Kronikle\u015fen sorun, \u00e7e\u015fitli gerek\u00e7elerle bug\u00fcn Rusya\u2019n\u0131n, yar\u0131n \u201carz s\u0131k\u0131nt\u0131s\u0131, fiyat sorunu\u201d veya ba\u015fka bir nedenle \u0130ran\u2019\u0131n T\u00fcrkiye\u2019ye satt\u0131\u011f\u0131 gaz\u0131 azaltmas\u0131yla a\u00e7\u0131klanamayacak ve iddialar\u0131n aksine \u201c\u00fc\u00e7 be\u015f g\u00fcn i\u00e7inde\u201d \u00e7\u00f6z\u00fcmlenmeyecek kadar ciddi bir sorundur. Son \u00fc\u00e7 y\u0131l\u0131n Ocak aylar\u0131nda ya\u015fanan geli\u015fmeler bu ger\u00e7e\u011fe i\u015faret etmektedir. <br \/>Sorunun temelinde y\u0131llard\u0131r \u00e7e\u015fitli siyasal iktidarlarca enerji sekt\u00f6r\u00fcnde izlenen yerli, yeni ve yenilenebilir enerji kaynaklar\u0131n\u0131n kullan\u0131m\u0131na a\u011f\u0131rl\u0131k vermeyen, enerjide serbestle\u015ftirme politikalar\u0131 ve d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131k bulunmaktad\u0131r. Bu \u00e7arp\u0131k politikalar nedeniyle, <br \/>&#8211;\u00a0\u00a0\u00a0 Zengin linyit ve ta\u015f k\u00f6m\u00fcr\u00fc kaynaklar\u0131m\u0131z yeterli bir \u015fekilde de\u011ferlendirilmemi\u015f, bug\u00fcnk\u00fc elektrik \u00fcretim kapasitesinin d\u00f6rtte biri oran\u0131nda 10.000 MW kapasite k\u00f6m\u00fcr yak\u0131tl\u0131 santraller kurulmam\u0131\u015f, <br \/>&#8211;\u00a0\u00a0\u00a0 \u00d6zelle\u015ftirilece\u011fi gerek\u00e7esiyle mevcut linyit yak\u0131tl\u0131 santrallerde gerekli iyile\u015ftirme, kapasite art\u0131r\u0131m\u0131, bak\u0131m ve onar\u0131m \u00e7al\u0131\u015fmalar\u0131 yeterli d\u00fczeyde yap\u0131lmam\u0131\u015f, <br \/>&#8211;\u00a0 \u00a0 Zengin hidrolik kaynaklar\u0131m\u0131z\u0131n yaln\u0131zca 1\/4\u2019i de\u011ferlendirilmi\u015f, yap\u0131m\u0131 s\u00fcren santrallerin s\u00fcresi i\u00e7inde bitirilmesi i\u00e7in DS\u0130\u2019ye yeterli kaynak aktar\u0131lmam\u0131\u015f, hidrolik enerjinin de\u011ferlendirilmesi \u00f6zel sekt\u00f6r\u00fcn istemlerine b\u0131rak\u0131lm\u0131\u015f,<br \/>&#8211;\u00a0\u00a0\u00a0 Yerli r\u00fczgar, jeotermal, g\u00fcne\u015f ve biyoyak\u0131t enerji kaynaklar\u0131m\u0131z yeterince de\u011ferlendiril-memi\u015f, <br \/>&#8211;\u00a0\u00a0\u00a0 Do\u011falgaz temininde Rusya ve \u0130ran\u2019a % 80\u2019i a\u015fan oranlarda ba\u011f\u0131ml\u0131 k\u0131l\u0131nm\u0131\u015f, <br \/>&#8211;\u00a0\u00a0\u00a0 Yeterli kapasitede do\u011falgaz depolama tesisleri zaman\u0131nda in\u015fa edilmemi\u015ftir. <br \/>Gaz temin programlar\u0131 bir dizi teknik \u00f6\u011fe yan\u0131 s\u0131ra politik parametre i\u00e7ermektedir. Bu nedenle gaz temin anla\u015fma ve programlar\u0131n\u0131n ilgili t\u00fcm taraflar\u0131n, uzmanlar\u0131n ve akademisyenlerin de kat\u0131laca\u011f\u0131 \u00e7ok ciddi bir stratejik \u00e7al\u0131\u015fma olarak ele al\u0131nmas\u0131 gerekmektedir. Zira \u00fclkemiz uluslararas\u0131 arenada enerji