Melih G\u00f6k\u00e7ek, planlad\u0131\u011f\u0131 yolun Eski\u015fehir Yolu trafi\u011fini rahatlataca\u011f\u0131n\u0131 iddia ediyordu. \u00d6ncelikle bu g\u00fczergah, kuzeyinde kalan b\u00f6lgeler a\u00e7\u0131s\u0131ndan beklenilen yarar\u0131 sa\u011flamayacak. \u00d6te yandan kentin g\u00fcney yar\u0131s\u0131 ile Eski\u015fehir Yolu ba\u011flant\u0131l\u0131 yolculuklar\u0131n \u015femada k\u0131rm\u0131z\u0131 renkle g\u00f6r\u00fclen g\u00fczergah \u00fczerinden sa\u011flanacak. Bakanl\u0131klar \u2013 Eski\u015fehir Yolu g\u00fczergah\u0131n\u0131 rahatlataca\u011f\u0131 iddia edilen yol i\u00e7in by-pass yol deniliyor ama bu yol trafik y\u00fck\u00fcn\u00fc yine kent i\u00e7inde kalan Eski\u015fehir ve Konya Yolu kav\u015faklar\u0131na aktaraca\u011f\u0131 i\u00e7in by-pass yol olma \u00f6zelli\u011fini de yitiriyor. Ayr\u0131ca trafik sorununu \u00e7\u00f6zmeyecek, \u00f6teleyecek. Eski\u015fehir Yolu\u2019nun trafi\u011fini rahatlatmak i\u00e7in Eski\u015fehir Yolu\u2019na yap\u0131lan ba\u011flant\u0131 noktalar\u0131n\u0131n minimuma indirilmesi gerekiyor.<\/p>\n<p>\u015eemada k\u0131rm\u0131z\u0131 \u00e7izgiye g\u00f6sterilen ve in\u015faat\u0131 s\u00fcren yolun yap\u0131m\u0131; Eski\u015fehir yolunun kent i\u00e7inde kalan k\u0131sm\u0131 ile \u00e7ok dar ve merkeze yak\u0131n bir alanda l\u00fczumsuz geni\u015flik ve y\u00fcksek kademeli bir yol ile g\u00fczergahla\u015fmakta ve kav\u015fakla\u015fmaktad\u0131r. Dolay\u0131s\u0131yla bu yolun \u201ckonu\u015fland\u0131\u011f\u0131 ve sonland\u0131\u011f\u0131 yer\u201d a\u00e7\u0131s\u0131ndan, by-pass yolun gerek\u00e7esine genel ruhuna ve mant\u0131\u011f\u0131na ayk\u0131r\u0131d\u0131r; evrensel planlama ilkeleri a\u00e7\u0131ndan da terstir.<br \/>\n<b><br \/>\n\u0130ki farkl\u0131 yol yok, tek g\u00fczergah var<\/b><br \/>\nOtoban yol; do\u011fu-bat\u0131 aks\u0131nda ve Eski\u015fehir Yolu\u2019na paralel ilerleyerek Vi\u015fnelik mevkiinde kav\u015fak yapacak. Sonra, Bilkent Yolu\u2019nu takiben Eski\u015fehir Yolu\u2019nda ikinci bir dev kav\u015fak yaparak ba\u011flanacak. \u00d6zetle: 2. etap yol, 1. etab\u0131n devam\u0131 oldu\u011funun alt\u0131n\u0131 \u00e7izerek, as\u0131l i\u015fleyecek g\u00fczergah, yani sorunlu olan bu ana g\u00fczergah Koruma Ama\u00e7l\u0131 ODT\u00dc Plan\u0131\u2019na eklenmi\u015ftir.<\/p>\n<p>\u0130tiraz s\u00fcresi 4 Kas\u0131m\u2019da sona eren ODT\u00dc Koruma Ama\u00e7l\u0131 Plan\u0131 hakk\u0131nda de\u011ferlendirmelerim \u015f\u00f6yle:<\/p>\n<p>1. Vi\u015fnelik yak\u0131nlar\u0131ndan ODT\u00dc\u2019ye saparak do\u011fu-bat\u0131 g\u00fczergah\u0131ndan ge\u00e7ecek ve t\u00fcnel yol olarak yap\u0131laca\u011f\u0131 iddia edilen yol (haz\u0131rl\u0131k binas\u0131 arkas\u0131ndan) kamuoyunun g\u00fcndeminden ka\u00e7\u0131r\u0131larak plana i\u015flenmi\u015ftir. Bu konuda \u00f6nceki