Bu s\u00fcre\u00e7te olu\u015fan rant ise \u00f6ncelikle yap\u0131m s\u00fcrecinde devreye giren in\u015faat sermayesine ard\u0131ndan da sat\u0131n alma yolu ile m\u00fclk sahibi olan kesimlere aktar\u0131lmaktad\u0131r. <\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">Kamu eliyle kentsel geli\u015fimin d\u00fczenlemesinin bir arac\u0131 olmas\u0131 gereken kentsel d\u00f6n\u00fc\u015f\u00fcm uygulamalar\u0131n\u0131 m\u00fcteahhit mant\u0131\u011f\u0131 ile ve kaynak yaratma projeleri olarak g\u00f6rmek belediyelerin g\u00fcc\u00fcn\u00fc halka kar\u015f\u0131 kullanmakt\u0131r. Bu g\u00fc\u00e7 kar\u015f\u0131s\u0131nda, TOK\u0130 ve belediyenin kendine \u00f6zel imtiyazlar olu\u015fturarak piyasada dola\u015fmas\u0131 yerine ger\u00e7ekten gereksinim duyulan iyile\u015ftirme b\u00f6lgelerinde bu alanlarda yerle\u015fik n\u00fcfusun ya\u015fam ko\u015fullar\u0131n\u0131n ve gelece\u011finin iyile\u015ftirmesi hedefi ile yola \u00e7\u0131kan kentsel d\u00f6n\u00fc\u015f\u00fcm uygulamalar\u0131n\u0131n tasarlanmas\u0131 y\u00f6n\u00fcnde bask\u0131 olu\u015fturulmal\u0131d\u0131r. Bu bask\u0131n\u0131n olu\u015fturulmas\u0131 ve uygun \u00f6neriler kurgulanmas\u0131 kentsel d\u00f6n\u00fc\u015f\u00fcm kavram\u0131n\u0131n ve mevcut uygulamalar\u0131n ayr\u0131nt\u0131l\u0131 analizini ve sorunlar\u0131n tespitini gerektirir.<\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">B\u00fcy\u00fck\u015fehir belediyesi taraf\u0131ndan bug\u00fcne kadar ilan edilen x adet kentsel d\u00f6n\u00fc\u015f\u00fcm alan\u0131 yak\u0131ndan incelendi\u011finde, bu alanlar\u0131n hem mevcut kentsel i\u015flevleri bak\u0131m\u0131ndan hem de d\u00f6n\u00fc\u015f\u00fcm hedefleri bak\u0131m\u0131ndan farkl\u0131la\u015ft\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Bu bak\u0131\u015f a\u00e7\u0131s\u0131yla, kentsel d\u00f6n\u00fc\u015f\u00fcme konu olan alanlar\u0131;<\/p>\n<div align=\"justify\">\n<ul>\n<li>\n<p style=\"margin-bottom: 0cm\">Kent merkezinde kas\u0131tl\u0131 yarat\u0131lm\u0131\u015f \u00e7\u00f6k\u00fcnt\u00fc alanlar\u0131, <\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0cm\">Kentin varo\u015flar\u0131ndaki gecekondu b\u00f6lgelerinden kent i\u00e7inde konumuna ba\u011fl\u0131 olarak geli\u015fen kentsel rant\u0131n y\u00fcksek oldu\u011fu b\u00f6lgeler; <\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0cm\">Kentin \u00e7eperinde hen\u00fcz yap\u0131la\u015fmam\u0131\u015f alanlarda normal planlama s\u00fcre\u00e7leri i\u00e7inde elde edilmesi m\u00fcmk\u00fcn olmayan rantlara kentsel d\u00f6n\u00fc\u015f\u00fcm projelerle el koyma amac\u0131 ile d\u00f6n\u00fc\u015f\u00fcme konu edilen alanlar;<\/p>\n<\/li>\n<\/ul>\n<\/div>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">\u015feklinde s\u0131n\u0131fland\u0131rabiliriz.