Bu durumun olu\u015fmas\u0131ndaki ana etken hi\u00e7 ku\u015fku yok ki sanayile\u015fmeye \u00e7al\u0131\u015fan \u00fclkemizde m\u00fchendislerin \u00e7ok b\u00fcy\u00fck bir kesiminin \u00fccretli m\u00fchendis olarak i\u015f g\u00fcc\u00fcne dahil olmas\u0131d\u0131r. \u0130lk bak\u0131\u015fta m\u00fchendislerin \u00fccretli olarak \u00e7al\u0131\u015fmas\u0131 ile bu durum aras\u0131ndaki ba\u011flant\u0131n\u0131n anla\u015f\u0131lmas\u0131 g\u00fc\u00e7t\u00fcr. Bu ba\u011flant\u0131y\u0131 anlamak i\u00e7in \u00fccretli m\u00fchendislerin sorunlar\u0131na g\u00f6z atmam\u0131z gerekir. \u00a0<\/span><\/div>\n<div>\u00a0<\/div>\n<div><strong>Nedir \u00dccretli M\u00fchendislerin Sorunlar\u0131?<\/strong><\/div>\n<div><\/div>\n<div>\u00dccretli m\u00fchendislerin sorunlar\u0131n\u0131 ifade ederken asl\u0131nda bizlere \u00e7ok yabanc\u0131 kelimeler kullanm\u0131yoruz. G\u00fcn\u00fcm\u00fcz emek hareketinin i\u00e7inde bo\u011fu\u015ftu\u011fu bask\u0131c\u0131, gerici ve s\u00f6m\u00fcrgen ta\u015feron politikalar\u0131n\u0131n bir aya\u011f\u0131 da m\u00fchendislik disiplini \u00fczerinde yo\u011funla\u015fm\u0131\u015f durumdad\u0131r. Bu politikan\u0131n ba\u015f akt\u00f6rleri ise mezun olan gen\u00e7 m\u00fchendislerin tepesinde zebellah gibi dikilen i\u015fsizlik, g\u00fcvencesizlik \u00a0ve d\u00fc\u015f\u00fck \u00fccretlerdir.<\/div>\n<div><\/div>\n<div>\u0130\u015fsizlik, g\u00fcn\u00fcm\u00fcz gen\u00e7 m\u00fchendislerinin hali haz\u0131rda \u00e7ok \u00e7ok! b\u00fcy\u00fck bir derdi olmasa da \u00f6n\u00fcm\u00fczdeki y\u0131llarda en b\u00fcy\u00fck sorunu haline gelece\u011fi a\u015fikar. TMMOB\u2019nin kuruldu\u011fu 1954 y\u0131l\u0131ndan bug\u00fcne ge\u00e7en 59 senelik s\u00fcre zarf\u0131nda \u00fcye say\u0131s\u0131 423 bine ula\u015fm\u0131\u015ft\u0131r. Yakla\u015f\u0131k bir o kadar da \u00fcye olmayan m\u00fchendisin<span style=\"font-family: Calibri, sans-serif; font-size: 15px; line-height: 17px\">[1]<\/span><span style=\"line-height: 1.3em\">\u00a0var oldu\u011funu d\u00fc\u015f\u00fcn\u00fcrsek T\u00fcrkiye\u2019deki toplam m\u00fchendisin 800 bin dolaylar\u0131nda oldu\u011funu biliyoruz. \u00dcniversite kontenjanlar\u0131n\u0131n her sene artt\u0131r\u0131ld\u0131\u011f\u0131, birbiri ard\u0131na tabela \u00fcniversitelerinin a\u00e7\u0131ld\u0131\u011f\u0131 \u00fclkemizde 2007 y\u0131l\u0131nda m\u00fchendislik fak\u00fcltelerine yakla\u015f\u0131k 40 bin \u00f6\u011frenci al\u0131n\u0131rken bu sene say\u0131 yakla\u015f\u0131k 100 bin civar\u0131na gelmi\u015ftir.