tarihlerde rekt\u00f6rl\u00fck ve bakanl\u0131k a\u00e7\u0131klamalar\u0131nda bu ba\u011flant\u0131dan s\u00f6z edilmemi\u015ftir. As\u0131l meselenin \u00f6z\u00fc ve en \u00f6nemli konu da bu vi\u015fnelik ba\u011flant\u0131 noktas\u0131d\u0131r. Bu ba\u011flant\u0131 ile;<\/p>\n<p>a) ODT\u00dc\u2019n\u00fcn tam ortas\u0131ndan otoban etkisinde bir yol ge\u00e7ecek ve Eski\u015fehir Yolu ile Konya Yolu aras\u0131nda bir hat kurulacakt\u0131r.<\/p>\n<p>b) 100. Y\u0131l Mahallesi ve \u00c7i\u011fdem Mahallesi yol ge\u00e7en han\u0131na d\u00f6necek. 100. Y\u0131l Mahallesi b\u00f6ylelikle Anadolu Bulvar\u0131 yol trafi\u011fine bir de Eski\u015fehir Konya Yolu trafi\u011fi eklenecektir.<\/p>\n<p>Yol ile ilgili a\u00e7\u0131lan davalarda bu teknik durum yeterince yans\u0131t\u0131lmam\u0131\u015ft\u0131r. Davalar yol \u00fczerinden a\u00e7\u0131lm\u0131\u015f, g\u00fczergah konusu talep olarak g\u00fcndeme getirilmemi\u015ftir. Dolay\u0131s\u0131yla do\u011fu-bat\u0131 ana aks\u0131na dava a\u00e7\u0131larak iki etap yolun da iptalini istemek m\u00fcmk\u00fcnd\u00fcr.<\/p>\n<p>\u00d6zellikle ODT\u00dc Kampusu\u2019nun i\u00e7inden ge\u00e7ecek t\u00fcnel yol uygulamas\u0131 \u015fu an i\u00e7in bir \u00fcst ana ula\u015f\u0131m plan\u0131na referans vermemektedir. Endi\u015fem 2014 y\u0131l\u0131 itibariyle devreye sokulacak olan Ankara Ula\u015f\u0131m Ana Plan\u0131 2038 Plan\u0131 ile bu ikinci etap yolun yasalla\u015ft\u0131r\u0131lmas\u0131 y\u00f6n\u00fcnde bir k\u0131l\u0131f aray\u0131\u015f\u0131na girilmesidir.<\/p>\n<p>2. D\u00fczenleme Ortakl\u0131k Pay\u0131 (DOP) herhangi bir d\u00fczenlemeden kaynakl\u0131 alana \u201cbir de\u011fer art\u0131\u015f\u0131\u201dn\u0131n olmas\u0131 halinde ve bu de\u011fer art\u0131\u015f\u0131n\u0131 kamuya kazand\u0131racak y\u00fczde 40\u2032 l\u0131k bir oran\u0131n belediyeye sadece kamusal kullan\u0131mlar amac\u0131yla ayr\u0131lacak alan\u0131 ifade eder.<\/p>\n<p>S\u00f6z konusu kampus alan\u0131 hazine arazisizidir. Ve de\u011fer art\u0131\u015f\u0131n\u0131 gerektirecek bir durum yoktur. B\u00f6ylelikle G\u00f6k\u00e7ek bu manevras\u0131 ile asl\u0131nda bir de\u011fer art\u0131\u015f\u0131 yarat\u0131laca\u011f\u0131n\u0131 z\u0131mnen de olsa itiraf etmektedir. Bu paydan yarat\u0131lacak ve belli bir noktaya toplanacak bir arazinin \u00f6ncelikle kamusal alan kullan\u0131m\u0131na ayr\u0131lmas\u0131 daha sonras\u0131nda ise;\u00a0 bir plan de\u011fi\u015fikli\u011fi ile bir AVM kullan\u0131m\u0131na tahsisini Gordion AVM \u00f6rne\u011finde g\u00f6rd\u00fck. Gordion AVM de t\u0131pk\u0131 ODT\u00dc Yolu\u2019nda oldu\u011fu gibi DOP karar\u0131yla toplanan ve kamusal kullan\u0131ma a\u00e7\u0131lan arazi \u00fczerinde y\u00fckseliyor. Dikkatli olmak ve haf\u0131zalar\u0131m\u0131z\u0131 canl\u0131 tutmak zorunday\u0131z. Ankara kamuoyu, eksik ve yanl\u0131\u015f bilgilendirmeler yap\u0131lmak suretiyle zamana yay\u0131l\u0131 olarak oyalanmakta, bilin\u00e7li olarak kafalar bas\u0131n yolu ile kar\u0131\u015ft\u0131r\u0131lmakta ve konulara seyirci b\u0131rak\u0131lmaktad\u0131r.