TMMOB, bu belgeyle kentlerimizin y\u00f6netiminde \u00e7a\u011fda\u015f anlay\u0131\u015fla kamu yarar\u0131n\u0131n, bilimin ve hukukun esas al\u0131nmas\u0131 i\u00e7in, se\u00e7im s\u00fcreci ve yerel y\u00f6netim anlay\u0131\u015f\u0131na ili\u015fkin politika, d\u00fc\u015f\u00fcnce, uyar\u0131 ve \u00f6nerileri kamuoyu ile payla\u015fmay\u0131 ama\u00e7lamaktad\u0131r.<br \/>\nTMMOB\u2018nin uzunca bir s\u00fcredir de\u011fi\u015fik kentlerde d\u00fczenledi\u011fi &#8220;Kent Sempozyumlar\u0131&#8221; ve yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalar g\u00f6stermi\u015ftir ki; ya\u015fad\u0131\u011f\u0131m\u0131z kentler \u00e7a\u011fda\u015f toplumlara yak\u0131\u015f\u0131r bi\u00e7imde y\u00f6netilmemektedir.<\/p>\n<p>Emperyalizme ba\u011f\u0131ml\u0131 olan T\u00fcrkiye, 12 Eyl\u00fcl 1980 darbesinden bu yana yeni liberal temellerde, yerli b\u00fcy\u00fck sermaye, yeni sermaye gruplar\u0131 ve ranta dayal\u0131 \u00e7\u0131karlar do\u011frultusunda sosyo-ekonomik yap\u0131 ve devlet yap\u0131s\u0131 itibariyle yeniden yap\u0131land\u0131r\u0131lmaktad\u0131r. Bu politikalar\u0131n hayata ge\u00e7irilmesinde kamu hizmetlerinin merkezi y\u00f6netimden kopar\u0131l\u0131p k\u00fcresel piyasaya a\u00e7\u0131lmas\u0131, kamu hizmet alan\u0131n\u0131n daralt\u0131lmas\u0131, dolay\u0131s\u0131yla kamu iktidar\u0131n\u0131n y\u00f6netsel d\u00fczeyde sermayeye devredilmesi ana ama\u00e7 olmu\u015ftur.<\/p>\n<p>Bu s\u00fcre\u00e7te y\u00fcr\u00fct\u00fclen serbestle\u015ftirme ve \u00f6zelle\u015ftirmeler, kamusal hizmetlerin piyasaya a\u00e7\u0131larak ticarile\u015ftirilmesi, \u00fcretimden vazge\u00e7ilerek \u00fclke topraklar\u0131n\u0131n d\u00fcnyan\u0131n emlak\/rant piyasas\u0131 haline getirilmesi, g\u00fcvencesiz \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 ve kamu idari yap\u0131s\u0131n\u0131n bu do\u011frultuda yeniden d\u00fczenlenmesi yerel y\u00f6netimlere ve kentlere do\u011frudan yans\u0131m\u0131\u015ft\u0131r.<\/p>\n<p>Kentler ve yerel y\u00f6netimler \u00fclke politikalar\u0131n\u0131n do\u011frudan uygulama alan\u0131d\u0131r. Bu nedenle kentler ve yerel y\u00f6netimler siyasetin ve sermayenin de ilgi oda\u011f\u0131ndad\u0131r.<\/p>\n<p>11 y\u0131ll\u0131k iktidar\u0131nda \u00fcretimden vazge\u00e7erek \u00fclke ekonomisini arazi rant\u0131 \u00fczerinden temellendiren AKP, bug\u00fcne dek g\u00f6r\u00fclmemi\u015f \u00f6l\u00e7\u00fcde, hi\u00e7bir insani, hukuki, ulusal ya da evrensel de\u011fer ve kural tan\u0131maks\u0131z\u0131n \u00fclkeyi, kentleri ya\u011fma ve talana a\u00e7arak yeni rant kaynaklar\u0131n\u0131n yarat\u0131lmas\u0131n\u0131 sa\u011flam\u0131\u015ft\u0131r.