Yaz\u0131n\u0131n tam metni \u015f\u00f6yle;<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\"><strong>TC BA\u015eBAKANLIK TOPLU KONUT \u0130DARES\u0130 BA\u015eKANLI\u011eI&#8217;NA<\/strong><\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u0130lgi: 04.11.2008 g\u00fcn ve 56230 say\u0131l\u0131 yaz\u0131n\u0131z.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">Odam\u0131za g\u00f6ndermi\u015f oldu\u011funuz ilgi yaz\u0131n\u0131zdan, yerle\u015fim alanlar\u0131n\u0131n tasar\u0131m kriterlerini nitelik olarak geli\u015ftirmek, bu \u00e7er\u00e7evede \u00fclkemizin farkl\u0131 b\u00f6lgesel \u00f6zellikleri ve k\u00fclt\u00fcrel de\u011ferleri g\u00f6zetilerek, konut yerle\u015fimlerinin gerek mek\u00e2nsal, gerek sosyal anlamda farkl\u0131 tercih ve kullan\u0131m taleplerine cevap verecek nitelikte zenginle\u015ftirilmesinin planland\u0131\u011f\u0131 anla\u015f\u0131lmaktad\u0131r.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">Ba\u015fkanl\u0131\u011f\u0131n\u0131z ayr\u0131ca, bu ama\u00e7la tip konut projelerinin tasarlanmas\u0131na y\u00f6nelik Ulusal Fikir (Tasar\u0131m) Yar\u0131\u015fmas\u0131 d\u00fczenlemeyi planlad\u0131\u011f\u0131n\u0131, ilgili y\u00f6netmelik uyar\u0131nca yar\u0131\u015fma j\u00fcrisinde yer almak \u00fczere Odam\u0131zca aday g\u00f6sterilmesini talep etmektedir.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">Odam\u0131z, \u00fclkemizdeki toplu konut uygulamalar\u0131n\u0131 t\u00fcm \u00f6rg\u00fct\u00fc ile birlikte yak\u0131ndan izlemekte, bu konuda de\u011fi\u015fik \u00f6l\u00e7ek ve nitelikte toplant\u0131lar d\u00fczenlemekte ve \u00fclkemizin bu \u00e7ok \u00f6nemli sorununun <strong>yery\u00fcz\u00fcn\u00fcn en zengin mimarl\u0131klar\u0131ndan birine sahip T\u00fcrkiye&#8217;de, Anadolu uygarl\u0131klar\u0131n\u0131n bu e\u015fsiz kimlik ve k\u00fclt\u00fcr kazan\u0131mlar\u0131na yak\u0131\u015f\u0131r nitelikteki bir mimarl\u0131k ve \u015fehircilik anlay\u0131\u015f\u0131n\u0131n hakim k\u0131l\u0131nmas\u0131n\u0131 dilemektedir.<\/strong><\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">Mimarlar Odas\u0131, son y\u0131llarda giderek artt\u0131\u011f\u0131 ve en az\u0131ndan Ba\u015fkanl\u0131\u011f\u0131n\u0131zca \u00fcretilen toplu konut say\u0131s\u0131n\u0131n yakla\u015f\u0131k 350.000&#8217;e ula\u015ft\u0131\u011f\u0131 g\u00fcn\u00fcm\u00fczde bu uygulamalara ili\u015fkin \u015fu saptamalar\u0131 yapmaktad\u0131r:<\/p>\n<p class=\"MsoNormal\">\u2022 TOK\u0130, \u00f6zellikle emlak pazarlamas\u0131na \u00f6ncelik veren ve in\u015faat sekt\u00f6r\u00fcnde adeta devlet destekli bir b\u00fcy\u00fck tekel olu\u015fturmay\u0131 hedefleyen yeni yasal yetkileri ve bunlara dayal\u0131 uygulamalar\u0131yla, anayasadaki, toplu konut kanunundaki ve kendi kurulu\u015f mevzuat\u0131ndaki temel ve kamusal ama\u00e7 ve kimli\u011finden h\u0131zla uzakla\u015fmaktad\u0131r.