Ne \u00f6nceki vaatleri bo\u015f \u00e7\u0131km\u0131\u015f olsa da yeni vaatler s\u0131ralamaktan, ne de y\u0131lda 10 km metro yapamam\u0131\u015fken y\u0131lda 50 km metro yapaca\u011f\u0131m diye at\u0131p tutmaktan utan\u0131yor.<\/strong><\/div>\n<div>\u00a0<\/div>\n<div><span style=\"line-height: 1.3em\">Gezi direni\u015fi boyunca ortalardan kaybolan \u0130stanbul B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 Kadir Topba\u015f, \u2018Her yerde metro, her yere metro\u2019 ilanlar\u0131yla ortaya \u00e7\u0131kt\u0131.<\/span><\/div>\n<div><\/div>\n<div>Ancak a\u00e7\u0131k ki Topba\u015f direni\u015fin etkisinden kurtulamam\u0131\u015f. Yerel se\u00e7im kampanyas\u0131na \u201cHer yer Taksim, her yer direni\u015f\u201d slogan\u0131na benzerli\u011fi g\u00f6zden ka\u00e7mayan \u201cHer yerde metro, her yere metro\u201d slogan\u0131yla ba\u015flad\u0131. Bu slogan\u0131n yer ald\u0131\u011f\u0131 kampanya afi\u015flerinde ve ilan sayfalar\u0131nda Tayyip Erdo\u011fan\u2019la birlikte ama onun koltu\u011fu alt\u0131nda poz veren Topba\u015f, \u0130stanbullulara yapt\u0131klar\u0131n\u0131 de\u011fil de yapacaklar\u0131n\u0131 anlatarak oy istiyor. Sanki 2004\u2019ten bu yana \u0130stanbul\u2019u y\u00f6neten kendisi de\u011fil de, Topba\u015f yeni bir aday olarak vaatlerini s\u0131ral\u0131yor.<\/div>\n<div><\/div>\n<div>Ayr\u0131ca bu pahal\u0131 se\u00e7im kampanyas\u0131n\u0131n maliyeti Topba\u015f ya da partisi taraf\u0131ndan de\u011fil, belediye b\u00fct\u00e7esinden yani Topba\u015f\u2019a oy veren vermeyen b\u00fct\u00fcn \u0130stanbullulara ait olan paradan kar\u015f\u0131lan\u0131yor.<\/div>\n<div><\/div>\n<div>Topba\u015f\u2019\u0131n vaatlerini dinlemekten b\u0131kan, ula\u015f\u0131m icraatlar\u0131n\u0131 ise \u00e7ile olarak ya\u015fayan \u0130stanbul halk\u0131 ise Topba\u015f\u2019\u0131n \u201cHer yerde metro, her yere metro\u201d kampanyas\u0131n\u0131 tekzip etmekte gecikmedi: \u201cHer yerde talan, her yer yalan.\u201d<\/div>\n<div><\/div>\n<div><strong>20 y\u0131ll\u0131k talan ve yalan<\/strong><\/div>\n<div><\/div>\n<div>Tayyip Erdo\u011fan\u2019\u0131n 1994 yerel se\u00e7imleriyle Refah Partisi\u2019nden belediye ba\u015fkan\u0131 olmas\u0131ndan itibaren, tam 20 y\u0131ld\u0131r \u0130stanbul AKP \u00e7izgisindeki kadrolar taraf\u0131ndan y\u00f6netiliyor. Vapurlar\u0131n ve otob\u00fcslerin rengi ve \u015fekli hari\u00e7 d\u0131\u015f\u0131nda hi\u00e7bir \u015feyi \u0130stanbullulara dan\u0131\u015fmayan bu kadrolar\u0131n, ya\u011fma ve talana dayanan neoliberal kent politikalar\u0131n\u0131n temellerinden birini ula\u015f\u0131m politikalar\u0131 olu\u015fturuyor.