K\u0131lavuzda yer alan kadro ve pozisyonlar i\u00e7in tercih yapabilecek meslekta\u015flar\u0131m\u0131z\u0131n, 28-29 Haziran 2008 tarihlerinde yap\u0131lm\u0131\u015f olan 2008-KPSS Lisans S\u0131nav\u0131\u2019na girmi\u015f ve KPSSP3 puan\u0131n\u0131 alm\u0131\u015f olmas\u0131 gerekmektedir.<br \/><\/font> <font color=\"#000000\"><br \/>Meslekta\u015flar\u0131m\u0131z tercihlerini, \u00d6\u011frenci Se\u00e7me ve Yerle\u015ftirme Merkezi (\u00d6SYM)\u2019nin internet sitesinde yay\u0131mlanacak k\u0131lavuzdaki kurallara g\u00f6re, 24 Aral\u0131k 2008 &#8211; 5 Ocak 2009 tarihleri aras\u0131nda \u201cwww.osym.gov.tr\u201d adresinden yapabileceklerdir. \u00d6SYM\u2019ye posta yoluyla g\u00f6nderilen veya elden verilen tercih listeleri ge\u00e7erli olmayacakt\u0131r.<\/p>\n<p>15.000\u2019e yak\u0131n kadronun yer ald\u0131\u011f\u0131 k\u0131lavuzda lisans mezunlar\u0131 i\u00e7in 7294 kadro ayr\u0131l\u0131rken m\u00fchendis, mimar ve \u015fehir planc\u0131s\u0131 olmak \u00fczere teknik hizmetler s\u0131nav\u0131nda ayr\u0131lan kadro say\u0131s\u0131 1609 ile s\u0131n\u0131rl\u0131 kalm\u0131\u015f \u00e7evre m\u00fchendisleri i\u00e7in ise sadece 65 kadro ayr\u0131lm\u0131\u015ft\u0131r. Bir se\u00e7im yat\u0131r\u0131m\u0131 oldu\u011fu \u00e7ok a\u00e7\u0131k olan personel al\u0131m\u0131nda \u00e7evre m\u00fchendislerinin adeta \u201cunutulmu\u015f olmas\u0131&#8221; bu bak\u0131mdan \u00e7ok manidard\u0131r.<\/p>\n<p>Bu noktada, sadece tek bir sorun \u00fczerinde durmak dahi \u00e7evre m\u00fchendislerine olan ihtiyac\u0131 ve \u00e7evre m\u00fchendisli\u011finin \u00f6nemini a\u00e7\u0131klamaya yeterlidir. Son g\u00fcnlerde, \u00fclkemizin bir\u00e7ok kentinde hava kirlili\u011fi ile kendini hissettiren \u00e7evre sorunlar\u0131n\u0131n her g\u00fcn biraz daha artt\u0131\u011f\u0131 ve \u00e7e\u015fitlendi\u011fi ortadad\u0131r. Bu noktada, \u00e7evre m\u00fchendisine ihtiya\u00e7 duyulmam\u0131\u015f olmas\u0131 ise, h\u00fck\u00fcmetin \u201c\u00e7evre politikas\u0131n\u0131\u201d \u00e7ok iyi yans\u0131tmaktad\u0131r. Bu politika, bilimi ve tekni\u011fi d\u0131\u015flayan, cemaat liyakat\u0131na dayanan bir anlay\u0131\u015ft\u0131r.<\/p>\n<p>60. H\u00fck\u00fcmetin \u00c7evre ve Orman Bakan\u0131\u2019na ve Ba\u015fbakan\u0131\u2019na g\u00f6re, \u00fclkemizde hava kirlili\u011fi sorunu yoktur, ayr\u0131ca \u201c\u00e7evreciler b\u00f6l\u00fcc\u00fcd\u00fcr\u201d ve gerekirse \u201c\u00e7evrecinin daniskas\u0131\u201d da kendileridir. Bakanl\u0131k taraf\u0131ndan yay\u0131mlanan mevzuatta bile \u00e7evre m\u00fchendisine yer vermek yerine \u201c\u00e7evre g\u00f6revlisi\u201d gibi garip tan\u0131mlamalar ya da tan\u0131ms\u0131zl\u0131klar tercih edilmektedir. Konunun en anla\u015f\u0131lmas\u0131 zor taraf\u0131 ise, ba\u015fta say\u0131n bakan\u0131n kendisi olmak \u00fczere, m\u00fcste\u015far ve genel m\u00fcd\u00fcr d\u00fczeyinde \u00c7evre ve Orman Bakanl\u0131\u011f\u0131\u2019nda, \u00e7evre m\u00fchendisli\u011fi b\u00f6l\u00fcm\u00fc eski \u00f6\u011fretim \u00fcyelerinin halen g\u00f6rev yap\u0131yor olmas\u0131d\u0131r. \u201cCemaat Siyaseti\u201d birilerinin g\u00f6z\u00fcn\u00fc \u201ck\u00f6r etmi\u015ftir\u201d ve g\u00f6r\u00fcnen odur ki bu siyaset tarz\u0131 birilerinde bir ak\u0131l tutulmas\u0131 yaratm\u0131\u015ft\u0131r ya da Say\u0131n Ba\u015fbakan ne derse o olmaktad\u0131r!