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 \u00dclkemize egemen kimliksiz toplu konut yap\u0131la\u015fmas\u0131 yeni de\u011fildir. Bu olgu, yakla\u015f\u0131k 50 y\u0131ld\u0131r izlenen ranta dayal\u0131 ve &#8220;kat kar\u015f\u0131l\u0131\u011f\u0131 yap sat\u00e7\u0131l\u0131k&#8221;la b\u00fct\u00fcnle\u015fmi\u015f imar politikalar\u0131n\u0131n bir \u00fcr\u00fcn\u00fcd\u00fcr ve TOK\u0130 bu yanl\u0131\u015f\u0131 g\u00fcn\u00fcm\u00fczde de s\u00fcrd\u00fcrmektedir.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 TOK\u0130 projelerinde; yerel ve b\u00f6lgesel sivil mimarinin \u00e7a\u011fda\u015f tasar\u0131mlara da esin kayna\u011f\u0131 olmas\u0131 y\u00f6n\u00fcnde hemen hi\u00e7bir \u00e7aba, niyet ve \u00f6rnek g\u00f6zlenmemektedir.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Toplum ve kamuoyu &#8220;toplu konut&#8221; denince sadece TOK\u0130&#8217;nin izledi\u011fi tip blok mimarisini kavramakta; bunlar yerine sokak ve mahalle dokular\u0131 olu\u015fturabilecek, y\u00f6resel k\u00fclt\u00fcr, iklim, topografya, peyzaj vb. gibi yerel \u00f6zelikleri g\u00f6zeten yeni yerle\u015fim alternatifleri akla gelmemektedir. Bu husus \u00fclke kent planc\u0131l\u0131\u011f\u0131n\u0131 ve mimarl\u0131\u011f\u0131n\u0131n k\u0131s\u0131rla\u015fmas\u0131na yol a\u00e7acak \u00f6nemli bir handikap olarak de\u011ferlendirilmektedir.<\/p>\n<p class=\"MsoNormal\">\u2022 TOK\u0130&#8217;ye devredilen yasal imar yetkileri, bulunulan kent ve \u00e7evre ile uyumsuz; genel planlama ve \u015fehircilik ilkelerini g\u00f6zetmeyen; imar hukuku, k\u00fclt\u00fcr\u00fc ve bilinci a\u00e7\u0131s\u0131ndan kabul edilemez planlama ve yap\u0131la\u015fma kararlar\u0131 ile kullan\u0131lmaktad\u0131r.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Kamuya (hazineye) ait arazilerin, \u00fclkenin sa\u011fl\u0131kl\u0131 kentle\u015fmesi, planl\u0131 yap\u0131la\u015fmas\u0131, toplumsal ama\u00e7l\u0131 kullan\u0131mlara alan yarat\u0131lmas\u0131; korunmas\u0131 gerekli do\u011fal ve k\u00fclt\u00fcrel dokular\u0131n ya\u015fat\u0131lmas\u0131 vb kamusal ama\u00e7larla de\u011ferlendirilmesi gerekirken, bu arazilerin ranta d\u00f6n\u00fck projeler i\u00e7in TOK\u0130&#8217;ye devredilmesi, emlak pazar\u0131na a\u00e7\u0131lmalar ve pazarlamaya d\u00f6n\u00fck arsa yarat\u0131lmas\u0131 sonucunu do\u011furmaktad\u0131r.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Do\u011fal, ekolojik ve k\u00fclt\u00fcrel de\u011ferleri a\u00e7\u0131s\u0131ndan yasalarla korunmalar\u0131 \u00f6ng\u00f6r\u00fclen b\u00f6lgelerde uygulanmaya \u00e7al\u0131\u015f\u0131lan TOK\u0130 projelerinin bu de\u011ferleri yeterince g\u00f6zetti\u011fi s\u00f6ylenemez.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Kimi TOK\u0130 projelerinin a\u00e7\u0131klamalar\u0131nda yer alan &#8220;Osmanl\u0131-Sel\u00e7uklu mimari tarz\u0131&#8221; vb. yakla\u015f\u0131mlar, tasar\u0131m k\u00fclt\u00fcr\u00fcn\u00fc k\u0131s\u0131tlayan, Anadolu&#8217;ya yabanc\u0131 ve \u00e7a\u011fda\u015f mimarinin asla kabul edemeyece\u011fi &#8220;ki\u015filiksiz taklitler&#8221; olarak de\u011ferlendirilmektedir.