<\/p>\n<p>Sanayiden e\u011fitim ve sa\u011fl\u0131\u011fa dek bir\u00e7ok kamu hizmetindeki serbestle\u015ftirme, \u00f6zelle\u015ftirme bu \u00e7er\u00e7evede ger\u00e7ekle\u015fmi\u015ftir. &#8220;Yerel Y\u00f6netim Reformu&#8221; ad\u0131 alt\u0131nda yap\u0131lan d\u00fczenlemelerle belediyeler, il \u00f6zel idareleri, mahalli idareler ve \u0130ller Bankas\u0131\u2018n\u0131n sundu\u011fu hizmetler piyasaya a\u00e7\u0131lm\u0131\u015ft\u0131r. \u00c7al\u0131\u015fma ya\u015fam\u0131n\u0131 d\u00fczenleyen yasalar ile &#8220;Personel Rejimi Reformu&#8221; da esnek, g\u00fcvencesiz \u00e7al\u0131\u015fmay\u0131, ta\u015feronla\u015fma ve sendikas\u0131zla\u015ft\u0131rmay\u0131 yerle\u015ftirmi\u015ftir.<\/p>\n<p>Ustal\u0131k d\u00f6neminde, AKP, 2011 y\u0131l\u0131nda \u00e7\u0131kard\u0131\u011f\u0131 yetki yasas\u0131yla Bakanl\u0131klar\u0131n kapat\u0131lmas\u0131, a\u00e7\u0131lmas\u0131, birle\u015ftirilmesi dahil kamu idarelerinin yeniden yap\u0131land\u0131r\u0131lmas\u0131yla ilgili olarak 20 yasada de\u011fi\u015fiklik yapma yetkisi alm\u0131\u015f, parlamentoyu saf d\u0131\u015f\u0131 b\u0131rakarak TBMM\u2018ye kanun teklifi sunmadan ola\u011fan\u00fcst\u00fc bir y\u00f6netim bi\u00e7imi benimseyerek kamu y\u00f6netimini de\u011fi\u015ftirmi\u015f, kamusal varl\u0131klar\u0131n yok olmas\u0131na yol a\u00e7acak d\u00fczenlemeler ve \u00fclke planlama sisteminde k\u00f6kl\u00fc de\u011fi\u015fiklikler yapm\u0131\u015ft\u0131r.<\/p>\n<p>KHK ile 4708 say\u0131l\u0131 Yap\u0131 Denetimi Hakk\u0131nda Yasa, 3194 say\u0131l\u0131 \u0130mar Yasas\u0131, 2873 say\u0131l\u0131 Milli Parklar Kanunu, 2863 Say\u0131l\u0131 K\u00fclt\u00fcr ve Tabiat Varl\u0131klar\u0131 Kanunu, 4848 say\u0131l\u0131 K\u00fclt\u00fcr ve Turizm Bakanl\u0131\u011f\u0131 Te\u015fkilat ve G\u00f6revleri Hakk\u0131nda Kanun, 3234 say\u0131l\u0131 Orman Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc Te\u015fkilat ve G\u00f6revleri Hakk\u0131nda Kanun, 6107 say\u0131l\u0131 \u0130ller Bankas\u0131 Anonim \u015eirketi Hakk\u0131nda Kanun\u2018da de\u011fi\u015fiklikler yap\u0131lm\u0131\u015ft\u0131r. KHK\u2018lar d\u00f6nemi olarak adland\u0131r\u0131lacak bu d\u00f6nemde, kurdu\u011fu bakanl\u0131\u011f\u0131 \u00fczerinden bir ay ge\u00e7meden ikiye b\u00f6len, bundan bir ay sonra g\u00f6revlerini yeniden d\u00fczenleyen; ba\u015fka bir KHK ile bir \u00f6nceki KHK\u2018yi de\u011fi\u015ftiren, eklemeler yapan, \u00e7\u0131karan; genel m\u00fcd\u00fcrl\u00fckleri, kurullar\u0131 bir bakanl\u0131ktan di\u011ferine ge\u00e7iren AKP, kamu idaresini yapboz tahtas\u0131na, siyasetin arenas\u0131na \u00e7evirmi\u015ftir.