<\/p>\n<p><b>\u00d6neriler<\/b><br \/>\nKentin bat\u0131 aks\u0131ndaki, \u00fcniversiteler vadisini (3 \u00fcniversite) birle\u015ftirecek (kayna\u015ft\u0131racak) ve Eski\u015fehir yolunda ge\u00e7en metro hatt\u0131 ile aktar\u0131m ve durak noktas\u0131 olan monoray sistemi, ula\u015f\u0131m t\u00fcr\u00fc olarak ekolojist bir ula\u015f\u0131m t\u00fcr\u00fc ve se\u00e7ene\u011fidir. Kullan\u0131mlar\u0131, kampuslar\u0131 par\u00e7alay\u0131c\u0131 de\u011fil b\u00fct\u00fcnle\u015ftirici bir \u00f6zellik ta\u015f\u0131maktad\u0131r. Hacettepe \u00dcniversitesi\u2019nden ba\u015flayan Bilkent \u00dcniversitesi Kav\u015fa\u011f\u0131\u2019nda ge\u00e7ip, ODT\u00dc \u0130ngilizce haz\u0131rl\u0131k binalar\u0131n\u0131n arkas\u0131ndan ge\u00e7irilerek Eski\u015fehir Yolu metro hatt\u0131 ile ba\u011flant\u0131s\u0131n\u0131n sa\u011flanarak t\u00fcnel aktar\u0131m\u0131n\u0131n yap\u0131laca\u011f\u0131 bir ula\u015f\u0131m hatt\u0131 ile yakla\u015f\u0131k 60 bin ki\u015filik \u00f6\u011frenci kapasitesinin ula\u015f\u0131m talebinin kar\u015f\u0131lanmas\u0131 \u00f6nerilmektedir. Bu monoray hatt\u0131n\u0131n kullan\u0131ma a\u00e7\u0131lmas\u0131yla beraber Eski\u015fehir Yolu\u2019nun trafik y\u00fck\u00fc de azalacakt\u0131r. Ankara kent merkezine eri\u015fim daha kolayla\u015facakt\u0131r. B\u00f6lgede yap\u0131lacak 8 kilometrelik monoray hatt\u0131nda g\u00fcnl\u00fck yolcu ta\u015f\u0131ma kapasitesi 30 bin ki\u015fidir. Maliyeti, asfalt yoldan \u00e7ok daha azd\u0131r. Kamula\u015ft\u0131rma maliyeti olmayan monoray hatt\u0131n\u0131n sadece kullan\u0131m irtifa bedeli vard\u0131r. Yani, ta\u015f\u0131t yolu gibi \u00e7evresine arazi kullan\u0131m \u00e7ekme ve rant art\u0131\u015f\u0131 yaratma ihtimali yoktur. Monoray, rayl\u0131 bir sistem oldu\u011fu i\u00e7in metro ile \u00e7ok daha kolay entegre olabilmektedir.<\/p>\n<p>Konya yolunu Eski\u015fehir yoluna birle\u015ftiren 2. derecede toplay\u0131c\u0131 ta\u015f\u0131t yolu \u00f6nerisi ise ODT\u00dc arazisinin (kampusun de\u011fil!) g\u00fcneyinden ge\u00e7irilerek Konya Yolu\u2019na bir kav\u015fak ba\u011flant\u0131s\u0131 ile ba\u011flanmas\u0131 \u00f6neri olarak getirilmektedir. Bu by-pass yol \u00f6nerisinin de, en az\u0131ndan Eski\u015fehir Yolu\u2019nun Ankara kenti uzak d\u0131\u015f \u00e7eperinden ge\u00e7irilmesi ile Eski\u015fehir Yolu\u2019nun a\u011f\u0131r ta\u015f\u0131t trafik y\u00fck\u00fcn\u00fc azaltaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fclebilir.