Do\u011fal denge s\u00f6z konusu oldu\u011funda, bu y\u00f6nde yap\u0131lacak bir de\u011ferlendirmenin \u00e7\u0131k\u0131\u015f noktas\u0131n\u0131 do\u011fal kaynaklar\u0131n \u00e7o\u011falt\u0131lmas\u0131n\u0131n ger\u00e7ek anlamda \u00e7ok zor, \u00e7o\u011fu durumda da olanaks\u0131z oldu\u011fu bilinci olu\u015fturur.<\/p>\n<p>\u015eimdi anla\u015f\u0131l\u0131yor ki \u0130stanbullular varl\u0131klar\u0131n\u0131 uzun d\u00f6nemde s\u00fcrd\u00fcrebilmek ve daha iyi bir gelecek tasarlamak \u00e7abas\u0131yla yola \u00e7\u0131karak \u0130stanbul\u2019un gereksinimi olan yeni, b\u00fcy\u00fck bir havaliman\u0131 sahas\u0131 olarak, bula bula Karadeniz k\u0131y\u0131s\u0131nda, Durusu (Terkos) g\u00f6l\u00fcn\u00fcn biti\u015fi\u011findeki alan\u0131 belirlemi\u015flerdir. \u0130stanbullular bu se\u00e7imi yaparken ellerindeki, \u00e7o\u011fu da g\u00f6zlerinin \u00f6n\u00fcndeki veriler nelerdir?<\/p>\n<p><strong>60 KM KAREL\u0130K ALAN<\/strong><\/p>\n<p>\u00dc\u00e7\u00fcnc\u00fc havaliman\u0131 i\u00e7in ortaya s\u00fcr\u00fclm\u00fc\u015f olan alan yakla\u015f\u0131k 60 kilometrekare b\u00fcy\u00fckl\u00fc\u011f\u00fcndedir. Bu alan\u0131n g\u00fcney kenar\u0131 boyunca y\u00fcr\u00fcme\u011fe niyetlenirseniz, iki saatlik bir s\u00fcreyi g\u00f6ze alman\u0131z gerekir. Zira, bu uzunluk l2 km dir. Bu yolculu\u011fu zihnimizde canland\u0131rmak istersek, \u00f6rne\u011fin Kad\u0131k\u00f6y iskelesinden Maltepe\u2019ye veya Emin\u00f6n\u00fc\u2019nden Bak\u0131rk\u00f6y\u2019e kadar olan bir \u00f6l\u00e7\u00fc kullanabiliriz. Yani \u0130stanbullular bu kadar b\u00fcy\u00fck bir alan\u0131 daha iyi bir gelecek i\u00e7in belirlemi\u015flerdir. Veya birileri bu se\u00e7imi onlar\u0131n ad\u0131na yap\u0131vermi\u015ftir.<\/p>\n<p>Yeni havaliman\u0131n\u0131n yap\u0131m\u0131 i\u00e7in se\u00e7ilmi\u015f olan b\u00fcy\u00fck alan\u0131n g\u00fcn\u00fcm\u00fczdeki durumu nedir? Bu yaz\u0131n\u0131n ekinde yer alan bir uzay g\u00f6r\u00fcnt\u00fcs\u00fcnde bu sorunun yan\u0131t\u0131n\u0131n ipu\u00e7lar\u0131 g\u00f6r\u00fclmektedir. Bu alan\u0131n yakla\u015f\u0131k \u00fc\u00e7te biri me\u015fe ve kay\u0131n kar\u0131\u015f\u0131m\u0131 do\u011fal ormand\u0131r. Geri kalan b\u00f6l\u00fcm\u00fc ise ge\u00e7mi\u015fte plans\u0131z, denetimsiz, \u00e7o\u011fu zaman da ilkel y\u00f6ntemlerin uyguland\u0131\u011f\u0131 k\u00f6m\u00fcr ve kum oca\u011f\u0131 i\u015fletmelerinden yadigard\u0131r.<\/p>\n<p>Yak\u0131n ge\u00e7mi\u015fe kadar, u\u00e7aktan a\u015fa\u011f\u0131 bak\u0131ld\u0131\u011f\u0131nda, say\u0131s\u0131z tepeleri ve \u00e7ukurlar\u0131 ile bu b\u00f6lge ay y\u00fczeyini \u00e7a\u011fr\u0131\u015ft\u0131rmaktayd\u0131. Ancak i\u015fletmelerin kazd\u0131klar\u0131 \u00e7ukurlar zamanla su ile dolunca; k\u00f6m\u00fcr\u00fc, kumu al\u0131nd\u0131ktan sonra geriye kalan gerecin y\u0131\u011f\u0131lmas\u0131 ile olu\u015fan tepeler de