Kentliler i\u00e7in sa\u011fl\u0131kl\u0131, eri\u015filebilir bir ya\u015fam ula\u015f\u0131m altyap\u0131s\u0131n\u0131n ve politikalar\u0131n\u0131n bilimsel verilerle planlanmas\u0131yla m\u00fcmk\u00fcnd\u00fcr. Kentleri y\u00fcr\u00fcnebilen kentler haline getirecek, ula\u015f\u0131m krizini toplu ula\u015f\u0131m \/ta\u015f\u0131ma sistemiyle \u00e7\u00f6zecek yerel y\u00f6netim anlay\u0131\u015f\u0131na ihtiya\u00e7 vard\u0131r.<\/p>\n<h5 id=\"eirisilebilir-konforlu-saglikli-guvenli-toplu-ulasim\">Eiri\u015filebilir, konforlu, sa\u011fl\u0131kl\u0131, g\u00fcvenli toplu ula\u015f\u0131m<\/h5>\n<p>Kent i\u00e7i ula\u015f\u0131m planlamas\u0131nda en \u00f6nemli ba\u015fl\u0131klardan biri hi\u00e7 \u015f\u00fcphesiz toplu ula\u015f\u0131m sistemidir.<\/p>\n<p>T\u00fcrkiye\u2019de kentsel ula\u015f\u0131m planlar\u0131 toplu ula\u015f\u0131m sistemi esas al\u0131narak de\u011fil, \u00f6zel ara\u00e7 kullan\u0131m\u0131n\u0131 yani otomobil yolculu\u011funu \u00f6nceleyen bi\u00e7imde yap\u0131l\u0131yor. Kentler yeni a\u00e7\u0131lan kav\u015faklar, alt ge\u00e7itler, \u00e7evre yollar\u0131, yerle\u015fim alanlar\u0131 i\u00e7erisinden ge\u00e7irilen geni\u015f yol akslar\u0131 ile \u00e7evreleniyor.<\/p>\n<p>Her yeni motorlu ara\u00e7 yolu \u00f6zel ara\u00e7 kullan\u0131m\u0131n\u0131 te\u015fvik eder. T\u00dc\u0130K verilerine g\u00f6re T\u00fcrkiye\u2019de 2023 y\u0131l\u0131 sonu itibar\u0131yla trafi\u011fe kay\u0131tl\u0131 motorlu kara ta\u015f\u0131t\u0131 say\u0131s\u0131 28 milyon 740 bin 492. Bu say\u0131 her y\u0131l art\u0131yor. Kentlerde mevcut trafik sorununa \u00e7\u00f6z\u00fcm olarak yol geni\u015fletme gibi anl\u0131k projeler yapmak, temel ula\u015f\u0131m sorunlar\u0131na kal\u0131c\u0131 bir \u00e7\u00f6z\u00fcm getirmekten uzakt\u0131r. Aksine, geni\u015fletilen yollar, orta vadede daha fazla ara\u00e7 trafi\u011fi yarat\u0131r. Kent i\u00e7inde \u00f6zel ara\u00e7 kullan\u0131m ihtiyac\u0131na gerek duyulmayacak bir toplu ta\u015f\u0131ma sisteminin planlanmas\u0131 ve hayata ge\u00e7irilmesi gereklidir. Bu noktada asli sorumluluk yerel y\u00f6netimlerdedir.<\/p>\n<h5 id=\"yollar-kavsaklar-yaptik-yapacagiz-soyleminden-trafik-kaosuna\">\u2018Yollar, kav\u015faklar yapt\u0131k\/yapaca\u011f\u0131z\u2019 s\u00f6yleminden trafik kaosuna<\/h5>\n<p>T\u00fcrkiye\u2019de ne yaz\u0131k ki yol yap\u0131m\u0131 yerel y\u00f6netimler i\u00e7in \u2018\u00e7al\u0131\u015ft\u0131\u2019 verisi olarak g\u00f6r\u00fcl\u00fcyor. Yerel y\u00f6netimler yapt\u0131klar\u0131 yollarla \u00f6v\u00fcn\u00fcp, se\u00e7im d\u00f6nemlerinde bunun reklam\u0131n\u0131 yap\u0131p, rakiplerini de bu kriterlerle ele\u015ftirmeye \u00e7al\u0131\u015f\u0131yorlar.