\u00a0<\/span><\/div>\n<div><\/div>\n<div>Bu veriler \u0131\u015f\u0131\u011f\u0131nda kaba bir hesap yapacak olursak, m\u00fchendislik fak\u00fclteleri 4 sene sonra \u00fclkede var olan toplam m\u00fchendis miktar\u0131n\u0131n y\u00fczde 10\u2019unu bir senede mezun verecek! Son y\u0131llarda TMMOB\u2019nin farkl\u0131 bile\u015fenleri i\u015fsizlik konusuna akl\u0131 selim bir yakla\u015f\u0131m a\u00e7\u0131s\u0131 geli\u015ftirmek i\u00e7in ara\u015ft\u0131rmalar\u0131n\u0131 artt\u0131rm\u0131\u015ft\u0131r. Bu ara\u015ft\u0131rmalar\u0131n sonucunda ise m\u00fchendislerin y\u00fczde 25\u2019lik bir kesiminin i\u015fsiz oldu\u011fu \u00a0g\u00f6ze \u00e7arpmaktad\u0131r. T\u00fcrkiye\u2019deki istihdam anlay\u0131\u015f\u0131n\u0131n \u00e7arp\u0131kl\u0131\u011f\u0131, \u00f6zg\u00fcn bir sanayile\u015fme politikas\u0131na sahip olunamamas\u0131, \u00fclke sanayisini ta\u015f\u0131yan ana i\u015f kollar\u0131n\u0131n yabanc\u0131 sermaye kaynakl\u0131 olmas\u0131 ve \u00f6zelle\u015ftirme politikalar\u0131 i\u015fsizli\u011fin artmas\u0131ndaki h\u0131zland\u0131r\u0131c\u0131 etkenler olarak g\u00f6ze \u00e7arpmaktad\u0131r. \u0130\u00e7inde bulundu\u011fumuz durumda dahi i\u015fsizli\u011fin pen\u00e7esinden kurtulamayan gen\u00e7 m\u00fchendislerin az\u0131msanmayacak bir k\u0131sm\u0131 \u015fantiye \u015fefli\u011fi vb. yetki belgeleri alarak 200-300 TL gibi \u00fccretlere diplomalar\u0131n\u0131 kiralama yoluna ba\u015fvurmaktad\u0131r. \u0130\u015fsizlikle ilgili g\u00f6ze \u00e7arpan bir di\u011fer konu ise meslek d\u0131\u015f\u0131 \u00e7al\u0131\u015fmad\u0131r. Y\u00fczde 25\u2019lerde olan i\u015fsizli\u011fin yan\u0131 s\u0131ra y\u00fczde 15\u2019leri a\u015fan meslek d\u0131\u015f\u0131 istihdamla beraber i\u015fsizlik verileri toplamda y\u00fczde 40\u2019lar\u0131 a\u015fmaktad\u0131r. Kontenjanlar\u0131n ve \u00fcniversite say\u0131lar\u0131n\u0131n b\u00fcy\u00fck ivmeyle art\u0131\u015f g\u00f6sterdi\u011fini de g\u00f6z \u00f6n\u00fcne ald\u0131\u011f\u0131m\u0131zda \u00f6n\u00fcm\u00fczdeki y\u0131llarda gen\u00e7 m\u00fchendislerdeki i\u015fsizli\u011fin y\u00fczde 50\u2019lerin \u00fczerine \u00e7\u0131kaca\u011f\u0131n\u0131 kestirmek hi\u00e7 de zor de\u011fildir.<\/div>\n<div><\/div>\n<div>\u0130\u015fsizlik sorununun ortaya \u00e7\u0131kard\u0131\u011f\u0131 ya da bir ba\u015fka deyi\u015fle i\u015fsizlik sorunuyla beraber b\u00fcy\u00fcyen bir di\u011fer problem d\u00fc\u015f\u00fck \u00fccretlerdir. Gen\u00e7 m\u00fchendislerin b\u00fcy\u00fck bir \u00e7o\u011funlu\u011fu i\u015f hayat\u0131n\u0131n ac\u0131mas\u0131z ger\u00e7ekleriyle ilk anda kar\u015f\u0131la\u015fmaktad\u0131r. Kapitalist sistemin \u00f6zenle olu\u015fturdu\u011fu yedek i\u015f g\u00fcc\u00fc yani i\u015fsiz m\u00fchendisler hayatlar\u0131n\u0131 idame ettirebilmek i\u00e7in insanl\u0131k onuruna yak\u0131\u015fmayan \u00fccretlerle \u00e7al\u0131\u015fma hayat\u0131na at\u0131lmaktad\u0131r. \u0130\u015f g\u00f6r\u00fc\u015fmelerine giden gen\u00e7 m\u00fchendislerin i\u015fe al\u0131m formlar\u0131nda kar\u015f\u0131lar\u0131na \u00e7\u0131kan en temel sorulardan biri kendi eme\u011finin kar\u015f\u0131l\u0131\u011f\u0131n\u0131 belirlemesi istenen sorudur. Gen\u00e7 m\u00fchendisler bu soruya 1000 TL gibi bir \u00fccreti yazarken bile \u00e7ekinmekte ve i\u015fe al\u0131nmama korkusu ya\u015famaktad\u0131r.