a\u011fa\u00e7land\u0131r\u0131l\u0131nca, g\u00fcn\u00fcm\u00fczde ortaya farkl\u0131 bir g\u00f6r\u00fcn\u00fcm \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<p>Bu yaz\u0131da kullan\u0131lan foto\u011fraflardan da anla\u015f\u0131laca\u011f\u0131 \u00fczere o b\u00f6lgede do\u011fal ya\u015fam\u0131n h\u0131zla geli\u015febilece\u011fi, \u0130stanbullular\u0131n do\u011fadan kopmalar\u0131n\u0131 \u00f6nleyebilecek, bunalan\u0131n s\u0131\u011f\u0131nabilece\u011fi bir ortam olu\u015fmaya ba\u015flam\u0131\u015ft\u0131r. Ormanlar aras\u0131nda irili ufakl\u0131 66 tane g\u00f6l vard\u0131r. \u0130stanbullu bu do\u011fa par\u00e7as\u0131n\u0131 geli\u015ftirebilir, zenginle\u015ftirebilir ve gelecek ku\u015faklara devredebilirdi. Ancak d\u00fc\u015f\u00fcn\u00fcp, ta\u015f\u0131n\u0131p bundan vazge\u00e7mi\u015ftir veya birisi onlar ad\u0131na bu se\u00e7imi yapm\u0131\u015ft\u0131r.<\/p>\n<p>Oysa \u0130stanbullular, bilin\u00e7siz bir yoldan da olsa, sonu\u00e7ta ortaya \u00e7\u0131kan bu de\u011ferin bedelini de, senelerce, taki bu b\u00f6lgeden \u00e7\u0131kan d\u00fc\u015f\u00fck nitelikli k\u00f6m\u00fcr\u00fcn kent i\u00e7inde kullan\u0131m\u0131 yasaklan\u0131ncaya kadar, zehirli havay\u0131 soluyarak \u00f6demi\u015flerdir.<\/p>\n<p><strong>B\u00dcY\u00dcK B\u0130R VAZGE\u00c7\u0130\u015e<\/strong><\/p>\n<p>\u0130stanbullular, tam da \u00e7a\u011fda\u015f bir kent d\u00fc\u015f\u00fc i\u00e7indeyken, kendilerini beton y\u0131\u011f\u0131nlar\u0131n\u0131n aras\u0131na s\u0131k\u0131\u015fmaktan kurtaracak ve \u00e7ocuklar\u0131na, onlar\u0131n ruh sa\u011fl\u0131klar\u0131 i\u00e7in vazge\u00e7ilemez olan do\u011fa sevgisini a\u015f\u0131layabilecekleri bir yerden vazge\u00e7mi\u015flerdir. Bu durumda, o yerleri kaplayacak olan beton tarlalar\u0131na inip kalkan u\u00e7aklarla avunmay\u0131 ye\u011flediklerine g\u00f6re \u0130stanbullular\u0131n mutlaka bir bildikleri vard\u0131r.<\/p>\n<p>\u0130stanbullular havaliman\u0131 yeri olarak se\u00e7imini onaylad\u0131klar\u0131 b\u00f6lgenin d\u00fcnyan\u0131n say\u0131l\u0131 ku\u015f g\u00f6\u00e7\u00fc yollar\u0131ndan birisinin i\u00e7inde kald\u0131\u011f\u0131n\u0131, Karadeniz k\u0131y\u0131s\u0131n\u0131n sis ku\u015fa\u011f\u0131n\u0131n bu b\u00f6lgeyi de kaplad\u0131\u011f\u0131n\u0131 ve di\u011fer benzeri olumsuzlar\u0131 bilmelerine ra\u011fmen bir i\u015fbitiriciye boyun e\u011fmi\u015f olsalar da, \u00e7o\u011funun bilmedi\u011fi bir olumsuzluk daha var ki, h\u0131rslar\u0131n bi\u00e7imlendirdi\u011fi inat bile onu yenebilecek gibi g\u00f6z\u00fckm\u00fcyor.<\/p>\n<p>Bu yaz\u0131da bu konuyu \u00e7ok \u00f6z olarak g\u00fcndeme ta\u015f\u0131mak istiyorum. Zira, \u00e7evreci kayg\u0131lar kaba saba y\u00f6ntemlerle savu\u015fturulsa bile, ortada yan\u0131tlanmas\u0131 gereken \u00e7ok \u00f6nemli bir soru vard\u0131r: B\u00f6lgenin zemin \u00f6zellikleri g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, \u0130stanbul\u2019un \u00fc\u00e7\u00fcnc\u00fc havaliman\u0131 \u015fu s\u0131rada \u00f6ng\u00f6r\u00fclm\u00fc\u015f oldu\u011fu yerde yap\u0131labilir mi?