Bu vesileyle son be\u015f y\u0131ld\u0131r \u0130stanbul\u2019u y\u00f6neten -ve dilerim her \u015feye ra\u011fmen \u00f6n\u00fcm\u00fczdeki be\u015f y\u0131l daha y\u00f6netecek olan- CHP\u2019nin \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi\u2019nin k\u00fclt\u00fcr politikalar\u0131na ve ard\u0131 ard\u0131na a\u00e7t\u0131\u011f\u0131 -\u00f6n\u00fcm\u00fczdeki d\u00f6nem 28 tane daha a\u00e7aca\u011f\u0131n\u0131 m\u00fcjdeledi\u011fi (!)- k\u00fclt\u00fcr merkezi ve m\u00fczelere, d\u00fczenledi\u011fi etkinlikler ile strateji ve programlar\u0131na bir g\u00f6z atal\u0131m istedim. Bir kamu payda\u015f\u0131 ve k\u00fclt\u00fcr profesyoneli olarak sorgulamalar\u0131m\u0131z\u0131 kay\u0131t alt\u0131na alal\u0131m, nitelikli bir tart\u0131\u015fma ortam\u0131 yaratal\u0131m ve yerel se\u00e7ime haz\u0131rlanan belediye ile bir par\u00e7as\u0131 oldu\u011fumuz k\u00fclt\u00fcr sekt\u00f6r\u00fcn\u00fcn kula\u011f\u0131na kar suyu ka\u00e7\u0131raca\u011f\u0131n\u0131 umdu\u011fumuz sorular\u0131 ortaya b\u0131rakal\u0131m.<\/p>\n<p>2017 y\u0131l\u0131n\u0131n Ocak ay\u0131nda Istanbul Art News\u2019in Piyasa eki i\u00e7in \u201c<a href=\"https:\/\/kulturlimited.com\/belediyenin-muzecilikle-imtihani\/\" target=\"_blank\" rel=\"noopener\">Belediye\u2019nin M\u00fczecilikle \u0130mtihan\u0131<\/a>\u201d ba\u015fl\u0131kl\u0131 bir yaz\u0131 kaleme alm\u0131\u015f ve bir kamu kurulu\u015fu olarak belediyenin kamudan uzak ve bir politikadan yoksun \u015fekilde k\u00fclt\u00fcr alan\u0131n\u0131 y\u00f6netmeye \u00e7al\u0131\u015fmas\u0131 \u00fczerine bir de\u011ferlendirme yapm\u0131\u015ft\u0131m. O d\u00f6nem AKP taraf\u0131ndan y\u00f6netilen \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi\u2019nin \u0130stanbul\u2019da 9 adet m\u00fcze a\u00e7aca\u011f\u0131n\u0131 \u00f6\u011frenmemiz beni ve ba\u015fka bir\u00e7ok k\u00fclt\u00fcr profesyonelini bu m\u00fczelerin arkas\u0131ndaki hik\u00e2yeyi sorgulamaya itmi\u015fti. (De\u011fi\u015fen pek de bir \u015fey olmad\u0131, yeni \u0130BB y\u00f6netimi de bir k\u0131sm\u0131ndan pek de haberimiz olmadan be\u015f y\u0131lda ad\u0131 m\u00fcze olan yakla\u015f\u0131k 10 tane yap\u0131 a\u00e7t\u0131.) Ayn\u0131 yaz\u0131da referans verdi\u011fim, o zaman Gazete Duvar\u2019da yazan, \u015fu an Argonotlar\u2019\u0131n Kurucu Genel Yay\u0131n Y\u00f6netmeni olan K\u00fcltigin Ka\u011fan Akbulut, \u201c<a href=\"https:\/\/www.gazeteduvar.com.tr\/yazarlar\/2016\/12\/04\/haberiniz-var-mi-ibb-9-muze-aciyor\" target=\"_blank\" rel=\"noopener\">Haberiniz var m\u0131: \u0130BB 9 m\u00fcze a\u00e7\u0131yor<\/a>\u201d ba\u015fl\u0131kl\u0131 ilgili yaz\u0131s\u0131nda \u015f\u00f6yle bir soru soruyordu: \u201cBir kamu kurumu olarak \u0130BB\u2019yle olan ili\u015fkimizin \u0130stanbul Modern\u2019den farkl\u0131 bir yap\u0131da olmas\u0131n\u0131 bekleriz, de\u011fil mi? Ancak \u0130BB\u2019nin m\u00fcze haberlerini \u00f6\u011frenme \u015feklimiz komik denecek d\u00fczeyde.