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">Oysa TOK\u0130:<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Konut sorunuyla olan ilgisini, Anayasa&#8217;n\u0131n 157. maddesindeki temel ko\u015ful olan &#8220;\u015fehirlerin \u00f6zelliklerini ve \u00e7evre \u015fartlar\u0131n\u0131 g\u00f6zeten bir planlama \u00e7er\u00e7evesinde&#8221; kurmak ve sorumluluklar\u0131n\u0131 da buna ba\u011fl\u0131 olarak &#8220;\u00e7evreye ve insan haklar\u0131na sayg\u0131l\u0131 bir mimarl\u0131k k\u00fclt\u00fcr\u00fcn\u00fc&#8221; g\u00fc\u00e7lendirecek y\u00f6nde \u00fcstlenmek durumundad\u0131r.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Y\u0131llar\u0131n imar duyars\u0131zl\u0131\u011f\u0131n\u0131 simgelemek, hatta yap-sat\u00e7\u0131l\u0131\u011f\u0131n doru\u011fa \u00e7\u0131kan \u00f6rneklerini yaratmak yerine, ulusal de\u011ferlerle b\u00fct\u00fcnle\u015fmi\u015f, toplumun gereksinmelerini \u00fcst d\u00fczeyde kar\u015f\u0131layan, Anadolu sivil mimarl\u0131k sanat\u0131n\u0131n zenginli\u011fi ve \u00e7e\u015fitlili\u011finden yola \u00e7\u0131kan daha mimarca bir duru\u015f g\u00f6stermeli ve \u00fclkedeki tekd\u00fcze ve kimliksiz yap\u0131la\u015fmaya alternatif projelere \u00f6nderlik etmelidir.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Cumhuriyet&#8217;in ba\u015flang\u0131\u00e7 d\u00f6nemlerindeki kamu mimarl\u0131\u011f\u0131nda g\u00f6zlenen ulusal kimlik ve b\u00f6lgesel karakter aray\u0131\u015flar\u0131n\u0131n sonucunda, ayn\u0131 d\u00f6neme ait yap\u0131lar\u0131n hemen t\u00fcm\u00fc bug\u00fcn &#8220;k\u00fclt\u00fcrel miras&#8221; niteli\u011fi kazanmaktad\u0131r.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Bu anlay\u0131\u015f\u0131n g\u00fcn\u00fcm\u00fczde de yeniden \u00f6nemsenerek, TOK\u0130 projelerinde Anadolu birikimlerinden esinlenilen bir yerle\u015fme dokusunun egemen k\u0131l\u0131nmas\u0131 uygun olacakt\u0131r. Bu y\u00f6ndeki \u00e7al\u0131\u015fmalar \u00f6ncelikle ilgili t\u00fcm kurumlar\u0131n kat\u0131l\u0131m\u0131yla ger\u00e7ekle\u015ftirilmelidir.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Tarihten do\u011fru ve d\u00fczeyli esinlenmeyi ba\u015faracak, bi\u00e7imsel de\u011fil \u00f6z olarak geleneksel mimarinin \u00e7a\u011fda\u015f yorumlar\u0131n\u0131 ger\u00e7ekle\u015ftirebilecek mimari projelerin elde edilmesi i\u00e7in <strong>&#8220;mimarl\u0131k ve \u015fehircilik yar\u0131\u015fmalar\u0131&#8221;<\/strong><span style=\"font-weight: normal\"> olana\u011f\u0131n\u0131 ve erdemini kullanmay\u0131 ilke edinmelidir.<\/span><\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">Bu saptama ve \u00f6neriler \u0131\u015f\u0131\u011f\u0131nda Mimarlar Odas\u0131 ilgi yaz\u0131n\u0131zda \u00f6nerdi\u011finiz <strong>&#8220;\u0130darenizin yeni projelerine baz olu\u015fturacak tip konut projelerinin tasarlanmas\u0131na y\u00f6nelik Ulusal Fikir (Tasar\u0131m) Yar\u0131\u015fmas\u0131&#8221;<\/strong><span style=\"font-weight: normal\">na ili\u015fkin \u015fu yakla\u015f\u0131mlar\u0131n\u0131 bilgi ve de\u011ferlendirmelerinize sunmaktad\u0131r:<\/span><\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Anadolu&#8217;nun