<\/p>\n<p>Bu sorudaki \u201czemin\u201d s\u00f6zc\u00fc\u011f\u00fc ile belirtilmek istenen kavram havaliman\u0131n\u0131n \u00fczerine yap\u0131laca\u011f\u0131 toprak ve kaya k\u00fctlesidir. \u201cHer t\u00fcrl\u00fc zemine, hatta denize bile hava alanlar\u0131 yap\u0131labilir, bu konuda \u00f6rnekler vard\u0131r\u201d veya \u201cburada \u00e7ok b\u00fcy\u00fck yat\u0131r\u0131mlara giri\u015fmi\u015f olanlar bu sorunun yan\u0131t\u0131n\u0131 \u00e7oktan vermi\u015flerdir\u201d t\u00fcr\u00fcnden y\u00fczeysel yakla\u015f\u0131mlar\u0131 bir yana b\u0131rak\u0131p, bu sorunun \u00f6z\u00fcne inme\u011fe \u00e7al\u0131\u015fman\u0131n gerekti\u011fi kan\u0131s\u0131nday\u0131m.<\/p>\n<p>\u00c7\u00fcnk\u00fc bu sorunun ger\u00e7ek\u00e7i yan\u0131t\u0131 olumsuz ise, \u0130stanbullular oraya u\u00e7aklar\u0131n inip kalkt\u0131klar\u0131n\u0131 g\u00f6remeyecek olman\u0131n yan\u0131 s\u0131ra, havaliman\u0131 kar\u015f\u0131l\u0131\u011f\u0131nda vermeye raz\u0131 olduklar\u0131 do\u011fal de\u011feri de ba\u015far\u0131s\u0131z yap\u0131m \u00e7al\u0131\u015fmalar\u0131 s\u0131ras\u0131ndaki ormanlar\u0131 k\u00f6k\u00fcnden kaz\u0131ma, tepeleri yontma, g\u00f6lleri doldurma gibi sonu\u00e7suz kalacak \u00e7al\u0131\u015fmalar\u0131n sonucunda yitirmi\u015f olacaklard\u0131r.<\/p>\n<p>Ayr\u0131ca, s\u00f6z konusu havaliman\u0131 \u0130stanbullular\u0131n hava ula\u015f\u0131m\u0131nda yak\u0131n gelecekte kar\u015f\u0131kar\u015f\u0131ya kalacaklar\u0131 soruna bir \u00e7\u00f6z\u00fcm olmak yerine, bu sorunun \u00e7\u00f6z\u00fcm\u00fcn\u00fc senelerce ertelenmesine yol a\u00e7acak; \u0130stanbullular bu gecikmenin bedelini de \u00f6demek zorunda kalacaklar. Bu arada yap\u0131m \u00e7al\u0131\u015fmalar\u0131 i\u00e7in harcanacak olan paralar, birka\u00e7 \u015firketin kasas\u0131ndan \u00e7\u0131kacakm\u0131\u015f gibi g\u00f6r\u00fcnse de, sonu\u00e7ta T\u00fcrkiye\u2019nin yat\u0131r\u0131m potansiyelinden ve onun olas\u0131 getirilerinden olu\u015fan kay\u0131plar hanesine yaz\u0131lacakt\u0131r.<\/p>\n<p><strong>800 M\u0130LYON METRE K\u00dcP DOLGU<\/strong><\/p>\n<p>Uluslararas\u0131 niteliklerdeki hava alanlar\u0131n\u0131n pistleri i\u00e7in kabul edilebilir pist e\u011fimi s\u0131n\u0131r\u0131 d\u00fc\u015f\u00fckt\u00fcr. Se\u00e7ilmi\u015f alan g\u00fcneyde kabaca 130m y\u00fckseltisinde uzanan bir s\u0131rt ile kuzeyde Karadeniz k\u0131y\u0131s\u0131 aras\u0131nda yer almakta oldu\u011fu i\u00e7in pistleri s\u00f6z konusu d\u00fc\u015f\u00fck e\u011fime getirmek \u00e7ok b\u00fcy\u00fck miktarlarda dolgu yapmak zorunlulu\u011funu do\u011furmaktad\u0131r.