<\/p>\n<p>Trafi\u011fi azaltabilece\u011fi d\u00fc\u015f\u00fcn\u00fclen asfalt yol d\u0131\u015f\u0131ndaki ula\u015f\u0131m sistemleri teleferik, metro ve monoray olarak say\u0131labilir. Metro sisteminin Eski\u015fehir Yolu\u2019na gelece\u011fi d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde teleferik ve monoray kar\u015f\u0131la\u015ft\u0131r\u0131labilir. \u00d6zellikle \u0130stanbul ve Ankara\u2019da \u201c\u00e7\u0131lg\u0131n projeler\u201d ad\u0131 alt\u0131yla g\u00fcndeme getirilen teleferi\u011fin tellerine ancak \u00e7ama\u015f\u0131r as\u0131l\u0131r. Bu hatlar rayl\u0131 sistem de\u011fil, \u201ctelli sistemdir\u201d. Ula\u015f\u0131m de\u011fil, \u201cula\u015ft\u0131rma\u201d t\u00fcr\u00fcd\u00fcr. Kapasite ve maliyet a\u00e7\u0131s\u0131ndan kentsel toplu ula\u015f\u0131m planlamas\u0131nda ana se\u00e7enek olarak de\u011ferlendirilmez.<\/p>\n<p>Bir de metrob\u00fcs se\u00e7ene\u011fi var ve bu se\u00e7enek Devlet Planlama Te\u015fkilat\u0131 raporlar\u0131yla kentlere dayat\u0131l\u0131yor. Son olarak 9. Kalk\u0131nma Plan\u0131\u2019nda, tek y\u00f6nde saatte 15 bin yolcu say\u0131s\u0131n\u0131n olmad\u0131\u011f\u0131 yerlerde rayl\u0131 sisteme destek verilmiyor. Bu nedenle bu d\u00f6nemde kentlere yap\u0131lacak ula\u015f\u0131m ana plan\u0131 rayl\u0131 sistem yerine metrob\u00fcs \u00f6neriyor. \u00d6rne\u011fin baz\u0131 ula\u015f\u0131m planc\u0131lar\u0131n\u0131n ula\u015f\u0131mlar\u0131n\u0131 planlad\u0131\u011f\u0131 Antalya ve Malatya i\u00e7in metrob\u00fcs \u00f6neriyor. Bu iki kent i\u00e7in de DPT raporlar\u0131na bak\u0131larak \u201cmetroya ihtiya\u00e7 yok\u201d deniliyor. Metrob\u00fcs de tekerlekli bir ta\u015f\u0131ma t\u00fcr\u00fc oldu\u011fu i\u00e7in t\u0131pk\u0131 teleferik gibi rayl\u0131 sisteme entegre edilemez ya da entegresi i\u00e7in bir aktarma istasyonu gerektiren bir ula\u015f\u0131m t\u00fcr\u00fcd\u00fcr. Metrob\u00fcs \u015fimdilik \u0130stanbul\u2019da var ve \u0130stanbul\u2019da metrob\u00fcs tart\u0131\u015fmalar\u0131 ba\u015flad\u0131\u011f\u0131nda monoray se\u00e7ene\u011fi g\u00fcndeme getirilmi\u015f fakat \u201colmaz \u00f6yle \u015fey\u201d denilerek kar\u015f\u0131 \u00e7\u0131k\u0131lm\u0131\u015ft\u0131. Bu kar\u015f\u0131 \u00e7\u0131k\u0131\u015f bilimsel de\u011fil daha \u00e7ok \u201c\u015firketle anla\u015fma yap\u0131ld\u0131 monoray olmaz\u201d tad\u0131nda bir dayatmayla yap\u0131lm\u0131\u015ft\u0131. Dolay\u0131s\u0131yla, \u201cmetrob\u00fcs merkezli\u201d bir ula\u015f\u0131m deseni tek bir alternatif olarak dayat\u0131lamaz. Kentler ula\u015f\u0131m t\u00fcr\u00fcn\u00fc belirler. Ula\u015f\u0131m t\u00fcrleri kentleri bi\u00e7imlendiremez. Her kentin yap\u0131sal \u00f6zelliklerine ba\u011f\u0131ml\u0131 olarak dengeli ve entegre edilmi\u015f ula\u015f\u0131m t\u00fcrlerinden bahsedilebilir. Maalesef \u00fc\u00e7\u00fcnc\u00fc d\u00fcnya \u00fclkelerinde pazar alan\u0131 bulmu\u015f bir \u201cmetrob\u00fcs lobisi\u201d var. Firma ula\u015f\u0131m