kozunu elinden \u00e7\u0131karmakta, vanalar\u0131 ba\u015fkalar\u0131nca a\u00e7\u0131l\u0131p kapanabilecek bir k\u00fcresel enerji sava\u015f\u0131nda \u201cenerji koridoru\u201d olmakla avunmaktad\u0131r. <br \/>\u00dclkemizin bir enerji krizi ile kar\u015f\u0131la\u015fmamas\u0131 ve ya\u015fanan bu t\u00fcr uluslararas\u0131 sorunlardan etkilenmemesi i\u00e7in kapsaml\u0131 ad\u0131mlar at\u0131lmas\u0131 gerekmektedir. Bu ad\u0131mlar \u015funlard\u0131r: <br \/>1.\u00a0\u00a0\u00a0 Do\u011falgaza ba\u011f\u0131ml\u0131 enerji politikalar\u0131ndan bir an \u00f6nce vazge\u00e7ilerek yerli ve yenilenebilir enerji kaynaklar\u0131m\u0131za yat\u0131r\u0131mlar yap\u0131lmal\u0131d\u0131r. Do\u011falgaz\u0131n gerek birincil enerji t\u00fcketiminde gerekse elektrik \u00fcretiminde pay\u0131 azalt\u0131lmal\u0131d\u0131r. Do\u011falgaz\u0131n kentlerde ve sanayide kullan\u0131m\u0131n\u0131n yayg\u0131nla\u015fmas\u0131 yan\u0131 s\u0131ra yeni tesis edilecek santrallerde yak\u0131t olarak kullan\u0131lmas\u0131yla do\u011falgaza talebin daha da artaca\u011f\u0131 resmi kurumlarca tahmin edilmektedir. Do\u011falgaz t\u00fcketim art\u0131\u015f\u0131ndaki en b\u00fcy\u00fck etken, elektrik enerjisi \u00fcretiminin yayg\u0131n bir bi\u00e7imde do\u011falgaza dayand\u0131r\u0131lmas\u0131d\u0131r. Elektrik \u00fcretimi i\u00e7inde ithal do\u011falgaz ve ta\u015fk\u00f6m\u00fcr\u00fcn\u00fcn elektrik \u00fcretiminde yar\u0131y\u0131 a\u015fan paylar\u0131, yerli ve yenilenebilir kaynaklar devreye al\u0131narak, kademeli olarak \u00f6nce % 40\u2019lara daha sonra % 30\u2019lara, sonra d\u00f6rtte birlere d\u00fc\u015f\u00fcr\u00fclmelidir. <br \/>2.\u00a0\u00a0\u00a0 200 milyar kws olarak ger\u00e7ekle\u015fmesi beklenen 2008 elektrik \u00fcretiminin neredeyse iki kat\u0131 kapasitede y\u0131l\u0131k \u00fcretimi sa\u011flayabilecek yerli kaynaklar, at\u0131l vaziyette de\u011ferlendirilmeyi beklemektedir. Yerli linyit kaynaklar\u0131n\u0131n % 70\u2019i, hidrolik kaynaklar\u0131n\u0131n % 75\u2019i, r\u00fczgar, jeotermal, g\u00fcne\u015f ve biyoyak\u0131t enerji potansiyelin ise neredeyse tamam\u0131 de\u011ferlendirilmeyi beklemektedir. Elektrik enerjisi \u00fcretiminde ulusal ve kamusal kaynaklar ile yerli, yeni ve yenilenebilir enerji kaynaklar\u0131na a\u011f\u0131rl\u0131k verilmelidir. <br \/>3.\u00a0\u00a0\u00a0 \u00d6zel olarak elektrik enerjisi \u00fcretiminde, genel olarak t\u00fcm enerji kaynaklar\u0131n\u0131n temin ve kullan\u0131m\u0131nda, \u00fclke ve kamu \u00e7\u0131karlar\u0131n\u0131 g\u00f6zeten bir strateji esas al\u0131nmal\u0131 ve \u00fclke \u00f6l\u00e7e\u011finde ge\u00e7erli olacak bir \u201cEnerji Stratejisi ve Master Plan\u201d uygulamas\u0131na ge\u00e7ilmelidir. Do\u011falgaz, k\u00f6m\u00fcr, hidrolik, r\u00fczgar, jeotermal, g\u00fcne\u015f ve biyoyak\u0131t kaynaklar\u0131n\u0131n ulusal ve kamusal \u00e7\u0131karlar g\u00f6zetilerek de\u011ferlendirilmesine y\u00f6nelik Strateji Belgeleri ilgili t\u00fcm kesimlerin kat\u0131l\u0131m\u0131yla haz\u0131rlanmal\u0131 ve uygulanmal\u0131d\u0131r.