<\/p>\n<p>Yap\u0131lan de\u011fi\u015fikliklerle, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131&#8217;na yeni ve ola\u011fan\u00fcst\u00fc yetkiler devredilmi\u015f ve tan\u0131nm\u0131\u015ft\u0131r. 1999 y\u0131l\u0131nda, \u00fclke tarihinin en b\u00fcy\u00fck y\u0131k\u0131mlar\u0131ndan birisi olan G\u00f6lc\u00fck depreminin oldu\u011fu g\u00fcn, 17 A\u011fustos 2011 tarihinde Resmi Gazete\u2018de yay\u0131mlanan 648 say\u0131l\u0131 KHK ile \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 kurulmu\u015f, bu bakanl\u0131\u011fa t\u00fcm \u00fclkenin tapusunu istedi\u011fi gibi kullanma yetkisi verilmi\u015ftir.<\/p>\n<p>-Afet riski alt\u0131ndaki alanlar, depreme kar\u015f\u0131 dayan\u0131ks\u0131z yap\u0131lar\u0131n bulundu\u011fu alanlar\u0131n d\u00f6n\u00fc\u015f\u00fcm projeleri, tapu ister kamu kurum ve kurulu\u015funun, ister \u00f6zel ki\u015finin, isterse devletin h\u00fck\u00fcm ve tasarrufu alt\u0131nda olsun bu araziler \u00fczerinde istedi\u011fi tasarrufu yapma yetkisi yaln\u0131zca ve yaln\u0131zca \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2018ndad\u0131r. Bu d\u00fczenlemelerle belediyelerin yetkisinden ve \u00f6zel m\u00fclkiyetin korunmas\u0131ndan s\u00f6z edilemeyece\u011fi a\u00e7\u0131kt\u0131r. Keyfi kullan\u0131ma a\u00e7\u0131k olan bu yetkilerin &#8220;oy verenle oy vermeyenin tabii ki ayn\u0131 olmayaca\u011f\u0131n\u0131&#8221; beyan eden Bakan\u0131n keyfiyetine b\u0131rak\u0131lmas\u0131ndan endi\u015fe duymamak olanakl\u0131 de\u011fildir.<\/p>\n<p>-2863 say\u0131l\u0131 Yasa\u2018da yap\u0131lan de\u011fi\u015fiklik ile tabiat varl\u0131klar\u0131 di\u011fer deyi\u015fle do\u011fal sit alanlar\u0131 da \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2018na transfer edilerek bu alanlar\u0131n yok edilmesinin \u00f6n\u00fc a\u00e7\u0131lm\u0131\u015ft\u0131r. Art\u0131k, milli parklar, tabiat parklar\u0131, tabiat an\u0131tlar\u0131, tabiat\u0131 koruma alanlar\u0131, do\u011fal sit alanlar\u0131, sulak alanlar, \u00f6zel \u00e7evre koruma b\u00f6lgelerinin kullanma ve yap\u0131la\u015fmaya ili\u015fkin kararlar\u0131 \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2018nca verilecektir.<\/p>\n<p>3194 say\u0131l\u0131 \u0130mar Yasas\u0131\u2018na eklenen madde ile de mera, yaylak ve k\u0131\u015flaklar, 29 y\u0131ll\u0131\u011f\u0131na kiralan\u0131p yap\u0131la\u015fmaya a\u00e7\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>-Yap\u0131 Denetimi Hakk\u0131nda Yasa da bu KHK ile y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir. Yap\u0131 denet\u00e7isi m\u00fchendis ve mimarlar\u0131 g\u00fcvencesiz k\u0131lan, sorumlulu\u011fu a\u011f\u0131r, ama bunun kar\u015f\u0131l\u0131\u011f\u0131 hak ve yetkiyi vermeyen ve daha \u00f6nce