farkl\u0131 co\u011frafi b\u00f6lgeleri ile, y\u00fczy\u0131llard\u0131r \u00fcretilen \u00f6zellikle konut mimarl\u0131\u011f\u0131 aras\u0131nda bir \u00e7ak\u0131\u015fmay\u0131 beklemek olas\u0131 de\u011fildir. \u00d6rne\u011fin, ilgi yaz\u0131n\u0131zda yer ald\u0131\u011f\u0131 gibi bir <strong>&#8220;Akdeniz Konut Tipi&#8221;<\/strong><span style=\"font-weight: normal\"> ya da bir <\/span><strong>&#8220;Karadeniz Konut Tipi&#8221;<\/strong><span style=\"font-weight: normal\"> tan\u0131mlamak, \u00fclkemizin mimari zenginli\u011fi ve \u00e7e\u015fitlili\u011finin yads\u0131nmas\u0131 anlam\u0131na gelmektedir.<\/span><\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Temel bir kabul olarak \u00fclkemizin de\u011fi\u015fik co\u011frafyalar\u0131nda de\u011fi\u015fik konut t\u00fcrlerinin yer ald\u0131\u011f\u0131 ve belli tipolojilerin olu\u015ftu\u011fu bilinmektedir. Ancak bu t\u00fcrlerin t\u00fcm b\u00f6lgede ge\u00e7erli olabilece\u011fi sav\u0131 yerel ger\u00e7eklerle uyu\u015fmamaktad\u0131r. \u00d6rne\u011fin Akdeniz B\u00f6lgesi&#8217;nin geni\u015f s\u0131n\u0131rlar\u0131 i\u00e7erisinde bir\u00e7ok de\u011fi\u015fik konut t\u00fcr\u00fc bulunmakta, kimi hallerde ayn\u0131 yerle\u015fmede de\u011fi\u015fik nedenlere ba\u011fl\u0131 olarak farkl\u0131 tipolojilerin kullan\u0131labildi\u011fi bilinmektedir. Anadolu mimarl\u0131\u011f\u0131 bilinen ge\u00e7mi\u015fiyle 13 bin y\u0131ld\u0131r bu zenginli\u011fi ve \u00e7e\u015fitlili\u011fi ile an\u0131lmaktad\u0131r.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Bu kabulden yola \u00e7\u0131karak ilgi yaz\u0131n\u0131zda belirtildi\u011fi gibi &#8220;\u00fclkemizdeki her co\u011frafi b\u00f6lge i\u00e7in, b\u00f6lgesel, fiziksel, iklimsel, k\u00fclt\u00fcrel ve sosyolojik verilere uygun \u00f6neri tip proje geli\u015ftirilmesi &#8221; fikri, \u00dclkemizin y\u00fczy\u0131llar\u0131n deneyimine dayal\u0131 mimarl\u0131k birikiminin Ba\u015fkanl\u0131\u011f\u0131n\u0131zca yeterince tan\u0131mlanamad\u0131\u011f\u0131 ve yorumlanamad\u0131\u011f\u0131n\u0131 g\u00f6stermektedir.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 Yeni yap\u0131 tasar\u0131m\u0131nda, yerle\u015fmenin geleneksel niteliklerini, korunmas\u0131 gerekli de\u011ferlerini, topografyas\u0131n\u0131, peyzaj de\u011ferlerini g\u00f6zetmek do\u011fru bir tasar\u0131m yakla\u015f\u0131m\u0131 olarak g\u00f6r\u00fclebilir. Ancak beklenen bu verilerin \u00e7a\u011fda\u015f tasar\u0131m yakla\u015f\u0131mlar\u0131yla yorumlanmas\u0131 ve de\u011fi\u015fik bir dil olu\u015fturulabilmesidir. Bu dilin olu\u015fturulmas\u0131n\u0131, belli say\u0131da tasar\u0131mc\u0131n\u0131n \u00e7ok geni\u015f co\u011frafyalara ba\u011fl\u0131 kalmak ko\u015fuluyla kendini ifade edebildi\u011fi bir yar\u0131\u015fmadan beklemenin ne kadar ger\u00e7ek\u00e7i olaca\u011f\u0131 takdirlerinize b\u0131rak\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">\u2022 \u00dclkemizin &#8220;tasar\u0131mda tip proje&#8221; alan\u0131nda olumsuz deneyimleri vard\u0131r.