<br \/>4.\u00a0\u00a0\u00a0 Do\u011falgaz ithalat\u0131 ile \u00fclke ihtiya\u00e7lar\u0131 aras\u0131nda bir a\u00e7\u0131k s\u00f6z konusu oldu\u011funda, kentlerin ve sanayinin gaz\u0131 kesilmemeli, do\u011falgaz yak\u0131tl\u0131 elektrik \u00fcretim santrallerine verilen gazda kesinti yap\u0131lmal\u0131d\u0131r. <br \/>5.\u00a0\u00a0\u00a0 Bir kaynaktan gelen gaz arz\u0131nda, bug\u00fcn ya\u015fanan t\u00fcrden bir s\u0131k\u0131nt\u0131 oldu\u011funda, ulusal iletim \u015febekesinde, di\u011fer kaynaklardan gelen gaz\u0131n t\u00fcm \u00fclkeye ula\u015fmas\u0131na imkan verecek teknik altyap\u0131 yat\u0131r\u0131mlar\u0131 yap\u0131lmal\u0131d\u0131r.<br \/>6.\u00a0\u00a0\u00a0 K\u00f6m\u00fcr yak\u0131tl\u0131 termik santrallerimizde gerekli bak\u0131m, onar\u0131m, iyile\u015ftirme, kapasite art\u0131r\u0131m\u0131 \u00e7al\u0131\u015fmalar\u0131 h\u0131zla sonu\u00e7land\u0131r\u0131lmal\u0131 \u00e7evre kirlili\u011fini \u00f6nleyecek \u00f6nlemler al\u0131nmal\u0131, bu santraller tam kapasitede \u00e7al\u0131\u015ft\u0131r\u0131lmal\u0131d\u0131r. <br \/>7.\u00a0\u00a0\u00a0 DS\u0130\u2019nin hidrolik santral yat\u0131r\u0131mlar\u0131na gerekli kaynaklar aktar\u0131larak h\u0131zla sonu\u00e7land\u0131r\u0131lmas\u0131 sa\u011flanmal\u0131d\u0131r. EPDK lisans verdi\u011fi santrallerin yap\u0131m \u00e7al\u0131\u015fmalar\u0131n\u0131n \u00f6ng\u00f6r\u00fclen s\u00fcre i\u00e7inde sonu\u00e7lan\u0131p sonu\u00e7lanmad\u0131\u011f\u0131n\u0131 denetlemelidir. <br \/>8.\u00a0\u00a0\u00a0 BOTA\u015e\u2019\u0131n k\u00fc\u00e7\u00fclt\u00fclmesi politikalar\u0131 son bulmal\u0131, kurum g\u00fc\u00e7lendirilmeli ve etkin k\u0131l\u0131nmal\u0131d\u0131r. BOTA\u015e\u2019\u0131n mevcut do\u011falgaz s\u00f6zle\u015fmelerinin \u00f6zel kurulu\u015flara devrine son verilmelidir. <br \/>9.\u00a0\u00a0\u00a0 Enerji sekt\u00f6r\u00fcndeki kamu kurumlar\u0131n\u0131 k\u00fc\u00e7\u00fcltme, i\u015flevsizle\u015ftirme, \u00f6zelle\u015ftirme ama\u00e7l\u0131 politika ve uygulamalar son bulmal\u0131d\u0131r. Mevcut kamu kurulu\u015flar\u0131 etkinle\u015ftirilmelidir. Do\u011falgaz ve petrol arama, \u00fcretim, iletim, rafinaj, da\u011f\u0131t\u0131m ve sat\u0131\u015f faaliyetlerinin entegre bir yap\u0131 i\u00e7inde s\u00fcrd\u00fcr\u00fclmesi i\u00e7in BOTA\u015e ve TPAO, \u201cT\u00fcrkiye Petrol ve Do\u011falgaz Kurumu\u201d b\u00fcnyesinde birle\u015ftirilmelidir. <br \/>10.