ele\u015ftirdi\u011fimiz tasar\u0131 TBMM\u2018de tart\u0131\u015f\u0131lmadan sessiz sedas\u0131z dayat\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>Ya\u015fad\u0131\u011f\u0131m\u0131z s\u00fcre\u00e7, hukuka dayal\u0131 demokratik bir toplum i\u00e7in ola\u011fan de\u011fildir, \u00fclkemizde ola\u011fan demokrasilerde yeri olmayan tersi bir s\u00fcre\u00e7 i\u015flemektedir. Bu d\u00fczenlemelerle gerek kurumsal yap\u0131s\u0131 gerekse g\u00f6rev alan\u0131 yeniden belirlenmi\u015f bakanl\u0131klar; su, orman, mera, yaylak, k\u0131\u015flak, tar\u0131m alanlar\u0131 gibi do\u011fal kaynaklar ve \u00e7evre; planlama, enerji, k\u00fclt\u00fcrel varl\u0131klar, bay\u0131nd\u0131rl\u0131k, ula\u015f\u0131m gibi \u00fclke topraklar\u0131n\u0131n kullan\u0131m kararlar\u0131n\u0131 do\u011frudan etkileyen sekt\u00f6rlere ili\u015fkin ilgili t\u00fcm yasal d\u00fczenlemeleri etkisiz hale getiren bir yeniden yap\u0131lanma ger\u00e7ekle\u015ftirilmi\u015ftir.<\/p>\n<p>&#8220;2011 TMMOB Se\u00e7im Bildirgesi&#8221;nde de belirtti\u011fimiz gibi; insanca bar\u0131nma hakk\u0131 ve deprem ger\u00e7e\u011finin gerektirdi\u011fi yap\u0131 denetimi uygulamalar\u0131nda; tar\u0131m, orman, su, mera, k\u0131y\u0131lar vb do\u011fal kaynaklar\u0131m\u0131z\u0131n, kentlerin y\u00f6netiminde; enerji, g\u0131da ve \u00e7evreye ili\u015fkin politika ve stratejilerin belirlenmesi ve uygulanmas\u0131nda m\u00fchendislik, mimarl\u0131k, \u015fehir planc\u0131l\u0131\u011f\u0131n\u0131n gerektirdi\u011fi mesleki denetim ve bilimsel-teknik kriterler devre d\u0131\u015f\u0131 b\u0131rak\u0131lmaktad\u0131r.<\/p>\n<p>\u015eehir planc\u0131l\u0131\u011f\u0131 hizmetlerinde kamusal fayda anlay\u0131\u015f\u0131ndan vazge\u00e7ilmi\u015f, serbestle\u015ftirme, \u00f6zelle\u015ftirme, ticarile\u015ftirmenin arac\u0131 haline getirilmi\u015f; rant odakl\u0131 projelere teslim edilen kentlerde plans\u0131zl\u0131k egemen k\u0131l\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>Sa\u011fl\u0131kl\u0131 kentle\u015fme, kentsel hizmetlerin kamusal hizmet kapsam\u0131nda ele al\u0131nd\u0131\u011f\u0131; bar\u0131nma, e\u011fitim, sa\u011fl\u0131k, k\u00fclt\u00fcr hizmetlerinin insan hakk\u0131 olarak g\u00f6r\u00fcld\u00fc\u011f\u00fc; kamu yarar\u0131 \u00f6ncelikli enerji, \u00e7evre ve g\u0131da politikalar\u0131n\u0131n benimsendi\u011fi ve yerli m\u00fchendislik, yerli kaynak kullan\u0131m\u0131yla; ba\u011f\u0131ms\u0131zl\u0131k, planlama, sanayile\u015fme ve kalk\u0131nma ile olanakl\u0131d\u0131r. Bu noktada gerek sa\u011fl\u0131kl\u0131 sanayile\u015fme gerekse g\u00fcvenli ve ergonomik \u00e7al\u0131\u015fma ko\u015fullar\u0131, meslek \u00f6rg\u00fctlerinin uluslararas\u0131 standartlar, bilimsel-teknik uygulama ve \u00f6nlemler e\u015fli\u011findeki mesleki denetimini benimseyen anayasal, sosyal bir devlet sistemi ve onun g\u00fcvenceleri kapsam\u0131nda ger\u00e7ekle\u015ftirilebilir.