<\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">&nbsp;<\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\"><strong>Kentsel D\u00f6n\u00fc\u015f\u00fcm\u00fcn Genel \u00c7er\u00e7evesi<\/strong><\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\"><!-- \t\t@page { size: 21cm 29.7cm; margin: 2cm } \t\tP { margin-bottom: 0.21cm } \t--><\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">Bug\u00fcn ya\u015fanan kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinin geli\u015fiminde, 1980\u2019li y\u0131llarda ba\u015flayan imar aff\u0131 s\u00fcreciyle birlikte \u0131slah planlar\u0131n\u0131n \u00e7ok \u00f6zel bir yeri vard\u0131r. Kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn Ankara\u2019da ger\u00e7ekle\u015fmesine olanak sa\u011flayan s\u00fcre\u00e7 ve beklentileri ba\u015flatan uygulamalar, \u0131slah planlar\u0131yla ba\u015flam\u0131\u015ft\u0131r. <\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">1984 imar aff\u0131n\u0131n arkas\u0131ndan gelen \u0131slah planlama s\u00fcrecinde 2000\u2019li y\u0131llara kadar \u00f6zellikle \u0131slah planlar\u0131n\u0131n imkanlar\u0131n\u0131n elverdi\u011fi \u00f6l\u00e7\u00fcde d\u00f6n\u00fc\u015f\u00fcmler ger\u00e7ekle\u015fti. 1985-2000 y\u0131llar\u0131 aras\u0131ndaki kentsel d\u00f6n\u00fc\u015f\u00fcm, daha \u00e7ok k\u00fc\u00e7\u00fck sermaye eliyle ger\u00e7ekle\u015ftirilen d\u00f6n\u00fc\u015f\u00fcm s\u00fcre\u00e7leriydi.<\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">Bunun sonu\u00e7lar\u0131, mekanda daha \u00e7ok parsel baz\u0131nda d\u00f6n\u00fc\u015f\u00fcmleri \u00f6ng\u00f6ren bir resim olarak kar\u015f\u0131m\u0131za \u00e7\u0131km\u0131\u015ft\u0131r. Fakat bu, toplumu 2000\u2019li y\u0131llara kadar ideolojik olarak, politik olarak da yeniden \u015fekillendirdi, \u00e7\u00fcnk\u00fc asl\u0131nda kentsel rant\u0131n da\u011f\u0131t\u0131m s\u00fcreci a\u00e7\u0131s\u0131ndan bak\u0131ld\u0131\u011f\u0131 zaman, \u0131slah planlar\u0131 son 10 y\u0131lda, 15 y\u0131lda toplumda \u201ci\u015fgalci\u201d ya da \u201cHazine arazilerini ya\u011fmas\u0131\u201d gibi birtak\u0131m s\u00f6ylemlerle sorgulanan kesimlerin -bunlar a\u011f\u0131rl\u0131kla da \u00fccretli kesimlerdir- ilk kez kentsel ranttan pay almas\u0131 gibi bir s\u00fcre\u00e7 ya\u015fand\u0131.<\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">1970\u2019li y\u0131llarda bir bar\u0131nma meselesini \u00e7\u00f6zmek \u00fczere gelip kentlerde, bir k\u0131sm\u0131 hazine arazisini i\u015fgal ederek, bir k\u0131sm\u0131 da hisseli tapu yoluyla belli m\u00fclkiyetler elde ederek kentte bar\u0131nan, tutunan kesimlerin bir k\u0131sm\u0131, \u0131slah planlama s\u00fcrecinde k\u00fc\u00e7\u00fck sermaye eliyle kentsel ranttan pay almaya ba\u015flad\u0131. Bu kentsel ranttan al\u0131nan pay, kentteki yap\u0131la\u015fmay\u0131 ve kentteki silueti \u00e7ok yo\u011fun bir \u015fekilde de\u011fi\u015ftirdi, fakat kentin sosyal, ekonomik birtak\u0131m ortak gereksinimlerini kent mekan\u0131nda konumland\u0131rmak konusunda planlama ilkelerinin ihlal edilmesine yol a\u00e7t\u0131.