131 yap\u0131lar\u0131, kenti depreme haz\u0131rlamak i\u00e7in b\u00fct\u00e7e ay\u0131rmal\u0131d\u0131r. Deprem bekleyen kentlerdeki yerel y\u00f6netimler b\u00fct\u00e7esini deprem haz\u0131rl\u0131klar\u0131n\u0131 merkeze alarak yapmal\u0131d\u0131r.<\/p>\n<p>\u2022 Kentin her t\u00fcrl\u00fc afete haz\u0131rl\u0131\u011f\u0131 i\u00e7in tehlike ve risk analizleri yap\u0131lmal\u0131, tehlike ve risk haritalar\u0131 \u00e7\u0131kar\u0131lmal\u0131 ve bu \u00e7al\u0131\u015fmalar her y\u0131l g\u00fcncellenmelidir.<\/p>\n<p>\u2022 TAMP ve IRAP planlar\u0131nda iller i\u00e7in tan\u0131mlanan afet m\u00fcdahale ve risk azaltma eksenli il\/il\u00e7e baz\u0131nda t\u00fcm payda\u015flarla ger\u00e7ek\u00e7i planlar haz\u0131rlanmal\u0131 ve uygulamaya y\u00f6nelik fiili s\u00fcre\u00e7ler y\u00fcr\u00fct\u00fclmelidir.<\/p>\n<p>\u2022 Kentte kamusal alanlardaki alt\/\u00fcst yap\u0131larda e\u015fg\u00fcd\u00fcml\u00fc olarak yenileme ve rehabilite \u00e7al\u0131\u015fmalar\u0131 yap\u0131lmal\u0131d\u0131r<\/p>\n<p>\u2022 Kentin tahliye yollar\u0131 ve acil ula\u015f\u0131m yollar\u0131 belirlenmeli, s\u00fcrekli kontrol\u00fc sa\u011flanarak a\u00e7\u0131k kalmas\u0131 sa\u011flanmal\u0131d\u0131r.<\/p>\n<p>\u2022 Kriz sonras\u0131nda gerekli lojistik \u00fcstler, depolama tesisleri, acil ula\u015f\u0131m yollar\u0131, sa\u011fl\u0131k hizmetleri, g\u00fcvenlik vb. tesisleri belirlenmeli ve merkezi bir sistemle kontrol alt\u0131na al\u0131nmal\u0131d\u0131r.<\/p>\n<p>\u2022 Kente acil m\u00fcdahale ve erken uyar\u0131 sistemleri ile m\u00fcdahale plan\u0131 \u00e7\u0131kar\u0131lmal\u0131 ve kritik tesislerdeki hasar ve olas\u0131 kay\u0131plar azalt\u0131lmal\u0131d\u0131r.<\/p>\n<p>\u2022 Afet durumunda g\u00f6rev yapmak \u00fczere merkezi ve mahalle baz\u0131nda birimler olu\u015fturulmal\u0131, gerekli personel ve y\u00f6netim \u015femas\u0131 belirlenmelidir. Kadrolu ve g\u00f6n\u00fcll\u00fc personeller e\u011fitime tabi tutularak, tatbikatlarla desteklemeli, g\u00f6n\u00fcll\u00fcl\u00fck i\u00e7in te\u015fvik edici bir haz\u0131rl\u0131k yap\u0131lmal\u0131d\u0131r. Ekipman tespiti ve tedari\u011fi yap\u0131lmal\u0131, acil durum an\u0131ndaki lojisti\u011fi planlanmal\u0131d\u0131r.<\/p>\n<p>\u2022 Afet y\u00f6netimiyle ilgili at\u0131lacak her ad\u0131m e\u015fitlik\u00e7i olmal\u0131, kad\u0131nlar afet y\u00f6netimde karar s\u00fcrecinden e\u011fitimlere kadar her t\u00fcr ad\u0131m\u0131n i\u00e7inde yer almal\u0131d\u0131r.<\/p>\n<p>\u2022 Yerel y\u00f6netimler afete haz\u0131rl\u0131k konusunda toplumsal muhalefet bile\u015fenleri, mahalle dayan\u0131\u015fmalar\u0131\/\u00f6rg\u00fctl\u00fcl\u00fckleri ile birlikte a\u011f kurmal\u0131, afet sonras\u0131nda ya\u015fam g\u00fcvenli\u011fini sa\u011flanmas\u0131 esas al\u0131nmal\u0131d\u0131r.<\/p>\n<p>\u2022 Yerel y\u00f6netimler afet y\u00f6netimi i\u00e7in de b\u00fct\u00e7e olu\u015fturmal\u0131d\u0131r.
