Maddesinde tan\u0131mlanan kamu kurumu niteli\u011finde bir meslek kurulu\u015fudur.<\/p>\n<p>&#8211;\u00a0 Do\u011fal kaynaklar\u0131n bulunmas\u0131nda, i\u015fletilmesinde, sanayinin gereksinimine uygun olarak haz\u0131rlanmas\u0131nda ve pazarlanmas\u0131nda, \u00fclke ve kamu yarar\u0131 do\u011frultusunda madencilik politikalar\u0131 \u00fcretmek, bu hedefe ula\u015fmak i\u00e7in gerekli g\u00f6r\u00fclen t\u00fcm giri\u015fim ve etkinliklerde bulunmak,<\/p>\n<p>&#8211;\u00a0 Maden m\u00fchendisli\u011fi mesle\u011finin geli\u015fmesi, \u00fcyelerinin hak ve yetkilerinin sa\u011flanmas\u0131, meslek onurunun korunmas\u0131 i\u00e7in gerekli \u00e7al\u0131\u015fmalar\u0131 yapmak,<\/p>\n<p>&#8211;\u00a0 \u00dcyelerinin i\u015f ve sosyal g\u00fcvenliklerini sa\u011flay\u0131c\u0131 etkinlik ve giri\u015fimlerde bulunmak,<\/p>\n<p>Odam\u0131z\u0131n g\u00f6revleri aras\u0131ndad\u0131r.<\/p>\n<p>\u00dclkemiz y\u00f6netimleri, uzunca bir s\u00fcredir planlama d\u00fc\u015f\u00fcncesini terk etmi\u015fler, stratejik \u00f6ng\u00f6r\u00fcyle insan kaynaklar\u0131 planlamas\u0131n\u0131 da g\u00f6z \u00f6n\u00fcne alan ulusal kalk\u0131nma modellerinin geli\u015ftirilmesinden vazge\u00e7mi\u015flerdir. Ekonomik kalk\u0131nman\u0131n, sanayile\u015fme ve yat\u0131r\u0131m art\u0131\u015flar\u0131na dayal\u0131 dengeli bir yap\u0131n\u0131n olu\u015fturulmas\u0131 ile sa\u011flanabilece\u011fi ger\u00e7e\u011fini g\u00f6z ard\u0131 ederek ekonomi politikalar\u0131n\u0131n olu\u015fturulmas\u0131 ve y\u00fcr\u00fct\u00fcm\u00fcn\u00fc tamamen uluslararas\u0131 finans kurulu\u015flar\u0131n\u0131n ellerine b\u0131rakm\u0131\u015flard\u0131r. Bu kurulu\u015flar eliyle uygulanan politikalar sonucunda, insan\u0131 merkezine almayan, her \u015feyi al\u0131n\u0131p sat\u0131lan bir meta olarak g\u00f6ren anlay\u0131\u015flar do\u011fal zenginliklerimizi, kamu kaynaklar\u0131m\u0131z\u0131 yok etmi\u015f, k\u00fc\u00e7\u00fcltm\u00fc\u015f ya da \u00f6zelle\u015ftirme ad\u0131 alt\u0131nda sermayeye devretmi\u015ftir. K\u0131saca, son 25 y\u0131lda madencilikten enerjiye, ula\u015f\u0131mdan yerle\u015fime, e\u011fitimden sa\u011fl\u0131\u011fa kadar bir\u00e7ok sekt\u00f6rde \u00fclkemiz ve toplumumuz aleyhine \u00f6nemli yap\u0131sal d\u00f6n\u00fc\u015f\u00fcmler ger\u00e7ekle\u015ftirilmi\u015ftir.<\/p>\n<p>Zaman\u0131nda yap\u0131lmayan yat\u0131r\u0131mlarla giderek \u00fcretimleri d\u00fc\u015fen MTA, TK\u0130, TTK, ET\u0130MADEN, E\u00dcA\u015e gibi ara\u015ft\u0131r\u0131c\u0131 ve \u00fcretici kamu kurumlar\u0131 ile madencilik faaliyetlerini denetlemekle g\u00f6revli M\u0130GEM, Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131, \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131, TCK, DS\u0130 ve di\u011fer ilgili kamu kurumlar\u0131\u00a0 son y\u0131llarda bu g\u00f6revlerini lay\u0131k\u0131yla yerine getirmek amac\u0131yla gerekli kadrolara maden m\u00fchendisi al\u0131m\u0131 i\u00e7in neredeyse hi\u00e7bir \u00e7aba harcamam\u0131\u015ft\u0131r. Odam\u0131zca; bu kurumlardaki tecr\u00fcbeli kadrolar\u0131n yeni kadrolara bilgi aktar\u0131m\u0131n\u0131 sa\u011flayacak \u015fekilde d\u00fczenli maden m\u00fchendisi al\u0131nmas\u0131 gerekti\u011fi, bu kurumlar\u0131n en \u00fcst d\u00fczey yetkilileri ile yap\u0131lan g\u00f6r\u00fc\u015fmelerde ve g\u00f6nderilen yaz\u0131larda defalarca dile getirilmi\u015f olmas\u0131na ra\u011fmen kurum yetkililerinin bu konuda bir giri\u015fimi olmad\u0131\u011f\u0131 g\u00f6zlemlenmektedir.