Hem \u015fehirleraras\u0131 ula\u015f\u0131mda hem de kent i\u00e7i ula\u015f\u0131mda \u00f6zellikle g\u00fcn\u00fc kurtarmaya d\u00f6n\u00fck d\u00fczenlemeler yap\u0131lmakta, lokal \u00e7\u00f6z\u00fcmler \u00fcretilmekte, sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fc de\u011fil yok say\u0131lmas\u0131 ya da \u00f6telenmesi ama\u00e7lanmaktad\u0131r.<\/p>\n<p>T\u00fcrkiye Cumhuriyetinin ilk y\u0131llar\u0131nda, Cumhuriyetin \u00e7a\u011fda\u015fla\u015fma hedefine ve d\u00f6nemin sosyo-ekonomik ihtiya\u00e7lar\u0131na dayanarak uygulanan programl\u0131 kalk\u0131nma modelleri ba\u011flam\u0131nda ger\u00e7ekle\u015ftirilen kara ve demir yolu at\u0131l\u0131mlar\u0131 d\u0131\u015far\u0131da tutulursa,\u00a0 ula\u015f\u0131m hi\u00e7bir zaman bir program dahilinde ele al\u0131nmam\u0131\u015f, ula\u015f\u0131m yat\u0131r\u0131mlar\u0131na, kapitalizmin ruhuna ve ihtiya\u00e7lar\u0131na uygun d\u00fczenlemeler y\u00f6n vermi\u015ftir. Hava ve deniz ula\u015f\u0131m\u0131na hemen her d\u00f6nem &#8220;\u00fcvey evlat&#8221; muamelesi yap\u0131lmas\u0131, &#8220;anayurdun demira\u011flarla \u00f6r\u00fclmesinden&#8221; sonra, demir yolu ula\u015f\u0131m\u0131n\u0131n kaderine terk edilmesi, son y\u0131llarda g\u00f6r\u00fclen &#8220;h\u0131zl\u0131 tren&#8221; yat\u0131r\u0131mlar\u0131, duble yollar ve otobanlar\u0131n yap\u0131m\u0131na h\u0131z verilmesi, hava ula\u015f\u0131m\u0131nda \u00f6zel \u015firketlerin devreye al\u0131nmas\u0131 ve THY\u2018nin \u00f6zelle\u015ftirilmesi uluslararas\u0131 sermayeye eklemlenme s\u00fcrecinin gere\u011fi olarak g\u00fcndeme getirilmi\u015ftir.<\/p>\n<p>25 May\u0131s 2010 tarihinde yay\u0131mlanan &#8220;6001 say\u0131l\u0131 Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fcn Te\u015fkilat ve G\u00f6revleri Hakk\u0131nda Kanun&#8221; ile birlikte ba\u015flayan ve ge\u00e7ti\u011fimiz g\u00fcnlerde k\u00f6pr\u00fc ve otoyollar\u0131n \u00f6zelle\u015ftirilmesinin ger\u00e7ekle\u015ftirilmesiyle tamamlanan s\u00fcre\u00e7 de bu kapsamda de\u011ferlendirilmelidir. Kald\u0131 ki \u0130n\u015faat M\u00fchendisleri Odas\u0131,\u00a0 o y\u0131llarda yap\u0131lan de\u011fi\u015fikli\u011fe dikkat \u00e7ekerek, k\u00f6pr\u00fc ve otoyollar\u0131n, \u00fczerindeki t\u00fcm varl\u0131klar\u0131n i\u015fletmesi ile birlikte \u00f6zelle\u015ftirilmesi i\u00e7in d\u00fc\u011fmeye bas\u0131ld\u0131\u011f\u0131n\u0131 ifade ederek kamusal sorumlulu\u011fu gere\u011fi kamuoyunu uyarm\u0131\u015ft\u0131r.<\/p>\n<p>Mevcut duruma bak\u0131ld\u0131\u011f\u0131nda; T\u00fcrkiye\u2018nin karayolu ula\u015f\u0131m\u0131 a\u011f\u0131rl\u0131kl\u0131 bir \u00fclke oldu\u011fu g\u00f6r\u00fclecektir. \u00dclkemizde y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n y\u00fczde 90\u2018\u0131 ve yolcu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n y\u00fczde 95\u2018i karayolu \u00fczerinden yap\u0131lmaktad\u0131r. 2010 y\u0131l\u0131n\u0131n ilk aylar\u0131nda karayollar\u0131 a\u011f\u0131n\u0131n 2 bin 100 km\u2018sinin otoyol, 31 bin 271 km\u2018sinin devlet yolu ve 30 bin 948 km\u2018sinin il yolu oldu\u011fu,\u00a0 Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2018n\u00fcn yat\u0131r\u0131m kalemleri incelendi\u011finde ise 2009 y\u0131l\u0131nda 2 milyar 457 milyon 115 lira, 2010 y\u0131l\u0131nda ise 3 milyar 73 milyon lira harcama yap\u0131ld\u0131\u011f\u0131 anla\u015f\u0131lacakt\u0131r.