Bu yap\u0131lmad\u0131\u011f\u0131 zaman, metrob\u00fcs gibi ihtiyaca cevap vermeyen sistemler \u00e7\u00f6z\u00fcm olarak ortaya at\u0131lmakta, ama\u00e7s\u0131z yat\u0131r\u0131mlarla \u0130ETT gibi ula\u015f\u0131m kurulu\u015flar\u0131n\u0131n \u00f6demeler dengesi daha da bozulmaktad\u0131r ki; bu k\u00f6t\u00fc y\u00f6netimlerin faturas\u0131n\u0131 ise halk \u00f6demektedir.<\/p>\n<p>\u0130stanbul\u2019da ula\u015f\u0131m sorunlar\u0131n\u0131 tamamen \u00e7\u00f6zmek iddias\u0131yla olu\u015fturulan metrob\u00fcs sistemi Mecidiyek\u00f6y ile Avc\u0131lar aras\u0131nda i\u015fletmeye al\u0131nm\u0131\u015f bulunmaktad\u0131r.\u00a0 Bas\u0131n\u2019dan edinilen bilgilere g\u00f6re,\u00a0 bir Hollanda firmas\u0131na 230 yolcu kapasitesinde 50 adet capacity-bus olarak tan\u0131mlanan y\u00fcksek kapasiteli otob\u00fcs sipari\u015f edilmi\u015f, ancak bu otob\u00fcsler firmaca zaman\u0131nda teslim edilemeyince iki adet otob\u00fcs, Hollanda\u2019dan kiralanmak zorunda kal\u0131nm\u0131\u015ft\u0131r. Sat\u0131n alma s\u0131ras\u0131nda yap\u0131lan hata ve kural tan\u0131mazl\u0131\u011fa kar\u015f\u0131n Mecidiyek\u00f6y-Avc\u0131lar metrob\u00fcs hatt\u0131 i\u015fletmeye al\u0131nm\u0131\u015ft\u0131r.<br \/>\u00a0 <br \/>Yukar\u0131da de\u011finilen Metrob\u00fcs g\u00fczerg\u00e2h\u0131 yo\u011fun yolcu talebi olan b\u00f6lgelerden ge\u00e7mektedir. Bu b\u00f6lgelerin bir b\u00f6l\u00fcm\u00fcnde bulunan Sirkeci-Halkal\u0131 TCDD banliy\u00f6 i\u015fletmesi, Zeytinburnu-Kabata\u015f tramvay, Yusufpa\u015fa-Havaalan\u0131 LRT (Hafif Metro) ve metro gibi raya ba\u011f\u0131ml\u0131 sistemler, ara\u00e7 yetersizlikleri nedeniyle pik saatlerdeki yolcu taleplerine yeterli derecede cevap vermekten \u00e7ok uzakt\u0131r.<\/p>\n<p>Metrob\u00fcs g\u00fczerg\u00e2h\u0131n\u0131n ge\u00e7ti\u011fi b\u00f6lgelerde ve metrob\u00fcs hatt\u0131na etki yapan b\u00f6lgelerde, yolcu istemi dikkate al\u0131nd\u0131\u011f\u0131 ve otob\u00fcs, minib\u00fcs hatlar\u0131na bu g\u00fczerg\u00e2h\u0131n duraklar\u0131na besleyici hatlar i\u015flevi verilmesi ve metrob\u00fcs hatt\u0131 nedeniyle daralt\u0131lan yol b\u00f6l\u00fcm\u00fcn\u00fc kullanamayan ara\u00e7 yolcular\u0131n\u0131n da metrob\u00fcs sistemiyle ta\u015f\u0131nmas\u0131 halinde, yani \u0130stanbul\u2019un ula\u015f\u0131m sorununa \u00e7\u00f6z\u00fcm iddias\u0131n\u0131n ger\u00e7ekle\u015fmesi i\u00e7in pik saatlerde bu g\u00fcnk\u00fc ara\u00e7 adedinin onlarca kat\u0131 ayn\u0131 kapasitede araca gerek olacak ve sefer aral\u0131klar\u0131 3 saniye d\u00fczeyine inecektir. B\u00f6yle bir i\u015fletme olanaks\u0131z oldu\u011fundan \u201cbiz ula\u015f\u0131m sorununa \u00e7\u00f6z\u00fcm getirdik \u201c s\u00f6ylemi hi\u00e7bir \u015fekilde ger\u00e7e\u011fi yans\u0131tmamaktad\u0131r.