<\/p>\n<p>Bu dolgunun miktar\u0131, \u00e7e\u015fitli hesaplamalara g\u00f6re biraz farkl\u0131l\u0131klar g\u00f6sterse de, yakla\u015f\u0131k 800 milyon metrek\u00fcpt\u00fcr. Yap\u0131lacak dolgunun kal\u0131nl\u0131\u011f\u0131 \u00e7ok b\u00fcy\u00fck olup, genelde deniz y\u00f6n\u00fcnde artmakta, pek \u00e7ok yerde 50 metrenin \u00fczerinde olup, baz\u0131 pistlerin alt\u0131nda 95 metreye kadar ula\u015fmaktad\u0131r.<\/p>\n<p>10 metrelik otoyol dolgular\u0131n\u0131n bile zaman i\u00e7inde, \u00e7o\u011fu kez de k\u0131sa s\u00fcrede, trafi\u011fi rahats\u0131z edecek \u015fekilde oturdu\u011fu an\u0131msan\u0131rsa, bu ola\u011fan\u00fcst\u00fc kal\u0131n dolguda kar\u015f\u0131la\u015f\u0131lacak \u00fcrk\u00fct\u00fcc\u00fc sonu\u00e7 kolay anla\u015f\u0131l\u0131r.<\/p>\n<p>U\u00e7ak pistlerinin oturmaya, hele farkl\u0131 oturmaya tolerans\u0131n\u0131n \u00e7ok k\u00fc\u00e7\u00fck olmas\u0131, u\u00e7a\u011fa binmi\u015f olan herkesin \u00e7ok kolay kavrayaca\u011f\u0131 bir konudur. Planlanan yeni havaliman\u0131nda uzunluklar\u0131 3500 ile 4100m aras\u0131nda de\u011fi\u015fen alt\u0131 tane pist vard\u0131r. Pistler 60m geni\u015fliktedir; ama, pistlerin yan\u0131nda onlara ko\u015fut konumda, gerekti\u011finde acil ini\u015fler i\u00e7in de kullan\u0131lacak yan yollardan, pistler aras\u0131ndaki ba\u011flant\u0131 yollar\u0131ndan olu\u015fan geni\u015f alanlar vard\u0131r.<\/p>\n<p>Bunlara u\u00e7aklar\u0131n apron sahas\u0131nda kullanacaklar\u0131 di\u011fer geni\u015f alanlar\u0131 da ekledi\u011finizde s\u00f6z konusu havaalan\u0131 sahas\u0131n\u0131n \u00e7ok b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcn\u00fcn dolgu oturmas\u0131na kar\u015f\u0131 tolerans\u0131n\u0131n \u00e7ok d\u00fc\u015f\u00fck olaca\u011f\u0131 g\u00f6r\u00fclmektedir.<\/p>\n<p><strong>20 METRE DER\u0130N G\u00d6LLER<\/strong><\/p>\n<p>Do\u011fal orman \u00f6zelli\u011fini yitirmemi\u015f g\u00fcney b\u00f6lgenin d\u0131\u015f\u0131ndaki arazi, ocak i\u015fletmelerinin at\u0131klar\u0131n\u0131n olu\u015fturdu\u011fu tepelerden ve bu tepeler aras\u0131nda kalm\u0131\u015f \u00e7ukur alanlardan olu\u015fmaktad\u0131r. Bu \u00e7ukurluklar\u0131 dolduran 66 g\u00f6l\u00fcn 16 tanesi 15 metreden derindir. Bunlardan 8 tanesi 20 metreden de derindir. Aralar\u0131nda 29m derinli\u011fe ula\u015fan\u0131 vard\u0131r. \u00d6zellikle b\u00fcy\u00fck g\u00f6llerin taban\u0131nda 6,5m ye kadar varan kal\u0131nl\u0131kta bal\u00e7\u0131\u011f\u0131n yer ald\u0131\u011f\u0131 bilinmektedir.<\/p>\n<p>Tepeler olu\u015fturan i\u015fletme at\u0131\u011f\u0131 dolgular ana pistlerin alt\u0131nda bile yer yer 30m kal\u0131nl\u0131\u011fa ula\u015fmaktad\u0131r. As\u0131l \u00fcrk\u00fct\u00fcc\u00fc olan durum pistlerin, uzunluklar\u0131 do\u011frultusunda de\u011fil, yaln\u0131z enleri boyunca incelendi\u011finde bile \u00e7ok farkl\u0131 kal\u0131nl\u0131klarda dolgu \u00fczerinde yer almakta olmalar\u0131d\u0131r.