<\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">Bug\u00fcn \u0131slah planlar\u0131yla yap\u0131lan ve d\u00f6n\u00fc\u015fen alanlarda hepimiz b\u00fcy\u00fck oranda sosyal donat\u0131lar\u0131n eksikli\u011fini, ortak birtak\u0131m kullan\u0131m alanlar\u0131n\u0131n olmad\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz. Zaten \u0131slah plan\u0131 yapanlara yasal mevzuatta imar planlamas\u0131n\u0131n klasik standartlar\u0131n\u0131 uygulama \u015fart\u0131n\u0131 getirmi\u015ftir.<\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">Fakat bu s\u00fcre\u00e7 tamamland\u0131\u011f\u0131nda, kentin tamam\u0131n\u0131 kentsel rantla d\u00f6n\u00fc\u015ft\u00fcrmenin m\u00fcmk\u00fcn olmad\u0131\u011f\u0131 da ortaya \u00e7\u0131kt\u0131, \u00e7\u00fcnk\u00fc kentsel rant tek ba\u015f\u0131na e\u011fer kente d\u00f6n\u00fc\u015ft\u00fcr\u00fcp gelece\u011fe ta\u015f\u0131yabilecek bir mekanizma olsayd\u0131 o zaman mekan da sosyal pratiklere ihtiya\u00e7 kalmazd\u0131. Sosyal devlet, toplumcu belediyecilik bu sosyal pratiklerin ger\u00e7ekle\u015fmesini sa\u011flayan temel \u00e7er\u00e7eveler olarak ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">2000\u2019li y\u0131llara geldi\u011fimizde kentsel d\u00f6n\u00fc\u015f\u00fcm anlam\u0131nda kentlerin imar rant\u0131 ve k\u00fc\u00e7\u00fck sermaye eliyle d\u00f6n\u00fc\u015febilen alanlar\u0131n d\u0131\u015f\u0131nda \u00e7ok geni\u015f bir b\u00f6l\u00fcm\u00fcn\u00fcn kentsel rant arac\u0131l\u0131\u011f\u0131yla d\u00f6n\u00fc\u015femedi\u011fini, buralar\u0131n hatta art\u0131k 70\u2019li y\u0131llarda, 80\u2019li y\u0131llarda yasad\u0131\u011f\u0131 umut, kente tutunma, kentte bir \u015fekilde s\u0131n\u0131f atlama hayallerinin de art\u0131k eskimesiyle, bu kente ba\u011fl\u0131l\u0131\u011f\u0131n da belli \u00f6l\u00e7\u00fclerde y\u0131pranmas\u0131yla \u00e7\u00f6k\u00fcnt\u00fc alanlar\u0131na d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc, terk edildi\u011fini, asl\u0131nda 2000\u2019li y\u0131llarda, belki 90\u2019l\u0131 y\u0131llar\u0131n ikinci yar\u0131s\u0131ndan itibaren yasamaya ba\u015flad\u0131k.<\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">Zaten kentsel d\u00f6n\u00fc\u015f\u00fcm alanlar\u0131 \u015fu an itibar\u0131yla k\u00fc\u00e7\u00fck sermayeyle \u0131slah planlar\u0131 arac\u0131l\u0131\u011f\u0131 ile d\u00f6n\u00fc\u015fememi\u015f alanlar, o y\u00fczden de bu alanlar\u0131 d\u00f6n\u00fc\u015ft\u00fcrmek i\u00e7in asl\u0131nda sermayenin yeni mekanizmalara ihtiyac\u0131 vard\u0131. Bu \u00e7er\u00e7evede de kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn 2000\u2019li y\u0131llardan sonra ortaya \u00e7\u0131kan \u00e7ehresini \u00fc\u00e7 olgu belirledi.