\u00a0\u00a0\u00a0 Mevcut do\u011falgaz al\u0131m s\u00f6zle\u015fmeleri yeniden g\u00f6r\u00fc\u015fme konusu yap\u0131lmal\u0131, anla\u015fmalarda fiyat, al\u0131nmayan gaz\u0131n bedelinin \u00f6denmesi, \u00f6demelerin nakit olarak yap\u0131lmas\u0131, gaz\u0131n \u00fc\u00e7\u00fcnc\u00fc \u00fclkelere sat\u0131lmas\u0131n\u0131n \u00f6nlenmesi v.b. T\u00fcrkiye aleyhine olan \u015fartlar iptal edilmelidir. Sat\u0131n al\u0131nan gaz bedellerinin mal ve hizmet ihrac\u0131yla \u00f6denmesi sa\u011flanmal\u0131d\u0131r. Gaz teslimatlar\u0131nda ihracat\u00e7\u0131 \u00fclkelerden kaynaklanan eksiklikler ve aksamalar tazminat konusu olmal\u0131d\u0131r. \u0130hracat\u00e7\u0131 \u00fclkelerin g\u00fcnl\u00fck, ayl\u0131k, y\u0131ll\u0131k sat\u0131\u015f miktarlar\u0131n\u0131 taahh\u00fct etmeleri sa\u011flanmal\u0131d\u0131r.\u00a0 <br \/>11.\u00a0\u00a0\u00a0 Yap\u2013\u0130\u015flet ve Yap-\u0130\u015flet-Devret santrallerinin s\u00f6zle\u015fmeleri tekrar g\u00f6zden ge\u00e7irilmeli, bu santrallere verilen gaz temin ve elektrik al\u0131m garantileri ile ayr\u0131cal\u0131klar iptal edilmelidir. <br \/>12.\u00a0\u00a0\u00a0 Rusya ve \u0130ran\u2019a ba\u011f\u0131ml\u0131l\u0131\u011f\u0131m\u0131z\u0131n azalt\u0131lmas\u0131na y\u00f6nelik \u00e7al\u0131\u015fmalar y\u00fcr\u00fct\u00fclmeli, ba\u015fka \u00fclkelerden kaynak \u00e7e\u015fitlendirmesine gidilmeli, yerli do\u011falgaz arama ve \u00fcretim faaliyetleri desteklenmeli, do\u011falgaz depolama tesis yat\u0131r\u0131mlar\u0131na \u00f6ncelik verilmelidir. <br \/>13.\u00a0\u00a0\u00a0 Azerbaycan\u2019dan yap\u0131lan gaz ithalat\u0131n\u0131n art\u0131r\u0131lma imkanlar\u0131 ara\u015ft\u0131r\u0131lmal\u0131d\u0131r. T\u00fcrkmenistan ve M\u0131s\u0131r\u2019dan \u00fclkemize do\u011fru boru hatt\u0131 tesisi \u00e7al\u0131\u015fmalar\u0131na a\u011f\u0131rl\u0131k verilmelidir. Do\u011falgaz ithal edilecek \u00fclkelere Irak\u2019\u0131n eklenmesine \u00e7al\u0131\u015f\u0131lmal\u0131d\u0131r. <br \/>14.\u00a0\u00a0\u00a0 Rusya ve \u0130ran\u2019dan kaynaklanan bir gaz k\u0131s\u0131nt\u0131s\u0131na kar\u015f\u0131 Cezayir ve Nijerya\u2019dan LNG ithalat\u0131nda art\u0131\u015f imkanlar\u0131 ara\u015ft\u0131r\u0131lmal\u0131, uluslararas\u0131 spot piyasadan LNG al\u0131m\u0131 programlanmal\u0131d\u0131r. <br \/>15.\u00a0\u00a0\u00a0 2000 y\u0131l\u0131ndan beri s\u00fcr\u00fcncemede kalan Tuz G\u00f6l\u00fc Depolama Tesisleri Projesinde yap\u0131m \u00e7al\u0131\u015fmalar\u0131na ivedilikle ba\u015flanmal\u0131, yeni do\u011falgaz depolama alanlar\u0131 ara\u015ft\u0131r\u0131lmal\u0131d\u0131r. <br \/>16.\u00a0\u00a0\u00a0 Enerji a\u00e7\u0131s\u0131ndan d\u0131\u015fa ba\u011f\u0131ml\u0131 olan \u00fclkemizde enerjinin verimli ve etkin kullan\u0131m\u0131 ulusal politika haline getirilmeli, Enerji Verimlili\u011fi Kanunu\u2019nun gerekleri acilen yerine getirilmelidir. <br \/>17.\u00a0\u00a0\u00a0 Yerli do\u011falgaz \u00fcretiminin art\u0131r\u0131lmas\u0131na \u00e7al\u0131\u015f\u0131lmal\u0131d\u0131r. Zonguldak ta\u015fk\u00f6m\u00fcr\u00fc sahalar\u0131ndaki metan\u0131n ticari olarak kullan\u0131m imkanlar\u0131 sa\u011flanmal\u0131d\u0131r.