<\/div>\n<div><\/div>\n<div>Kent i\u00e7i otob\u00fcs ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda ilk \u0130ETT \u00f6zelle\u015ftirme \u00e7al\u0131\u015fmalar\u0131 1995\u2019te Erdo\u011fan\u2019\u0131n belediye ba\u015fkanl\u0131\u011f\u0131 d\u00f6neminde yap\u0131ld\u0131. \u00c7ok c\u00fczi bedellerle sa\u011flanan ula\u015f\u0131m\u0131n temel harcamalar i\u00e7indeki pay\u0131 da sistemli olarak art\u0131r\u0131ld\u0131.<\/div>\n<div><\/div>\n<div>AKP \u0130stanbul\u2019u metroyla bulu\u015fturmakla \u00f6v\u00fcnse de, 1994-2004 y\u0131llar\u0131 aras\u0131nda metroya hi\u00e7bir yat\u0131r\u0131m yap\u0131lmam\u0131\u015ft\u0131. 2000 y\u0131l\u0131nda hizmete a\u00e7\u0131lan Taksim-4.Levent metrosunun temelleri 1992 y\u0131l\u0131nda Nurettin S\u00f6zen taraf\u0131ndan at\u0131lm\u0131\u015ft\u0131. Kadir Topba\u015f\u2019\u0131n belediye ba\u015fkanl\u0131\u011f\u0131n\u0131n 2. d\u00f6nemine damga vuran ise karayolu a\u011f\u0131rl\u0131kl\u0131 projeler oldu. \u0130stanbul i\u00e7in kentsel mekan\u0131n, do\u011fan\u0131n, kamu kaynaklar\u0131n\u0131n talan\u0131 anlam\u0131na gelen ve ula\u015f\u0131m sorununu \u201c\u00e7\u00f6zmek\u201d yerine derinle\u015ftiren 3. K\u00f6pr\u00fc, TaksimYayala\u015ft\u0131rma, Metrob\u00fcs gibi projeler de Topba\u015f\u2019\u0131n eseri.<\/div>\n<div><\/div>\n<div>\u00dc\u00e7\u00fcnc\u00fc kez aday olmaya haz\u0131rlanan Topba\u015f, ge\u00e7mi\u015fin hesab\u0131n\u0131 vermek yerine hala iddial\u0131 vaatlerde bulunuyor ve 2023 hedefiyle oy toplamaya \u00e7al\u0131\u015f\u0131yor.<\/div>\n<div>\u00a0<\/div>\n<div><strong>Yapmad\u0131klar\u0131 yapmayacaklar\u0131n\u0131n teminat\u0131<\/strong><\/div>\n<div><\/div>\n<div>Topba\u015f\u2019\u0131n reklamlar\u0131nda 2009 yerel se\u00e7imlerinde de vaat etti\u011fi ama hala ortalarda olmayan Be\u015fikta\u015f-Sar\u0131yer, Be\u015fikta\u015f-Levent ve \u00dcsk\u00fcdar-Beykoz rayl\u0131 sistemleri bir kez daha vaat edilmi\u015f. Bir dur diyen olmay\u0131nca bunlar\u0131n yan\u0131na yeni vaatler eklenmi\u015f. Topba\u015f Levent- Hisar\u00fcst\u00fc, Emin\u00f6n\u00fc-Ey\u00fcp, \u00dcsk\u00fcdar-\u00c7ekmek\u00f6y, Mecidiyek\u00f6y-Mahmutbey ve daha bir\u00e7ok yeni hat ile \u0130stanbul\u2019u rayl\u0131 ula\u015f\u0131m sistemleriyle \u00f6rece\u011fini iddia ediyor.<\/div>\n<div><\/div>\n<div>\u0130lanlar\u0131nda \u00f6n\u00fcm\u00fczdeki 6 y\u0131lda 320 km metro yapaca\u011f\u0131n\u0131 iddia eden Topba\u015f\u2019\u0131n ge\u00e7mi\u015f 9 y\u0131lda yapt\u0131rd\u0131\u011f\u0131 rayl\u0131 sistem 80 km\u2019den k\u0131sa. Reklamlar\u0131nda 2004 y\u0131l\u0131nda 45 km g\u00f6r\u00fcnen rayl\u0131 sistemler uzunlu\u011fu hesaplar\u0131nda 76.3 km\u2019lik banliy\u00f6 hatt\u0131 yok. Topba\u015f 2016 y\u0131l\u0131nda bitmesi planlanan tadilat\u0131n ard\u0131ndan Marmaray ile birle\u015ftirilecek olan banliy\u00f6 hatt\u0131n\u0131 yeni yap\u0131lm\u0131\u015f bir rayl\u0131 sistem gibi g\u00f6sterip bunu da kendi \u201cba\u015far\u0131\u201d hanesine yazmay\u0131 planl\u0131yor.