<\/p>\n<div align=\"justify\">\n<ul>\n<li>\n<p style=\"margin-bottom: 0cm\">B\u00fcy\u00fck in\u015faat \u015firketlerinin daha \u00f6nceden elde etti\u011fi alanlar\u0131 kentsel d\u00f6n\u00fc\u015f\u00fcm alan\u0131 \u015feklinde belirleyerek sermayeye kaynak aktar\u0131m\u0131;<\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p style=\"margin-bottom: 0cm\">\u0130stanbul \u00f6rne\u011finde bu \u00e7ok \u00e7arp\u0131c\u0131 bir \u015fekilde ya\u015fand\u0131, uluslararas\u0131 sermayenin, \u00f6zellikle de Arap sermayesinin bu alanlara yat\u0131r\u0131m yapma iste\u011fiyle beraber, k\u00fc\u00e7\u00fck sermayenin d\u00f6n\u00fc\u015ft\u00fcremedi\u011fi alanlarda, daha b\u00fcy\u00fck \u00f6l\u00e7ekli sermayenin girme arzusunu da bir \u015fekilde tatmin edecek yeni bir kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7er\u00e7evesi olu\u015ftu. <\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p style=\"margin-bottom: 0cm\">Bu geli\u015fmelere bir de bu Mortgage dedikleri uzun d\u00f6nemli konut edindirme finansman y\u00f6ntemini de ekledi\u011fimizde ve bu sistemin i\u015fleyebilmesi i\u00e7in siyasi iktidar\u0131n kamu finansman\u0131 arac\u0131 olarak devreye soktu\u011fu TOK\u0130&#8217;nin rol\u00fc eklendi\u011finde bug\u00fcn ya\u015fanan kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn yasal, siyasal ve ekonomik \u00e7er\u00e7evesi olu\u015fmu\u015ftur.<\/p>\n<\/li>\n<\/ul>\n<\/div>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">&nbsp;<\/p>\n<div align=\"justify\"><strong>Kentsel d\u00f6n\u00fc\u015f\u00fcmle ya\u015fanan sorunlar<\/strong> <\/div>\n<p align=\"justify\">Sa\u011fl\u0131kl\u0131 ve ya\u015fan\u0131labilir kentsel alanlar \u00fcretimi a\u00e7\u0131s\u0131ndan olduk\u00e7a sorunlu bir kentle\u015fme tarihine sahip \u00fclkemiz i\u00e7in, \u201cd\u00f6n\u00fc\u015f\u00fcm\u201d ya da \u201cyenileme\u201d yoluyla kentsel mekan\u0131n yeniden d\u00fczenlenmesi \u00f6nemli bir ihtiya\u00e7t\u0131r. Bu ihtiyac\u0131n \u00e7\u00f6z\u00fcm\u00fcne y\u00f6nelik geli\u015ftirilecek uygulamalar, sosyal, ekonomik, k\u00fclt\u00fcrel ve fiziksel y\u00f6nleriyle b\u00fct\u00fcnsel olarak ele al\u0131nmal\u0131d\u0131r. <\/p>\n<p align=\"justify\">Ancak, liberal politikalar e\u015fli\u011finde, siyasi iktidar\u0131n yak\u0131n d\u00f6nemde \u00e7\u0131kard\u0131\u011f\u0131 kentsel d\u00f6n\u00fc\u015f\u00fcme ili\u015fkin bir dizi yasaya dayanan uygulamalar yukar\u0131da belirtilen toplumsal kayg\u0131lardan ve mekansal b\u00fct\u00fcnl\u00fckten yoksun niteliktedir. Bu durum, kentsel d\u00f6n\u00fc\u015f\u00fcm uygulamalar\u0131n\u0131, \u201cbar\u0131nma hakk\u0131\u201dn\u0131 ihlal eden sosyal y\u0131k\u0131m projelerine ve kentlerin planl\u0131 geli\u015fimi \u00f6n\u00fcnde birer engele d\u00f6n\u00fc\u015ft\u00fcrmektedir.