<\/p>\n<p>Oysa yerel y\u00f6netimlerin s\u00fcrd\u00fcr\u00fclebilir planlar yapmak, eri\u015filebilir bir toplu ta\u015f\u0131ma sistemi in\u015fa etmek, yaya \u00f6ncelikli kararlar almak, mikro mobiliteyi sa\u011flayan bisiklet, scooter vb. ara\u00e7lar\u0131 yayg\u0131nla\u015ft\u0131rmak, alternatif ula\u015f\u0131m a\u011flar\u0131 geli\u015ftirmek gibi sorumluluklar\u0131 var. Geriye kalan %95\u2019lik dilimde otoparkta duruyor. Sokaklar\u0131n otopark olarak d\u00fczenlenmesi asl\u0131nda yaya yollar\u0131n\u0131 daraltarak kamuya, y\u00fcr\u00fcmeye ayr\u0131lan alan\u0131n i\u015fgali anlam\u0131na geliyor. Ayr\u0131ca kentlerde hareketlili\u011fin fazla oldu\u011fu yerlerdeki metruk arazilerin \u00e7o\u011funlu\u011fu otopark olarak kullan\u0131l\u0131yor. Oysa \u00f6rne\u011fin \u0130stanbul\u2019da \u0130BB verilerine g\u00f6re g\u00fcnl\u00fck yap\u0131lan yolculuklar\u0131n %31,6\u2019s\u0131 otomobil ve servis; %27,9\u2019u toplu ta\u015f\u0131ma ve %40,5\u2019i yaya olarak ger\u00e7ekle\u015ftiriliyor. Yerel y\u00f6netimlerin \u00f6zel ara\u00e7lar\u0131 k\u0131s\u0131tlay\u0131c\u0131 politikalar \u00fcretmesi, kentlerde ara\u00e7lara de\u011fil yayalar\u0131n eri\u015fimine \u00f6ncelik vermesi kentin ya\u015fanabilir hale gelebilmesi i\u00e7in hayatidir.<\/p>\n<p>Yerel y\u00f6netimlerin kent i\u00e7i ula\u015f\u0131mda sorumluluklar\u0131n\u0131 maddelerle s\u0131ralamaya \u00e7al\u0131\u015fal\u0131m.<\/p>\n<ul>\n<li>Ula\u015f\u0131m kamusal bir hakt\u0131r. Yerel y\u00f6netimler halka \u00fccretsiz eri\u015filebilir, konforlu, sa\u011fl\u0131kl\u0131 ve g\u00fcvenli bir toplu ula\u015f\u0131m sistemi in\u015fa etmelidir.<\/li>\n<li>Ula\u0219\u0131m et\u00fcd\u00fc ve planlar\u0131, b\u00fct\u00fcnc\u00fcl yerle\u015fimi kapsayarak haz\u0131rlanmal\u0131d\u0131r. Toplu ula\u015f\u0131m sisteminin a\u011f gibi, kentin \u00e7eperlerine yay\u0131lmas\u0131 gerekir. Yerel y\u00f6netimler i\u00e7in \u00f6zel ara\u00e7 kullan\u0131m\u0131na gerek b\u0131rakmayacak bir toplu ta\u015f\u0131ma sistemi kurmal\u0131d\u0131r.<\/li>\n<li>Ula\u015f\u0131m sadece g\u00fcnd\u00fcz saatleri i\u00e7in de\u011fil gece saatlerinde de sa\u011flanmas\u0131 gereken bir kamu hizmetidir. Erken saatlerde seferleri biten toplu ula\u015f\u0131m anlay\u0131\u015f\u0131na son verilmeli, kentte 24 saat kesintisiz bir ula\u015f\u0131m sa\u011flanmal\u0131d\u0131r.