<\/span><\/div>\n<div><\/div>\n<div>\u00a0<\/div>\n<div>2004 y\u0131l\u0131nda temel atma t\u00f6reni yap\u0131lan ve bitti\u011finde \u00dcsk\u00fcdar-Sirkeci aras\u0131n\u0131 birbirine ba\u011flayacak olan Marmaray projesi 2014 se\u00e7imleri \u00f6ncesinde \u0130stanbullular\u0131n \u00f6n\u00fcne yeniden s\u00fcr\u00fcl\u00fcyor. Uzmanlar\u0131n arkeolojik bulgulara dair yapt\u0131\u011f\u0131 g\u00fczergah uyar\u0131lar\u0131na ra\u011fmen g\u00fczergah\u0131 proje halindeyken de\u011fi\u015ftirmeyen Topba\u015f\u2019\u0131n Marmaray\u2019\u0131n planlanan biti\u015f tarihi 2006 y\u0131l\u0131 idi. Topba\u015f bu tarihin \u00f6nce 2007, sonra 2010 ve son olarak da 2013\u2019e ertelendi\u011fini kampanya metnine yazm\u0131yor. Marmaray\u2019\u0131n tamamlanmas\u0131yla Haydarpa\u015fa ve Sirkeci Garlar\u0131 devre d\u0131\u015f\u0131 b\u0131rakt\u0131r\u0131larak, bu tarihi kentsel mekanlar rant projelerine a\u00e7\u0131lacak.<\/div>\n<div><\/div>\n<div>Topba\u015f\u2019\u0131n bo\u015f \u00e7\u0131kan vaatlerinden bahsederken \u201c7 tepeye 7 t\u00fcnel\u201d i unutmayal\u0131m. 2007 y\u0131l\u0131nda uzmanlar\u0131n uzun t\u00fcnellerin kirlilik yarataca\u011f\u0131 gerek\u00e7esi ile itiraz etti\u011fi ama Topba\u015f\u2019\u0131n \u0131srarc\u0131 oldu\u011fu \u00a0\u201c7 tepeye 7 t\u00fcnel\u201d projesinde 3. t\u00fcnelden sonra ad\u0131m at\u0131lmad\u0131.<\/div>\n<div><\/div>\n<div>\u201c\u0130stanbul trafi\u011fini rahatlataca\u011f\u0131z\u201d slogan\u0131yla sunuldu. Eyl\u00fcl 2006\u2019da bitmesi gerekirken Eyl\u00fcl 2007\u2019de, \u00fcstelik daha tamamlanmadan a\u00e7\u0131ld\u0131. Metrob\u00fcs daha ilk g\u00fcn\u00fcnde \u0130stanbul trafi\u011fini alt \u00fcst etmi\u015fti. 7 y\u0131ld\u0131r E-5 hatt\u0131 \u00fczerinde hizmet veren metrob\u00fcs hatt\u0131 yo\u011funluk nedeniyle y\u0131k\u0131lan \u00fcst ge\u00e7idi, kazalar\u0131, a\u015f\u0131r\u0131 dolu oldu\u011fu i\u00e7in duraklarda durmayan ara\u00e7lar\u0131yla, saatlerce durakta bekledi\u011fi i\u00e7in metrob\u00fcs yolundan y\u00fcr\u00fcyen yolcularla an\u0131l\u0131yor.<\/div>\n<div><\/div>\n<div>Metrob\u00fcslerin kullan\u0131mda oldu\u011fu 7 y\u0131l boyunca ger\u00e7ekle\u015fen kazalarda 4 ki\u015fi \u00f6l\u00fcrken, 59 ki\u015fi de yaraland\u0131. 2006 y\u0131l\u0131nda lastik tekerlekli tramvay olarak planlanan metrob\u00fcs, 2007 y\u0131l\u0131nda karayolu temelli bir proje olarak hayata ge\u00e7ti.<\/div>\n<div><\/div>\n<div>\u0130stanbullular\u0131n metrob\u00fcse y\u00f6nelik ele\u015ftirilerinin artmas\u0131 ile 2013 y\u0131l\u0131n\u0131n ba\u015f\u0131nda, projenin plan a\u015famas\u0131nda 400 bin ki\u015fiye g\u00f6re hesapland\u0131\u011f\u0131n\u0131 ancak bug\u00fcn 800 bin ki\u015fiye hizmet etti\u011fini ifade eden Topba\u015f y\u00f6netti\u011fi kente dair bilgilere ne kadar hakim oldu\u011funu da g\u00f6steriyor.