\u00a0<\/div>\n<div><\/div>\n<div>TMMOB\u2019nin d\u00fc\u015f\u00fck \u00fccret s\u00f6m\u00fcr\u00fcs\u00fcn\u00fcn bitmesi y\u00f6n\u00fcnde att\u0131\u011f\u0131 olumlu bir ad\u0131m 2012 senesinde SGK ile imzalanan protokold\u00fcr<span style=\"font-family: Calibri, sans-serif; font-size: 15px; line-height: 17px\">[2]<\/span><span style=\"line-height: 1.3em\">. \u00a0TMMOB\u2019nin SGK ile imzalad\u0131\u011f\u0131 m\u00fchendislerin asgari \u00fccretlerine dair protokol d\u00fc\u015f\u00fck \u00fccretler i\u00e7in bir \u00e7\u00f6z\u00fcm yolu olacakt\u0131r ancak asgari \u00fccret m\u00fccadelesi konunun as\u0131l muhataplar\u0131 olan i\u015fsiz ve \u00fccretli gen\u00e7 m\u00fchendisler \u00f6nc\u00fcl\u00fc\u011f\u00fcnde verilmelidir. Asgari \u00fccret m\u00fccadelesi i\u00e7in TMMOB\u2019ye d\u00fc\u015fen g\u00f6rev; gen\u00e7 m\u00fchendislere hem hukuki hem de \u00f6rg\u00fctsel anlamda destek vererek m\u00fccadele zemini olu\u015fturmas\u0131nda yard\u0131mc\u0131 olmakt\u0131r. Son zamanlarda \u00f6rg\u00fctl\u00fcl\u00fcklerini h\u0131zla geli\u015ftiren \u00f6\u011frenci ve \u00fccretli, i\u015fsiz m\u00fchendisler komisyonlar\u0131 bunlar\u0131n en iyi \u00f6rnekleridir.<\/span><\/div>\n<div><\/div>\n<div>Bu iki b\u00fcy\u00fck sorunun yol a\u00e7t\u0131\u011f\u0131 di\u011fer problem ise g\u00fcvencesizliktir. G\u00fcvencesizli\u011fin de\u011fi\u015fik bi\u00e7imleri ile kar\u015f\u0131 kar\u015f\u0131ya kalan gen\u00e7 m\u00fchendisler kendi ba\u015flar\u0131na \u00e7\u0131k\u0131\u015f yollar\u0131 aramaktad\u0131r. Ancak bu \u00e7\u0131k\u0131\u015f yollar\u0131 gen\u00e7 m\u00fchendisleri patronlar\u0131n \u00e7izdi\u011fi rotalara s\u00fcr\u00fcklemektedir. Sanayide bir\u00e7ok m\u00fchendisin sigorta primleri asgari \u00fccret<span style=\"font-family: Calibri, sans-serif; font-size: 15px; line-height: 17px\">[3]<\/span><span style=\"line-height: 1.3em\">\u00a0\u00fczerinden yat\u0131r\u0131lmaktad\u0131r. \u0130\u015fe al\u0131m s\u00fcrecinde \u015fart olarak ko\u015fulan bu emek h\u0131rs\u0131zl\u0131\u011f\u0131na kar\u015f\u0131 \u00e7\u0131kan m\u00fchendislere ise yedek i\u015f g\u00fcc\u00fcne g\u00fcvenen patronlar rahatl\u0131kla kap\u0131y\u0131 g\u00f6stermektedir.\u00a0<\/span><\/div>\n<div><\/div>\n<div>\u00dclkemizde haftal\u0131k \u00e7al\u0131\u015fma saati 45 saat ile d\u00fcnya genelinde benimsenen \u00e7al\u0131\u015fma saati olan 40 saatin \u00fczerindedir. Ancak 45 saatlik \u00e7al\u0131\u015fma s\u00fcresiyle yetinmeyen sanayici, m\u00fchendisleri esnek \u00e7al\u0131\u015fma saati k\u0131l\u0131f\u0131 alt\u0131nda fazla mesaiye b\u0131rakt\u0131rmakta ve bu fazla mesai \u00fccretini \u00f6dememektedir. 