planc\u0131lar\u0131 da her kente ila\u00e7 gibi metrob\u00fcs re\u00e7etesi yazmaktad\u0131r. Asl\u0131nda metrob\u00fcs; metro, hafif rayl\u0131 ve monoray gibi ula\u015f\u0131m t\u00fcrlerinin de kentlerimize girmesini engellemektedir. Rayl\u0131 sistemlerin ula\u015f\u0131m se\u00e7ene\u011fi olarak kentlerimize girmesi, \u00f6rneklerini g\u00f6rd\u00fc\u011f\u00fcm\u00fcz asfalt yollar\u0131n etraf\u0131nda olu\u015fan rantsal geli\u015fmeleri de engelleyecek etkin bir ara\u00e7t\u0131r.<\/p>\n<p>Ula\u015f\u0131m ana planlar\u0131, kent naz\u0131m planlar\u0131 ile entegre yap\u0131lmal\u0131d\u0131r. Maalesef \u00f6rneklerini g\u00f6rd\u00fc\u011f\u00fcm\u00fcz \u00fczere; trafik anketlerinden bilgisayar paket programlar\u0131n\u0131 kullanarak \u201cnaz\u0131m arazi kullan\u0131m plan\u0131\u201d \u00fcretmek imkans\u0131zd\u0131r. Ula\u015f\u0131m ve arazi kullan\u0131m ili\u015fkisi bir modelleme ile \u00fcretilir. Modeli \u00e7al\u0131\u015fman\u0131n y\u00f6ntemi belirler. Maalesef \u201cbilgisayar paket programc\u0131l\u0131\u011f\u0131n\u0131\u201d\u00a0\u00a0 ula\u015f\u0131m modeli zanneden bir planlama zihniyeti ile kar\u015f\u0131 kar\u015f\u0131yay\u0131z. B\u00fct\u00fcnc\u00fcl bir ula\u015f\u0131m \u015femas\u0131na uygun bir ula\u015f\u0131m a\u011f\u0131 deseni olu\u015fturulmas\u0131; \u201ceklektik\u201d ve torba plan yakla\u015f\u0131mlar\u0131na indirgenemez. \u0130ndirgenece\u011fini iddia edenler ise; bilimsel ve teknik a\u00e7\u0131dan zaafiyet i\u00e7indedirler demektir. Trafik verilerinden yola \u00e7\u0131k\u0131larak bir kentin ula\u015f\u0131m ana plan\u0131 oradan da \u00e7\u0131karak final \u00fcr\u00fcn olan bir kentin \u201cnaz\u0131m kent plan\u0131\u201d olu\u015fturulamaz. Aralar\u0131ndaki ili\u015fki; tek y\u00f6nl\u00fc i\u015fleyen m\u00fchendislik y\u00f6ntemlerinden ziyade \u00e7ok boyutlu ve b\u00fct\u00fcnc\u00fcl bir y\u00f6ntem ve ula\u015f\u0131m modeli ile konusudur.<\/p>\n<p>Ankara\u2019da ula\u015f\u0131m projeleri halk\u0131n taleplerine g\u00f6re de\u011fil sermayenin taleplerine g\u00f6re yap\u0131l\u0131yor. \u201cTrafi\u011fi rahatlatacak\u201d a\u00e7\u0131klamalar\u0131yla yap\u0131lan ODT\u00dc Yolu\u2019nun \u00e7evresinde y\u00fckselen AVM in\u015faatlar\u0131, trafi\u011fi rahatlatmayacak aksine art\u0131racakt\u0131r. ODT\u00dc Yolu ba\u015fta olmak \u00fczere Ankara\u2019da yap\u0131lan bu t\u00fcr hukuksuz yollar Ankara Ula\u015f\u0131m Ana Plan\u0131 2038\u2019le birlikte me\u015frula\u015ft\u0131r\u0131lacakt\u0131r. G\u00f6k\u00e7ek, bu plan\u0131 Gazi \u00dcniversitesi ile ortak yap\u0131yor ve plan i\u00e7in ula\u015f\u0131m anketleri yap\u0131l\u0131yor. Anketlerdeki sorular\u0131 ve yap\u0131l\u0131\u015f bi\u00e7imlerini bir kenara b\u0131rakal\u0131m; ger\u00e7ekten Ankaral\u0131lar taleplerini bu anketlere yans\u0131ts\u0131n diyelim.