<\/p>\n<p align=\"justify\">Ankara&#8217;da ortaya konan uygulamalarda, yerel halka ya\u015fad\u0131klar\u0131 mekanlar\u0131n d\u00fczenlenmesine ili\u015fkin s\u00f6z ve karar hakk\u0131 verilmemi\u015f, sosyal ve ekonomik ko\u015fullar\u0131 yok say\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p align=\"justify\">Bu \u00e7er\u00e7evede kentsel d\u00f6n\u00fc\u015f\u00fcmden daha \u00e7ok tasfiye projelerine d\u00f6n\u00fc\u015fen uygulamalar, uluslararas\u0131 finans \u00e7evreleri ile i\u00e7 i\u00e7e ge\u00e7mi\u015f b\u00fcy\u00fck \u00f6l\u00e7ekli in\u015faat \u015firketlerinin kentsel ranta el koymas\u0131 projelerine d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. Kentsel mekana yat\u0131r\u0131m yapan sermayenin \u00f6l\u00e7e\u011finde ve niteli\u011findeki de\u011fi\u015fime paralel olarak artan kar oranlar\u0131, bu b\u00f6lgelerde ya\u015fayan halk\u0131n bar\u0131nma haklar\u0131n\u0131 bile koruyamamalar\u0131na neden olmaktad\u0131r. Kentle\u015fme s\u00fcrecinde yeni bir d\u00f6neme i\u015faret eden bu durum, kentsel kat\u0131l\u0131m a\u00e7\u0131s\u0131ndan de\u011ferlendirildi\u011finde ise kentte ya\u015fayanlar\u0131n s\u00f6z hakk\u0131n\u0131n b\u00fcy\u00fck sermaye \u00e7evrelerine teslimi anlam\u0131na gelmektedir.<\/p>\n<p align=\"justify\">B\u00fct\u00fcn bu olumsuz uygulamalara kar\u015f\u0131n, kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn sosyal ve mekansal bir ihtiya\u00e7 oldu\u011funu ku\u015fku g\u00f6t\u00fcrmez bir ger\u00e7ektir. \u015eu anda uygulanmakta olan \u201ckentsel d\u00f6n\u00fc\u015f\u00fcm\u201d uygulamalar\u0131nda da g\u00f6r\u00fcld\u00fc\u011f\u00fc gibi, rant\u0131n b\u00fcy\u00fck sermaye taraf\u0131ndan b\u00f6l\u00fc\u015f\u00fcm\u00fc ve temel bir hak olan bar\u0131nma hakk\u0131n\u0131 ihlal ederek yerel halk\u0131 tasfiyeyi de\u011fil, ihtiya\u00e7lar\u0131 kar\u015f\u0131lamay\u0131 hedefleyen ger\u00e7ek\u00e7i ve adil bir kentsel d\u00f6n\u00fc\u015f\u00fcm temel ilkeler etraf\u0131nda ger\u00e7ekle\u015ftirilmelidir.<\/p>\n<p align=\"justify\"><!-- \t\t@page { size: 21cm 29.7cm; margin: 2cm } \t\tP { margin-bottom: 0.21cm } \t--><\/p>\n<p style=\"margin-bottom: 0cm\" align=\"justify\">Yukarda yer alan \u015femada say\u0131s\u0131 50\u2019yi bulan kentsel d\u00f6n\u00fc\u015f\u00fcm alanlar\u0131n\u0131n Ankara kent makroformu \u00fczerinde da\u011f\u0131l\u0131m\u0131 incelendi\u011finde ise kentsel d\u00f6n\u00fc\u015f\u00fcm alan\u0131 olarak se\u00e7ilmi\u015f b\u00f6lgeler i\u00e7inde \u00f6zellikle kent hen\u00fcz yap\u0131la\u015fmam\u0131\u015f alanlar\u0131nda, 2000 hektara \u00e7ok b\u00fcy\u00fck alanlar g\u00f6ze \u00e7arpmaktad\u0131r.
