D\u00fczenleme ile birlikte i\u015fverenin, g\u00fcnl\u00fck ya da saatlik i\u015fler i\u00e7in de istihdam b\u00fcrolar\u0131 arac\u0131l\u0131\u011f\u0131yla ge\u00e7ici i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131rmas\u0131 hedefleniyor.<br \/><\/strong><\/p>\n<p>AKP haz\u0131rlad\u0131\u011f\u0131 yeni d\u00fczenleme ile \u0130stihdam B\u00fcrolar\u0131 arac\u0131l\u0131\u011f\u0131yla sermayaye esnek i\u015f g\u00fcc\u00fc yaratmak ad\u0131na \u201ckiral\u0131k i\u015f\u00e7i\u201d stat\u00fcs\u00fcn\u00fc i\u015f ya\u015fam\u0131na ge\u00e7irmek istiyor. D\u00fczenleme ile yasada i\u015fe al\u0131nma s\u00fcresi 1 y\u0131l yerine 3+3 ay olmak \u00fczere en fazla alt\u0131 ay olacak. \u0130\u015fveren 6 aydan uzun s\u00fcren i\u015fler i\u00e7in i\u015f\u00e7i kiralama y\u00f6ntemine ba\u015fvuramayacak. Ancak ge\u00e7ici i\u015fleri \u0130stihdam B\u00fcrolar\u0131&#8217;ndan kiralad\u0131klar\u0131 i\u015f\u00e7ilerle yapan \u015firketlerin, bu pozisyonlar i\u00e7in art\u0131k daimi eleman istihdam etmeyerek i\u015f g\u00fcvencesi vermesine gerek kalmam\u0131\u015f olacak.<\/p>\n<p>Di\u011fer yandan i\u015f\u00e7i kiralama sisteminde \u00e7al\u0131\u015fan\u0131n maa\u015f, k\u0131dem tazminat\u0131, i\u015f g\u00fcvenli\u011fi, sigorta prim gibi y\u00fck\u00fcml\u00fcl\u00fcklerini i\u015fveren yerine \u00d6zel \u0130stihdam B\u00fcrolar\u0131 \u00fcstleniyor. \u0130\u015fveren ise \u0130stihdam B\u00fcrosuna \u00f6deme yapacak. \u0130stihdam B\u00fcrolar\u0131 da b\u00f6ylece i\u015f\u00e7inin \u00fcretti\u011fi emek \u00fczerinden belirli oranda kar sa\u011flam\u0131\u015f olacak. <\/p>\n<p>2009 y\u0131l\u0131nda esnek \u00e7al\u0131\u015fma hayat\u0131na ge\u00e7i\u015fin \u00f6nemli ayaklar\u0131ndan biri olan \u201ckiral\u0131k i\u015f\u00e7i\u201d uygulamas\u0131, \u00d6zel \u0130stihdam B\u00fcrolar\u0131 d\u00fczenlemesiyle birlikte haz\u0131rlanm\u0131\u015f ancak tepkiler nedeni ile ge\u00e7iremedi\u011fi hayata ge\u00e7irilememi\u015fti.<\/p>\n<p><strong>De\u011fi\u015fiklik esnek \u00e7al\u0131\u015fma ya\u015fam\u0131n\u0131n in\u015fas\u0131nda mihenk ta\u015f\u0131<\/strong><br \/>AKP\u2019nin \u00d6zel \u0130stihdam B\u00fcrolar\u0131 arac\u0131l\u0131\u011f\u0131 ile ili\u015fkilendirdi\u011fi bu s\u00fcre\u00e7 \u00fclkede ya\u015fanan esnek \u00e7al\u0131\u015fma ya\u015fam\u0131n\u0131n in\u015fas\u0131n\u0131n bir par\u00e7as\u0131 olarak hayata ge\u00e7iyor. Bu d\u00fczenleme a\u00e7\u0131k bir emek s\u00f6m\u00fcr\u00fcs\u00fc ve AKP\u2019nin k\u00f6lelik d\u00fczeni olarak tarihe ge\u00e7irilmeye \u00e7al\u0131\u015f\u0131l\u0131yor. \u201cKiral\u0131k i\u015f\u00e7i\u201d d\u00fczenlemesi \u201ckad\u0131n istihdam\u0131\u201d ve \u201ck\u0131dem tazminat\u0131\u201d d\u00fczenlemeleriyle birlikte paket halinde sunulacak. Eme\u011fin piyasaya ucuz i\u015f g\u00fcc\u00fc olarak sunulmas\u0131, i\u015f g\u00fcvencesinin ortadan kald\u0131r\u0131lmas\u0131, sermayenin karl\u0131l\u0131k oranlar\u0131n\u0131n art\u0131r\u0131lmas\u0131, esnek \u00e7al\u0131\u015fman\u0131n me\u015frula\u015ft\u0131r\u0131lmas\u0131 d\u00f6rt koldan paketlenmi\u015f olacak.<\/p>\n<p><strong>M\u00fchendisleri, mimarlar\u0131 da g\u00fcvencesizle\u015ftirecek d\u00fczenleme<\/strong><br \/>D\u00fczenleme ayn\u0131 zamanda b\u00fct\u00fcn \u00e7al\u0131\u015fma alanlar\u0131n\u0131 kaps\u0131yor.