<\/p>\n<p>Ancak AKP sanayi, \u00e7al\u0131\u015fma ya\u015fam\u0131, i\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve i\u015f g\u00fcvenli\u011fi, yap\u0131 denetimi, imar, tar\u0131m, orman, su kaynaklar\u0131, enerji, maden, \u00e7evre, g\u0131da ve kentle\u015fme ile ilgili yasa ve y\u00f6netmelik d\u00fczenlemelerini TMMOB\u2018nin \u00f6nerilerinin aksi do\u011frultuda yapmaktad\u0131r.<\/p>\n<p>TMMOB, kentlerimizde var olan sorunlar\u0131n a\u015f\u0131lmas\u0131, sa\u011fl\u0131kl\u0131, ya\u015fanabilir ve g\u00fcvenli kentsel \u00e7evrelerin \u00fcretilmesi ve kentsel ya\u015fam kalitesinin iyile\u015ftirilmesini \u00f6ng\u00f6rmekte; kent halk\u0131n\u0131n, emek ve meslek \u00f6rg\u00fctlerinin demokratik kat\u0131l\u0131m\u0131n\u0131 ve denetimini sa\u011flayacak bir anlay\u0131\u015f\u0131n geli\u015ftirilmesini, \u00f6ncelikli ve temel gerek olarak g\u00f6rmektedir.<\/p>\n<p>Bug\u00fcn kentlerimize bakt\u0131\u011f\u0131m\u0131zda, bar\u0131nma, altyap\u0131, ula\u015f\u0131m, enerji, sa\u011fl\u0131k, e\u011fitim, k\u00fclt\u00fcr ve \u00e7evre, konular\u0131nda sorunlar bulunmaktad\u0131r. Ayn\u0131 zamanda, kentlerimiz, deprem, sel, heyelan ve yang\u0131n gibi afetlere de haz\u0131rl\u0131kl\u0131 de\u011fildir. Bu durum bug\u00fcne kadar izlenen, toplumsal \u00e7\u0131karlar\u0131 g\u00f6z ard\u0131 eden ve insan ya\u015fam\u0131n\u0131 hi\u00e7e sayan yerel y\u00f6netim politikalar\u0131n\u0131n yetersizli\u011finin en a\u00e7\u0131k g\u00f6stergesidir.<\/p>\n<p>Bug\u00fcn i\u00e7inde ya\u015fad\u0131\u011f\u0131m\u0131z kentlerin mekansal ve \u00e7evresel ba\u011flamda, niteliksiz yap\u0131la\u015fmas\u0131n\u0131n, sa\u011fl\u0131ks\u0131z b\u00fcy\u00fcmesinin ard\u0131nda; piyasa g\u00fc\u00e7lerinin kent \u00f6l\u00e7e\u011finde tek egemen oldu\u011fu siyasal zeminin yarat\u0131lmas\u0131 ve sadece arazi rant\u0131na endekslenmi\u015f, bu ranta sahip olacak \u00e7okuluslu \u015firketlerin kendi \u00e7\u0131karlar\u0131 do\u011frultusunda geli\u015ftirerek kontrol ettikleri bir kent ekonomisi anlay\u0131\u015f\u0131 bulunmaktad\u0131r. Bu anlay\u0131\u015f\u0131n ortaya \u00e7\u0131kard\u0131\u011f\u0131 s\u00fcrekli ve plans\u0131z b\u00fcy\u00fcme mekana, enerji, ula\u015f\u0131m, su, \u00e7\u00f6p, at\u0131k su gibi teknik altyap\u0131 hizmetlerinin yetersizli\u011fi ve e\u011fitim, sa\u011fl\u0131k, k\u00fclt\u00fcr tesisleri, a\u00e7\u0131k ye\u015fil alanlardan yoksun yerle\u015fim alanlar\u0131 olarak, toplumsal alanda da sosyal yar\u0131lma, ayr\u0131\u015fma ve k\u00fclt\u00fcrel yozla\u015fma olarak yans\u0131m\u0131\u015ft\u0131r. Gelir e\u015fitsizli\u011fini, sosyal kutupla\u015fmay\u0131, mek\u00e2nsal ayr\u0131\u015fmay\u0131, kentsel gerimi artt\u0131rmaktan ba\u015fka bir \u015feye yaramam\u0131\u015f sorunlar \u00e7e\u015fitlenmi\u015f ve derinle\u015fmi\u015ftir.