<\/li>\n<li>Kent i\u00e7i ula\u015f\u0131m\u0131n kad\u0131nlar i\u00e7in eri\u015filebilir ve g\u00fcvenli hale getirilmesi i\u00e7in duraklar ve y\u00fcr\u00fcy\u00fc\u015f g\u00fczergahlar\u0131 yeterince ayd\u0131nlat\u0131lmal\u0131, duraklara acil durum butonlar\u0131 gibi g\u00fcvenlik \u00f6nlemleri d\u00fc\u015f\u00fcn\u00fclmelidir.<\/li>\n<li>Ula\u015f\u0131m ara\u00e7lar\u0131ndaki sefer aral\u0131\u011f\u0131n\u0131n uzamas\u0131 toplu ula\u015f\u0131m kullan\u0131m\u0131n\u0131 azaltmaktad\u0131r. \u00d6zellikle kent \u00e7eperlerinde ya da b\u00fcy\u00fck ula\u015f\u0131m akslar\u0131n\u0131n uza\u011f\u0131nda kalan b\u00f6lgelerde bu sorun derinle\u015fmektedir. Yerel y\u00f6netimler ula\u015f\u0131m plan\u0131 yaparken \u00e7eperlerden ana ula\u015f\u0131m akslar\u0131na ring yapan hatlar olu\u015fturmal\u0131, bekleme s\u00fcrelerini minimuma indirmelidir.<\/li>\n<li>Kent merkezlerinde motorlu ara\u00e7lar\u0131n kulland\u0131\u011f\u0131 akslar s\u0131n\u0131rland\u0131r\u0131lmal\u0131d\u0131r. Toplu ula\u015f\u0131m akslar\u0131n\u0131n ba\u015flad\u0131\u011f\u0131 noktalarda park-et devam-et uygulamalar\u0131 yayg\u0131nla\u015ft\u0131r\u0131lmal\u0131, toplu ula\u015f\u0131m kullan\u0131m\u0131 \u00f6zendirilmelidir.<\/li>\n<li>Kentsel ula\u015f\u0131mda rayl\u0131 ula\u015f\u0131m ve varsa deniz ula\u015f\u0131m\u0131 toplu ula\u015ft\u0131rma ara\u00e7lar\u0131 i\u00e7inde verimlili\u011fi en y\u00fcksek, kente y\u00fck\u00fc ise en az olanlard\u0131r. Rayl\u0131 ula\u015f\u0131m ve deniz ula\u015f\u0131m\u0131 ile daha \u00e7ok ki\u015fi, daha k\u0131sa zamanda, trafik y\u00fck\u00fc olu\u015fturmadan, kentin \u00e7eperlerine kadar ula\u015fabilir. Yerel y\u00f6netimler bu verilere g\u00f6re plan yapmal\u0131d\u0131r.<\/li>\n<li>Ula\u015f\u0131m plan\u0131 yaparken en b\u00fcy\u00fc\u011f\u00fcn\u00fc, en derinini, en h\u0131zl\u0131s\u0131n\u0131 de\u011fil, en eri\u015filebilir olan\u0131 planlamak gerekir. Birbirini tamamlamayan metro hatlar\u0131 projeleri verimli bir ula\u015f\u0131m projesine de\u011fil, bulundu\u011fu aksta emlak rant\u0131n\u0131 \u015fekillendiren bir projeye d\u00f6n\u00fc\u015f\u00fcyor. B\u00fct\u00fcnc\u00fcl bir kent ula\u015f\u0131m plan\u0131 yoksa, hi\u00e7bir ula\u015f\u0131m projesi tek ba\u015f\u0131na kent i\u00e7i ula\u015f\u0131m sorununu \u00e7\u00f6zemez. Yerel y\u00f6netimler rant odakl\u0131 proje feti\u015fizmini b\u0131rakmal\u0131, bilimsel ula\u015f\u0131m planlar\u0131 yapmal\u0131d\u0131r.