\u201d[1]\n<p>Sonu\u00e7 olarak, \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi AKP\u2019den CHP\u2019ye ge\u00e7ti, arada pek \u00e7ok \u201cm\u00fcze\u201d ve bir o kadar k\u00fclt\u00fcr merkezi a\u00e7\u0131ld\u0131 (ve a\u00e7\u0131lmaya devam ediyor), pek \u00e7ok vaat edilen m\u00fcze rafa kalkt\u0131; say\u0131s\u0131z konser, festival, etkinlik d\u00fczenlendi ancak kamu kurulu\u015flar\u0131n\u0131n k\u00fclt\u00fcr alan\u0131yla ili\u015fkisi ve kamu ile ilgili tav\u0131rlar\u0131nda baz\u0131 \u015feyler pek de de\u011fi\u015fmedi. \u0130\u015fbu yaz\u0131 da \u0130BB\u2019nin yeri geldi\u011finde \u00e7ok karma\u015f\u0131k bir \u015fekilde ele ald\u0131\u011f\u0131, yeri geldi\u011finde bir se\u00e7im malzemesine \u00e7evirdi\u011fi, yeri geldi\u011finde ise \u00fcst\u00fcnde tahakk\u00fcm kurmak i\u00e7in \u00e7ekinmedi\u011fi ve yer yer \u201cnepotizm ve vizyonsuzluk\u201d[2] ile s\u00fcrd\u00fcrmeye devam etti\u011fi bir alan olan \u201ck\u00fclt\u00fcr\u201d ile ili\u015fkisine odaklan\u0131yor. Zira belediyenin k\u00fclt\u00fcrle olan ili\u015fkisi \u201cBina in\u015fa etme ve a\u00e7ma feti\u015fizmi, g\u00f6steri\u015fli ama i\u00e7i bo\u015f etkinlik yapma merak\u0131\u201d[3]n\u0131n devam etti\u011fini de g\u00f6steriyor.<\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-39966\" src=\"https:\/\/politeknik.org.tr\/wp-content\/uploads\/2024\/03\/ibb-fetih-1.jpeg\" alt=\"\" width=\"670\" height=\"377\" srcset=\"https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2024\/03\/ibb-fetih-1.jpeg 1921w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2024\/03\/ibb-fetih-1-533x300.jpeg 533w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2024\/03\/ibb-fetih-1-1024x576.jpeg 1024w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2024\/03\/ibb-fetih-1-768x432.jpeg 768w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2024\/03\/ibb-fetih-1-1536x864.jpeg 1536w\" sizes=\"(max-width: 670px) 100vw, 670px\" \/><\/p>\n<h5 id=\"temel-sorumluluklar-ve-hayatin-gercekleri\">Temel sorumluluklar ve hayat\u0131n ger\u00e7ekleri<\/h5>\n<p>Bir b\u00fcy\u00fck\u015fehir belediyesinin k\u00fclt\u00fcr alan\u0131ndaki temel sorumluluklar\u0131 aras\u0131nda k\u00fclt\u00fcrel a\u00e7\u0131dan geli\u015fen bir ortam i\u00e7in liderlik yapmak, yerel varl\u0131klar\u0131n ve k\u00fclt\u00fcrlerin geli\u015fimini sa\u011flamak i\u00e7in stratejik planlar olu\u015fturmak, k\u00fclt\u00fcr\u00fcn sa\u011fl\u0131k, e\u011fitim ve ekonomik kalk\u0131nma alanlar\u0131na yans\u0131mas\u0131n\u0131 art\u0131rmak i\u00e7in kurum i\u00e7i ve d\u0131\u015f\u0131 payda\u015flarla i\u015fbirli\u011fi yapmak, farkl\u0131 topluluklar\u0131 anlamak ve karar alma s\u00fcre\u00e7lerinde onlara yer vermek, k\u00fclt\u00fcrel miras\u0131 korumak ve geli\u015ftirmek i\u00e7in k\u00fclt\u00fcr\u00fc yerel planlara entegre etmek ve belediye hizmetlerinin ve m\u00fcdahalelerin yerel, ekonomik, sosyal ve k\u00fclt\u00fcrel etkilerini de\u011ferlendirerek politikalar olu\u015fturmak say\u0131labilir. Burada esas g\u00f6revi yukar\u0131da listeledi\u011fimiz sorumluluklar etraf\u0131nda bir politika geli\u015ftirmek, geli\u015ftirilen politikalar ile ilgili stratejileri olu\u015fturmak ve bu stratejileri bir program \u00e7er\u00e7evesinde uygulamaya ge\u00e7irecek planlar\u0131 yapmak olan belediyenin k\u00fclt\u00fcr alan\u0131ndaki izlerinin mek\u00e2n-etkinlik eksenine s\u0131k\u0131\u015fm\u0131\u015f olmas\u0131na dair bir \u00f6r\u00fcnt\u00fc g\u00f6r\u00fcyoruz. Yaz\u0131n\u0131n temel \u00e7er\u00e7evesinini de bu \u00f6r\u00fcnt\u00fcye dair bir ele\u015ftiri olu\u015fturuyor.