<\/p>\n<p>Yerel idarelerce y\u00fcr\u00fct\u00fclen hizmetlerde kamu yarar\u0131 \u00f6nceli\u011fi s\u00fcrekli ihmal edile gelmi\u015f, y\u0131llar i\u00e7inde, otomobil \u00f6ncelikli d\u00fczenlemelerle, kentler, yaya, engelli, ya\u015fl\u0131, yoksul kesimler i\u00e7in ula\u015f\u0131labilir olmaktan \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<p>Kentlerde ya\u015fayanlar\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131 bar\u0131nma e\u011fitim, sa\u011fl\u0131k ve beslenme gibi temel haklardan yoksun b\u0131rak\u0131l\u0131rken, ba\u015fta su, elektrik, do\u011falgaz ve ula\u015f\u0131m olmak \u00fczere temel kentsel altyap\u0131 hizmetleri ile e\u011fitim, k\u00fclt\u00fcr, sa\u011fl\u0131k, \u00e7evre vb. alanlarda sa\u011flanan sosyal hizmetler \u00f6zelle\u015ftirilerek, ticarile\u015ftirilmekte; kamusal kaynaklar\u0131m\u0131z yerli ve yabanc\u0131 tekellere aktar\u0131lmaktad\u0131r. Emek\u00e7ilerin, yoksullar\u0131n ve t\u00fcm ezilenlerin sosyal, ekonomik ve siyasal ya\u015famdan t\u00fcm\u00fcyle d\u0131\u015fland\u0131\u011f\u0131 y\u0131k\u0131c\u0131 bir ortamda yoksulluk ve yoksunluk derinle\u015ferek s\u00fcrmektedir.<\/p>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm ve yeniden yap\u0131lanma olarak adland\u0131r\u0131lan s\u00fcre\u00e7lerle belirlenen kent par\u00e7alar\u0131n\u0131n, &#8220;kentsel d\u00f6n\u00fc\u015f\u00fcm&#8221; ad\u0131 alt\u0131nda, i\u00e7inde ya\u015fayanlardan ba\u011f\u0131ms\u0131z, yeni imar haklar\u0131 verilerek sermaye \u00e7evrelerine pazarlanmas\u0131, \u00f6zelle\u015ftirilmesi, sat\u0131lmas\u0131 ya da tahsis edilmesi belli kesimler i\u00e7in \u2018k\u00f6\u015fe d\u00f6nme\u2018 arac\u0131 haline getirilmi\u015ftir.<\/p>\n<p>Kente ve bulundu\u011fu do\u011fal \u00e7evresine y\u00f6nelik azami rant beklentileri do\u011frultusunda, T\u00fcrkiye\u2018de toplumsal d\u00fc\u015f\u00fcnce, s\u0131n\u0131fsal istemler, planlama kavram\u0131, ulusal, b\u00f6lgesel ve kentsel \u00f6l\u00e7eklerde planlama s\u00fcre\u00e7leri \u00f6zel yasalar ve yetki karma\u015fas\u0131 i\u00e7erisinde suland\u0131r\u0131lm\u0131\u015f; \u00fclke \u00e7\u0131kar\u0131, toplumsal gelecek, dayan\u0131\u015fma ve ahlaki de\u011ferler terk edilmi\u015ftir. &#8220;Halk&#8221; kavram\u0131 yerine &#8220;m\u00fc\u015fteri&#8221; kavram\u0131 ile y\u00f6netim anlay\u0131\u015f\u0131 peki\u015ftirilmi\u015f; &#8220;Bireysellik, \u00f6zel alan, serbest piyasa, rekabet\u00e7ilik, yerelcilik, y\u00f6neti\u015fim, sivil toplumculuk, rantiye, yolsuzluk&#8221; kavramlar\u0131 y\u00fckselen de\u011ferler haline gelmi\u015ftir.