<\/p>\n<p>Odam\u0131z bu \u00e7er\u00e7evede; T\u00fcnel Yap\u0131m \u0130halelerinde maden m\u00fchendislerine teknik ve anahtar personel olarak yer verilmesi i\u00e7in Karayollar\u0131 ve Devlet Su \u0130\u015fleri Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2018ne, imalat haritalar\u0131n\u0131n yap\u0131m s\u00fcrecinde maden m\u00fchendislerine yer verilmesi hususunda Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2018ne, \u015fehirleraras\u0131 otoyollar ile \u015fehirlerin metro ve hafif rayl\u0131 sistemlerinin projelendirilip, projelerin uygulanmas\u0131 i\u00e7in haz\u0131rlanan ihale ve teknik \u015fartnamelerde kilit personel olarak maden m\u00fchendisi bulundurulmas\u0131 i\u00e7in Bay\u0131nd\u0131rl\u0131k ve \u0130skan Bakanl\u0131\u011f\u0131, Mahalli \u0130dareler Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc ve Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2018ne, metro, t\u00fcnel ve galeri yap\u0131m i\u015flerinde teknik personel olarak maden m\u00fchendisi bulundurulmas\u0131 hususunda B\u00fcy\u00fck\u015fehir Belediyeleri ve ilgili Valiliklere, zemin et\u00fct raporu haz\u0131rlanmas\u0131 konusunda maden m\u00fchendislerinin mevcut yetkilerinin kulland\u0131r\u0131lmas\u0131 i\u00e7in Bay\u0131nd\u0131rl\u0131k ve \u0130skan Bakanl\u0131\u011f\u0131\u2018na, maden m\u00fchendislerinin uzman yard\u0131mc\u0131s\u0131 olarak istihdam edilmesi konusunda \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131\u2018na,\u00a0 enerji uzman yard\u0131mc\u0131s\u0131 olarak istihdam edilmesi konusunda Enerji Piyasas\u0131 D\u00fczenleme Kurumu\u2018na, Rehabilitasyon projelerinin haz\u0131rlanmas\u0131nda maden m\u00fchendislerinin yer almas\u0131 i\u00e7in Orman Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2018ne\u00a0 yaz\u0131lar yaz\u0131lm\u0131\u015ft\u0131r. Ayr\u0131ca bu s\u00fcre\u00e7te \u00fcyelerimizin yasal haklar\u0131n\u0131n korunmas\u0131 i\u00e7in davalar a\u00e7\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>Di\u011fer taraftan TBMM\u2018de halen milletvekili olarak g\u00f6rev yapan maden m\u00fchendisi milletvekillerinden, meslekta\u015flar\u0131m\u0131z\u0131n ya\u015fad\u0131\u011f\u0131 sorunlar\u0131n yasal \u00e7\u00f6z\u00fcme kavu\u015fturulabilmesi i\u00e7in yaz\u0131 ile m\u00fcracaat edilerek destek istenmi\u015ftir.<\/p>\n<p>Odam\u0131za her y\u0131l 700\u2018 den fazla\u00a0 maden m\u00fchendisi \u00fcye olmaktad\u0131r. \u00dclkemizin ihtiya\u00e7lar\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nmadan a\u00e7\u0131lan b\u00f6l\u00fcmler ve art\u0131r\u0131lan kontenjanlar, mesle\u011fimizde i\u015fsizlik sorununu katlayarak b\u00fcy\u00fctmektedir. OECD \u00fclkeleri aras\u0131nda en fazla \u00fcniversite mezunu i\u015fsiz T\u00fcrkiye\u2018de bulunmaktad\u0131r.\u00a0 Meslekta\u015flar\u0131m\u0131z aras\u0131nda da i\u015fsizlik ciddi boyutlardad\u0131r. Odam\u0131z kay\u0131tlar\u0131na g\u00f6re \u00fcyelerimizin % 35\u2018i i\u015fsiz g\u00f6z\u00fckmektedir. Gen\u00e7 meslekta\u015flar\u0131m\u0131zda bu oran \u00e7ok daha y\u00fcksektir. En verimli y\u0131llar\u0131n\u0131 ve ailelerinin k\u0131s\u0131tl\u0131 kaynaklar\u0131n\u0131 maden m\u00fchendisi olmak i\u00e7in harcayan gen\u00e7lerimizin mezuniyet sonras\u0131 kar\u015f\u0131la\u015ft\u0131klar\u0131 tablo, ger\u00e7ekten son derece d\u00fc\u015f\u00fcnd\u00fcr\u00fcc\u00fc ve \u00fcz\u00fcc\u00fcd\u00fcr.<\/p>\n<p>Anayasan\u0131n 49. maddesinde &#8220;\u00c7al\u0131\u015fma, herkesin hakk\u0131 ve \u00f6devidir. (De\u011fi\u015fik: 3.10.2001-4709\/19 md.)