<\/p>\n<p>\u0130BB Genel Sekreter Yard\u0131mc\u0131s\u0131 ve K\u00fclt\u00fcr Varl\u0131klar\u0131 Dairesi Ba\u015fkan\u0131 Oktay \u00d6zel, The Art Newspaper\u2019a verdi\u011fi <a href=\"https:\/\/www.artnewspaper.com.tr\/2024\/02\/26\/kulturel-miras-ve-cagdas-kent-estetigi-uygulamalariyla-ibb-miras\" target=\"_blank\" rel=\"noopener\">s\u00f6yle\u015fide<\/a> \u201c\u0130BB Miras\u2019\u0131n \u0130stanbul\u2019un miras\u0131n\u0131 korurken \u0130BB K\u00fclt\u00fcr\u2019\u00fcn de bu miras\u0131 ya\u015fatacak k\u00fclt\u00fcr politikalar\u0131 \u00fcretti\u011fini\u201d s\u00f6yl\u00fcyor, keza \u0130BB K\u00fclt\u00fcr Dairesi Ba\u015fkan\u0131 Volkan Aslan, D\u00fcnya gazetesine verdi\u011fi <a href=\"https:\/\/www.dunya.com\/yasam\/istanbulun-kultur-sanat-hayati-ve-bakisi-degisirse-tum-turkiyenin-de-degisir-haberi-711933\" target=\"_blank\" rel=\"noopener\">s\u00f6yle\u015fide<\/a> de \u201cK\u00fclt\u00fcr\u00fcn demok\u00adratikle\u015fmesinin yan\u0131 s\u0131ra k\u00fcl\u00adt\u00fcr hakk\u0131 olarak kentin her kesi\u00adminin kendini ifade edebilece\u011fi alanlar olu\u015fturma iste\u011findeyiz.\u201d s\u00f6ylemiyle bunu destekliyor; ancak ortada \u00fcretilen bir politika ve bunun yans\u0131t\u0131ld\u0131\u011f\u0131 alanlar\u0131 g\u00f6rmemiz pek m\u00fcmk\u00fcn de\u011fil. Aslan, bu s\u00f6yle\u015fisinde ayr\u0131ca ba\u011f\u0131ms\u0131zlar\u0131n \u00f6neminden dem vuruyor ve \u201chareket\u00adlendirilmesi gereken bir kamu fonu meselesi\u201dnden bahsediyor ve konuyu mevzuata ba\u011fl\u0131yor. \u0130\u015fte tam da burada yurt d\u0131\u015f\u0131ndaki \u00e7o\u011fu yerel y\u00f6netimin destek ve fon mekanizmalar\u0131 ile ili\u015fkilendi\u011fi bir yerde, \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi\u2019nin s\u00f6yle\u015fide de alt\u0131n\u0131 \u00e7izdiklerinin aksine monolitik bir yakla\u015f\u0131mla mek\u00e2n-etkinlik ekseninde her \u015feyi \u201ca\u00e7an, i\u015fleten, organize eden\u201d tarafta oldu\u011funu da g\u00f6rmek \u00f6nemli.<\/p>\n<p>Bununla birlikte bu ele\u015ftirileri yaparken mevcut belediyenin birlikte \u00e7al\u0131\u015fmas\u0131n\u0131n pek m\u00fcmk\u00fcn olmad\u0131\u011f\u0131 merkezi h\u00fck\u00fcmet ile ya\u015fan\u0131lan kutupla\u015fma ile y\u00f6neti\u015fim ve mevzuat sorununu, derinle\u015fen ekonomik krizi, pandemi-deprem-se\u00e7im gibi ola\u011fan d\u0131\u015f\u0131 s\u00fcre\u00e7lerden ge\u00e7ti\u011fimizi de biliyor ve t\u00fcm bu ele\u015ftirileri, daha iyisinin olabilece\u011fine dair d\u00fc\u015f\u00fcnceleri beyan etmek i\u00e7in bir ara\u00e7 olarak g\u00f6rd\u00fc\u011f\u00fcm\u00fc ve daha iyisi i\u00e7in birlikte \u00e7al\u0131\u015farak elimizi ta\u015f\u0131n alt\u0131na koyabilece\u011fimizi (ve ta\u015f \u00fcst\u00fcne ta\u015f koyabilece\u011fimizi) niyet ederek yap\u0131yorum.[4] Zira daha \u00f6nce Argonotlar i\u00e7in kaleme ald\u0131\u011f\u0131m \u201c<a href=\"https:\/\/argonotlar.com\/istanbul-modern-bize-yeni-ne-soyluyor\/\" target=\"_blank\" rel=\"noopener\">\u0130stanbul Modern bize yeni ne s\u00f6yl\u00fcyor?