<\/p>\n<p>Azami rant beklentilerinin, ya\u011fman\u0131n k\u0131skac\u0131na sokulan kentlerimizin do\u011fal ve k\u00fclt\u00fcrel de\u011ferleri, ormanlar\u0131, ye\u015fil alanlar\u0131, sahilleri yok edilmekte, kamu arazileri elden \u00e7\u0131kar\u0131lmakta, ya\u015fanan \u00e7evresel kirlilikle birlikte kentlerimiz ve kentlilerimiz bir felaketin e\u015fi\u011fine getirilmektedir. \u00c7\u0131kar\u0131lan \u00f6zel d\u00fczenlemelerle bu de\u011ferleri korumak ve gelecek nesillere aktarmak yerine bu de\u011ferlerin \u00fczerinde dola\u015fan rant beklentilerinin \u00f6n\u00fcndeki engeller kald\u0131r\u0131lm\u0131\u015f, do\u011fal ve k\u00fclt\u00fcrel de\u011ferlerimiz ile birlikte ya\u015fam alanlar\u0131m\u0131z\u0131n gelece\u011fi de tehdit alt\u0131na al\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>Kentsel alanlardaki n\u00fcfus y\u0131\u011f\u0131lmas\u0131n\u0131n yaratt\u0131\u011f\u0131 sorunlarla birlikte, b\u00fct\u00fcnc\u00fcl planlaman\u0131n benimsenmemi\u015f olmas\u0131 denetimsizlik, yanl\u0131\u015f arazi kullan\u0131m politikalar\u0131, cumhuriyet tarihine ko\u015fut ka\u00e7ak yap\u0131la\u015fma ve imar aff\u0131 s\u00fcre\u00e7leriyle de beslenmi\u015f, sa\u011fl\u0131kl\u0131, g\u00fcvenli ve ya\u015fanabilir kentsel \u00e7evreler olu\u015fturulmam\u0131\u015ft\u0131r. \u00d6zellikle ortak ya\u015fam ve kentlilik bilinci geli\u015ftirilememi\u015f, kentsel ya\u015fam ve aktiviteler sadece ekonomik ili\u015fkilere indirgenmi\u015ftir.<\/p>\n<p>Plans\u0131zl\u0131\u011f\u0131n ve denetimsizli\u011fin a\u011f\u0131r sonu\u00e7lar\u0131n\u0131n son \u00f6rnekleri olan 1999 ve 2011 y\u0131l\u0131nda ya\u015fanan depremlerle tekrar g\u00f6z \u00f6n\u00fcne serilmesine kar\u015f\u0131n, ge\u00e7en 14 y\u0131ll\u0131k s\u00fcre i\u00e7erisinde ya\u015fanan ac\u0131 deneyimlerden ders \u00e7\u0131kard\u0131\u011f\u0131m\u0131z ve olu\u015fabilecek yeni afetlere yeterince haz\u0131r oldu\u011fumuz s\u00f6ylenemez.