<\/p>\n<p>Uluslararas\u0131 ekonomiye adapte olma \u00e7abalar\u0131 T\u00fcrkiye\u2019de ciddi ekonomik de\u011fi\u015fimlere neden olmakta, bu de\u011fi\u015fimler ve h\u0131zl\u0131 n\u00fcfus art\u0131\u015f\u0131 gibi di\u011fer etkenler sanayi, turizm ve enerji sekt\u00f6rlerinin \u00e7evre \u00fczerindeki bask\u0131s\u0131n\u0131 art\u0131rmaktad\u0131r. Bu veriler \u0131\u015f\u0131\u011f\u0131nda \u00e7evre m\u00fchendisli\u011finin \u00fclkemizin gelece\u011fi a\u00e7\u0131s\u0131ndan \u00f6nemli bir meslek alan\u0131 oldu\u011fu ve \u00f6neminin giderek artaca\u011f\u0131 s\u00f6ylenebilir. Ancak siyasilerin mevcut uygulamalar\u0131 bu ger\u00e7e\u011fi do\u011frulamamaktad\u0131r. Siyasilerin e\u011fitim sisteminden ba\u015flamak \u00fczere s\u00fcregelen, bilimsel planlamaya ve politikaya dayanmayan programlar\u0131, m\u00fchendislik alan\u0131ndaki \u201ci\u015fsizlik ordusuna yeni neferler kazand\u0131rma\u201d d\u0131\u015f\u0131nda bir anlam ifade etmemektedir. Bug\u00fcn \u00fclkemizde bilim ve teknik alanlar\u0131, \u00fcniversiteler, kamu kurumlar\u0131 birer i\u00e7 politika malzemesi haline getirilmi\u015ftir.<\/p>\n<p>\u00c7evre m\u00fchendisli\u011fi hizmetlerinin, \u00e7evre sorunlar\u0131n\u0131 gidermeye y\u00f6nelik proje, tasar\u0131m ve uygulama s\u00fcre\u00e7lerinin kamusal hizmet olmaktan \u00e7\u0131kar\u0131ld\u0131\u011f\u0131, ticarile\u015fti\u011fi ve yabanc\u0131 sermayenin hizmetine sunuldu\u011fu bir d\u00f6nemde, mesle\u011fimiz cazibesini ve gelecek tahayy\u00fcl\u00fcn\u00fc yitirmektedir. \u00d6yle ki, Odam\u0131za kay\u0131tl\u0131 6 000\u2019den fazla \u00e7evre m\u00fchendisi vard\u0131r. Bu \u00fcyelerin yakla\u015f\u0131k olarak %25\u2019i yani \u00fcyelerimizin d\u00f6rtte biri i\u015fsiz ya da mesle\u011fi d\u0131\u015f\u0131nda bir i\u015fte \u00e7al\u0131\u015fmaktad\u0131r.<\/p>\n<p>\u00dclkemizde, bilim-teknoloji ve kamu yarar\u0131 eksenli do\u011fru bir \u00e7evre politikas\u0131 olmaks\u0131z\u0131n, \u00e7evre m\u00fchendisli\u011fi mesle\u011finin ba\u015far\u0131s\u0131ndan ve gelece\u011finden s\u00f6z etmek olas\u0131 g\u00f6r\u00fcnmemektedir.<\/p>\n<p>Bug\u00fcn ekonomik ve ekolojik k\u0131skac\u0131n aras\u0131na s\u0131k\u0131\u015fan T\u00fcrkiye\u2019nin ihtiyac\u0131; \u00fclkenin at\u0131ksu sorununu, kat\u0131 at\u0131k sorununu, g\u00fcr\u00fclt\u00fc kirlili\u011fi sorununu, deniz, akarsu ve g\u00f6l kirlili\u011fi sorunlar\u0131n\u0131, toprak kirlili\u011fi, hava kirlili\u011fi sorununu \u00e7\u00f6zecek politikalar ve bu politikalar\u0131 olu\u015fturacak, uygulayacak \u00e7evre m\u00fchendislerini do\u011fru alanlarda istihdam etme sorunudur.<\/p>\n<p>H\u00fck\u00fcmeti g\u00fcn\u00fcbirlik, ge\u00e7ici ve \u201csiyasi\u201d hesaplarla i\u015f yapmaktan vazge\u00e7meye ve \u00fclkenin i\u015fsizlik sorununa, \u00e7evre sorunlar\u0131na sahici, bilimsel \u00e7\u00f6z\u00fcmler, politikalar yaratmaya ve uygulamaya davet ediyoruz.<\/p>\n<p>TMMOB \u00c7evre M\u00fchendisleri Odas\u0131 Y\u00f6netim Kurulu<\/p>\n<p><\/font><\/p>\n","protected":false},"excerpt":{"rendered":"Baz\u0131 kamu kurum ve kurulu\u015flar\u0131n\u0131n kadro ve pozisyonlar\u0131na yerle\u015ftirme yapmak amac\u0131yla KPSS\u2019ye giren adaylardan tercih ba\u015fvurular\u0131 al\u0131nmaya ba\u015flanm\u0131\u015ft\u0131r.