<\/a>\u201dba\u015fl\u0131kl\u0131 yaz\u0131daki umudum ve niyetim baki: \u201cBu yaz\u0131n\u0131n k\u00fclt\u00fcr y\u00f6netimini konu\u015fulan bir konu haline getirmesini ve yeni tart\u0131\u015fmalar a\u00e7mas\u0131n\u0131 umuyorum ve yeni ele\u015ftirilerin de habercisi olmas\u0131n\u0131 niyet ediyorum.\u201d<\/p>\n<h5 id=\"vizyon-politika-strateji-ve-program\">Vizyon, politika, strateji ve program<\/h5>\n<p>\u0130BB\u2019nin k\u00fclt\u00fcr politikalar\u0131ndan sorumlu birimi K\u00fclt\u00fcr Daire Ba\u015fkanl\u0131\u011f\u0131 taraf\u0131ndan 2020 y\u0131l\u0131n\u0131n \u015eubat ay\u0131nda, tam da pandemi ba\u015flamadan \u00f6nce \u201c\u0130stanbul K\u00fclt\u00fcr Sanat Platformu Olu\u015fum \u00c7al\u0131\u015ftay\u0131\u201d ba\u015fl\u0131kl\u0131 bir \u00e7al\u0131\u015ftay d\u00fczenlenmi\u015fti.\u201c\u0130stanbul\u2019un k\u00fclt\u00fcr sanat politikalar\u0131n\u0131 kat\u0131l\u0131mc\u0131 ve kapsay\u0131c\u0131 bir \u015fekilde planlamak, k\u00fclt\u00fcr sanat ya\u015fam\u0131n\u0131n sorunlar\u0131n\u0131n, \u00f6nceliklerinin, vizyonlar\u0131n\u0131n s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma ilkeleri temelinde belirlendi\u011fi, tart\u0131\u015f\u0131ld\u0131\u011f\u0131, \u00e7\u00f6z\u00fcmlerinin geli\u015ftirildi\u011fi, ortak akl\u0131n ve uzla\u015fman\u0131n esas oldu\u011fu demokratik bir yap\u0131 olarak d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fc\u201d belirtilen bu \u00e7al\u0131\u015ftay sonucunda bir rapor yay\u0131nlanm\u0131\u015f[5] ve sonras\u0131nda \u0130stanbul K\u00fclt\u00fcr Sanat Platformu Dan\u0131\u015fma Kurulu kurulmu\u015ftu.[6] G\u00f6n\u00fcll\u00fcl\u00fck esas\u0131yla \u00e7al\u0131\u015facak olan Dan\u0131\u015fma Kurulu \u00fcyelerinin g\u00f6rev s\u00fcrelerinin bir y\u0131l olmas\u0131 ve y\u0131lda en az \u00fc\u00e7 toplant\u0131 yapmalar\u0131 \u00f6ng\u00f6r\u00fclm\u00fc\u015ft\u00fc. Bu kuruldaki \u00fcyelerin g\u00f6rev s\u00fcresi bitti\u011finde yerlerine yeni \u00fcyeler se\u00e7ilmedi. \u0130BB Miras ve \u0130BB K\u00fclt\u00fcr\u2019\u00fcn mevcut \u00e7al\u0131\u015fmalar\u0131n\u0131n arkas\u0131ndaki vizyonu ortaya koyan, \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi eski Genel Sekreter Yard\u0131mc\u0131s\u0131 ve \u015fu anda Fatih Belediyesi Ba\u015fkan Aday\u0131 olarak duyurulan Mahir Polat, Ocak 2023\u2019te Politikyol\u2019a verdi\u011fi <a href=\"https:\/\/www.politikyol.com\/istanbul-kulturel-diplomasinin-baskenti\/\" target=\"_blank\" rel=\"noopener\">s\u00f6yle\u015fide,<\/a> \u0130BB\u2019nin \u201cUzunca bir s\u00fcredir k\u00fclt\u00fcr-sanat d\u00fcnyas\u0131 i\u00e7in bir \u00e7al\u0131\u015fma a\u011f\u0131 modeli tasarlamak \u00fczere hummal\u0131 bir \u00e7aba i\u00e7erisinde\u201d oldu\u011funu ve \u201cYak\u0131nda a\u00e7\u0131klanmas\u0131 beklenen bu modelde, k\u00fclt\u00fcr-sanat d\u00fcnyas\u0131ndaki t\u00fcm payda\u015flar bir araya getirilecek ve yabanc\u0131 i\u015fbirlikleriyle de bu alan g\u00fc\u00e7lendirilecek; uluslararas\u0131 kurumlarla ortak projeler, sergiler, yay\u0131nlar, koleksiyon ortakl\u0131klar\u0131 yoluyla se\u00e7enekler geni\u015fletilecek.