<\/div>\n<div>\u00a0<\/div>\n<div id=\"attachment_144319\" class=\"wp-caption alignleft\" style=\"padding-right: 0px; padding-bottom: 10px; padding-left: 0px; border: 1px solid #dddddd; outline: 0px none; vertical-align: baseline; background-color: #f3f3f3; float: left; border-radius: 3px 3px 3px 3px; text-align: center; color: #171717; font-family: helvetica; line-height: 20px; width: 160px; margin: 0px 0px 30px ! important; padding-top: 5px ! important; max-width: 609px ! important\"><a href=\"http:\/\/www.sendika.org\/wp-content\/uploads\/2013\/10\/kartalmetro.jpg\"><img decoding=\"async\" class=\"size-thumbnail wp-image-144319\" src=\"http:\/\/www.sendika.org\/wp-content\/uploads\/2013\/10\/kartalmetro-150x150.jpg\" border=\"0\" alt=\"kartalmetro\" width=\"150\" height=\"150\" \/><\/a><\/p>\n<p style=\"margin: 0px 0px 20px; padding: 0px; border: 0px none; outline: 0px none; vertical-align: baseline; background-color: transparent\" class=\"wp-caption-text\">Kartal-Kad\u0131k\u00f6y metrosu alelacele a\u00e7\u0131ld\u0131, \u00f6yle ki metro a\u00e7\u0131ld\u0131\u011f\u0131nda in\u015faat bitmemi\u015fti.<\/p>\n<\/div>\n<div>\u00a0<span style=\"line-height: 1.3em\">Projesi 2005\u2019te a\u00e7\u0131klanan ve 2,5 y\u0131lda bitmesi planlanan ve ancak 2012\u2019de hizmete a\u00e7\u0131lan Kartal metrosu da metrob\u00fcs gibi tamamlanmadan a\u00e7\u0131l\u0131\u015f\u0131 yap\u0131lan projelerden. Aradan 7 y\u0131l ge\u00e7mesine ra\u011fmen halen tamamlanmam\u0131\u015f olan metronun a\u00e7\u0131l\u0131\u015f\u0131ndan 8 ay sonra yanl\u0131\u015f izolasyon nedeniyle duvarlar\u0131ndan su ak\u0131tmaya ba\u015flad\u0131. Tam bir ula\u015f\u0131m fiyaskosu olan Kad\u0131k\u00f6y-Kartal metrosunda yolcular aktarma ba\u011flant\u0131 yollar\u0131n\u0131n d\u00fczenlenmemesi nedeniyle kilometrelerce y\u00fcr\u00fcmek zorunda kal\u0131n\u0131yor. Ayn\u0131 hatta hizmet veren banliy\u00f6 ile neredeyse ayn\u0131 s\u00fcrede varan Kartal metrosu E-5 hatt\u0131na paralel in\u015fa edilmesi nedeniyle yerle\u015fim yerlerine uzak.<\/span><\/div>\n<div><\/div>\n<div>3. K\u00f6pr\u00fc, 3. Havaliman\u0131, Kanal \u0130stanbul gibi \u201c\u00e7\u0131lg\u0131n projelerle\u201d \u0130stanbul\u2019un son kalan ormanlar\u0131n\u0131 da ya\u011fmaya a\u00e7an Topba\u015f, belediye ba\u015fkan\u0131 olmadan \u00f6nce \u201cKuzey ormanlar\u0131n\u0131 savunmak gerek\u201d derken 2007 y\u0131l\u0131ndan itibaren g\u00f6z\u00fcn\u00fc kuzey ormanlar\u0131na dikti. 3. K\u00f6pr\u00fc in\u015faat\u0131 ve yol \u00e7al\u0131\u015fmalar\u0131 i\u00e7in her g\u00fcn binlerce a\u011fa\u00e7 kestiren Topba\u015f, \u201c\u00e7evre dostu kent yaratmak\u201d i\u00e7in metrob\u00fcs duraklar\u0131na saks\u0131da a\u011fa\u00e7lar koymay\u0131 ihmal etmiyor.