<\/p>\n<p>2009 ve 2010 y\u0131llar\u0131nda ger\u00e7ekle\u015ftirilen yat\u0131r\u0131m harcamalar\u0131n\u0131n toplam\u0131 yakla\u015f\u0131k 5,5 milyar lirad\u0131r. Bu rakam, ge\u00e7ti\u011fimiz g\u00fcnlerde tamamlanan k\u00f6pr\u00fc ve otoyollar\u0131n \u00f6zelle\u015ftirilme bedeline neredeyse e\u015ftir; k\u00f6pr\u00fc ve otoyollar, Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2018n\u00fcn iki y\u0131ll\u0131k yat\u0131r\u0131m harcamalar\u0131 kadar bir bedelle elden \u00e7\u0131kart\u0131lm\u0131\u015ft\u0131r. Yakla\u015f\u0131k 7, 7,5 y\u0131lda kendini amorti edecek ve ondan sonraki 14-15 sene ise kar hanesine yaz\u0131lacak bir yat\u0131r\u0131m yapm\u0131\u015ft\u0131r sermaye gruplar\u0131. Bu bilan\u00e7o, kamunun u\u011frat\u0131ld\u0131\u011f\u0131 zarar\u0131n boyutlar\u0131n\u0131 anla\u015f\u0131l\u0131r k\u0131lmaktad\u0131r. K\u00f6pr\u00fc ve otoyollar\u0131n \u00f6zelle\u015ftirilmesi sadece bug\u00fcn\u00fc de\u011fil, \u00f6n\u00fcm\u00fczdeki 25 seneyi ipotek alt\u0131na alacakt\u0131r.<\/p>\n<p>Hemen b\u00fct\u00fcn \u00f6zelle\u015ftirmelerde kamu zarara u\u011framakta, sermaye gruplar\u0131n\u0131n y\u00fcksek k\u00e2r beklentisi \u00f6zelle\u015ftirmeyi m\u00fcmk\u00fcn k\u0131lmaktad\u0131r. Aksi durumda \u00f6zelle\u015ftirme ger\u00e7ekle\u015fmemekte, ulusal\/uluslararas\u0131 sermaye gruplar\u0131 y\u00fcksek k\u00e2r beklentisi yoksa \u00f6zelle\u015ftirme i\u015fine girmekten imtina etmektedir.<\/p>\n<p>Bilindi\u011fi gibi, Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2018n\u00fcn sorumlulu\u011funda bulunan, yap\u0131m, bak\u0131m, onar\u0131m ve i\u015fletmesini \u00fcstlenerek gelir elde etti\u011fi, &#8220;Edirne-\u0130stanbul-Ankara Otoyolu&#8221;, &#8220;Pozant\u0131-Tarsus-Mersin Otoyolu&#8221;, &#8220;Tarsus-Adana-Gaziantep Otoyolu&#8221;, &#8220;Toprakkale-\u0130skenderun Otoyolu&#8221;, &#8220;Gaziantep-\u015eanl\u0131urfa Otoyolu&#8221;, &#8220;\u0130zmir-\u00c7e\u015fme Otoyolu&#8221;, &#8220;\u0130zmir-Ayd\u0131n Otoyolu&#8221;, &#8220;\u0130zmir ve Ankara Otoyolu&#8221;, &#8220;Bo\u011fazi\u00e7i K\u00f6pr\u00fcs\u00fc&#8221;, &#8220;Fatih Sultan Mehmet K\u00f6pr\u00fcs\u00fc ve \u00c7evre Otoyolu&#8221;, bunlar \u00fczerindeki hizmet tesisleri, bak\u0131m ve i\u015fletme tesisleri, \u00fccret toplama merkezleri ve di\u011fer mal ve hizmet \u00fcretim birimleri ile varl\u0131klar\u0131n\u0131 i\u015fletme hakk\u0131 \u00dclker, Ko\u00e7, UEM\u2018den olu\u015fan ortakl\u0131\u011fa 25 y\u0131ll\u0131\u011f\u0131na sat\u0131lm\u0131\u015ft\u0131r. Ortakl\u0131\u011f\u0131n, \u00f6zelle\u015ftirme bedeli olarak 5 milyar 750 milyon liray\u0131 \u00f6demeyi taahh\u00fct etti\u011fi kamuoyuna yans\u0131m\u0131\u015ft\u0131r.