\u201d ifadelerinde bulunuyordu. Ancak bu strateji belgesinde de k\u00fclt\u00fcr, daha \u00e7ok k\u00fclt\u00fcrel miras ve kenti k\u00fclt\u00fcrel a\u00e7\u0131dan bir odak haline getirmek gibi alanlarda kendine yer bulurken k\u00fclt\u00fcr politikalar\u0131n\u0131n temel birer par\u00e7as\u0131 olmas\u0131n\u0131 bekledi\u011fimiz k\u00fclt\u00fcrel hizmetlere eri\u015fim, k\u00fclt\u00fcrel \u00fcretime kat\u0131l\u0131m, k\u00fclt\u00fcrel ifadelerin \u00e7e\u015fitlili\u011fin korunmas\u0131, k\u00fclt\u00fcr\u00fcn demokratikle\u015ftirilmesi, k\u00fclt\u00fcrleraras\u0131 diyalog alanlar\u0131n\u0131n yarat\u0131lmas\u0131, sanatsal ifade ve yarat\u0131c\u0131l\u0131k \u00f6zg\u00fcrl\u00fc\u011f\u00fc gibi konular\u0131n kendine gerekti\u011fi kadar yer bulamamas\u0131 ka\u00e7\u0131r\u0131lm\u0131\u015f bir f\u0131rsat oldu. Keza ayn\u0131 raporda kullan\u0131lan \u201c\u0130stanbul\u2019da yer alan k\u00fclt\u00fcrel tesisler ve k\u00fclt\u00fcr end\u00fcstrileri, kentin merkezindeki Beyo\u011flu, Fatih, Kad\u0131k\u00f6y, Be\u015fikta\u015f ve \u015ei\u015fli il\u00e7elerinde k\u00fclt\u00fcr \u00fc\u00e7geninde yo\u011funla\u015fmaktad\u0131r.\u201d[8] ifadesi neredeyse 15 y\u0131l \u00f6nce yap\u0131lan \u201cK\u00fclt\u00fcr Ekonomisi Envanteri: \u0130stanbul 2010\u201d yay\u0131n\u0131na referans veriyor. Son on be\u015f y\u0131lda envanterde ne gibi bir de\u011fi\u015fiklik oldu ve \u00f6zellikle belediye(ler) taraf\u0131ndan a\u00e7\u0131lan k\u00fclt\u00fcrel tesisler ile yeniden i\u015flevlendirilen mek\u00e2nlar burada nas\u0131l rol oynuyor gibi konular da bu bak\u0131\u015f a\u00e7\u0131lar\u0131n\u0131 zenginle\u015ftirmesi ad\u0131na \u00f6nemli veriler sunabilirdi. Yine ayn\u0131 raporda bahsedilen \u201cSultanbeyli, Gaziosmanpa\u015fa, Zeytinburnu ve G\u00fcng\u00f6ren gibi kent merkezinde bulunan il\u00e7eler; k\u00fclt\u00fcrel hizmet sunan tesis oran\u0131n\u0131n, \u0130stanbul\u2019daki toplam k\u00fclt\u00fcrel tesis oran\u0131na g\u00f6re en d\u00fc\u015f\u00fck oldu\u011fu il\u00e7elerdendir.\u201d[9] ifadesini referans alarak \u0130BB\u2019nin son d\u00f6rt y\u0131lda bu il\u00e7elere k\u00fclt\u00fcrel hizmet sunan hangi tesisleri a\u00e7t\u0131\u011f\u0131n\u0131 veya neleri de\u011fi\u015ftirdi\u011fini de sorabiliriz.<\/p>\n<p>\u0130BB\u2019nin k\u00fclt\u00fcr alan\u0131ndaki i\u015ftiraki K\u00fclt\u00fcr A.\u015e\u2019nin 2022 y\u0131l\u0131 <a href=\"https:\/\/bilgiyay.com\/kitap\/kultur-ekonomisi-envanteri-istanbul-2010\/\" target=\"_blank\" rel=\"noopener\">faaliyet raporunda<\/a> ise \u201c2020-2024 hedeflerinin yer ald\u0131\u011f\u0131 \u2018stratejik plan\u2019 \u00e7al\u0131\u015fmalar\u0131 tamamlanm\u0131\u015ft\u0131r.\u201d ibaresi ge\u00e7mekte ancak kamu ile payla\u015f\u0131lan herhangi bir stratejik plan \u00e7al\u0131\u015fmas\u0131 olmad\u0131\u011f\u0131 i\u00e7in buna dair bir analiz yapmak m\u00fcmk\u00fcn de\u011fil.