<\/p>\n<p>Baz\u0131 pistlerin bir yan\u0131 20m kal\u0131nl\u0131kta ocak art\u0131\u011f\u0131 \u00fczerinde iken, di\u011fer yan\u0131 bir g\u00f6l\u00fcn \u00fczerine rastlamaktad\u0131r. S\u00f6z konusu ocak at\u0131klar\u0131 \u00e7o\u011fu yerde bir plan ve \u00f6zel uygulama g\u00f6zetilmeden d\u00f6k\u00fclm\u00fc\u015f y\u0131\u011f\u0131nlar \u015feklindedir. Bu t\u00fcr at\u0131k y\u0131\u011f\u0131nlar\u0131n\u0131n gev\u015fek, durays\u0131z niteliklerini g\u00f6steren bir foto\u011frafa bu yaz\u0131da yer verilmi\u015ftir. Bu y\u0131\u011f\u0131nlar, onlar\u0131n \u00fczerlerinde yap\u0131lacak dolgular\u0131n alt\u0131nda b\u00fcy\u00fck miktarda s\u0131k\u0131\u015facak ve oturacakt\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u0130K\u0130 B\u00dcY\u00dcK SORUN<\/strong><\/p>\n<p>Bu olay\u0131n yarataca\u011f\u0131 iki b\u00fcy\u00fck sorun vard\u0131r. Bu y\u0131\u011f\u0131nlardaki oturmalar, d\u00fczensiz bile\u015fimlerinin sonucu olarak bir yerden di\u011ferine farkl\u0131 miktarlarda olacakt\u0131r, yani pistin farkl\u0131 yerleri farkl\u0131 oturmalara u\u011frayacakt\u0131r.<\/p>\n<p>Di\u011fer b\u00fcy\u00fck sorun ise bu oturmalar\u0131n kabul edilebilir d\u00fczeylere inmesinin, oturmalar\u0131n, rastlant\u0131sal olarak d\u00fczenli oldu\u011fu yerlerde bile uzun y\u0131llar alacak olmas\u0131d\u0131r. Yani doldural\u0131m, bekleyelim, pisti sonra yapar\u0131z deme \u015fans\u0131 da yoktur.<\/p>\n<p>Yukar\u0131da ele al\u0131nan oturma \u015fu s\u0131rada sahada bulunan ocak at\u0131klar\u0131ndan olu\u015fan tepelerin, s\u0131rtlar\u0131n, onlar\u0131n \u00fczerlerine konacak y\u00fck alt\u0131nda u\u011frayacaklar\u0131 oturmad\u0131r. Ancak pistleri istenilen e\u011fime getirmek i\u00e7in yap\u0131lacak yakla\u015f\u0131k 800milyon metrek\u00fcp ek dolgu da, yer yer \u00e7ok b\u00fcy\u00fck boyutlarda olmak \u00fczere oturacakt\u0131r. Kendi y\u00fck\u00fc alt\u0131nda oturmayacak sa\u011flam kayalardan olu\u015fmamas\u0131 durumunda, her dolgu oturur. \u00c7ok \u00f6zel gere\u00e7ler kullanarak ve \u00e7ok \u00f6zen g\u00f6sterilerek yap\u0131lan dolgular bile zamanla oturur. Kald\u0131 ki s\u00f6z konusu b\u00fcy\u00fckl\u00fckte bir dolguyu ger\u00e7ekle\u015ftirmek i\u00e7in gerekli dolgu gereci kar\u0131\u015f\u0131m\u0131n\u0131, b\u00f6lgeden, kabul edilebilir uzakl\u0131klardan sa\u011flamak olana\u011f\u0131 yoktur.<\/p>\n<p>Dolgunun oturmas\u0131n\u0131 h\u0131zland\u0131rmak i\u00e7in \u00e7e\u015fitli y\u00f6ntemler vard\u0131r; ama, bu y\u00f6ntemleri kullanarak s\u00f6z konusu kal\u0131nl\u0131kta ve yayg\u0131nl\u0131ktaki dolgunun oturmas\u0131n\u0131 h\u0131zland\u0131rmak, ancak ka\u011f\u0131t \u00fczerinde olanakl\u0131d\u0131r.<\/p>\n<p>\u0130\u015fte bu noktada, s\u00fcrprizlere al\u0131\u015fm\u0131\u015f (belki de al\u0131\u015ft\u0131r\u0131lm\u0131\u015f) \u0130stanbullulara bile fazla gelecek bir tats\u0131z s\u00fcrpriz ufuktad\u0131r.