<\/li>\n<li>Ula\u015f\u0131m ara\u00e7lar\u0131, duraklar ergonomik, engelsiz, g\u00fcvenli, iklim konforunu g\u00f6zeten bi\u00e7imde tasarlanmal\u0131, ara\u00e7lardaki havaland\u0131rma sistemleri halk sa\u011fl\u0131\u011f\u0131 esas al\u0131narak projelendirilmeli ve i\u015fletilmelidir. Ula\u015f\u0131m sisteminde kullan\u0131lan ara\u00e7lar (otob\u00fcs vb.), istasyonlara\/duraklara giden y\u00fcr\u00fcme akslar\u0131nda kullan\u0131lan kald\u0131rma\/ta\u015f\u0131ma ara\u00e7lar\u0131, periyodik olarak denetlenmeli\/kontrol alt\u0131nda tutulmal\u0131d\u0131r.<\/li>\n<li>Toplu ula\u015f\u0131m sisteminde g\u00f6revli kamu personelinin \u00e7al\u0131\u015fma ko\u015fullar\u0131 halk\u0131n ula\u015f\u0131m g\u00fcvenli\u011fiyle do\u011frudan ilgilidir. Toplu ta\u015f\u0131ma ara\u00e7lar\u0131n\u0131 kullanan ve konforlu, g\u00fcvenli ula\u015f\u0131m hizmeti sunma g\u00f6revi olan personelin (\u015eof\u00f6r, vatman vs.) \u00e7al\u0131\u015fma ko\u015fullar\u0131na \u00f6zen g\u00f6sterilmeli, g\u00fcvenceli \u00e7al\u0131\u015fmas\u0131 sa\u011flanmal\u0131, personel d\u00fczenli e\u011fitimlerle desteklenmeli ve denetlenmelidir. \u0130stihdam politikas\u0131 e\u015fitlik\u00e7i olmal\u0131, cinsiyet e\u015fitli\u011fi g\u00f6zetilmelidir.<\/li>\n<li>Yerel y\u00f6netimler yayalar\u0131n eri\u015fimine odaklanmal\u0131, sokaklar\/caddelerde kald\u0131r\u0131m b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc sa\u011flamal\u0131 ve engelsiz hale getirmeli, kald\u0131r\u0131m i\u015fgallerine son vermeli, s\u0131k\u0131 denetimler yapmal\u0131 ve y\u00f6nettikleri kenti y\u00fcr\u00fcnebilir kentler haline getirmelidir.<\/li>\n<li>Kent i\u00e7indeki \u00fcst ge\u00e7it-alt ge\u00e7it uygulamalar\u0131 ara\u00e7lar\u0131n kesintisiz ula\u015f\u0131m\u0131n\u0131 hedefler. Oysa hedef yayalar\u0131n kesintisiz ula\u015f\u0131m\u0131 olmal\u0131d\u0131r. Yerel y\u00f6netimler \u00fcst ge\u00e7it-alt ge\u00e7it uygulamalar\u0131n\u0131 s\u0131n\u0131rland\u0131r\u0131lmal\u0131, ula\u015f\u0131m akslar\u0131 \u00fczerindeki ge\u00e7i\u015fler yayalara g\u00f6re d\u00fczenlenmelidir.<\/li>\n<li>Yerel y\u00f6netimler, mikrobiliteyi artt\u0131ran ve kentlilere k\u0131sa mesafelerde motorlu ara\u00e7 kullan\u0131m\u0131n\u0131 gereksiz hale getiren ve etkili ula\u015f\u0131m imkan\u0131 sunan bisiklet\/scooter kullan\u0131m\u0131n\u0131 \u00f6zendirmelidir.