<\/p>\n<h5 id=\"kulturun-yonetimi\">K\u00fclt\u00fcr[\u00fcn] y\u00f6netimi<\/h5>\n<p>\u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi\u2019nde y\u0131llardan beri devam eden \u201ck\u00fclt\u00fcr\u201d\u00fcn nas\u0131l ele al\u0131naca\u011f\u0131 ve y\u00f6netilece\u011fiyle ilgili bir y\u00f6neti\u015fim karma\u015fas\u0131 var. Bu karma\u015fa, mevcut y\u00f6netim s\u00fcrecinde de ne yaz\u0131k ki \u00e7\u00f6z\u00fclemedi. Keza bunun sanc\u0131lar\u0131n\u0131 da somut sonu\u00e7lar\u0131n\u0131 da her g\u00fcn g\u00f6r\u00fcyoruz. \u0130BB\u2019de temel olarak k\u00fclt\u00fcrel faaliyetler ve k\u00fclt\u00fcr politikalar\u0131 ile ilgilenen bir K\u00fclt\u00fcr Dairesi Ba\u015fkanl\u0131\u011f\u0131 var. Bu ba\u015fkanl\u0131\u011fa ba\u011fl\u0131 K\u00fclt\u00fcrel Etkinlikler, Orkestralar, \u015eehir Tiyatrolar\u0131 ve Turizm \u015fube m\u00fcd\u00fcrl\u00fckleri mevcut. Bu daire ba\u015fkanl\u0131\u011f\u0131n\u0131n g\u00f6revlerine ne yaz\u0131k ki \u0130BB\u2019nin sitesinden ula\u015fam\u0131yoruz. \u0130lgili daire ba\u015fkanl\u0131\u011f\u0131 i\u00e7in a\u00e7\u0131lan kultursanat.istanbul adresi de bize bu a\u015famada yard\u0131mc\u0131 olmuyor. Bu alandaki ihalelere bakmak istedi\u011fimizde ise bizi 2007 y\u0131l\u0131ndan kalma bir ihale \u00e7a\u011fr\u0131s\u0131 kar\u015f\u0131l\u0131yor. \u0130BB\u2019nin ilgili alanda ge\u00e7mi\u015f ve mevcut ihaleleri olsa dahi bu sayfada g\u00fcncel olarak kendine yer bulamam\u0131\u015f. K\u00fclt\u00fcr Dairesi Ba\u015fkanl\u0131\u011f\u0131\u2019nda Daire Ba\u015fkan\u0131 g\u00f6revine \u015eubat 2023 itibar\u0131yla vek\u00e2leten Volkan Aslan atand\u0131. Daha \u00f6nce Ata\u015fehir Belediyesi\u2019nde Sanat Koordinat\u00f6r\u00fc ve K\u00fclt\u00fcr M\u00fcd\u00fcr\u00fc olarak g\u00f6rev alan Aslan, halen bu g\u00f6revi s\u00fcrd\u00fcr\u00fcyor. K\u00fclt\u00fcrel Etkinlikler, \u015eehir Tiyatrolar\u0131 ile K\u00fct\u00fcphane ve M\u00fczeler \u015fube m\u00fcd\u00fcrlerinin bu alanlardaki deneyim ve yetkinliklerini ise sorgulamadan edemiyorum. Bu sorgulamalar \u00f6nemli, zira bu \u015fube m\u00fcd\u00fcrl\u00fckleri \u0130stanbul\u2019da k\u00fclt\u00fcrel etkinlik, tiyatro, k\u00fct\u00fcphane ve m\u00fczeyle ilgili bir\u00e7ok mek\u00e2n\u0131n ve program\u0131n sorumlulu\u011funu \u00fcstleniyor ve \u0130stanbullular\u0131n k\u00fclt\u00fcr-sanatla bulu\u015fmas\u0131n\u0131 sa\u011flayan esas kararlar\u0131 onlar veriyor. K\u00fclt\u00fcr ile ilgilienen bir di\u011fer birim ise kamuoyunda \u0130BB Miras olarak bilinen K\u00fclt\u00fcr Varl\u0131klar\u0131 Dairesi Ba\u015fkanl\u0131\u011f\u0131. Bu ba\u015fkanl\u0131\u011fa ba\u011fl\u0131 olarak da Koruma ve Uygulama Denetim, K\u00fclt\u00fcr Varl\u0131klar\u0131 Projeler, K\u00fclt\u00fcrel Miras Koruma ile K\u00fct\u00fcphane ve M\u00fczeler ba\u015fl\u0131kl\u0131 d\u00f6rt adet \u015fube m\u00fcd\u00fcrl\u00fc\u011f\u00fc daha var.<\/p>\n<p>\u0130BB\u2019nin ayr\u0131ca 1989 y\u0131l\u0131nda k\u00fclt\u00fcr, sanat ve turizm hizmetleri sunmak \u00fczere kurdu\u011fu ticari ama\u00e7l\u0131 bir anonim \u015firket olan K\u00fclt\u00fcr A.