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/p>\n<p>Burada yap\u0131lan alt yap\u0131 ve ara\u00e7 yat\u0131r\u0131mlar\u0131na ra\u011fmen, paralel otob\u00fcs, minib\u00fcs ve dolmu\u015f hatlar\u0131 i\u015flevlerine eskisi gibi devam edecektir. E\u20135 Karayolunun bir b\u00f6l\u00fcm\u00fc metrobusa tahsis edildi\u011finden, E5 karayolunda motorlu ara\u00e7 s\u0131k\u0131\u015f\u0131kl\u0131\u011f\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde artm\u0131\u015ft\u0131r\/artacakt\u0131r. Sistem y\u00fcklendik\u00e7e ara\u00e7lar\u0131n nafi (toplam) y\u00fck\u00fc a\u015f\u0131r\u0131 derecede artacak, tekerleklere binen statik ve frenlemeden dolay\u0131 \u00e7arpma y\u00fckleri ve tekerleklere binen aksiyal y\u00fckler nedeniyle a\u015f\u0131r\u0131 tekerlek yatak y\u00fckleri olu\u015facak, bunlar, normal otob\u00fcslerinkini kat kat a\u015facakt\u0131r. Direksiyon donan\u0131m\u0131, motor, \u015fanz\u0131man, diferansiyel gibi ara\u00e7 ana elemanlar\u0131, otob\u00fcs\u00fcn nafi y\u00fck\u00fcn\u00fcn a\u015f\u0131r\u0131 derecede artmas\u0131 nedeniyle her an elden \u00e7\u0131kma riski ile kar\u015f\u0131 kar\u015f\u0131ya kal\u0131nacakt\u0131r. Hatta, yetkililerin de\u011findi\u011fi 50 otob\u00fcsle g\u00fcnde 170.000 ila 350.000 yolcu ta\u015f\u0131nmas\u0131 durumunda dahi a\u011f\u0131rl\u0131kl\u0131 pik saatlerde sefer aral\u0131klar\u0131 a\u015f\u0131r\u0131 derecede k\u00fc\u00e7\u00fclecek ve a\u015f\u0131r\u0131 nafi y\u00fck, dizayn n\u00e2fi y\u00fck\u00fcn\u00fcn \u00fcst\u00fcnde olacakt\u0131r, bu durumda yap\u0131mc\u0131 firmalar\u0131n otob\u00fcs i\u00e7in i\u015fletme garantisi vermeleri olanaks\u0131zd\u0131r veya ger\u00e7e\u011fi yans\u0131tmamaktad\u0131r.<\/p>\n<p>SONU\u00c7 OLARAK:<\/p>\n<p>B\u00fcy\u00fck yat\u0131r\u0131mlarla devreye sokulan b\u00f6yle bir sistem, bu g\u00fczerg\u00e2h\u0131 kullanan bir b\u00f6l\u00fcm yolcuya, ara\u00e7 ba\u015f\u0131na b\u00fcy\u00fck mebla\u011flar kazanan yabanc\u0131 firmaya, sistemin alt yap\u0131s\u0131n\u0131n yap\u0131m\u0131 s\u0131ras\u0131nda kazan\u00e7 sa\u011flayan in\u015faat firmas\u0131na ve k\u0131sa vadede politik kazan\u00e7 sa\u011flayacak y\u00f6neticilere yararl\u0131 olacak, ancak genelde \u0130stanbul\u2019un ula\u015f\u0131m sorununa \u00e7\u00f6z\u00fcm olmayacak ve kendi sorunlar\u0131n\u0131 yaratacakt\u0131r<\/p>\n<p>Makina M\u00fchendisleri Odas\u0131 Ula\u015ft\u0131rma Raporunda da belirtildi\u011fi gibi; <\/p>\n<p>Ula\u015f\u0131m politikalar\u0131, t\u00fcm ula\u015f\u0131m modlar\u0131n\u0131, b\u00fct\u00fcn ula\u015f\u0131m t\u00fcrlerinin tek bir ta\u015f\u0131ma zinciri olu\u015fturacak \u015fekilde entegre edilmesine y\u00f6nelik kombine (seri, ekonomik, \u00e7evreci, g\u00fcvenli ve h\u0131zl\u0131) ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 esas almal\u0131d\u0131r.