<\/p>\n<p>Kentlerde l\u00fcks konut alanlar\u0131n\u0131n, al\u0131\u015fveri\u015f merkezlerinin yayg\u0131nla\u015fmas\u0131 kentleri bir arada tutan unsurlar\u0131 ve ortak kullan\u0131m alanlar\u0131n\u0131 ortadan kald\u0131rmaktad\u0131r. Kentler, giderek artan bi\u00e7imde b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc yitirerek birbirinden ba\u011f\u0131ms\u0131z ve ili\u015fkisiz par\u00e7ac\u0131klara b\u00f6l\u00fcnmekte, vars\u0131l ve yoksul kesimler aras\u0131 ayr\u0131\u015fma ve uzakla\u015fma fiziksel mekana da yans\u0131maktad\u0131r. B\u00f6ylece sosyal k\u0131r\u0131lmalar h\u0131zlanmakta,\u00a0 bu k\u0131r\u0131k par\u00e7alar\u0131n\u0131 toplumsal ya\u015fama tehdit olarak geri y\u00f6nlendiren s\u00fcre\u00e7ler de egemenler taraf\u0131ndan bilin\u00e7li \u015fekilde y\u00f6netilmektedir.<\/p>\n<p>T\u00fcm bu olumsuz geli\u015fmeler, kentte ya\u015fayan farkl\u0131 kesimleri farkl\u0131 boyutlarda etkilemektedir. Kentlerimizde her ge\u00e7en g\u00fcn artmakta olan fiziksel engeller ve standartlara uygun olmayan mek\u00e2nsal d\u00fczenlemeler y\u00fcz\u00fcnden ba\u015fta engelli vatanda\u015flar\u0131m\u0131z olumsuz etkilenmektedirler. Sosyal devlet olmaktan \u00e7\u0131k\u0131p sadaka toplumuna d\u00f6n\u00fc\u015fen sosyal hizmet \u00fcretme anlay\u0131\u015f\u0131ndan uzak bir\u00e7ok uygulama ile kentlerde ya\u015fayan engelli vatanda\u015flar\u0131m\u0131z\u0131n var olan sorunlar\u0131na yenileri eklenmekte, ya\u015famlar\u0131 daha da zorla\u015ft\u0131r\u0131lmaktad\u0131r.<\/p>\n<p>\u00d6zetle; \u00fclkemizde 1980\u2018den bu yana, kent ve kenti \u00e7evreleyen ortamlar\u0131nda do\u011fal ve k\u00fclt\u00fcrel varl\u0131klar\u0131n ya\u011fmas\u0131 artarak s\u00fcrd\u00fcr\u00fclm\u00fc\u015f, \u2018yerelle\u015fme\u2018 aldatmacas\u0131yla sadece ya\u011fmay\u0131 derinle\u015ftirmeye hizmet edilmi\u015ftir. Son be\u015f y\u0131ll\u0131k d\u00f6nem i\u00e7erisinde de, izlenen bir\u00e7ok haber ve olaydan, g\u00f6r\u00fclen binlerce dava dosyas\u0131ndan anla\u015f\u0131laca\u011f\u0131 gibi yerel y\u00f6netimler, merkezi vesayet alt\u0131nda birer \u00e7\u0131kar tezgah\u0131 gibi \u00e7al\u0131\u015fmaya devam etmi\u015ftir. T\u00fcm kentsel kamusal hizmetlerin pervas\u0131zca \u00f6zelle\u015ftirilmesi; planlama, imar, kentsel altyap\u0131 ve ula\u015f\u0131m hizmetlerinde yolsuzluklar\u0131n artmas\u0131, kentsel rant\u0131n yanda\u015f ve vars\u0131l kesimler lehine y\u00f6nlendirilmesi son d\u00f6nemde de bir\u00e7ok yerel y\u00f6netimin temel hedefi olmu\u015f, icraatlar\u0131 aras\u0131nda yerlerini alm\u0131\u015ft\u0131r.<\/p>\n<p>T\u00fcm bu sorunlara ve olumsuzluklara kar\u015f\u0131n, demokratik kat\u0131l\u0131m\u0131n sa\u011fland\u0131\u011f\u0131 yerel y\u00f6netimlerin olu\u015fturulmas\u0131 ve \u00e7\u00f6z\u00fcm \u00fcretilmesi olanakl\u0131d\u0131r.<\/p>\n<p>Bug\u00fcn, kentlerimizin ve toplumun yerel se\u00e7imlerde ihtiyac\u0131 olan temel yakla\u015f\u0131m, &#8220;toplumcu demokratik ve halk\u00e7\u0131 bir yerel y\u00f6netim&#8221; anlay\u0131\u015f\u0131d\u0131r.