<\/p>\n<p>\u015eimdi \u00fclke kamuoyu, \u00f6zelle\u015ftirmenin mali yap\u0131s\u0131 ile ilgili tart\u0131\u015fma y\u00fcr\u00fctmekte, kar-zarar hesab\u0131 yap\u0131lmakta, en fazla sekiz y\u0131lda amorti edilecek bir bedelle sat\u0131lm\u0131\u015f olmas\u0131n\u0131 bir yandan anlamaya \u00e7al\u0131\u015fmakta, bir yandan da tepki g\u00f6stermektedir.<\/p>\n<p>\u00d6zelle\u015ftirmelerin k\u00e2r getiren i\u015fletmeler i\u00e7in ger\u00e7ekle\u015ftirildi\u011fi ger\u00e7e\u011finin, \u00f6zelle\u015ftirilen mevcut k\u00f6pr\u00fc ve otoyollar\u0131n kamuya sa\u011flad\u0131\u011f\u0131 ekonomik girdi akla getirildi\u011finde, son derece \u00e7arp\u0131c\u0131 oldu\u011fu g\u00f6r\u00fclecektir.<\/p>\n<p>\u00d6zelle\u015ftirme yakla\u015f\u0131k 5,7 milyar liraya ger\u00e7ekle\u015ftirilmi\u015ftir. Resmi a\u00e7\u0131klamalara g\u00f6re, ad\u0131 ge\u00e7en k\u00f6pr\u00fc ve otoyollar\u0131n, \u00f6rne\u011fin 2012\u2018nin ilk 11 ay\u0131nda kamuya sa\u011flad\u0131\u011f\u0131 ekonomik girdinin 740 milyon lira oldu\u011fu, dolay\u0131s\u0131yla, zaman i\u00e7erisinde yeni ge\u00e7i\u015f noktalar\u0131 olu\u015fturulmaz, ge\u00e7i\u015f \u00fccretlerine zam yap\u0131lmaz, gi\u015felerden ge\u00e7en ara\u00e7 say\u0131s\u0131nda art\u0131\u015f olmazsa bile, yakla\u015f\u0131k 7 y\u0131lda kendini amorti edecek ve geriye kalan 18 y\u0131lda elde edilecek gelir ise ortakl\u0131\u011f\u0131n kar hanesine yaz\u0131lacakt\u0131r.<\/p>\n<p>Kald\u0131 ki, \u00f6zelle\u015ftirilen k\u00f6pr\u00fc ve otoyollarda, son on y\u0131lda elde edilen k\u00e2r yakla\u015f\u0131k 4,5 milyar dolar olmu\u015f, on y\u0131lda gelir art\u0131\u015f oran\u0131 ise y\u00fczde 250\u2018yi bulmu\u015ftur. Ayn\u0131 zaman i\u00e7erisinde ad\u0131 ge\u00e7en noktalardan ge\u00e7i\u015f yapan ara\u00e7 say\u0131s\u0131nda son on y\u0131lda y\u00fczde 76 oran\u0131nda art\u0131\u015f kaydedilmi\u015ftir.<\/p>\n<p>B\u00fct\u00fcn bu rakam, oran ve verilerin okumas\u0131 \u015fudur: Gelir getiren bir kamu i\u015fletmesi daha elden \u00e7\u0131kart\u0131lm\u0131\u015f ve ulusal\/uluslararas\u0131 sermaye gruplar\u0131na pe\u015fke\u015f \u00e7ekilmi\u015ftir.<\/p>\n<p>Dikkat edilmesi gereken bir ba\u015fka nokta ise yakla\u015f\u0131k dokuz bin ta\u015feron, alt\u0131 bini memur ve kalan\u0131 kamu i\u015f\u00e7isi olan toplam 16 binden fazla \u00e7al\u0131\u015fan\u0131n ak\u0131betinin ne olaca\u011f\u0131n\u0131n belli olmamas\u0131d\u0131r. \u00d6zelle\u015ftirmelerin kamu yat\u0131r\u0131mlar\u0131n\u0131n pe\u015fke\u015f \u00e7ekilmesiyle s\u0131n\u0131rl\u0131 kalmad\u0131\u011f\u0131, ayn\u0131 zamanda i\u015fsizlik ve g\u00fcvencesizli\u011fi de beraberinde getirdi\u011fi ger\u00e7e\u011fi, kamuoyunun dikkatini \u00f6zelle\u015ftirilen i\u015fletmelere \u00e7evirmesini zorunlu k\u0131lmaktad\u0131r. <\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>TMMOB \u0130n\u015faat M\u00fchendisleri Odas\u0131 <\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"\u00dclkemizin b\u00fct\u00fcnl\u00fckl\u00fc ve s\u00fcrd\u00fcr\u00fclebilir bir ula\u015f\u0131m program\u0131 yoktur.