\u015e. ise \u201c\u0130stanbul\u2019un k\u00fclt\u00fcrel, co\u011frafi ve sanatsal g\u00fczelliklerini yurt i\u00e7inde ve yurt d\u0131\u015f\u0131nda tan\u0131tmak i\u00e7in k\u00fclt\u00fcrel organizasyonlardan yay\u0131mc\u0131l\u0131k faaliyetlerine, m\u00fcze i\u015fletmecili\u011finden a\u00e7\u0131k alan reklamc\u0131l\u0131\u011f\u0131na, k\u00fclt\u00fcrel mek\u00e2n i\u015fletmecili\u011finden ulusal ve uluslar aras\u0131 panel, sempozyum ve festivallere uzanan geni\u015f bir yelpazede organizasyonlar\u201d ger\u00e7ekle\u015ftiriyor. Bu \u00e7er\u00e7evede kamuya a\u00e7\u0131k ihalelere girerek ya da bizzat kendisi projeler \u00fcretip finansman\u0131n\u0131 sponsorluklar ya da kendi \u00f6z kaynaklar\u0131 ile temin ederek k\u00fclt\u00fcr ve sanat alan\u0131nda bir akt\u00f6r olarak faaliyetlerde bulunuyor.[10] K\u00fclt\u00fcr A.\u015e.\u2019nin \u00e7al\u0131\u015fmalar\u0131na ise kultursanat.istanbul\u2019dan farkl\u0131 olarak kultur.istanbul adresinden ula\u015f\u0131labiliyor. \u0130\u015fte karma\u015fa burada tekrar devreye giriyor. K\u00fclt\u00fcr A.\u015e.\u2019ye 2020 y\u0131l\u0131 sonunda Genel M\u00fcd\u00fcr olarak k\u00fclt\u00fcr sekt\u00f6r\u00fcn\u00fcn Pozitif ve Zorlu PSM vas\u0131tas\u0131yla yak\u0131ndan tan\u0131d\u0131\u011f\u0131 Murat Abbas atand\u0131. Murat Abbas, pop\u00fcler k\u00fclt\u00fcr ve k\u00fclt\u00fcr\u00fcn ticarile\u015fmesi \u00fczerine kurdu\u011fu dengeli bir strateji ve sekt\u00f6rden getirdi\u011fi yetkin isimlerle kurdu\u011fu ekiple \u00e7al\u0131\u015fmalar\u0131na devam ediyor. Ancak K\u00fclt\u00fcr A.\u015e.\u2019nin \u00e7al\u0131\u015fmalar\u0131, mevcut bir politika, strateji ve program olmadan ve do\u011fru y\u00f6neti\u015fim mekanizmalar\u0131 kurulmadan ne yaz\u0131k ki b\u00fct\u00fcnc\u00fcl bir \u015fekilde de\u011ferlendirilemiyor.<\/p>\n<p>\u0130stanbul\u2019da, K\u00fclt\u00fcr Dairesi Ba\u015fkanl\u0131\u011f\u0131\u2019n\u0131n sahibi oldu\u011fu, farkl\u0131 i\u015flevlerde 30\u2019dan fazla mek\u00e2n var. Bunun yan\u0131 s\u0131ra K\u00fclt\u00fcr A.\u015e.\u2019ye ba\u011fl\u0131 olarak faaliyet g\u00f6steren 5 m\u00fcze ve 16 k\u00fclt\u00fcr merkezi var. Bu k\u00fclt\u00fcr merkezlerinin bir k\u0131sm\u0131n\u0131n sahibi K\u00fclt\u00fcr Dairesi Ba\u015fkanl\u0131\u011f\u0131 ancak faaliyetlerini K\u00fclt\u00fcr A.\u015e.\u2019ye ba\u011fl\u0131 olarak s\u00fcrd\u00fcr\u00fcyorlar. Bununla beraber K\u00fclt\u00fcr A.\u015e. \u0130stanbul Kitap\u00e7\u0131s\u0131\u2019n\u0131n 14 \u015fubesinin y\u00f6netimini de \u00fcstleniyor. \u0130BB, ayr\u0131ca K\u00fct\u00fcphane ve M\u00fczeler M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne ba\u011fl\u0131 62 k\u00fct\u00fcphane ile 13 adet m\u00fczeyi de y\u00f6netiyor. Zira \u0130stanbul\u2019un k\u00fclt\u00fcr hayat\u0131na kazand\u0131r\u0131lan bu mek\u00e2nlar, herhangi bir ara\u015ft\u0131rma ve stratejiden yoksun bir \u015fekilde, toplumsal ihtiya\u00e7lar\u0131n kar\u015f\u0131lanmas\u0131 i\u00e7in kat\u0131l\u0131mc\u0131 y\u00f6ntemler kullan\u0131lmadan, tarihsel ba\u011flam\u0131ndan uzak, birbirine \u00e7ok benzer i\u00e7erik ve programlar\u0131 halka \u201csunan\u201d bir konumda duruyor. Oysaki Vizyon 2050 Strateji Belgesi\u2019nde \u201c\u0130\u015flevini kaybetmi\u015f miras alanlar\u0131n\u0131n, alan\u0131n niteliklerinin ve tarihsel ba\u011flam\u0131n\u0131n dikkate al\u0131narak toplumsal ihtiya\u00e7lar\u0131n kar\u015f\u0131lanmas\u0131 i\u00e7in kat\u0131l\u0131mc\u0131 y\u00f6ntemler, yenilik\u00e7i ve yarat\u0131c\u0131 yakla\u015f\u0131mlarla yeniden kullan\u0131m\u0131n\u0131n sa\u011flanarak korunmas\u0131 hedeflenmektedir.