<\/div>\n<div><\/div>\n<div>2004\u2019te se\u00e7ildikten sonra ilk i\u015fi ula\u015f\u0131m \u00fccretlerini zam yaparak \u201cyeniden d\u00fczenlemek\u201d olan Topba\u015f, kenti y\u00f6netmeye ba\u015flad\u0131\u011f\u0131ndan beri toplu ula\u015f\u0131ma %100\u2019den fazla zam yapt\u0131. Son 9 y\u0131lda tam akbile y\u00fczde 95, indirimli akbile ise y\u00fczde 53 oran\u0131nda yap\u0131lan zamlar nedeniyle asgari \u00fccretle \u00e7al\u0131\u015fan \u0130stanbullular ayl\u0131k kazan\u00e7lar\u0131n\u0131n yakla\u015f\u0131k %20\u2019sini ula\u015f\u0131ma harc\u0131yor. Topba\u015f\u2019\u0131n yapt\u0131\u011f\u0131 ula\u015f\u0131m zamlar\u0131 Halkevleri\u2019nin ba\u015flatt\u0131\u011f\u0131 turnikeden atlayarak paras\u0131z ula\u015f\u0131m hakk\u0131n\u0131 kullanma eylemleri ile on binlerce \u0130stanbullu taraf\u0131ndan protesto edilmi\u015f. Topba\u015f bu eylemler ve a\u00e7\u0131lan davalar sonucu 2009 y\u0131l\u0131nda zamm\u0131 geri almak zorunda kald\u0131. Ula\u015f\u0131m eylemleri Topba\u015f\u2019\u0131n korkulu r\u00fcyas\u0131na d\u00f6n\u00fc\u015ft\u00fc.<\/div>\n<div><\/div>\n<div>Topba\u015f\u2019\u0131n ula\u015f\u0131m politikalar\u0131n\u0131n ma\u011fdur etti\u011fi en \u00f6nemli toplumsal kesimlerden biri de engelliler. AKP 2005\u2019te ba\u015flad\u0131\u011f\u0131 ve 2012\u2019de tamamlayaca\u011f\u0131n\u0131 vaat etti\u011fi ula\u015f\u0131m sistemini engelliler i\u00e7in uygun hale getirme projesini erteledi. Topba\u015f ise g\u00fcndeme getirdi\u011fi \u201cEngelsiz ula\u015f\u0131m\u201d projesinin gereklerini yerine getirmedi. G\u00f6rme engellilerin bastonlar\u0131yla y\u00fcr\u00fcmesini kolayla\u015ft\u0131rmas\u0131 gereken kabartmal\u0131 sar\u0131 \u015feritleri kabartmas\u0131z yaparak tarihe ge\u00e7ti. Sar\u0131 \u015feritlerin a\u011fa\u00e7larla, direklerle kesildi\u011fi \u0130stanbul yollar\u0131nda s\u00fcrekli in\u015faat hali bedensel engellileri hareket edemez hale getirdi. Taksim Yayla\u015ft\u0131rma Projesi d\u00f6neminde metronun engelli asans\u00f6rleri kapat\u0131ld\u0131. Topba\u015f sessiz \u00e7al\u0131\u015fan sesli trafik lambalar\u0131yla, meyil a\u00e7\u0131s\u0131 yanl\u0131\u015f ayarlanm\u0131\u015f engelli rampalar\u0131yla \u00e7ok zor \u015fartlarda soka\u011fa \u00e7\u0131kabilen engellilerin hayatlar\u0131n\u0131 kolayla\u015ft\u0131rmaktan \u00e7ok zorla\u015ft\u0131rd\u0131. T\u00fcrkiye\u2019de ya\u015fayan 8,5 milyon engellinin sadece 100 bini soka\u011fa \u00e7\u0131kabiliyor. Soka\u011fa \u00e7\u0131kmay\u0131 ba\u015farabilen engellilerse tehlikelerle ba\u015f ba\u015fa. 2011 Temmuz ay\u0131nda \u0130stanbul\u2019da Osmanbey metro istasyonunda raylara d\u00fc\u015ferek sa\u011f aya\u011f\u0131 k\u0131r\u0131lan ve 6 ay i\u015f g\u00f6remez raporu alan g\u00f6rme engelliye; Topba\u015f\u2019\u0131n y\u00f6netti\u011fi \u0130BB\u2019nin yan\u0131t\u0131 koluna siyah bant takmad\u0131\u011f\u0131 i\u00e7in hatal\u0131 oldu\u011fu y\u00f6n\u00fcnde oldu.