2012\u2019nin Eyl\u00fcl ay\u0131nda sonu\u00e7lar\u0131 a\u00e7\u0131klanan g\u00fcvencesizlik anketine<span style=\"font-family: Calibri, sans-serif; font-size: 15px; line-height: 17px\">[4]<\/span><a href=\"index.php?option=com_content&#038;view=article&#038;id=3117:politeknik-muhendis-mimar-ve-sehir-plancilari-guvencesizlik-anketi-degerlendirmesi&#038;catid=2:tmmob&#038;Itemid=7\" target=\"_blank\">\u00a0(Anket sonu\u00e7lar\u0131na ula\u015fmak i\u00e7in t\u0131klay\u0131n\u0131z.)<\/a><span style=\"line-height: 1.3em\">\u00a0g\u00f6re 45 saatin \u00fczerinde \u00e7al\u0131\u015fan m\u00fchendislerin oran\u0131 y\u00fczde 44\u2019t\u00fcr. \u00a0Buna kar\u015f\u0131n ankete kat\u0131lan t\u00fcm m\u00fchendisler i\u00e7inde fazla mesai \u00fccretini alabilenlerin oran\u0131 y\u00fczde 15\u2019tir. Ankete kat\u0131lan kamuda \u00e7al\u0131\u015fan m\u00fchendis oran\u0131n\u0131n y\u00fczde 25 oldu\u011funu g\u00f6z \u00f6n\u00fcne ald\u0131\u011f\u0131m\u0131zda \u00f6zel sekt\u00f6rde \u00e7al\u0131\u015fan m\u00fchendislerin neredeyse tamam\u0131na yak\u0131n\u0131n\u0131n fazla mesai \u00fccretini alamad\u0131\u011f\u0131 \u00e7\u0131kar\u0131m\u0131n\u0131 yapmak zor de\u011fildir.\u00a0<\/span><\/div>\n<div><\/div>\n<div>\u0130\u015fsizlikle, g\u00fcvencesizlikle, d\u00fc\u015f\u00fck \u00fccret s\u00f6m\u00fcr\u00fcs\u00fcyle yoksulla\u015fan gen\u00e7 m\u00fchendisler; e\u011fitim, sa\u011fl\u0131k, enerji, ula\u015f\u0131m, bar\u0131nma gibi ya\u015fam haklar\u0131n\u0131n piyasala\u015fmas\u0131yla daha da yoksulla\u015fmaktad\u0131r. Bunun sonucunda i\u015f yerindeki t\u00fcm bu bask\u0131lara ve y\u0131ld\u0131rma politikas\u0131na boyun e\u011fmek zorunda kalarak kendini g\u00fcvencesizli\u011fin pen\u00e7esinde bulmaktad\u0131r.\u00a0<\/div>\n<div>\u00a0<\/div>\n<div><\/div>\n<div><strong>1 May\u0131s\u2019ta Ne Yap\u0131lmal\u0131?<\/strong><\/div>\n<div><\/div>\n<div>Ta\u015ferona, g\u00fcvencesizli\u011fe ve s\u00f6m\u00fcr\u00fcye kar\u015f\u0131 isyan bayra\u011f\u0131n\u0131n daha da y\u00fckseltildi\u011fi bu d\u00f6nemde \u00f6\u011frenciler, gen\u00e7 m\u00fchendisler ve TMMOB eme\u011fine, haklar\u0131na sahip \u00e7\u0131kmak i\u00e7in m\u00fccadeleyi bir basamak daha yukar\u0131ya ta\u015f\u0131mal\u0131d\u0131r. Bunun i\u00e7in m\u00fchendisler, sermayenin ya\u015fam\u0131n her alan\u0131nda yapmaya \u00e7al\u0131\u015ft\u0131\u011f\u0131 hak gasplar\u0131na kar\u015f\u0131 her zamankinden daha g\u00fcr bir \u015fekilde haklar\u0131na sahip \u00e7\u0131kan t\u00fcm emek\u00e7ilerle birlikte omuz omuza alanlarda olmal\u0131d\u0131r.<\/div>\n<div><\/div>\n<div>Gelece\u011fin i\u015fsiz, \u00fccretli m\u00fchendisleri olan m\u00fchendislik \u00f6\u011frencilerinin bug\u00fcnden ba\u015flataca\u011f\u0131 m\u00fccadele \u00f6n\u00fcm\u00fczdeki y\u0131llarda m\u00fchendislik alan\u0131nda da hakim olacak hak m\u00fccadelesinde \u00f6nc\u00fc olacakt\u0131r. \u00c7\u00fcnk\u00fc t\u00fcm emek\u00e7i s\u0131n\u0131f\u0131n oldu\u011fu gibi m\u00fchendislerinde elinden t\u00fcm haklar\u0131 al\u0131nmaya \u00e7al\u0131\u015f\u0131lmaktad\u0131r.