\u201d[20] deniliyordu. Ancak \u0130stanbul, k\u00fclt\u00fcrel miras\u0131n korunmas\u0131na ili\u015fkin toplumsal taleplerin g\u00fc\u00e7lenebilece\u011fi kat\u0131l\u0131m ve izleme ara\u00e7lar\u0131na sahip de\u011fildir. Ancak yeniden i\u015flevlendirme \u00e7al\u0131\u015fmalar\u0131n\u0131n \u00e7\u0131kt\u0131lar\u0131na bakt\u0131\u011f\u0131m\u0131zda mahallelilerin g\u00fcndelik hayata dair al\u0131\u015fkanl\u0131klar\u0131 yerine pop\u00fclist ve tekd\u00fcze bir i\u015flevlendirme ve programlama g\u00f6r\u00fcyoruz. \u0130BB Miras taraf\u0131ndan restore edilerek yeniden i\u015flevlendirilen ve \u0130BB K\u00fclt\u00fcr taraf\u0131ndan programlanan t\u00fcm mek\u00e2nlarda benzer bir i\u00e7erik ve programlama g\u00f6r\u00fcyoruz. O zaman \u015funu soral\u0131m, \u0130BB Miras ekibinde \u201crestorat\u00f6rden konservat\u00f6re, mimardan in\u015faat m\u00fchendisine, sanat tarih\u00e7isinden arkeolo\u011fa, i\u00e7 mimardan grafik tasar\u0131mc\u0131ya kadar \u00e7ok \u00e7e\u015fitli alanlardan uzmanlar\u201d[24] bulunuyor ise bu ekipte ara\u015ft\u0131rmac\u0131, sosyolog, antropolog, sosyal tasar\u0131mc\u0131, servis tasar\u0131mc\u0131s\u0131, stratejist, k\u00fclt\u00fcr y\u00f6neticisi ve k\u00fcrat\u00f6r de var m\u0131? Yoksa niye yok?<\/p>\n<h5 id=\"peki-neler-farkli-olabilirdi\">Peki neler farkl\u0131 olabilirdi?<\/h5>\n<p>\u015e\u00fcphesiz t\u00fcm bu sorular bizi kapsaml\u0131 bir k\u00fclt\u00fcr stratejisine duyulan ihtiyaca getiriyor. Bununla birlikte kaynak payla\u015f\u0131m\u0131 ve y\u00f6neti\u015fim a\u00e7\u0131s\u0131ndan d\u00fcnyada stratejiden beslenen iyi \u00f6rnekler yok de\u011fil.<\/p>\n<p>\u00d6rne\u011fin Londra\u2019dan sorumlu yerel y\u00f6netim Greater London Authority\u2019nin 2018 y\u0131l\u0131nda <a href=\"https:\/\/www.london.gov.uk\/sites\/default\/files\/2022-12\/2018_Culture_Strategy_Final_0.pdf\" target=\"_blank\" rel=\"noopener\">K\u00fclt\u00fcr Stratejisi<\/a> belgesinde strateji ve programlar \u015fu d\u00f6rt ana ba\u015fl\u0131kta inceleniyor:<\/p>\n<p>1. Londra\u2019y\u0131 Seviyorum \u2013 Daha fazla insan\u0131n kap\u0131lar\u0131n\u0131n \u00f6n\u00fcnde k\u00fclt\u00fcr\u00fc deneyimlemesi ve yaratmas\u0131.<\/p>\n<p>2. K\u00fclt\u00fcr kurumlar\u0131n\u0131n kamusal anlamda g\u00fc\u00e7lendirilmesi ancak k\u00fclt\u00fcr kurumlar\u0131n\u0131n kurumsal yap\u0131lar\u0131n\u0131n ve finansal s\u00fcrd\u00fcr\u00fclebilirliklerinin desteklenmesiyle m\u00fcmk\u00fcn olmaz m\u0131? Sanat\u0131n \u00f6zg\u00fcrle\u015ftirilmesi i\u00e7in \u0130BB\u2019nin \u015feffaf, adil, kapsay\u0131c\u0131 ve yenilik\u00e7i bir i\u015fbirli\u011fi ve y\u00f6neti\u015fim politikas\u0131 benimsemesi gerekmez mi? Belediyelerin altyap\u0131 sa\u011flamas\u0131 gereken alanlarda ihtiya\u00e7 analizi olmadan gerekli altyap\u0131 nas\u0131l belirlenir? Bu sorular uzar gider, yan\u0131tlar tart\u0131\u015f\u0131labilir. Yeni \u0130BB y\u00f6netiminin k\u00fclt\u00fcr alan\u0131na nitelikli katk\u0131lar\u0131 ku\u015fkusuz \u00e7ok fazla ancak de\u011fi\u015ftirilmesi gereken pek \u00e7ok \u015fey oldu\u011fu da a\u015fik\u00e2r.
